Taylor & Francis explores the changing role of librarians in India through interviews in a new project, 'Library Voices'. In response to the evolving digital climate, there is a clear shift in the role and responsibilities of the librarian. In a series of interviews<http://www.tandf.co.uk/libsite/libraryVoices/asia/>, librarians at: South Asian University; Indian National Trust for Art and Cultural Heritage (INTACH); Indian Social Institute; Delhi Technological University; Jawaharlal Nehru University and National Institute of Technology (NIT) Patna provide Taylor & Francis with their perspectives on the multi-faceted role of the librarian. These interviews introduce the digital librarian as "educator," "knowledge navigator" and as the central point for virtual social interaction. The way librarians are interacting with users now extends beyond the library's physical space. Social media and library websites were pinpointed, during the interviews as being the most common tools for user engagement and for increasing awareness of the library's products and services. Use of social media in the library, according to Abdulah Amudabin, Librarian, South Asian University also serves a different purpose - to connect patrons not only with librarians but also with each other. Librarians also play a critical role in helping users spend less time researching and more time finding and reading the content. In a climate of digital change, where information can be accessed from a number of sources, Dr Gaur, Jawaharlal Nehru University, highlights how one of the key challenges facing librarians is to "to change their ways of working and [provide] the information" to adapt to the new role, as a, "knowledge navigator" to assist the researcher in acquiring the relevant information. http://www.researchinformation.info/news/news_story.php?news_id=2115 There is a clear teaching element attached to the role of the librarian who is, "not only providing books and journals, but [is] teaching the teachers, students and even the public," as stated by Abdulah Amudabin, Librarian, South Asian University. Some of the librarians featured offer a structured and detailed information literacy program. A key concern is to support research outputs at the institutions and often librarians run training courses on plagiarism, reference management and online resource tools available at the library. As well as identifying and filtering content for their users and teaching patrons how to use the many resources offered, librarians are looking at the different ways that users access their research. Rameshwar Dayal explains that the majority of users are, "using the library online either through the computers or using their mobile device." In response to this need, the Indian Social Institute are planning to launch their own mobile app. Librarians are continually adapting the services they offer to meet the technological needs of their researchers. As Rameshwar Dayal at Indian Social Institute goes on to say, "Time is changing and technology is growing very fast. In this fast moving world, we have to connect with our users and act according to change." As Dr Mahesh Sign comments, "Earlier librarians were the custodians of reading material, but now librarians are the key contacts for any academic institute which disseminates information." Dr Ramesh C. Gaur, Librarian, Jawaharlal Nehru University attributes the main change in the evolving role of the librarian to the need to offer more "personalized services rather than the physical services." It is clear from these interviews that the librarian's role is expanding to cater to digital demands. Special Track on Metadata & Semantics for Open Repositories, Research Information Systems and Data Infrastructures MTSR 2016 ** Aim and Scope ** The sharing and re-use of research information is becoming an increasingly important aspect of scientific activity. Text publications are traditionally the main way of publishing research output and challenges still exist for their optimal recording and dissemination. Scientific communities increasingly recognise the immense significance of storing, discovering, processing, preserving and re-using data sets as well as other types of research objects like workflows and software. Furthermore, Public Sector Information, potentially valuable for research purposes, is provided openly by governments although not always in forms that enable re-use. Metadata is a critical factor in this area, actually providing the means to promote black-box digital files to discoverable and re-usable objects. Rich metadata about research output needs to be recorded and disseminated, including contextual and provenance information (for example, relationships of publications and data sets with people, organisations, funding information, facilities and equipment). For certain use cases, metadata needs to be uniformly accessed across research domains, to foster collaboration and re-use of data sets among different disciplines and vertical communities. However, the recording and utilisation of domain-specific information is also significant in many circumstances. A range of open research and technical issues have to be addressed towards these goals, while it is also recognised that international harmonisation on standards and technologies is of critical importance. The college is recognized by AICTE New Delhi and the 5 Programmes have been accredited by National Board of Accreditation (NBA), New Delhi during the year 2015. At present institute is offering 8 UG programmes and 7 PG programmes in Engineering along with MCA & MBA programmes. Six departments are recognized as Research Centres by VTU, Belgaum to offer Ph.D. and M.Sc. Engg. (by research) programmes. Library and Information Centre: The Central Library functions as the primary information resource centre, and repository of all printed and e-resources for teaching and research activities at the institute. The Library occupies an area of 3000 Sq.m an independent block and it caters to the information needs of the students and faculty members of the institute. It has more than 85,000 volumes of books, 100 technical journals. Library is subscribing E-Resources viz, Elsevier Science Direct, Springer, Taylor and Francis, IEEE, ACSE, ProQuest and Knimbus through VTU Library Consortia. Department of Mechanical Engineering: The Mechanical Engineering department established in 1980 with an intake of 40, the present intake is 180. The UG Programme is accredited by NBA. The department is a recognized VTU Research center and also runs 3 Post graduate programmes. The Department has fifty-two dedicated Faculty and around 600 students. The department has enough infra-structure required to cater the needs of mechanical engineering degree aspirants. The department laboratories are well equipped and updated regularly. Recently, two new laboratories, Computer Aided Modeling and Analysis Laboratory and CIM & Automation Laboratory, are added. Many laboratories of the department have facilities to carry out research work in the specialized fields like I. C. Engines, Heat Transfer, Material Science, Computational and Numerical study of mechanical systems, etc. The department has high end soft-wares like SOLID EDGE, CATIA, ANSYS, MS NASTRAN (University Bundle), CADEM and many more. For the ongoing project, department has received Research Grant of Rs 17.94 Lakhs from VTU and 20 Lakhs from VGST. The department has also received grants from AICTE under MODROBS Theme of the workshop: We are experiencing change in the teaching-learning process with the impact of technology. eLearning, Massive Open Online Courses (MOOC), Open Courseware and other technological tools has reduced the distance between information resources and resources needed for learning process. This is true in academic research and publication process also. The technological tools available to access information resources, organizing resources, reference management, statistical analysis, report writing, etc., has made the research and publication process more interesting. Further, these technological tools act as supporting outfits in adhering to publication etiquettes and in managing academic integrity. However, the effective use of these web technological tools demands soft skills, research skills, resource management skills and exposure to IT skills. Keeping these requirements, this workshop is designed to introduce technological tools that supports research & publications activity. Objective: The workshop intends to bring together the faculty members and research community on a common platform to create an environment to move ahead in research & publication using technology. Taylor & Francis explores the changing role of librarians in India through interviews in a new project, 'Library Voices'. In response to the evolving digital climate, there is a clear shift in the role and responsibilities of the librarian. In a series of interviews<http://www.tandf.co.uk/libsite/libraryVoices/asia/>, librarians at: South Asian University; Indian National Trust for Art and Cultural Heritage (INTACH); Indian Social Institute; Delhi Technological University; Jawaharlal Nehru University and National Institute of Technology (NIT) Patna provide Taylor & Francis with their perspectives on the multi-faceted role of the librarian. These interviews introduce the digital librarian as "educator," "knowledge navigator" and as the central point for virtual social interaction. The way librarians are interacting with users now extends beyond the library's physical space. Social media and library websites were pinpointed, during the interviews as being the most common tools for user engagement and for increasing awareness of the library's products and services. Use of social media in the library, according to Abdulah Amudabin, Librarian, South Asian University also serves a different purpose - to connect patrons not only with librarians but also with each other. Librarians also play a critical role in helping users spend less time researching and more time finding and reading the content. In a climate of digital change, where information can be accessed from a number of sources, Dr Gaur, Jawaharlal Nehru University, highlights how one of the key challenges facing librarians is to "to change their ways of working and [provide] the information" to adapt to the new role, as a, "knowledge navigator" to assist the researcher in acquiring the relevant information. There is a clear teaching element attached to the role of the librarian who is, "not only providing books and journals, but [is] teaching the teachers, students and even the public," as stated by Abdulah Amudabin, Librarian, South Asian University. Some of the librarians featured offer a structured and detailed information literacy program. A key concern is to support research outputs at the institutions and often librarians run training