Dear all, YouTube, the largest video sharing site allows billions of people to discover, watch and share videos.YouTube provides a forum for people to connect, inform, and inspire others across the globe and acts as a distribution platform for original content creators and advertisers large and small. YouTube was officially launched / opened to public access in May 2005, though on 23rd Apr 2005, the first-ever YouTube video was posted on the site. According to the official site of YouTube, as on 25th Apr 2015, it has more than 1 billion users and every day people watch hundreds of millions of hours on YouTube and generate billions of views. It may be of interest to note that 300 hours of video are uploaded to YouTube every minute and about 60% of a creator's views comes from outside their home country. YouTube is localized in 75 countries and available in 61 languages. YouTube has millions of video clips and deal with a variety of themes like entertainment, education, music, technology, medicine, science, motivation, skill development, cuisine, travel, advertisement to name a few. These clips satisfy the needs of people of different age groups and other demographics. As the 10th anniversary of YouTube will be celebrated in May 2015, CSI, IEEE CS & IEEE PCS would like to organise an evening programme titled "Best of YouTube" on 11th May 2015. In this programme, we propose to screen 10-12 video video clips of duration of not more than 5 minutes each and of size less than 20MB based on the suggestion by our members (including our supporting partner organisations like SPIN, eWIT, IITMAA, MALA, CySI etc) which they consider best, worth watching and would interest others too. This programme will the first to crowd-source the content from the members/participants. In this context, we request you to send the best YouTube video clips in mpeg (mp4) format by downloading it from YouTube in order to avoid online streaming at the pgm. Pl. send your clips on or before 3rd May 2015 following the guidelines provided in this email. You may use website http://keepvid.com/ to convert and download the YouTube video clips in mp4 format. Paste the URL of the clip at the top of the form and click on DOWNLOAD button. Then use the Downlaod MP4 (max 480p) option. If the downloaded mp4 file size exceeds 20 MB (the limitation of gmail for an attachment), re-download with lesser resolution say 360p to reduce the size of the file. After downloading make sure that that the file is usable by playing and watching the clip. Pl. note that only one clip per member will be accepted to provide opportunity to a larger group of people. The clips of duration longer than 5 minutes will not be considered. Pl. avoid sending clips dealing with content not suitable for public viewing and which may hurt the sentiments. The organisers decision is final in accepting the clips. A panel of judges will review and shortlist the clips for screening if the response is found to be overwhelming. The contributors of the video clips selected for screening will be awarded a cash prize of Rs 250 each, as a token of appreciation. But a recent surveyconducted by Kaspersky Lab and B2B International says that one in five Internet users assume their passwords are of no value to cyber criminals.“Even if you are not a celebrity or a billionaire, cybercriminals can profit from your credentials,” said Elena Kharchenko, Head of Consumer Product Management, Kaspersky Lab. “A password is like a key to your home; you wouldn’t leave your door on the latch, or put your keys where anyone could find them, just because you don’t think you have anything of great value.”Passwords are the keys to the account holders’ personal data, private lives, and even their money – and if they are stolen the consequences can affect not only individual users, but also their contacts.A compromised e-mail gives scammers access to every account that the user has connected to it, thanks to the messages it receives notifying of successful registrations or responses to password recovery requests. In turn, a compromised account on a social networking site makes it possible to spread spam advertising and malicious links. A password to an account with an online store gives cybercriminals an opportunity to harvest financial data and spend other people’s money.However, users often take the easy way out when creating and storing their passwords. The survey shows that Only 26 percent of users create a separate password for each account while 6 percent of respondents use special password storage software. 18 percent of those surveyed write down their passwords in a notebook, 11 percent store them in a file on the device, and 10 percent leave them on a sticker near the computer. At the same time 17 percent of users freely share their personal account passwords with family members and friends.To protect your account against unauthorized entry, you should follow a few simple rules: - Create a unique password for each account: if one of them is stolen, the rest will remain safe. - Create a complex password that won’t be easy to crack even using special programs. That means at least 8 symbols including upper and lower-case letters, numbers, punctuation marks, and no pet names or dates of birth! - Do not give your password to anyone, not even your friends. If cybercriminals can’t steal it from your device, they might be able do it from someone else’s. - Store your password in a safe place. Don’t write it down on paper; either remember it or use a special program for storing passwords from a reliable security vendor. What if Net Neutrality Opponents are right? What’s the view from the other side of the debate? Is there any rationale whatsoever for people or entities that support this regime? What has US experienced on this rough road so far? April 21, 20150Pratima HINDIA: Voltaire said something that sounds very profound on a normal day, but somehow when everyone is evangelizing the cause of Net Neutrality, the lines vanish in a fog of passion and the trumpeting march for democracy.