ICSU Press Release [from Auckland, New Zealand] PRESS RELEASE – International Council for Science endorses open access to scientific record; cautions against misuse of metrics The General Assembly of the International Council for Science today endorsed open access principles and provided key recommendations guarding against the misuse of metrics in the evaluation of research performance. Auckland, 2 September – In a strong show of support for open access to the scientific record, the Assembly, which unites representatives of 120 national scientific academies and 31 international scientific unions, today voted for the statement which stakes out 5 key goals for open access, and offers 12 recommendations that pave the road for attaining them. "Open Access is a key mechanism to support the development of science and of vital importance to all scientists both young and old," said Prof. John Ball, who led the ICSU working group that developed the statement. "It is a powerful tool for creating and validating knowledge, and for supporting science as a public good, and not as something carried out behind closed doors," he added. The five goals in the statement assert that access to the scientific record should be free of financial barriers for any researcher to contribute to; free of financial barriers for any user to access immediately on publication; made available without restriction on reuse for any purpose, subject to proper attribution; quality-assured and published in a timely manner; and archived and made available in perpetuity. The statement also makes twelve recommendations for achieving these goals, including recommendations on metrics, stating that these, when used as an aid to the evaluation of research and researchers, should help promote open access and open science. It also cautions that metrics should be regarded as an aid, and not a substitute, for good decision-making. They should not normally be used in isolation to assess the performance of researchers, to determine appointments, or to distribute funds to individuals or research groups, for which it says expert review is indispensable. The Council's position takes account of the specific situation related to research data, asserting that publishers should require authors to provide explicit references to the datasets underlying published research. They also should require clear assurances that these datasets are deposited and available in trusted and sustainable digital repositories. Citing datasets in reference lists using an accepted standard format should be considered the norm. The statement also suggests that terms of contracts governing the purchase of scientific periodicals and databases by libraries serving universities and research establishments should be publicly accessible. We all know his contribution to the subject in general and to Profession in particular. The status of our profession is due to his contribution only. His contribution is still alive and appreciated by every one around the World. He was given just PADMASHRI by Government of India. In few books it is written that he is contemporary to Srinivasa Ramanujan and contributions are also of same status. Many people were given better awards like PADMA BHUSHAN OR PADMA VIBHUSHAN in spite of their limited contribution to Society. Now the trend initiated by Congress Government to give awards to the political and other personalities with highest awards either during their life time or after death. Looking at the contribution of late SRR, we all librarians and teachers of LIS SHOULD REPRESENT to Central Government, We should write to Government of Tamilnadu to initiate such representation to Government of India. We all professionals should write postcards to both the Hon’ble Modi ji and Hon’ble Jayalalitha ji. The LIS Associations should also pursue the whole giving such award to SRR which is a prestige to all of us. I wish every one seriously thinks of my suggestion and make their efforts in getting the highes award to SRR for his contribution. He wanted library books for all socioeconomic groups, not just well-educated scholars interested in public domain items. It is the responsibility of the library profession to work towards achieving this goal. MyLISA has put forward its little foot in this direction by mooting the idea of a ‘Tent Library’. Mysore Dasara is the Nadahabba (Karnataka State - Festival). One of the central attractions of the ten-day festivities is the five kilometer Jumboo Savari – the procession by the main elephant accompanied by other elephants carrying the idol of Goddess Chamundeshwari, the sitting deity of Mysore. The preparation for the procession is done eight weeks before the actual procession. The elephants are brought from nearby forest and trained for the purpose. The trainers of elephants – the mahouts – come and stay at Mysore along with their families. Mysore district administration provides them all facilities to their families. Temporary school is started for their children at the premises where they reside inside the palace ground. One of the ardent librarians from Mysore observed that these children lack library facility during that period. He mooted an idea with MyLISA to think of library service to reach the unreached. Acting upon the idea, MyLISA was successful in convincing the district administration of Mysore to extend the library services through Department of Public Libraries, City Central Library, Mysore. As a result a ‘Tent Library’ was