courses on plagiarism, reference management and online resource tools available at the library. As well as identifying and filtering content for their users and teaching patrons how to use the many resources offered, librarians are looking at the different ways that users access their research. Rameshwar Dayal explains that the majority of users are, "using the library online either through the computers or using their mobile device." In response to this need, the Indian Social Institute are planning to launch their own mobile app. Librarians are continually adapting the services they offer to meet the technological needs of their researchers. As Rameshwar Dayal at Indian Social Institute goes on to say, "Time is changing and technology is growing very fast. In this fast moving world, we have to connect with our users and act according to change." As Dr Mahesh Sign comments, "Earlier librarians were the custodians of reading material, but now librarians are the key contacts for any academic institute which disseminates information." Dr Ramesh C. Gaur, Librarian, Jawaharlal Nehru University attributes the main change in the evolving role of the librarian to the need to offer more "personalized services rather than the physical services." It is clear from these interviews that the librarian's role is expanding to cater to digital demands. Dear Professionals, Being doctoral student of Prof. Shivalingaiah, I too join our professionals to wish my guide all the best in his new responsibilities. His visible contributions started from Mangalore University itself. He brought many changes in Mangalore university admn. He followed strict guidelines of on-time submission of progress reports, fee and submission of thesis of his students. He ensured that all his students respect the rule of university. He took care the post submission task of evaluation and completion of award process without losing time. Like in Mangalore and Tumkur Universities, I am sure my guide will bring visible improvements in KSOU also. KSOU has already underwent turbulent times, caught in whirlpools and govt. Raise your voice to save academic librarianship

Dear Professional Colleagues, Wishing you a very Happy Holi. Holi is the festival of colours. These colours have different shades. Some you may like, some you may not. Similarly, our life also has different colours. Let me give you some glimpses of various issues in academic librarianship, currently our profession is passing through. As an estimate, about 57% of Librarians' positions in Indian Universities are lying vacant. As per my understanding some of the major reasons for this are as follows: 1. Reluctance of University administration in filling up the positions. Many time, they believe that library can be managed without a librarian or with the help of junior staff. 2. Misconception about the changing role of libraries. Many believes that now everything is digital, so no need of librarians. 3. Lack of availability of eligible candidates. This is mainly due to following : (i) Large experience requirement as per current recruitment rules. Candidates should have 18 years experience as Assistant Librarian/ college librarian or 13 years experience as Dy. Librarian in a college/university. Many of the Universities are still not using the revised experience criteria of having three years experience as Dy. Librarian in 9000 AGP. Many are not aware of it, as it is given under CAS. (ii) API score: As per UGC regulation 2010, the candidates should possess 400 API score for the post of Librarian. Many of the categories in the API format are not as per the profile of the Librarian. (iii) Capping on API score: As per revision to UGC regulation 2010, UGC has put capping on API score. The API score in category III have following capping: (a) 30% of the cumulative API score or actual API points in category (A) whichever is less (b) 25% of the cumulative API score or actual API points in category (B) whichever is less (c) 20% of the cumulative API score or actual API points in category (C) whichever is less (d) 10% of the cumulative API score or actual API points in category (D) whichever is less (e) 15% of the cumulative API score or actual API points in category (E) whichever is less After applying above capping sometime a person who is having total API score of about 600 in category(III), may not able have admissible 400 API score. So with capping it is/will be very difficult to have many eligible candidates. 4. Many of the applicants do not know how to properly list out their research and publication contributions. Many times all documents in support of the API claims are not enclosed. 5. Lack of understanding of API point system is also one of the problem 6. Besides, API scores, there is lack of parity instruments of experience requirement. For example, for selection of a Professor in University, experience requirements are as follows: Minimum 10 years experience in PG teaching and/or research in a University including guiding research in teaching level. So as per the above, an Assistant Professor is eligible to become a Professor with 10 years experience. However, one needs 18 years experience as Assistant Librarian to be eligible to apply for University Librarian. 7. As per my understanding even a teacher working in a private college or institution, or in government on contract or ad-hoc is being given full consideration in terms of eligibility. But a Library professional working in a private institution or on other designations is not considered at most of the places. 