“I do not agree with what you have to say, but I’ll defend to the death your right to say it!”Have we paused and given any room for that dimension of democracy while we were caught up in this all-righteous crusade of Net Neutrality?After all, how fair would be a debate if voices from the other side are dampened with not logic or rationale but just sentiments and rhetoric, as they might tag it?So, just for a minute, let’s consider what may make the notion of charging more for a better Internet or a faster Internet to someone in particular, really tick for a player or even a customer?Arguing FOR Net NeutralityWhat if providers have a business model backing their idea of blocking some traffic but not at the cost of harming anyone? What if they can ensure faster delivery and charge the dough from companies which have pockets lined well for this sort of expense – the big names of the Technology industry? What is this so-claimed Internet fast lane makes matters easy and life more fast-streaming and less-buffering for end users? What if these players have all the reason to charge more because these poor souls have paid through their nose in investing in that exact kind of robust infrastructure to take speed to another level? What if giving customers the convenience of 3G or 4G means that someone eventually will have to pay for fatter, better pipes?After all some vocal carriers have been claiming this in US and other regions quite audibly that they put in money and time to build up the infrastructure to support high data speeds for a futuristic customer and that makes them prone to charging customers or someone else in the chain a tad more.When the first footprint of Airtel Zero was visible, it was explained as an innovative and open marketing platform that will allow customers to access mobile applications “free of cost”. So can that be a bad proposition for customers?It was even clarified that such a platform would be “free” for all consumers and open to all marketers (and, open to all – big or small) and was told to have got enquiries from 150 start-ups – with majority being small start-ups – after its launch.There were happy feedback lines cited like ‘for a change these players will have an “equal opportunity” to run with the big boys’ and how on an average such platforms can reduce their marketing costs by almost three quarters.Is it wrong when a Telco argues that today, some mobile devices can store 50 or more apps, others can store five and some can’t even do so and that pops a big question – Will Net Neutrality imply that all devices must be standardized and offered at the same price to make the net neutral?The telco also wondered – There are multiple mobile technologies – 2G, 3G, 4G – to access internet. Should all speed and pricing be the same in the garb of Net Neutrality?Don’t some customers pay cheaper data rates based on volume purchased. Does Net Neutrality imply that everyone must pay the same rate irrespective of usage? What if the player is vouching that this play will also drive innovation in the internet and mobile app space by providing a cost-effective and non-discriminatory platform, in particular, to smaller companies?To be fair, at least one point that such Telco players make is right – not everyone is still very clear on what Net Neutrality is all about.There is more rhetoric than reason. So for the sake of reason, or Voltaire, let’s slice the debate with the aid of another knife.Is Net Neutrality advocacy more than chest-thumping?We all love taking up the cudgels and there is nothing more inspiring than standing together for the right cause. But even a fair, objective look (whatever degree of it is possible) distills that even if some of us choose to walk apart from the flag-bearing crowd on some holy march, we would still be a lot on this side of the debate.Here’s how:Ok, so any player who offers Internet as per a category and promises that this model will drive internet adoption through free usage (and companies and app developers would be an equal partner in the process) needs to listen to this.More so when carriers lament that they are stuck in an old Catch 22 between scarcity of spectrum and advent of new generations like 4G or 5G without the money to steer on that road smoothly.Spectrum management experts have long back drilled holes in this vest by saying that what causes the spectrum problems, is not the consumption part but its position, ownership, utilization and optimization. Old protocols have been keeping many robust players from delivering transmission speeds for today’s generation and when the customer is asked to pay more for a 4G data service under the argument that it’s better and new; there are experts who have surmised that it may actually be cheaper for a carrier to offer 4g over 3g services. Most industry biggies are still not clear over the exact definition