In a speech <http://europa.eu/rapid/press-release_SPEECH-14-556_en.htm> to the Open Knowledge Foundation in Berlin, Kroes said openness and sharing of ideas is essential to the economy and innovation. Kroes is in office until 31 October, as the European Commission is undergoing its five-year transition. In particular, Kroes suggested that copyright needs to be reformed to ensure it does not interfere with access to knowledge in education. On the surface, this might appear inconsistent with views taken by the EU in negotiations at the World Intellectual Property Organization, where it has shown steadfast resistance to strengthening limitations and exceptions for libraries and archives (*IPW*, WIPO, 5 May 2014 <http://www.ip-watch.org/2014/05/05/hopes-dampened-for-copyright-exceptions-…>). But in the WIPO committee, discussions on exceptions for education are separate. “It’s a crime when teachers are prevented from freely sharing open educational resources,” Kroes said in prepared remark. “There’s so much we can achieve by making every classroom digital. Education that is not off the peg: but made to measure, for every child. That is what we want to achieve through open education.” “That shows how copyright rules need to change: but it’s just one example,” she said. “Those rules were designed for a different age, more about limitation and control than creativity and freedom. Holding back ideas from open education to data mining: copyright needs urgent reform.” She also insisted that public information from any EU government must be publicly available to citizens “without complex licensing restrictions” or high costs. EU member states have one more year to pass laws on the right to reuse public information, she said. On open science, Kroes said the Horizon 2020 research and development campaign “will offer 80 billion euros for research and innovation. Our biggest ever investment. And every resulting publication will be openly and freely available.” But she noted that national level research is up to national governments’ discretion. With SDN gaining more popularity, there is a shift towards centralization of control plane wherein the core forwarding intelligence which includes the awareness of topology and policy infrastructure is moved away from each of the independent network switches to a centralized controller. This shift towards centralization of control plane intelligence along with many open source initiatives like Open Stack, Open Network install environment, Open Daylight and Open compute projects puts the network switch industry at an inflexion point that could change the data center network industry. While there are obvious advantages to embracing such an open networking model, it is also important to look at key problems in networking that could benefit through centralization of resources. In this discussion we will focus on how SDN architecture enables the network to be agile & programmable and discuss how SDN paradigm help tackle key challenges in data center networking such as network monitoring, elephant flow handling, traffic engineering and centralized policy management About the speaker ============= Shivakumar Sundaram is an Engineering Technologist with Dell Networking. This is a commendable initiative. There is now a need for all organizations of government and for academies, councils, all universities and other institutions that receive funds from government to make available books, periodicals and all kinds of publications in art and literature to be published henceforth simultaneously under an open licence on the Internet. This, along with optimizing current procedures of making published books available to the public by printing only as many copies as are required, will not only help avoid unnecessary expenditure but also honour the right of all to obtain knowledge. In response to the question whether the Internet is accessible to people in villages and to others, we may say this is easier than getting access to a bookshop that can provide the books we need. I have been seeing the struggles of one of our universities to sell the textbooks it has published. It is more important to make books available to those in need of them than for the economics of selling to limit the spread of knowledge. We thought Modi Govt, with its concern about Academics and Research would give some relief in this matter. But nothing came out of this years budget proposal, which would be discussed in parliament and would be cleared, without any changes, unless we make noise, lobby with our political system, especially MHRD and Finance Ministers. It is surprising that such a burning issue did not get the attention of most of our professionals, our LIS Associations and even our publisher friends. First of all LIS Profession itself is deep problem due to various reasons. We are busy in attending and organising number of Seminars, Conferences, etc and we don't have time in discussing this serious issue. According to Directory of Open Access Repository (DOAR), of the 2679 registered Repositories, 1133 (42%) are using DSpace. Whereas, in India, of the 69 Repositories, 43 (62%) are using DSpace. Due to varying technical skills of the administrators, it is observed that most of these repositories use different versions from DSpace 1.6 to DSpace 4.1 and also some of the powerful features of DSpace are underutilized. Considering this, GIPE has planned a workshop on 'Advanced DSpace' to bring all the repositories under one version and make use of the most of the DSpace features. Another purpose of this workshop will be to develop a pool of experienced DSpace experts by providing hands-on training with ample practical knowledge that will enable them to build most effective digital repositories in India using DSpace. Echoing almost a decade <http://chronicle.com/article/The-Fight-for-a-Toll-Free/118444/> of