8. There are number of other problems within the profession also. Surely we need quality intake and also need to see the demand and supply position of Library professionals. Do we really need so many the distance learning course? I understand that above issues are major reasons for this current state of vacant positions of librarians in Indian Universities. Due to above about 57% of the University Librarians positions are occupied by either Professors or other non-teaching senior officials and justification given for such situation is that suitable Librarians are not available. I do not agree with that. During my interaction with the young library professionals, I see a number of talented professionals fully deserving and competent to take up such positions. However, due to complications of experience requirement, API score and also reluctance from the University administration they have been denied their due place. This is happening because we are not raising our voice against such anomalies. I am writing this with a request to all Library professionals and Library Associations to raise their voice to fight such problems. This is very important to save this profession. I suggest, everyone should write to HRD minister on a Post Card to remove API score for Librarian and also to reduce experience requirements from 18 years to 10 years in Assistant Librarian or equivalent grade. Haravu, editor of ‘Case Studies for Teaching Library Management’ 'Teachers of Library and Information Science will find the case study method useful in training students and in library management. Typical problem situations faced in libraries cannot be taught theoretically and therefore the Case Method is used. The Case Method can also be used by library managers in effective decision making as it will involve staff at all levels in a democratic manner to address problems related to personnel, that related to users of the library, threats from external competition, particularly from the Internet, and so on' thus said Sri. L.J. Haravu. Sri. L.J. Haravu, Former Senior Manager of Library & Documentation Services, International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) was talking about the book titled, “Case Studies for Teaching Library Management” authored by N.G. Satish and Anil Takalkar published by Kesavan Institute of Information and Knowledge Management (KIIKM), Hyderabad, and edited by him, on Saturday, March 19, 2016 at Department of Library and Information Science, University of Mysore, Mysuru. He was was the invited speaker for Mysore Librarians & Information Scientists Association (MyLISA)’s ‘Book Talk in Library Science Series’. He spoke of the why and what of case studies, how a case is should be presented by teachers and advantages of using this method in involving students in analysis and discussion in problem solving. The role of teachers and students in the use case studies in was presented. A hypothetical Case Study published in the book about the resistance of faculty members in a college to hold on to text books denying students access to these was opened for discussion leading to lively discussion followed by suggestions for solution to the problem presented in the case study. The talk was well received and audience enjoyed the case discussion during the session. Earlier Dr. P. Sarasvathy, Secretary, MyLISA welcomed the gathering the introduced the speaker. Dr. M. Chandrashekara, President, MyLISA presided over the function. Dr. Chandrashekara summarized the talk and highlighted the importance of case method of teaching in Library and Information Science. Shivalingaiah, Professor of Department of Library and Information Science, Mangalore University has been appointed as the Vice-Chancellor of Karnataka State Open University (KSOU), Mysuru. He is the second Vice-Chancellor from our LIS profession. It is really overwhelming that Prof. V.G. Talawar and Prof D. Shivaligaiah were served at Mangalore University and fortunately both of them have taught me during my BLISc at Mangalore University. Dr. D. Shivalingaiah did his PhD under the able guidance of Prof. V.G. Talawar, Vice-Chancellor of Reva University, Banagaluru and former Vice-Chancellor of University of Mysore (Fortunately I also did my research under Dr.V.G.Talawar). *CALL FOR CHAPTER PROPOSALS* *Proposal Submission Deadline: March 30, 2016* *Changing the Scope of Library Instruction in the Digital Age* edited by Dr. *Swati Bhattacharyya (Librarian, Indian Institute of Management Calcutta) and Dr. K. Rama Patnaik* *(Librarian, Indian Institute of Management Bangalore)* *Introduction* Library instruction originates from Readers’ Advisory Service/User Education and Outreach Service. Earlier, this service aimed to educate users on identifying authentic information quickly and efficiently. However, the scope of this service has enhanced considerably in recent years. Besides, library instruction service is increasingly viewed as part of classroom teaching and thus, teaching is an important component. Current digital age is impacting the contents and delivery of instructional service in many ways. Instructional sessions not only describe various features of a resource, but these sessions also bring issues like the ethical use of information, copyright, value of open knowledge. Librarians are required to help users to learn the use