of 4G.With the advent of a new generation on telco technology, speeds get faster, but they also turn easier and cheaper and when someone is using LTE or Long Term Evolution, it makes the model all the more cheaper for data part of the game.Once a big pipe is constructed, you do not make any extra effort or put extra money to push juice inside that pipe, do you? Then why should the customer pay more for what goes inside that pipe every time?Margins in this industry depend on the spectrum play and how well utilized are these pipes. A nice-laid infrastructure model will allow even those carriers who charge way less than others, to make more money than big boys, and this is based on volumes and pricing options. Price elasticity will come into action at some point but what remains to be dealt with is – would the carrier decide it or would the customer figure it out?That brings the spotlight back to what Net Neutrality in its quintessential avatar has been up to. The rudimentary idea is that whether it is an Internet provider or a cable operator or a cellular company, they should not filter stuff or manipulate the data traffic that flows over their networks, and jeopardize the rights of customers.In the US, FCC or Federal Communication Commission started confronting this issue more strongly when a proposal allowed room for “paid prioritization,” wherein a broadband provider could charge more for companies to deliver their services (like movies on Netflix) to consumers. There was a battle over Netflix as Verizon and Comcast wrestled on who will charge web services extra for delivering the high bandwidth content and make money. The notion that someone can pay to be in the “fast lane” of Internet service, was outrightly capsized. The fight and regulatory roller-coaster has been dramatic and FCC has been grappling some legal suit or another since then – sometimes it’s a Verizon and other times it’s an AT&T.But since then, authorities have realized and promised to crack the whip well on carriers if they are found to abuse their power. Recently, Title II of the Communications Act was a smart move that made the FCC inclined to treat Internet access as a public utility, and created some legal space for more regulatory freedom over net neutrality.Everything boils down to the basic premise – all Internet traffic should be treated equally by both governments and providers and nothing is blocked, while everything is delivered at the same Internet speed and delivery, no matter to whom or from whom.Of course, as tempting as it is to get into the other side of the enforceability of law for a concept like this, especially with the way censorship has worked at government level and for big corporates on various occasions; we will let that rant come up some other day.As of now, the war is far from overVerizon was successful earlier when it sued to overturn the FCC’s “Open Internet” rules and post that FCC chairman Tom Wheeler made moves and plans to enforce net neutrality by swinging Title II of the Telecommunications Act into the game. Now FCC wants to categorize Internet service providers as “common carriers” just like phone utilities. AT&T soon ensued with a preview of arguments around reclassification and now CenturyLink has also joined filing lawsuit charges against the FCC on the issue of net neutrality.Such net neutrality -focused lawsuits are coming from companies like Alamo Broadband, ACA, AT&T, NCTA, CTIA and USTelecom. CenturyLink for instance, calls the new order as “arbitrary, capricious, an abuse of discretions and a violation of federal law.” It has educed the FCC’s decision to control and subjugate the Internet as a mistake and even anachronous in nature. It stressed its stand on maintaining an open Internet network and had even invested hundreds of millions of dollars in order to build an infrastructure to support its claim; and it contends that there is no need for the FCC to implement Title II of the Communications Act since the commission could still achieve its goal of preventing Internet service providers from blocking or degrading lawful content.It argues that these regulations not only have no place in the 21st century economy, but will chill innovation and investment and opined it could lead to higher prices and fewer choices for consumers.Ask Sridhar Saranathan, a Telco veteran who has spent many years covering the breadth and depth of this industry at various stages of evolution in India, about the interesting dance that the debate is caught up in, and he quips that none of the Communication service providers are Global Operations as in the case of Google/ WhatsApp/ FB/ Skype etc. “Though there are global brands, right from the inception of the industry they are governed by the Stately governments, their regulations and resources/ licenses. Mainly this has been protecting the consumer rights as defined by UN, adopted by the relevant states. Dispute/ grievance on service, breach of trust could be redressed under the state law. Please refer TDSAD as consumer protection body in India. Similarly the citizen interests are protected by Regulatory authorities enforcing service coverage, quality and pricing (including unhealthy non sustainable competition).”When we were discussing the general issue of Internet freedom with Electronic Frontier Foundation ‘s Staff Attorney Mitch Stoltz, he poignantly remarked that the concept of net neutrality is also important to guarantee freedom of