established in the premises of the palace where the mahouts reside. These library being a part of school, regular library hours will be included in the school time-table. Staffs from the City Central Library and MyLISA members visit the tent library and conduct the sessions to these students on reading skills, use of books, books handling, types of books, newspaper reading, and other study aided activities. Expertise of a few renowned school librarians are used in providing the service. A lot of book based activities have been planned. Drawing, picture books, clay modeling, bookmark preparation, painting, etc., were also the part of the session scheduled. TIPS FOR UGC-NET EXAMINATION The National Educational Testing Bureau of University Grants Commission (UGC) conducts National Eligibility Test (NET) to determine eligibility for lectureship and for award of Junior Research Fellowship (JRF) for Indian nationals in order to ensure minimum standards for the entrants in the teaching profession and research. The NET is a very useful method of short-listing the candidates from a pool of applicants. We will be looking at some tips which will help perform better if not ace it. Before looking at the tips for clearing the UGC NET, you should know the syllabus of the examination. The notion of clearing the examination seems to be hard and candidates believe that the paper is tough. On the contrary, if you think that teaching is a passion rather than a profession that pays well, chances are that you will be able to clear the paper. Let’s have a look at some tips for preparing for UGC NET: Take time If you are planning to appear for the UGC NET examination, the idea is to spend time on your preparation. It is advised you spend quality time on your preparation and also regular amounts of time. You will be required to be regular on the time that you take out for preparation. Most experts will advice you somewhere between three to six months for preparing for the test. Familiarize yourself Over the next some months you should be able to clearly know things for what they are as far as the syllabus for the test is concerned. You should channel your preparation on the topics in the syllabus and thus plan accordingly. If you start your preparation well ahead in time then there will not be any need to skip a topic. Prioritize Out of the three sections in the paper, two will be on a topic of your choice while the other is a common paper which is to test you on aptitude and general awareness. While it is necessary for you to score well in the paper from your subjects, remember that if you do not clear the first paper you will not be able to clear the NET as well. So give priority to all three and spend and plan time in preparation accordingly. Notes Although this is not the case with only this test, taking and making your own notes will take you a long way. Get into the practice of making your own notes; this will make a huge difference when you will revise. Past question papers Try and collect as many past year question papers as you possibly can. These will not only set a bar when you are preparing for the examination but will also assist you during the preparation itself. There is a possibility that you are not able to solve all the questions by yourself, so it is important that you take the help of a mentor, senior, teacher to help you with the questions. Time if of the essence You need to be able to practice a lot to be efficient. It is only when you know what question will be solved how will you be able to manage your time, efficiently. Time yourself when you are preparing for the UGC NET. By doing this you will have a fair enough idea of how things are to be done. Be accurate There is no fun in being quick if you can’t be accurate. The purpose behind being quick is that you do not miss out on anything you know. Similarly there is grave importance in being quick and accurate as well. So when you are preparing, keep in mind that while you are required to achieve your daily target and study, you are also to keep a check on how accurate your answers are. In the end keep in mind that your answers will be as confident as you are. While keeping track of reality is of the utmost importance; do not break if you are not able to clear the paper in your first attempt. It has been made difficult for a purpose. >From the Guardian Higher Education Blog The increasing pace of human discovery is a curse â we need to rethink what it means to publish the results of research Timo Hannay, 5 Aug 2014 The rapid growth of scientific literature is often seen as evidence, if evidence were needed, that the pace of human discovery is accelerating. On the contrary, however, it is becoming a curse â one that requires us to radically rethink what it means to publish the results of research <http://www.theguardian.com/higher-education-network/research>. Relentlessly â day after day, year after year â scientists are uncovering new facts about the world. If anything, the startling rate at which this happens appears to be increasing, but how would we know if such an impression was true? One way is to look at the rate at which scientific papers are published and these have indeed been appearing at an ever-increasing rates for decades or even centuries. As reported in a recent paper <http://arxiv.org/abs/1402.4578>, the rate of growth of cited (ie somewhat influential) scientific publications has risen from less than 1% before the middle of the 18th century to 2-3% in