Zenodo an attractive (and low-cost) option to make Indian research open access

Friends, I began my 2011 *Status report on OA in India*, commissioned by the Centre for Internet & Society, Bengaluru, with the statement, "Nothing that has happened in the recent past can have as great an influence as open access on science and scholarship in the developing world, and yet many developing countries including India are not adopting open access with enthusiasm. Developing countries remain developing largely because they often let go of such opportunities." The situation has barely changed. We are still letting go of opportunities. LIS managers in academic and research performing institutions can bring about a dramatic transformation. They could help their research performing clients - professors, research students, scientists, etc. - in creating a Zenodo account for each one of them. Zenodo (*https://zenodo.org/ <https://zenodo.org/>*) is a free, open-access digital platform that allows researchers to share and preserve their research outputs, including data sets, publications, presentations, posters, multimedia, software, and educational resources. Zenodo is built on open source software and was developed by the European Organization for Nuclear Research (CERN), the organization where the World Wide Web was also developed by Tim Berners Lee, but is open to researchers from everywhere. Zenodo makes scientific outputs of all kinds citable, shareable and discoverable for the long term. The term 'low-cost' in the subject line is the cost to hire interns/trainees (if needed) to create and populate the Zenodo accounts. They are socially superior in some way requiring our submissive behavior, or we concede so at a mental level. Is this necessary or correct I do not know. Similarly, would you consider a librarian with respect? Both men and women are employed as Librarians in India but in Western countries most of them are women. The salaries of library staff are low. In most institutions, even the chief librarian does not enjoy the status of the Head of the department but is asked to report to somebody two or three levels lower from the top. When I was employed as Librarian-cum-Technical-Info-officer in IDL, the grandmother of a friend of mine asked: Oh! your job is to dust and put back books in a library? That picturisation and image of a librarian has not improved or changed much! India should share costs of opening up knowledge

Friends, The D2O (Direct-to-Open) model for publishing and distributing academic and scholarly books is here to stay. Please read https://news.mit.edu/2024/mit-press-direct-open-impact-report-0529. Leading Indian academic and research libraries that cater to large numbers of users should come forward to support such programmes by subscribing to them. While our institutions and librarians are ready to pay tens of thousands of dollars annually on books and journals published by for-profit publishers, most of them are reluctant to take part in the D2O programmes such as the one pioneered by the MIT Press and the S2O (Subscribe-to-Open) programmes pioneered by Annual Reviews Inc. Also, not many institutions in India support *arXiv* financially although a large number of Indian physicists, mathematicians, computational biologists and several others use *arXiv* extensively both to learn about the latest developments in their fields and to announce their own new results. On the one hand, our political and scientific leaders never miss an opportunity to tell the world that India is the third largest publisher of research papers and that we are close to becoming a scientific super power. On the other hand, there seems to be a reluctance to participate in the sharing of costs of publishing of books, journals and preprints which would anyway become freely accessible *thanks to others paying for them*. We at SocialWell have been operating multiple Koha ILMS instances for six institutions for the last six months now. In this period, we have monitored how Koha is performing on different sizes on library, usage, and server specifications. In general, it appears Koha-using libraries can benefit a lot from performance enhancements. From a cost perspective, it seems Koha runs well in a minimum of 2vCPU, 8 GB RAM, and 16 GB memory. A server with this spec costs about Rs. 66,816 a year. That’s a significant expense for a library having 5,000 to 10,000 resources. I want to collaborate with other Koha experts to write an article or a blog on the performance pros and cons and areas of improvements. This would help us to put together more scenarios – running multiple Koha instances in a single compute machine, running each instance separately, among others. Another mass resignation at a Wiley journal as the editors and all of the editorial board members of one of the most influential journals in moral and political philosophy, Philosophy & Public Affairs, have resigned en masse <https://dailynous.com/2024/05/22/editors-at-philosophy-will-launch-new-oa-j…>. This makes 11 journal mass resignations at Wiley since 2018 according to the Retraction Watch Mass Resignation List <https://retractionwatch.com/the-retraction-watch-mass-resignations-list/>. As the Daily Nous says according to their statement, *crucial aims of scholarly journals are “not well-served by commercial publishing* ...