speech. “The Internet is the preeminent medium for free speech today, but unlike operating a newspaper or speaking in the streets, speech on the Internet is almost always transmitted by commercial intermediaries -Internet service providers. The ISPs’ commercial interests may not always align with a policy of free speech and free access to information. At times, an ISP may find commercial advantage in allowing some websites, apps, services, and content providers faster or more reliable access to Internet users.”But that’s exactly where Mitch peels some hidden layers and how they affect the big picture. “Then, because some Internet traffic is given priority over others, some are better able than others to speak to an audience. Favorable access might be given to those who can afford to pay for it, or simply to people who have a favored relationship with the ISP. An Internet without Net Neutrality rules may come to resemble television networks, where only those with a great deal of capital or political connections can speak to a broad audience.Electronic Frontier Foundation is a notable nonprofit organization and has been championing user privacy, free expression, and innovation through impact litigation, policy analysis, grassroots activism, and technology development. Back in India, Alaphia, Risalat, Luis, Alex and the rest of the Avaaz team at online activism site Avaaz, maintain that big telecom companies are trying to control the Internet by bullying us into paying more for services like WhatsApp or Skype.They are understandably disturbed with the possibility that Telecom companies want to create a VIP culture online by breaking the web into fast and slow lanes. “They’ll offer faster download speeds to rich companies who pay them and choke those who can’t. This kills net neutrality — where all websites are treated equal. Let’s stop money power taking over the Internet in India by acting now!” these activists are urging.As to the argument that telecom companies are after all profit-making businesses so they should be allowed to charge what they like, these crusaders are clear that a free and open Internet is a public utility and a global consensus is emerging to keep it that way.They even tag it as the apocalypse of the Internet and fear that it will erase the democratic promise of an information highway for everyone the founders of the World Wide Web imagined.An optimistic Mitch is confident that the U.S. government has just put in place clear new rules to promote net neutrality, and hopes that other countries will follow that example.The OTT services, which will operate over such regulated islands of networks, will also be forced comply to the laws of the land in each country they are providing the services through the local partner, who in this case could be the (already proverbial) pipe/access provider. Refer issues related to restrictions on internet services in China and many other countries. “Saranathan opines here.“As these corporates are parking themselves in the Tax/ Data havens, where the regulatory including Legal Interception (LI) will not be able reach, only way they will be controlled by countries would be by banning them.”Seems like this sentiment is being echoed on the other side of table as well and not limited to the stance taken by Flipkart etc. Matrimony services’ major Shaadi.com is calling the move myopic already.“Internet businesses like shaadi.com, have been successful in disrupting industries and delivering dramatic value to consumers based on a level playing field. It would be myopic to try and tilt that playing field to anything but neutral, since it will eventually lead to inferior experiences for consumers, and adversely impact the success of the internet industry as a whole!” surmises Gourav Rakshit, President & COO – Shaadi.comSatya Prabhakar, Founder & CEO, Sulekha.com stresses that Net Neutrality must be ensured in an absolute sense. “Providing fast or free access to specific destinations, sponsored by the well-heeled companies, discriminates against all others and creates an uneven playing field, ultimately detrimental to the broader society. If internet.org wants to provide free access, it should do so for all web, mobile and app properties, not selectively to a few. This is like laying signal-free, concrete roads to just a few selected shops.”Another growing e-commerce player Infibeam which started in 2007, too took a stand last week and stated it is against all the biased Internet Service Providers (ISPs) of the country. “Access to equal internet speed for any website or mobile app is a right of every consumer who is paying money for data to the ISPs. Hence, the ISPs cannot be biased and have to provide traffic equally. In India with over 15 ISPs, there are about 10 crore internet users. Despite huge number of internet subscribers and mobile users, the ISPs, which are also telecom operators are bleeding heavily. As per industry estimates, of the total revenue of the telecom companies, over 75 per cent is contributed by voice and rest is by value added services including data. Due to high investments and competition, the margins in voice are heavily squeezed. The need of the hour, therefore, is to have a sustainable industry that has the ability to invest in growth of data services and connectivity to all – as COAI was heard arguing this week.To connect a Billion Indians to the Internet means innovations across the ecosystem – affordable smartphones, more