Friends: Please see how some editors in cahoot with commercial publishers distort articles written by scholars and go to the extent of injecting text from publishers into the main text of papers written by researchers. They even said that the authors and the publishers are partners in the work! DSpace-5.4 Installation File

Please ignore the previous message and post this message only. --------------- Dear All, After a rigorous effort, I could install DSpace-5.4 on LUbuntu-14.04 LTS version. The main problem I was facing with Tomcat (apt-get install tomcat7). After successful installation of DSpace-5.4 also, the tomcat was not starting and it was getting off after some time. Some PID issued was there. So, I changed the tomcat version and switched over to Version 8.0. I installed it manually and configured. I have prepared a document of Installation of DSpace-5.4 on Lubunu-14.04 LTS version. Stock verification: Weed out/Write off universal standard rules

Dear LIS Professionals, The working librarians' most difficult task is stock verification and stock maintenance and management. We don't have common standard rules by the any authority. Recently, Prof. (Dr.) A.Y. Asundi (well known personality) retired professor, DLISc, Bangalore University, Bangalore, written a book on Stock Inventory. studying problems of librarians on annual stock verification. It has covered problems of stock verification, procedures and methods of stock verification and finally solutions. Author referred almost all MHRD/UGC/Central/State government orders regarding library stock verification, weed out/write off policy and procedures and quoted with reference. further referred Indian courts judgements, developed countries library stock verification rules and norms. Review about the book: Well known authors/LIS professionals also appreciated about the book, currently I don't have review clips to attach here. Really it is one of the prime source for stock verification to the working librarian and LIS professionals. It is an excellent work by the professor. Its like a manual for working librarian. The group filed a writ of certiorari with the Supreme Court Thursday. Google's free service allows users to search for particular lines or quotes in books through the company's main search engine, and also displays parts of scanned pages of books. The Authors Guild and Google have fought for 10 years over whether that qualifies as "fair use." The Authors Guild first complained in 2005 that this violates copyright and undermines the value of authors' work by providing their books online and for free. The group has argued that Google Books, essentially, gives people access to their work without having to pay for it. It also objected to Google's partnerships with libraries to provide this online material. Google and the Authors Guild had worked out a settlement, but it was rejected in 2011 by a district court judge who deemed it unfair to authors, dropping the case back into court. Then in October, New York's 2nd Circuit Court of Appeals <http://www.ca2.uscourts.gov/decisions/isysquery/b3f81bc4-3798-476e-81c0-23d…> sided with Google and ruled the firm had acted legally when it scanned works — including those still under copyright — for its Books service. In his ruling, judge Pierre Leval <http://www.ca2.uscourts.gov/decisions/isysquery/b3f81bc4-3798-476e-81c0-23d…> said that Google's service does not devalue an author's work because having parts of the books online does not provide a meaningful alternative to having the full book (either by buying it or getting it from a library), and that Google was not meaningfully profiting off of its service — leaving it under the umbrella of fair use: Google’s unauthorized digitizing of copyright-protected works, creation of a search functionality, and display of snippets from those works are non-infringing fair uses. The purpose of the copying is highly transformative, the public display of text is limited, and the revelations do not provide a significant market substitute for the protected aspects of the originals. Google’s commercial nature and profit motivation do not justify denial of fair use. Google’s provision of digitized copies to the libraries that supplied the books, on the understanding that the libraries will use the copies in a manner consistent with the copyright law, also does not constitute infringement. Nor, on this record, is Google a contributory infringer. In the writ, a copy of which was provided to The Post ahead of time, the Authors Guild rejects that ruling and argues that it conflicts with other copyright rulings made around the country on how the laws apply in the digital age, and has far-reaching consequences for the future of U.S. copyright law: This case represents an unprecedented judicial expansion of the fair-use doctrine that threatens copyright protection in the digital age. The decision below authorizing mass copying, distribution, and display of unaltered content conflicts with this Court’s decisions and the Copyright Act itself. This case also presents important issues on which the circuits are split, highlighting the need for this Court to act. The Authors Guild does not want to shut Google Books down, but it does want Google to pay copyright fees, said Mary Rasenberger, executive director of the Authors Guild and a copyright attorney, in a statement. “Google copied books illegally—without permission, and because it could. It was inconvenient for it to seek permission, so it’s that simple,” she said in a statement. “Its actions cannot be justified after the fact just because Google Books uses the books to provide a research service in addition to the many other uses it has made for profit. ... Berlin 12 Conference report

Report on Berlin 12 Open Access Conference On December 8 and 9, 2015, representatives from several regions (Asia, Europe, and North America) met in Berlin, Germany, to discuss a proposal to flip subscription-based journals to open access models. The initiative is being led by the Max Planck Society, the organizer and host of the invitation-only Berlin 12 Open Access Conference. The rationale for the initiative is based on an analysis undertaken by Max Planck Digital Library (MPDL) <https://www.mpg.de/9202262/area-wide-transition-open-access>, which found that a flip to open access would be possible at no financial risk, “maybe even at lower overall costs” to the system. The objective of the conference was to build a consensus for an internationally coordinated effort to shift libraries’ journal budgets away from subscriptions and towards article processing costs (APCs). In general, most conference participants were supportive “in principle” of a collaborative, international effort to accelerate the transition to open access, although a number of concerns were expressed about a model in which APCs would prevail.
