UGC new eligibility norms to address faculty shortage

The decision of the University Grants Commission (UGC) on relaxation of minimum eligibility conditions for appointment of assistant professors in universities and colleges has been welcomed by majority of academicians.As per the amended regulations, candidates who have registered for M.Phil/Ph.D programme before July 11, 2009 have now been exempted from clearing the National Eligibility Test (NET) or the State-Level Eligibility Test (SLET).Earlier, all PhD holders were required to clear the NET/SLET for being eligible to be appointed as assistant professors.The decision for exemption of this norm was taken by the Ministry of Human Resource and Development (MHRD) last week, keeping in mind the shortage of faculty members in institutions of higher education across the country.Even in Punjab, close to 50 percent of faculty positions in government and non-government colleges are lying vacant or have been filled by guest/ad-hoc faculties.“Even though this is not a permanent solution to the existing shortage of teachers in colleges and universities, this will definitely help in filling up the vacant positions for now,” said Professor Nirmal Singh.At several regional centres of Panjab University and other government and non-government colleges across the state, there has been a shortage in the number of applicants applying for the posts of professors as well.According to the report of the UGC-appointed Task Force in 2010, over 35 percent of the faculty positions at central universities across India are lying vacant.The amended regulations also state that the candidate’s research thesis should have been evaluated by at least two external examiners, and the candidate should have also made at least two presentations at national conferences.However, according to President of Punjab and Chandigarh College Teachers’ Union Professor Jagwant Singh, the amended norms for exemption are rather unclear, and do not offer a long-term solution to the issue of shortage of faculty members, reportedIndian Express.Source- Indian Education ReviewNitin S Joshi SPPU- College Librarian MAEER’s MIT School of Management (MITSOM) Kothrud, Pune 411038 M- 09922587907 Direct Line- 020-30273597 www.mitsom.org Noting is pleasanter than exploring a library.- W.S. Ontology is an important knowledge organization tool and has a crucial role to play in capturing, organizing, representing and assigning meaning to information, data and knowledge. However, even after three decades of research, ontology development remains within the realm of research and has not entered the daily professional activity of librarians and information professionals. Ontology promises to enable intelligent Web applications, but such intelligent applications do not seem to have invaded the public and business domains. Many papers on ontology are merely descriptive - describing an ontology, ontology construction process, or a prototype application; there has been insufficient effort to draw out lessons and derive fundamental principles. This special issue of LIBRES seeks to identify such lessons and principles related to ontology development and application, and to suggest a direction for ontology research in the field of Information Studies. Papers that focus on issues and challenges in building large-scale ontologies, representing complex semantic constructs in languages like OWL, merging ontologies as well as successful designs for systems and experiments in the use of ontologies in knowledge management, information retrieval and knowledge discovery are sought. The special issue will also seek to bridge the gap between perceptions of the LIS community and ontology engineers to suggest a way forward. Critical papers on ontology editors - both commercial and open source software - will also be considered for publication. All submissions will be peer-reviewed. (Available at: http://www.scienceeurope.org/uploads/PublicDocumentsAndSpeeches/SE_Briefing…) Apparently, the Science Europe Road map contains a clear objective “to move from subscription-based ‘reader-pays’ system to different models for research publications.” The briefing paper presents some of the recent trends and developments, as well as various business models currently in use which aim to facilitate the transition to OA. It also highlights expected benefits and underlines remaining challenges. The short 10 page paper discusses the following five points, benefits and challenges of each: 1. Using FOSS to add "Ask the Librarian" chat support to your Koha OPAC

