Note: Coffee/Tea will be served between 6.00 - 6.15 PM Abstract of the talk: LIS, a low-status service profession, has its own education system quite insensitive to market-needs and yet turnout a huge run-of-the-mill poor quality professionals to face unemployment, under-employment inappropriate employment. Hardly 20% get employed/ are employable during the year. The incumbents, who join the courses, by chance and not by choice, naturally lack aptitude. LIS education system hardly inculcates and nurtures aptitude for service. The curriculum and other committees have grand plans and reports with subjects borrowed from ICT and management sciences to displace core/ traditional LIS subjects backed by least of wisdom of practice. There is a hue and cry about non-existing professional identity crises/ threat from alien subjects and thus easily making way for non-professionals to thrive. Academic world is fond of and survives on lot of nomenclature (verbal jugglery) borrowed/ imitated from ICT and management science without any responsibility for ground to earth practical implementation. In the absence of national policy, accreditation and quality control for LIS education and research the future is bleak. Professional bodies (which are plenty) owe responsibility in this regard, but they are preoccupied with conferences and seminars probably for making profits. Research is exploding in LIS with negligible ROI, no contribution to the body of Knowledge and no innovative methodology devised (only abuse/ over-use of stale methodologies). Look at life after research. Hardly anybody continues research after acquiring PhD and research, like learning, is a life-long activity! LIS research is abundant, but usable quality output is disproportionately small, i.e., most output are devoid of practical applications. Ghost-writing and piracy are no longer secrets; one can openly find ads about hiring/ outsourcing entire research work to get doctorate degree. LIS education and research in India runs independent of and insulated from application and practice like a closed system serving its own interest. About the Speaker: Dr. M S Sridhar is a post-graduate in mathematics and management and a doctorate in library and information science with over 36 years of experience in different capacities in three premiere institutions in Bangalore, namely, ISRO Satellite Centre, Indian Institute of Management and National Aeronautical Laboratory. He was heading the Library and Documentation Division of ISRO Satellite Centre for over 30 years till retirement in February 2009. He has published 4 books, contributed 5 chapters to books, 120 papers, 50 conference and seminar presentations and 25 course materials to M Phil, MLIS and BLIS courses. I have noted that AICTE does not have any scheme for improvement / development of Librarian/s. In any education institution, library and librarian is a key resource and person to facilitate process of managing knowledge – identifying, sharing, editing, transmitting and continuously searching for knowledge resources. Maharashtra University Act 1994, defines Librarian as teacher under 2(34) and the qualifications prescribed for Librarians is same as that of teachers. The role of librarian is to provide proactive service to the entire teaching fraternity of an educational institution which they are serving. A Librarian, therefore, functions in juxtaposition to the teaching fraternity and has to more watchful for knowledge updates, not merely in his own area but across the network of subjects and courses offered by the institution in which the Librarian is in serving. The role of the Librarian in the knowledge economy, fuelled with the ICT revolution. This has provoked the Librarian’s role into a new direction characterised by seamless activities viz. identifying databases, academic, industry and India INC, library infopack with support to syllabus, remote access to databases, active participation of the institution, developing digital depository, organisation of lectures on various dimensions viz. bibliography software, plagiarism software (Turnitin and ephorous), citations tools, survey softwares, communication database (call for papers) – Scopus and web of science and a wide variety of other activities related. Limited only by the genius of researchers at work in the field of ICT interface. Unless the Librarian is given an opportunity to update and upgrade his knowledge, skills (soft and hard) and is aware of what is happening in the vicinity and the world around in the context of the knowledge economy of which India is a very important point. This will help librarian to provide quality services to teaching fraternity. In fact librarians should also be involved in decision making process as well. This will help AICTE to decide which databases, books and references are necessary and how much amount needs to be spent by the colleges on the same. Librarians shall also provide very valuable information about the utility of the resources. In the circumstances, when Librarians are highly qualified in their field with the highest degrees viz. M.Lib., M.Phil and Ph.D. along with NET / SET, funds needs to be allotted by AICTE and related agencies for development of librarians. This shall definitely add value to