pro-neutrality sentiment in academe, 11 higher-education and library groups released a set of 11 principles <http://net.educause.edu/ir/library/pdf/EPO1305_1.pdf> on Thursday that promote the notion that all Internet content, regardless of origin, should be treated equally. The 11 principles—meant to guide the FCC as it considers new open-Internet rules—include recommendations to prohibit the blocking of legal websites, ensure neutrality on public networks, forbid paid prioritization in the transmission of some content over others, and adopt enforceable policies. Before adopting enforceable policies, though, the FCC will have to find some that stand up in court. In January the U.S. Court of Appeals for the District of Columbia Circuit vacated the commission’s existing net-neutrality rules. The FCC responded in May by saying it would propose new rules that could permit telecommunications companies to charge extra for high-speed delivery of content. Net-neutrality advocates worried then <http://chronicle.com/article/Worried-by-FCC-Plan/146293/> that the new rules, if unchanged, could prove detrimental to cybereducation and research collaboration, among other uses of the Internet. In a news release accompanying the principles, the 11 organizations said the scheme proposed by the FCC would allow Internet-service providers to “give enhanced or favorable transmission to some Internet traffic, block access to certain websites or applications, or otherwise discriminate against certain Internet services for their own commercial reasons, or for any reason at all.” The organizations worry that a paid-prioritization model would shut out many nonprofit institutions. “Libraries and higher-education institutions that cannot afford to pay extra fees could be relegated to the ‘slow lane’ on the Internet,” they said. The public-comment period for the most recent FCC proposal runs until July 15. Although the principles laid out on Thursday do not constitute an official filing with the commission, several of the organizations that signed the statement of principles will also submit a more detailed and legally oriented response to the FCC before the comment period expires. The MOU was signed by Prof. N. V. Deshpande, Director and Dr. Kishor Chandra Satpathy, Librarian on behalf of NIT Silchar and by Paula Kaufman, Interim Director; Susan Schnuer, Associate Director of Mortenson Centre for International Library Programs; and Walter K. Knorr, Comptroller on behalf of University of Illinois at Urbana-Champaignon 6th June 2014. The main purpose of this MOU is to facilitate the creation of a world-class, innovative, inviting and flexible library system to enhance campus learning, support research, and provide community outreach and service at NIT-SILCHAR, through consultation and collaboration with the University Library of University of Illinois at Urbana Champaign, USA. The letter requests that Elsevier withdraw its TDM policy because it places unfair restrictions on how researchers can mine content to which they have legal access to and how they disseminate the results of their research. From the letter: "TDM is a digital research method which enables the analysis of vast and heterogeneous types of content. It has led to new medical and scientific discoveries and is set to be key to increasing the productivity of research and become an established element of research methodologies. Europe is falling behind in the exploitation of TDM because the lack of clarity in the current European copyright framework is disincentivising the uptake of TDM by researchers. In the UK, an exception for TDM has been introduced into legislation. What this means is that TDM will no longer be an activity that is subject to licence in the UK; any researcher will be free to mine content to which their institution has legal access. We see no reason that researchers across Europe and beyond should not have equal rights to mine content to which they have legal access." I thank all of you for that, hope that I would be able to live and work up to the expectations. Every year, country celebrate birthday of Dr. S. R. Ranganathan with professional fanfare. In keeping with the heredity, JNU is organizing a daylong seminar on August 12, 2014 in collaboration with Indian Association of Special Libraries and Information Centres ( IASLIC) & Association of Media Libraries and Archives(AMLA) with suppport from Informatics India. We all are well aware that the profession of Library science is at the crossroads. We have to march forward in the right directions. The profession is afflicted with many problems. For instance, numerous positions in Librarians, across the country remain vacant for various reasons. At times for want of suitable candidates with requisite qualifications, while at others due to indifference and reluctance of the authorities to fill them. Furthermore, there are anomalies in the status, pay structure of Library cadres across the country. A proliferation of Library Science programmes through distance mode has enhanced the supply of Library professionals. The supplies (young graduates) are not competent enough to cater to the demands and expectations of the market. In keeping with the changing times, the LIS curriculum needs to be over handed and revised Internship should be made a compulsory component of the curriculum. The recommendations of National Knowledge Commission have not been implemented. The daylong seminar will provide a forum to raise such issues and deliberate upon their tentative solutions. Much will depends upon the dynamic leadership of Library associations across the country, we all have to work unitedly in order to take our metier with evangelistic zeal, more ahead and scale heights. There is no registration fee however 200 delegates shall be accommodated on first registered and first served bases.