efficient networks, even more broad ranging applications (especially in areas such as education, health, governance) and pricing flexibility and a greater digital inclusion; is what it rightly puts the thrust upon.COAI (Cellular Operators Association of India) is clear about its role here – to enable all services to reach customers across the country. “One of the key factors to enable this is that the same rules must apply to the same types of services, including Mobile and IP Voice services. We should ensure customers have the freedom to choose how they want to access the Internet. A customer should be free to choose the device, technology and access platform – paid or subsidized as long as the Internet is always open in terms of access in a non-discriminatory manner. We support this! The interests of a few should not dictate the fundamental right of a customer to choose what he/she wants.” It stated in a press note.The right answers and on top of that- the right questions is what this debate, as we can see visibly enough now, has generated this month.More than anything else- that’s what the industry and the Internet milieu essentially and precisely needs. The Commission was hearing an appeal filed by a researcher who alleged that her co-researcher cunningly took the theme and her work from her research work and submitted it as her thesis to the Forest Research Institute, Dehradun, and hence, she must obtain the copy of the submitted thesis to prove her allegation. The appellant through RTI application sought copy of minutes of meeting of pre-thesis submission seminar of the researcher, copy of her thesis, all correspondence related to research work, rules and regulation of research work and related records. The appellant also submitted that she was denied information by ARID Forest Research Institution on the ground that the said information was third-party information. After perusing the material on record and hearing both the parties, CIC observed that, “One of the purposes of seminar of pre-submission and viva voce of Ph. D candidate is to ascertain whether research work of candidate is original and the work done by the candidate only. It is not third party information. Moreover, there is a public interest in knowing the originality of otherwise of the thesis, especially when a serious allegation of appropriating the research work is made by the co-researcher, it is the duty of the academic institution to clear the allegation after due verification.” While ordering the disclosure of the required information, CIC also directed the Institute to treat the RTI application as a complaint against the researcher, against whom allegations were made and to carry out inquiry in the matter. Goudar, Visiting Professor Cum Library Adviser, Bangalore University, Bangalore for throwing light on the tax issues in purchase of e-Resources. I desire there should be some more debates and discussions on this issue. As rightly pointed out by Dr.Goudar, this issue should be taken to MHRD and Finance Ministry through our Library Associations. Being an important office bearer of KALA, he should take lead under the able guidance of Mr.Satyanarayana MD Informatics as an experienced e-Resource vendor and who is also the office bearer of KALA. All that what is needed is: 1. Yes we should be careful while making payments for E-Resource vendors especially to the foreign Publishers. 2. At the same time the Associations, as rightly stated by Dr.Goudar should work with MHRD and Finance Ministry for getting the exemption of TDS. This will help libraries to procure more and more e-Resources and convert their Libraries in to Virtual Libraries. 3. As already extended exemption of customs duty and other taxes on importing of Books and Journals in print medium and Import of CD-ROMs containing educational material, e-Resources should also be exempted from TDS. E-Resources Management - Service Tax - TDS - Tendering

Dear Professionals, Managing E-Resources including acquisition, organisation, access and compliance to Indian Taxation Rules and IPR is a tricky issue. Earlier we had few Lis-forum postings on this matter. These issues have been dealt by very few Seminars/Conferences including one day Symposium on "E-Content: Copyright, Licensing, Taxation and Regulatory Norms" organised by NIMHANS 2013. I wish to share my views in this matter as experienced through discussions/ correspondence I had with different publishers and otherprofessional friends. I request my Professional friends to throw some more light with corrections on this issue, so that the matter will be clear to all those concerned including myself. 1. Unfortunately Indian IT Department treats acquisition of Databases (full texts, bibliographis, statistics, etc) as Software. As a result of this purchase/ subscription of e-books, e-journals and databases has become a serious issue. 2. There is no Service Tax for acquisition of databases produced by foreign publishers. However there is 14% of ST for products of Indian origin (12.5% last year I think). 3. TDS is a must for databases of both Indian and Foreign origin, which varies from country to country. For example for US, UK 15%, for Germany and Netherlands 10% and for Indian databses 10%. I learnt that this year onwards it is 10% for all. 4. These Rules are governed by Indian IT Act Section 195 for databses of foreign origin and Section 194J for Indian databases. 