Friends: Here is a message posted on the GOAL list by Mr Richard Poynder, the indefatigable commentator on OA developments around the world. Seventeen years ago 25 people gathered in Santa Fe, New Mexico, to discuss ways in which the growing number of e-print servers and digital repositories could be made interoperable. As scholarly archives and repositories had begun to proliferate a number of issues had arisen. There was a concern, for instance, that archives would needlessly replicate each other’s content, and that users would have to learn multiple interfaces in order to use them. What was therefore needed was to develop tools and protocols that would allow repositories to work in concert on a distributed basis. Above all, there was a need to make distributed archives interoperable so that their content could be aggregated into a single searchable virtual archive of (eventually) all published research. The meeting led to the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH), and to the institutional repository movement. Today there are thousands of institutional repositories around the world. Yet 17 years later the interoperability promised by OAI-PMH has not really materialised, few third-party service providers have emerged to leverage the content in repositories, and duplication has not been avoided. Moreover, to the exasperation of green OA advocates, authors have proved reluctant to take on the task of depositing their papers in these repositories. Some therefore now believe that the institutional repository faces an existential threat. At the very least, they say, it is time to rethink the role and purpose of the institutional repository. These and other matters are discussed in an interview with Clifford Lynch, director of the Washington-based Coalition for Networked Information and one of those who attended the Santa Fe meeting. ABSTRACT Knowledge management is the process of capturing, developing, sharing and effectively using organisational knowledge for the development and growth of the organisation. The goal is to improve the organisational output by empowering the individual members to create, capture and share knowledge in a network for better decision making for the organisation. Some knowledge (especially the tacit knowledge) could be learned only through repeated experiences or being transferred verbally from one individual to the next. A network especially the informal network within or outside the organisation where the knowledge flows between people in a group or outside the group is called social network and the methods and matrices use to understand the flows of knowledge is known as Social Network Analysis (SNA). In the 1960s organisations used to perform network analysis for the creation and assess of knowledge out of the communication network among its employees by collecting data through the questionnaire, interviews, and so forth. Today with the online social network (e.g., twitter, facebook), we have a massive amount of data inflowing, and it is easy to understand that the application of those traditional approaches like questionnaire and interviews would be highly expensive and complicated. We need a different set of approaches which are scalable to the volume of data we produce in the online social networks and also would allow to model social relations, facilitate informal exchange between individuals or between inside groups or communities easily and relatively at low cost. In this seminar, we will briefly discuss knowledge management in perspective of social network and network analysis. We will also discuss some of the open source tools for instance dmi-tcat, gephi, and netviz available for capturing and analysing the social network data. Sir, This has reference to your discussion dt.18thsept, 2016 on “University copyingbooks for teaching is not copyright violation: Delhi HC (Vinod Mishra)”. Delhi HC ruling “Copyrightis not a devine right” is surprising. Copying “part of the contents” (one copyonly) from a book for educational purpose may not be violation of copyright andis was practiced since many decades by national agencies such as INSDOC andBLDSC. The addition of these articles, which will take place by the end of this year, will substantially increase the content held in Inspec, which currently holds over 16 million records, and deliver even greater access to cutting-edge research. Inspec is the first engineering and physics database to index arXiv records, which include open-access e-prints in a variety of disciplines such as Applied Optics, Physics, Astronomy, Circuits and Computer Science. By including arXiv content in Inspec, researchers will now benefit from Inspec's highly-curated, world-leading thesaurus, allowing users to query the records in a way they have not been able to before. Tim Hamer, Director of Knowledge at the IET said: "The inclusion of arXiv records is a significant addition to Inspec's already comprehensive database. This forms part of ongoing developments to the Inspec platform, which will make it easier for researchers to pinpoint the exact content they need. But that doesn't mean the treasures will be locked away in those pages forever. MIT Media Lab scientists are trying to overcome the problem with a computational imaging system. This breakthrough lets them read the pages of a book even when it’s closed. No, really. The technology uses terahertz radiation, which allows scanning of the pages one by one – through the cover. There’s also a letter interpretation algorithm that can help understand incomplete text. However, there’s a catch. They’ve only managed to develop the technology sufficiently for it to be able to read around nine pages be fore it’s overtaken by noise. Don't blame them – after all, the page being scanned keeps getting farther away, with other material in between. It also cannot measure the depth after 20 pages. So, if you do stumble upon an old and delicate manuscript you dare not open, you’ll have to wait a while before you can hope to interpret its contents. The power and accuracy of the terahertz technology needs to be improved significantly in order to make this a possibility. This monthly newsletter is a small attempt to create a space for sharing and we will be using the crowd sourcing approach for collecting information for this newsletter. This project involves preventing universities from selling inventions to patent trolls through a legislation. This legislation requires university technology transfer offices to adopt a policy committing them to manage patent assets in the public interest and voids any agreement to license or transfer a patent to a patent assertion entity. Excel errors discovered in research papers due to open access https://www.washingtonpost.com/news/wonk/wp/2016/08/26/an-al arming-number-of-scientific-papers-contain-excel-errors An analysis published in the Genome Biology journal shows that 1 out of 5 scientific papers in the field of genetics contain errors in their gene lists that were attributable to automatic conversions of gene names to things like calendar dates or random numbers by Excel. The papers analysed for this purpose include publications in journals like Nature, Science and PLoS One. Such problems were identified only because these papers were in open access and it is suggested to use R and Python to curb these errors.