of citation management tools, data visualization tools etc. The new paradigm of education – blended and online education – requires that learners are supported by library instructions in virtual mode. The library instruction in virtual mode is also useful for those who want to learn at their pace. The designing of learning objects for an instructional session – either in face-to-face mode or virtual mode – requires the understanding of Instructional Design and other related areas. Increasingly, library instructions are integrated into classroom activities, and it implies that such programs should be based on contemporary teaching philosophies. Given these changes, the knowledge of the Instructional Librarian on the contents of resources is required to be supplemented by the knowledge of how to create effective instructions. An instructional session has a significant teaching component. The familiarity/knowledge of learning models, teaching philosophy, instructional design, the use of technology, and communication contribute to developing effective library instructions. That the new/additional knowledge is required in this regard is evident from the job description of many positions for Instructional/Reference Librarians. *Objective of the Book* The book aims to report cases of library instructions developed in different contexts. The book aims to capture the large canvass of theoretical frames used from teaching, learning, instructional design, technology use, and communication in this regard. Practical experience with regards to challenges faced in designing instructions for wide range of users, in terms of age group, educational level, disciplines will also be reported. Library instruction is an area which is not taught but learnt on job. The goal of the book is to provide a platform for facilitating that learning from others’ experience and viewpoints. *Target Audience* The target audience of this book will be librarians who are engaged fully or partly with the design of library instructions and imparting those instructions to learners. Specialists in the areas of instructional design, communication in virtual media – they can examine the cases and contribute to this area further. This book will also be helpful for the entry level librarians who aim to pursue a career of Instructional Librarian. *Recommended topics include, but are not limited to, the following:* The chapters will be divided, broadly, in four areas: (A) Theoretical foundation/framework of designing library instructions Papers in this area will devote to the theoretical frameworks from learning models, teaching principles, instructional design, technology use, communication, library and information science and other areas, as applicable, for designing library instructions. (B) Cases of library instructions Papers in this area will report actual cases of designing and offering library instructions. The cases may target specific age group (child/adult), social groups (international students/migrants/learners from underprivileged groups), learners of different academic programs (primary education/secondary education, tertiary education), disciplines specific issues (humanities, social science, physical science and others). (C) Managing library instruction sessions Papers that will address issues related to managing library instructions sessions will be accommodated here. The issues may be challenges in integrating instruction sessions in classroom activities, inter-personal relationship. (D) Instructional Librarian – professional issues A wonderful contribution from established and senior Instructional Librarians will be how they prepared themselves to meet the challenges of this task, in the evolving library scenario, particularly in the technology enriched education system for last couple of years. Besides, reflections on how the LIS education can accommodate this area in view of the new landscape emerging from digital age, both from practitioners and academics, will be an important value addition to the book. *Submission Procedure* Potential contributors are invited to submit a 2-3 page chapter proposal (approximately 2000 words) to the Editor by March 30, 2016 detailing the background, motivations and structure of the proposed chapter. Soon after his PhD from Mangalore University, he joined as a Reader and the as Professor in the Dept, of LIS at Mangalore University, he has also worked as Deputy registrar, special officer and Regustrar(Evaluation at Mangalore University. He has brought lot of administrative changes in the Mangalore University. Recognising the administrative skills, the Govt. of Karnataka has appointed him as the registrar of Tumkur University and he has worked as the registrar for 8 years. The Govt of Karnataka again appointed him as the Vice Chancellor of KSOU, Mysore. It is an additional feather to his cap. Ontology is an important knowledge organization tool and has a crucial role to play in capturing, organizing, representing and assigning meaning to information, data and knowledge. However, even after three decades of research, ontology development remains within the realm of research and has not entered the daily professional activity of librarians and information professionals. Ontology promises to enable intelligent Web applications, but such intelligent applications do not seem to have invaded the public and business domains. Many papers on ontology are merely descriptive - describing an