the first half of the 20th century, and 8-9% today. That last figure is equivalent to a greater than doubling of scientific output every decade. What better testament to human intellectual progress and the power of the scientific method? Not so fast. For a start, not every publication is equal. When the author Theodore Sturgeon first invoked his famous law ("90% of everything is crap") he was talking about science <http://www.theguardian.com/education/science> fiction, but he could equally well have been talking about science. Estimates vary wildly, but probably between a quarter and a third of all research papers in the natural sciences go uncited <http://blogs.lse.ac.uk/impactofsocialsciences/2014/04/23/academic-papers-ci…>. A much larger proportion is cited only by their own authors or by one or two others. This is not necessarily a sign of inadequate or wasteful research, but it should give us pause. It is at least partly a result of the imperative for researchers to publish in order to continue to secure funding and employment, and the accompanying incentive to salami-slice research results so as to secure the maximum number of publications from any given piece of work. This in turn leads to the bane of every scientist's existence: far too many papers to read in far too little time. This situation is only going to get worse, even in the absence of any genuine increase in scientific activity. One reason is the rise of author-pays open-access publishing. This has the benefit of allowing anyone to read the research in question without paying the publisher, but also has the disadvantage of giving publishers a strong commercial incentive to issue as much content as possible. In general I am a supporter of open access <http://www.theguardian.com/higher-education-network/open-access>, but subscription business models at least help to concentrate the minds of publishers on the poor souls trying to keep up with their journals. As if this were not enough, proponents of open science (including me) are proposing that researchers should start publishing all of their work â complete with full data sets, comprehensive methods, negative results and "failed" experiments. In an age of bottomless digital information this is technically achievable and has the potential to greatly increase the transparency, impartiality and reproducibility of research â particularly welcome at a time when science is going through something of a crisis of confidence on these fronts <http://www.economist.com/news/leaders/21588069-scientific-research-has-chan…>. But it hardly promises a more manageable literature for those who are desperately trying to absorb all this information. The only practical solution is to take a more differentiated approach to publishing the results of research. On one hand funders and employers should encourage scientists to issue smaller numbers of more significant research papers. This could be achieved by placing even greater emphasis on the impact of a researcher's very best work and less on their aggregate activity. On the other they should require scientists to share all of their results as far as practically possible. But most of these should not appear in the form of traditional scholarly papers, which are too laborious for both the author and the reader to fulfil such a role. Rather, less significant work should be a issued in a form that is simple, standardised and easy for computers to index, retrieve, merge and analyse. Humans would interact with them only when looking for aggregated information on very specific topics. What would such a publication look like? I don't know exactly, but we can see signs in born-digital data publishing platforms such as Figshare <http://figshare.com/> (a portfolio company of Digital Science, which I run), Zenodo <http://zenodo.org/> (an initiative from CERN, the European particle-physics laboratory) and Dryad <http://datadryad.org/> (a not-for-profit membership organisation that supports the dissemination of research data). It is easy to forget that 350 years ago the scientific journal was itself an innovation, enabled in large part by the emergence of the printing press some 200 years earlier. Proposed patch to add in-browser support of Indian/non-Latin language typing in Koha

Hi all, [apologies for X-Posting] Browser based on-the-fly transliterated input on the OPAC was a long-standing requirement particularly in the Indian Koha user community. Indian government recognises 22 official languages for the purpose of official correspondance. The earlier attempts to add GoogleIndicTransliteration was a step in this direction. But that attempt did not finally clear QA. Google Transliteration API was deprecated in June 2011 and it's general Terms of Service (ToS) are not FOSS friendly. In contrast, jQuery.IME is dual-licensed under GPLv2+ and MIT. It is a key component of Wikimedia's (the organisation behind Wikipedia.org) global language engineering stack. At present, this represents robust, well tested support for over 135 input methods spanning over 67 languages. I've uploaded a patch (http://bugs.koha-community.org/bugzilla3/attachment.cgi?id=31152) against the bug number http://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=12815. The patch is against the current Koha master. I would like to request interested users to have a look and preferably test it. A Single tool for Library Automation , Institutional Repository, Knowledge Management, with Social media Features.