5. If we acquire databases through Indian Agents, it also becomes the duty of agent to adhere to these rules. But how many Indian agents are following them? Many Librarians are misguided by them. 6. However the publishers can claim back the TDS from their respective Governments under the provision of DTAA signed by Govt. of India with different countries using the PAN Card taken by publishers by Indian IT Department. Logic is simple. A product of other country, sold or licenced by Indian set up results in mopping up of income to Indian Government. This is actually is a portion of tax levied to concerned producers of product by the repective country. While I am not clear teh income of publishers by licensing either termed as royalty or business income, attracting different tax liability in some countries. Somebody cant throw more light on this matter. 7. Inspite of our insistence some publishers don't agree for TDS, but we should take firm stand. 8.There are thousands of smaller publishers publishing a single or very few titles. They don't want to take PAN card or they may feel that it is tedious procedure to follow the TDS rules. In such cases it is better to take service of Indian Agents, who take care of TDS on behalf of publishers on mutually agreed terms. *9.* When we insist on TDS some publishers may tell to apply the tax gross up clause and deduct TDS. That means we need to add equivalent of TDS to the invoice of the publishers and deduct TDS. In this case we end up in paying TDS from our side and if we issue TDS certificate, they can even get back the TDS we paid in their country. 10. We have to be careful about some clauses as a part of the invoice, offer or agreement copy like - the price offered is exclusive of any sales, use, withholding, value addted or similar taxes, government levies, etc shall be the responsibility of licensee. 11. The foreign publishers have to produceTax Residency Certificate and PAN card to the licensee, enabling them to get issued the TDS Certificate. 12. A recent Judgement by Karnataka High Cour in case of InfoSys which held that subscription to Databases (Gartner Reports in this case) is liable for TDS deduction. The judgement copy isavailable in the following link. Many of us including LIS Professionals and even Finance people are not very clear about the stringent rules applicable in this matter. We are also mislead by some publishers and Indian agents. Some of us although aware of the rules ignore them and as a result we will put not only ourselves into problem, but our institutions as well. There are examples of some bigger organisations, who have been asked by IT Department to pay TDS retrospectively, a difficult situation to handle. 14. A number of E-Resources Consortia are in operation in the country. Some of them are centrally funded and some collect licensing money (share) from members of consortia through mandate. In both the situations it is the responsibility of consortia administering institution to deduct the TDS. Few consortia managing set ups finalise the products to be licensed and many a times even negotiate for best price taking advantage of bulk business and mandate to participating colleges, but leave the job of getting invoices and payments on them. In this case it is responsibility of respective college to deduct TDS and do the required procedure. It is the responsibility of Consortia Managers to guide the members/colleges in the matter concerned to TDS. 15. We have to be careful in signing Agreement with the publishers usually written in very small letters. We need to take extra care about use and legal juridiction in case of dispute. It should be governed and construed in accordance with the reciprocal laws. Any dispute(s) arising with respect to/or in connection with the agreement, shall be submitted to the jurisdiction of the courts of India and governed by its laws if there are any claims to be dealt with from Publisher concerned and vice versa. Some publishers put a clause of Laws of their country in both the cases. 16. In case of E-Books licenced on Perpetual Access model, usually publishers ask for annual fees for maintenance of server, etc after 2-3 years. We should find good way of this clause while signing the agreement. We don't have to agree for this. But we may agree to license new content of the publisher in the form of a single E-book or subscribe one journal by the institution or as member of any consortia. We should also add a clause of allowing our users or the library to upload the contents of E-Books on e-book readers like Kindle, etc. We should also get MARC records to upload on our Library WebOPAC with links to the full texts from Publishers site. 17. Suggested Acquisition Procedure and some tips: Tendering? Our authorities and finance people may insist on Tendering Process for procurement of E-Books as a single transaction account more than a Lac and go up to Crores. We don't have to agree for using tendering process if we deal directly from Publishers concerned. More importantly as per General Financial Rules of 2005, Rule 136. Definition of Goods *excludes books, publications, periodicals, etc. for a library (* http://finmin.nic.in/the_ministry/dept_expenditure/gfrs/GFR2005.pdf) and there by allows us to not to call tender not only for E-Resources, but even for print documents. The FPBAI Bulletin issued (GOC), although doesn't have any Governmental Representative, usually its recommendations are accepted by Finance Departments of