ontology, ontology construction process, or a prototype application; there has been insufficient effort to draw out lessons and derive fundamental principles. This special issue of LIBRES seeks to identify such lessons and principles related to ontology development and application, and to suggest a direction for ontology research in the field of Information Studies. Papers that focus on issues and challenges in building large-scale ontologies, representing complex semantic constructs in languages like OWL, merging ontologies as well as successful designs for systems and experiments in the use of ontologies in knowledge management, information retrieval and knowledge discovery are sought. The special issue will also seek to bridge the gap between perceptions of the LIS community and ontology engineers to suggest a way forward. Critical papers on ontology editors - both commercial and open source software - will also be considered for publication. All submissions will be peer-reviewed. On one side, IPR brings value to ensure that innovators are rewarded for their intellectual creations and on the other sides, it is argued that it is against free expression and exchange of ideas. IPR dispute has involved the fun-damental trade-off between this two arguments. It brings a dilemma as how to balance artistic and entrepreneurial incentives with the interest of the larger community of users in a free unhindered exchange of ideas and product. There is a criticism that aggressive protection schemes of IPR re-gime goes beyond any possibility of creativity by others. So in recent times, the question arises as does it promote the progress of science and useful arts or promotes the unnecessary government monopoly. In this debate, we are going to discuss the issues of IPR and whether we still need it in a knowledge and technology age or should we do away with it. This will shed light on a critical reassessment of IPR. Prof. D. Shivalingaiah, the New VC of KSOU, Mysuru - Congratulations!

Dear All, It is a great feeling to know that Prof. D. Shivalingaiah, Registrar of Tumkur University, has been appointed as the Vice-Chancellor of Karnataka State Open University (KSOU), Mysore. He has assumed charge on Friday, 11th March 2016. Prof. D. Shivalingaiah has held many academic and administrative positions at Mangalore and Tumkur Universities before being appointed as the VC of KSOU. A simple, unassuming, honest, and down to earth person, Prof. Shivalingaiah may be the youngest VC of KSOU. Incidentally, he was also a student of Prof. V.G. Talwar, former VC of Mysore University, another stalwart in the profession. This may the first time that both the Guide and his Researcher in the LIS Profession have risen to the position of importance in the University System. After obtaining Master's Degree in Library and information Science from Bangalore University in 1985, Prof. Shivalingaiah worked briefly at the NIMHANS, and later joined the Mangalore University as a Documentation Officer In 1987. His other teaching and administrative positions include the following: He was appointed as a Reader, in the Department of Library and Information Science Mangalore University in the year 1995 and in the year 2003, he was appointed as the Professor of Library and Information Science at the Mangalore University and he also served as the Chairman of the Department during Jan 2006 to Dec 2007. His honesty, integrity and able administrative capabilities got him several other positions of importance such as the Deputy Registrar ( on Deputation) 1996 to 2005; Special Officer 2005, Registrar Evaluation at Mangalore University. He was appointed Registrar of Tumkur University in November 2009 and held that position till he became the VC of KSOU. He has also held the positions of Acting VC, Dean faculty of Science & Technology, and Honorary Professorship at the Tumkur University. Though Prof. Shivalingaiah has many achievements to his credit, few important ones include: Implementation of Gnanasangama, Smart Key - ICT initiatives of Higher Education, Dept., Govt. Karnataka Creation of good ICT facilities by setting up high-end servers such as web server, mail server, antivirus server, digital library server, University management software server and online journal server. Tumkur University was the first University to implement UGC Ph.D. Regulations (minimum standards and procedures for the award of Ph.D. Degree) in 2009 Instrumental in getting recognition to the University Under Section 12(b) of the UGC Act, 1956 Initiation of 73 skill development programmes under Modular Employability Skills Programme of Directorate General of Employment and Training (DGET), Govt. of India. Successfully installed CCTV Cameras in the University Campus for security measures and effective management of Administration The Action taken to implement SAKALA and Transparency Affiliation process has been recognized and appreciated by the Govt. vide letter No.ED 94 Praka 2014 dated 29th March, 2014. Other Universities in the State have been informed to adopt Tumkur University Model. As a very modest person, Prof. Shivalinagiah is loved and respected by one and all for his personality and achievements. I am sure that under his able leadership, the KSOU will raise to greater heights in its achievements and bring in a positive change in quality of education and research. Honestly I did not understand much of it, but I feel biased indexers are playing mischief.