Dear All, I am happy to share our experience with you on using NGL tool which is developed in India based on Indian Librarians' experience & inputs and the tool which is par with the best LMS tools available internationally (As per my understanding) !! Before 2013 we were using three different software for library automation, digital Library (IR) and newsletter designing and they are A commercial Library Automation software, GSDL, and MS Front page respectively. For a small library team which is responsible for catering to the information needs of a large number of users, it was difficult to maintain/work on three different tools/Databases and satisfy library users as they had to search multiple databases for a piece of information, which was time consuming activity. In early 2013 we phased out these different tools and have a single tool that comprises all the functions & features of the tools mentioned above and more importantly an OPAC with Web 2.0 features. Software: To overcome the above mentioned limitations it was planned to use NGL, an open source tool. The existing NGL 3.0.4 is customized based on the inputs & continuous feedback given by several academic libraries and special libraries, including our K-Centre & Information services. Innovation & Novelty: The interesting features of NGL are highlighted here in: * Acquisition Module: comes with workflow (online Approvals) - Starting from user's request through Online Form available in OPAC to arrival of book. * Circulation Module: Helps handling multi-location transactions & real-time status update. Easy to circulate resources among multiple libraries. * Serial Module: Allows indexing articles against a particular serial and generate a content page newsletter in html. Multi-location issues are catalogued in one location and control/accession number is generated & used for circulation. Chief guest Prof. VG Talwar, Vice Chancellor, REVA University & President of KALA released Librarians day poster ‘with a tag line – “Jog your mind, use libraries” designed by KALA. Prof. Shalini Urs, University of Mysore, gave Keynote address on ‘Tablets to Tablets’. She took all participants to a fascinating journey of “Tablets to Tablets” i.e. from ancient clay tablets to modern electronic tablets. She highlighted the revolutionary changes taken place in publishing and disseminating the published information due to the technological advancements. Prof. Urs emphasized that, one has to adapt for change and take maximum advantage from it. She compared the advantages and limitations of traditional book and a tablet, and role of library and information centers in this changing environment. Professor concluded her talk with positive comments on Gulzar Sahab´s Shayari - Kitabein on Books and Computer. Professor IK Ravichandra Rao, Visiting Scientist, Centre for knowledge analytics and ontological engineering, PESIT, Bangalore launched online collection of SRELS Journal of Information Management's (50 Years of Archives) bought out by Informatics (India) Ltd. The SRELS content is available on I-scholar platform of Informatics (India) Ltd. Prof. Rao narrated the history and growth of SRELS Journal of Information Management's and called for younger generation to come up with new research papers in wider spectrum of LIS. He suggested libraries to be ready to adapt these challenges and meet their user requirements. Mr. Arnab Pal gave students perspective of looking at new gadgets as information carriers. He mentioned that students will accept new tablets once they experience them and have full confidence in the devices. Mr. Anand Byrappa who presented LIS perspectives, mentioned need for LIS professionals to be aware about latest developments in ‘publishing’ and ‘’tablets’ domains. He narrated how amazon’s Kindle reader can be adapted in library and Information Centers. He gave an overview about current global initiatives in the areas of ‘eBooks’ and ‘tablets’ and explained how many of them can be adapted as new initiatives by LIS professionals in their respective organizations. Mr. Haja Sharif who represented industry perspective, highlighted huge market scope for new gadgets like tablets and other similar devices. He shared insightful industry trends, which created lot of interest in participants. There was a very active interactive session towards end of the panel discussion where audience raised several questions which were clarified by the panelists. Moderator IRN Goudar concluded the panel discussion by thanking all the four panelists. Mr. Rajendra Babu, Assistant Professor, Tumkur University, proposed vote of thanks and the Librarian’s day program concluded with Dinner.