Institutions confirm this stand. Karnataka Transparency in Procurement Act too defines the Goods same way. In view of this using Tendering Process is not required even though transaction amount is in crores. Both at UoM and Bangalore University an E-Resources Committee constituted by Library Advisory Committee and approved by Syndicate is responsible for selecting E-Resources and negotiating with publishers concerned. If the negotiated amount is big, although not necessary it is advisible to get it aproved by Syndicate again. Other institutions can follow appropriate procedure. It is better we negotiate during the year end month for business of concerned publishers, as they would come to rock bottom in price to reach their business target. The price offered is not uniform for different institutions even from the same publisher. We should bargain on offer price rather than their catalog price. 18. Boosting Usage of E-Resources - Tips: Provide Links to E-Resources through Library/Institutional Website; Provide links to Guides usually provided by publishers; Advertise through NBs and e-mails time to time; Department wise Awareness cum Orientation Programs by ourselves apart from the ones done by publishers; Upload MARC records on Library WebOPAC with Links to full texts on Publisher's Platform; Arrange invited lectures on Accessing E-Resources for the benefit of Research Scholars and Faculty, etc. 19. Acessioning of E-Books: Generate Serial Barcode Number with convenient prefix like EB0001.......EB2014. We can also generate separate Barcode number for each publishers say EBSP... for Springer, EBTF... for T & F E-Books. This will help us search using keyword or any other Metadata in Advanced search for restricting to a particular publishers. One can print Accession register of E-Books for satisfying audit reqquirements if they don't accept online one. But the E-Books licensed will be on the publisher's platform. 20. While IPR Rules mentioed in the agreement copy of the Publishers are stringent walk-in-users clause can be used. But we should avoid few things like repackaging, hosting the e-contents on our site unless licensed for that, systematic downloading, using for commercial purpose, etc. Usually publishers are liberal in this matter unless the violation if serious in nature. Moreover we can only guide and instruct the users to stick on to IPR rules without the possibility of knowing what they do. TAILPIECE: Books and Journals in print medium have always been tax free. Import of CD-ROMs containing educational material are exempted from customs duty and other taxes. With these precedences it should not be difficult for the Government to look at e-books and e-journals from the same perspective. We should take up the matter to both MHRD and Finance Ministry through our Library Associations, Publishers Associations and Academic and Research Bodieslike UGC, CSIR, ICAR, etc. for exclusions library acquisitions of E-Resources from Service Tax and TDS. Proposition (hypothesis) Through the requirements for establishing a new library and its upbringing based on requirements and satisfaction of users and accreditation bodies, self financed engineering and management college librarians find themselves in need of a more useful, more specific and more detail set of standard for such college libraries. Why ? This need has emerged from specific problem in acquiring resources and providing services in library, problem in organizing manpower and their synchronization with resources and services, problem in considering cost effectiveness, problem in synchronization of all aspects of library with minimum standards laid down by affiliating bodies and in addition devaluation of those initiatives and measures taken by library which are not included in standards. However, fundamental problem is interlinked in nature. Itâs a problem of synchronization. If librarians focus on standards and norms then cost effectiveness is dropped, if we focus on cost effectiveness then standard is violated, if standard is violated then a college cannot be established. And there is library, a vital organ which is always under scanner of affiliating bodies, which has to synchronize all three - standard, cost effectiveness and usersâ need. A useful, specific and detailed standard only for library with a mix of input and output based philosophy is really needed to regulate and synchronize all those which have been mentioned just now. Presently, AICTE standard is being widely followed for mentioned purpose. All engineering colleges have to depend on and follow AICTE standard for setting up of new library and upbringing of the same. Without AICTEâs norms all self financed college libraries would have been taken different shapes and created such discrete structures that you would hardly find any similarity among them. To that extent AICTEâs norms though appreciable but present norms for libraries need a re-evaluation. In particular, AICTEâs standards and norms are specifically not for library but itâs a standard for setting up or renewal of institutes in India named âAll India Council for Technical Education Approval Process Handbookâ in which a little portion is spared for libraries. Process Handbook covers aspects such as area, seating, software and hardware, books, journals, digital library initiative, e-books, manpower and few others of an engineering college library. Either these norms can be sharpened by addition of so many new