Dear all, At the recently concluded National Koha Conclave (Feb 17 - 18, 2016), one of the "Koha Wishlist" items discussed was that of adding a chat facility to Koha. Chris Cormack, the original developer of Koha had replied that the Free Software i.e. Mibew (pronounced as: My-beau) messenger may be used to add the chat capability to the OPAC. Last weekend, I decided to try out Mibew and implement this. I'm happy to report that it has worked out very nicely. One of the prominent factor is the availability of scientific information on Internet. There are no common acceptance on the concept of plagiarism. The Union Minster of Human Resource Development Smt. Smriti Zubin Irani launched a portal for registration and allotment of International Standard Book Number (ISBN) at a function held in New Delhi today. The Union Minister said that the ISBN portal has been created in a short period of time, to facilitate publishers as well as the authors to register forISBN online. This interactive automated system would provide fast and efficient services in a stipulated time frame to the Publishers and Authors as well.She added that after the feedback from the publishers, a mobile app in the regional languages would also be launched in order to reach out to more and more publishers and authors across the country. She hoped that the publishers and authors from small towns would also be benefited from this initiative. To address the problem of free download of works of authors from the internet, she assured the book writing fraternity that the issue will be discussed with the concerned ministries including DeitY which will be shared with the states.Prof. Narendra Kohli, eminent author was the Guest of Honor on the occasion. Speaking about the ISBN he said that in present times, ISBN has become an important part of publishing sector. He further said that this online system is a good initiative towards providing enhanced accessibility to the publishers and authors.Shri Amish Tripathi, well-known author was the Chief Guest on the occasion. He said that, “ISBN gives an identity to a book. If you do not have it, the bookshops will not sell it.” He observed that ISBN is free in India unlike other countries like US and UK where publishers need to pay huge money for its registration. He further added that ISBN was manual till now and since it is online from today, it will help publishers from different parts of the country to get registration done easily and will save their time also.Earlier, Smt. It provides access to bibliographic data bases used by the book industry and libraries to provide information. Raja Ram Mohan Roy National Agency for ISBN is responsible for ISBN registration in the country and is affiliated to UK based International Agency. The ISBN Nos. are allotted free of cost. Over a period of time with the growth of the publishing industry and awareness about ISBN, the request for ISBN has increased exponentially. Efforts have been made from time to time to streamline the operations of the agency which caters to the requirement of the applicants of the entire country. In this direction an attempt is being made by designing the ISBN online portal http://isbn.gov.in to further streamline the operations. The ISBN portal seeks to completely automate the process of seeking application, their examination and allotment of ISBNs. The developed software has several modules – users’ registration, online application submission, ISBN generation which includes ISBN generation request from the National Agency to the International Agency at UK. The automation process also seeks to maintain inventory as well as process the data that will be provided by the users. There will be doing away with receipt of hard copy of any document unless considered appropriate for establishing the identity of the applicant and for confirming the book publishing activity. Rama Patnaik* *(Librarian, Indian Institute of Management Bangalore)* *Introduction* Library instruction originates from Readers’ Advisory Service/User Education and Outreach Service. Earlier, this service aimed to educate users on identifying authentic information quickly and efficiently. However, the scope of this service has enhanced considerably in recent years. Besides, library instruction service is increasingly viewed as part of classroom teaching and thus, teaching is an important component. Current digital age is impacting the contents and delivery of instructional service in many ways. Instructional sessions not only describe various features of a resource, but these sessions also bring issues like the ethical use of information, copyright, value of open knowledge. Librarians are required to help users to learn the use of citation management tools, data visualization tools etc. The new paradigm of education – blended and online education – requires that learners are supported by library instructions in virtual mode. The library instruction in virtual mode is also useful for those who want to learn at their pace. The designing of learning objects for an instructional session – either in face-to-face mode or virtual mode – requires the understanding of Instructional Design and other related areas. Increasingly, library instructions are integrated into classroom activities, and it implies that such programs should be based on contemporary teaching philosophies. Given these changes, the knowledge of the Instructional Librarian on the contents of resources is required to be supplemented by the knowledge of how to create effective instructions. An instructional session has a significant teaching component. The familiarity/knowledge of learning models, teaching philosophy, instructional design, the use of technology, and communication contribute to developing effective library instructions. That the new/additional knowledge is required in this regard is evident from the job description of many positions for Instructional/Reference Librarians. *Objective of the Book* The book aims to report cases of library instructions developed in different contexts. The book aims to capture the large canvass of theoretical frames used from teaching, learning, instructional design, technology use, and communication in this regard. Practical experience with regards to challenges faced in designing instructions for wide range of users, in terms of age group, educational level, disciplines will also be reported. Library instruction is an area which is not taught but learnt on job. The goal of the book is to provide a platform for facilitating that learning from others’ experience and viewpoints. *Target Audience* The target audience of this book will be librarians who are engaged fully or partly with the design of library instructions and imparting those instructions to learners. Specialists in the areas of instructional design, communication in virtual media – they can examine the cases and contribute to this area further. This book will also be helpful for the entry level librarians who aim to pursue a career of Instructional Librarian. *Recommended topics include, but are not limited to, the following:* The chapters will be divided, broadly, in four areas: (A) Theoretical foundation/framework of designing library instructions Papers in this area will devote to the theoretical frameworks from learning models, teaching principles, instructional design, technology use, communication, library and information science and other areas, as applicable, for designing library instructions. (B) Cases of library instructions Papers in this area will report actual cases of designing and offering library instructions. The cases may target specific age group (child/adult), social groups (international students/migrants/learners from underprivileged groups), learners of different academic programs (primary education/secondary education, tertiary education), disciplines specific issues (humanities, social science, physical science and others). (C) Managing library instruction sessions Papers that will address issues related to managing library instructions sessions will be accommodated here. The issues may be challenges in integrating instruction sessions in classroom activities, inter-personal relationship. (D) Instructional Librarian – professional issues A wonderful contribution from established and senior Instructional Librarians will be how they prepared themselves to meet the challenges of this task, in the evolving library scenario, particularly in the technology enriched education system for last couple of years. NIRF - India Ranking 2016

The Ministry of Human Resource and Development on Monday released a list of top 10 educational institutions in the country under the National Institutional Ranking Framework (NIRF) – a first-of-its-kind indigenous ranking framework. As per the NIRF list for engineering institutions, Indian Institute of Technology (IIT) Madras ranks first, followed by IIT Bombay and IIT Kharagpur. For management studies, Indian Institute of Management (IIM) Bangalore beats IIM Ahmedabad to rank number one.