the teaching learning process. In the context of what is said above, I hope the AICTE takes into account the emerging multifaceted role of Librarian, in the knowledge economy, driven by the seamless progress of ICT and change its approach towards the role of Librarian dedicated funds must be allotted for development of librarian on a top priority. I strongly suggest AICTE to make necessary changes in the manual and include Librarian in the teaching category. Rajashekar Memorial 11th Lecture , 2016 on: LIS Education and Research in India: Some issues from the practitioners’ perspective By Dr. M S Sridhar, Formerly, Head, Library and Documentation Division, ISRO Satellite Centre, Bengaluru Date & Time: Friday, 17th June 2016 at 6.15 PM Venue: JRD Library Lecture Hall, IISC, Bangalore-560012 Abstract of the talk: LIS, a low-status service profession, has its own education system quite insensitive to market-needs and yet turnout a huge run-of-the-mill poor quality professionals to face unemployment, under-employment inappropriate employment. Hardly 20% get employed/ are employable during the year. The incumbents, who join the courses, by chance and not by choice, naturally lack aptitude. LIS education system hardly inculcates and nurtures aptitude for service. The curriculum and other committees have grand plans and reports with subjects borrowed from ICT and management sciences to displace core/ traditional LIS subjects backed by least of wisdom of practice. There is a hue and cry about non-existing professional identity crises/ threat from alien subjects and thus easily making way for non-professionals to thrive. Academic world is fond of and survives on lot of nomenclature (verbal jugglery) borrowed/ imitated from ICT and management science without any responsibility for ground to earth practical implementation. In the absence of national policy, accreditation and quality control for LIS education and research the future is bleak. Professional bodies (which are plenty) owe responsibility in this regard, but they are preoccupied with conferences and seminars probably for making profits. Research is exploding in LIS with negligible ROI, no contribution to the body of Knowledge and no innovative methodology devised (only abuse/ over-use of stale methodologies). Look at life after research. Hardly anybody continues research after acquiring PhD and research, like learning, is a life-long activity! LIS research is abundant, but usable quality output is disproportionately small, i.e., most output are devoid of practical applications. Ghost-writing and piracy are no longer secrets; one can openly find ads about hiring/ outsourcing entire research work to get doctorate degree. LIS education and research in India runs independent of and insulated from application and practice like a closed system serving its own interest. About the Speaker: Dr. M S Sridhar is a post-graduate in mathematics and management and a doctorate in library and information science with over 36 years of experience in different capacities in three premiere institutions in Bangalore, namely, ISRO Satellite Centre, Indian Institute of Management and National Aeronautical Laboratory. He was heading the Library and Documentation Division of ISRO Satellite Centre for over 30 years till retirement in February 2009. He has published 4 books, contributed 5 chapters to books, 120 papers, 50 conference and seminar presentations and 25 course materials to M Phil, MLIS and BLIS courses. We together visited London in1978 to attend 1st International Conference on Geological Information. We visited together at Frankfurt and Rome. He was like my family member. He was very favourite to my late moth due his Polite and amicable behaviour. A soft spoken personality very helpful to the users of GSI.Though we were not student of geology We used to discuss the intecracy of the subject to understand it to provide proper services. *IASLIC MOURNS SAD DEMISE OF S K Kapoor* Surinder Kumar Kapoor (1937-2016) (popularly known as S K Kapoor) former Vice President (1990-91) and former General Secretary (1982-87) of IASLIC breathed his last on 15th of May 2016 due to multiple cardiac arrest. He obtained his M Lib Sc Degree from Jadavpur University. He worked as a Senior Librarian, Geological Survey of India, Kolkata till his retirement. He had a commendable love and regards for the LIS profession and for IASLIC as well. S K Kapoor was attached with IASLIC in different capacity - as an Editor of IASLIC Bulletin, as convenor of different divisions coordination and cooperation division, study circle division in different point of time. He contributed a good number of articles in professional journals, presented a number of papers in national and international seminars and conferences, and edited seminar/conference proceedings of IASLIC. Apart from library science he had immense interest in Astrology and his predictions regarding natural calamity like earthquake were resulted in reality many times. He used to write articles on such predictions using his pen-name 'Dhruba'. He had expertise in Homeopathy too and was popular in his locality as a homeopathy pratitioner. IASLIC condoles his sad demise and bereavement. IASLIC conveys its heartfelt condolence to all members of his family.