features and so structured that it can focus all key areas and can capable of addressing fundamental issues of a college library or initiative can be taken to create a detailed, useful and specific standard only for such college libraries. A new standard specifically for libraries need to set by respective ministry of Government of India for regulating such new genre of libraries those originated from self financed technical colleges by keeping in view the technological progress, knowledge proliferation, global changes in terms of socio-economic development and demand in market. Even the assessment system of National Board of Accreditation is not capable enough to handle the intense issues of library and the resulting consequences. NBA talks only on content of the library than its birth and upbringing. The contemporary engineering and management college system in India is facing increased fluctuating enrolment, changing educational policies, and financial pressures leading to recession of budgets by the college management. On the other hand, there is a change in the arena of information. The current trends in electronic publishing, the impact of Information Technologies in providing easier and swifter access to data and information through networks. Consequently, there has been enormous variation in the growth and development of the engineering college library system of India. Under these circumstances, how well the present college libraries are prepared to meet the challenges are matter of discussion. There are considerable differences in the quality of library service offered in engineering colleges throughout the country. Hence, assessment and evaluation of these libraries by focusing on the libraryâs mission, infrastructure, finance, administration, services, etc., is necessary to find out how far they have succeeded in giving quality services by effectively using their resources in a given environment. Such assessments, against standards, are useful to corroborate what has been expected and to measure the real situation. >From and at this point our discussion starts 1. Is there a need of creation of new standard only for self-financed engineering and management college libraries? For example, CBSE Guidelines for their school libraries. 2. If you have faced any problem then participate and contribute. 3. When did you face the problem â during establishing new library or during its upbringing? 4. Mention those specific areas of AICTEâs Approval Process Handbook where you think need editing or changes or addition. 5. Discussion would be fruitful if you simply state the problem that you faced along with your probable solution. UNIVERSITY OF KANSAS LIBRARIAN LEAVES $1 MILLION TO RESEARCH LIBRARY The University of Kansas has announced a bequest of more than $1 million from former university librarian Alexandra "Sandy" Mason to benefit the Kenneth Spencer Research Library. Mason, who worked as a librarian at the university from 1957 until her retirement in 1999 and was Spencer's first librarian, died in 2011. To be administered by the KU Endowment, the estate gift will establish the Ann Hyde Fellowship for Medieval and Early Modern British and European Manuscripts, in honor of Mason's lifetime friend, Ann Hyde, who died in June 2014. Hyde served as manuscripts librarian at the research library until she retired in 2000. During her career, Mason built special collections of research materials, guided generations of scholars and librarians, and was a leader in the Rare Books and Manuscripts section of the American Library Association. She received numerous professional awards, including the first Chancellor's Award for Distinguished Librarianship in recognition of her contributions to KU Libraries and her international leadership in rare book and special collections librarianship. In 1980, she was named to the KU Women's Hall of Fame. Before her retirement, an anonymous alumni couple established a scholarship fund named for her and Joseph Rubenstein - the library's head of Special Collections from 1953 to 1963 - to provide support for KU students who intend to pursue a career in an academic or research library. "Sandy was a pioneering scholar-librarian," said Beth Whittaker, KU Libraries assistant dean for distinguished collections, director of the Spencer Research Library, and a former student assistant of Mason's. "She played a significant role in building the renowned and rich collections within this library, and she encouraged me to become a librarian. It is an honor to accept this truly transformational gift." On the eve of IP day celebration CSIR-NAL has organized half day event (Key note address and panel discussion) on “Intellectual property rights for scholarly communication: Copyright, Plagiarism, and Fair Use” on 23rd of April 2015 between 2PM – 4PM at Dr. Valluri Auditorium, CSIR-NAL. Objective of the program is to create awareness about Copyright infringement and plagiarism concepts among Authors/Scientists and library professionals. Key note lecture will high light issues related copyright, plagiarism and Fair use. Panel discussion will comprise of experts representing Author, Editor, IPR, Publisher and Librarian perspective. Event registration is free and open to all library professionals. However participation mail to shivaram(a)nal.res.in is mandatory because of security reasons and arranging got visitor’s pass. Participants are advised to carry their identity cards.
