Friends: All of us information professionals and the communities we serve have a stake in the Internet and how it is managed. Internet is a public good and it should remain that way for ever. Arun http://orcid.org/0000-0002-4398-4658 http://www.researcherid.com/rid/B-9925-2009 *Subject: Internet's Core Resources are a Global Public Good - They Cannot Remain Subject to One Country's Jurisdiction* This statement was issued by 8 Indian civil society organizations, supported by 2 key global networks, involved with internet governance issues, to the meeting of ICANN in Hyderabad, India from 3 to 9 November 2016. The Centre for Internet & Society was one of the 8 organizations that drafted this statement. Recently, the US gave up its role of signing entries to the Internet's root zone file, which represents the addressing system for the global Internet. This is about the Internet addresses that end with .com, .net, and so on, and the numbers associated with each of them that help us navigate the Internet. We thank and congratulate the US government for taking this important step in the right direction. However, the organisation that manages this system, ICANN,[1] <http://cis-india.org/internet-governance/blog/internets-core-resources-are-…> a US non-profit, continues to be under US jurisdiction, and hence subject to its courts, legislature and executive agencies. Keeping such an important global public infrastructure under US jurisdiction is expected to become a very problematic means of extending US laws and policies across the world. We the undersigned therefore appeal that urgent steps be taken to transit ICANN from its current US jurisdiction. Only then can ICANN become a truly global organisation.[2] <http://cis-india.org/internet-governance/blog/internets-core-resources-are-…> We would like to make it clear that our objection is not directed particularly against the US; we are simply against an important global public infrastructure being subject to a single country's jurisdiction. *Domain name system as a key lever of global control* A few new top level domains like .xxx and .africa are already under litigation in the US, whereby there is every chance that its law could interfere with ICANN's (global) policy decisions. Businesses in different parts of the world seeking top level domain names like .Amazon, and, hypothetically, .Ghaniancompany, will have to be mindful of de facto extension of US jurisdiction over them. US agencies can nullify the allocation of such top level domain names, causing damage to a business similar to that of losing a trade name, plus losing all the 'connections', including email based ones, linked to that domain name. For instance, consider the risks that an Indian generic drugs company, say with a top level domain, .genericdrugs, will remain exposed to. Sector specific top level domain names like .insurance, health, .transport, and so on, are emerging, with clear rules for inclusion-exclusion. These can become de facto global regulatory rules for that sector. .Pharmacy has been allocated to a US pharmaceutical group which decides who gets domain names under it. Public advocacy groups have protested [3] <http://cis-india.org/internet-governance/blog/internets-core-resources-are-…> that these rules will be employed to impose drugs-related US intellectual property standards globally. Similar problematic possibilities can be imagined in other sectors; ICANN could set “safety standards”, as per US law, for obtaining .car. Country domain names like .br and .ph remain subject to US jurisdiction. Iran's .ir was recently sought to be seized by some US private parties because of alleged Iranian support to terrorism. Although the plea was turned down, another court in another case may decide otherwise. With the 'Internet of Things', almost everything, including critical infrastructure, in every country will be on the network. Other countries cannot feel comfortable to have at the core of the Internet’s addressing system an organisation that can be dictated by one government. *ICANN must become a truly global body* Eleven years ago, in 2005, the Civil Society Internet Governance Caucus at the World Summit on the Information Society demanded that ICANN should “negotiate an appropriate host country agreement to replace its California Incorporation”. A process is currently under-way within ICANN to consider the jurisdiction issue. It is important that this process provides recommendations that will enable ICANN to become a truly global body, for appropriate governance of very important global public goods. Below are some options, and there could be others, that are available for ICANN to transit from US jurisdiction. 1. ICANN can get incorporated under international law. Any such agreement should make ICANN an international (not intergovernmental) body, fully preserving current ICANN functions and processes. This does not mean instituting intergovernmental oversight over ICANN. 2. ICANN can move core internet operators among multiple jurisdictions, i.e. ICANN (policy body for Internet identifiers), PTI [4] <http://cis-india.org/internet-governance/blog/internets-core-resources-are-…> (the operational body) and the Root Zone Maintainer must be spread across multiple jurisdictions. With three different jurisdictions over these complementary functions, the possibility of any single one being fruitfully able to interfere in ICANN's global governance role will be minimized. 3. ICANN can institute a fundamental bylaw that its global governance processes will brook no interference from US jurisdiction. If any such interference is encountered, parameters of which can be clearly pre-defined, a process of shifting of ICANN to another jurisdiction will automatically set in. A full set-up – with registered HQ, root file maintenance system, etc – will be kept ready as a redundancy in another jurisdiction for this purpose. [5] <http://cis-india.org/internet-governance/blog/internets-core-resources-are-…> Chances are overwhelming that given the existence of this bylaw, and a fully workable exit option being kept ready at hand, no US state agency, including its courts, will consider it meaningful to try and enforce its writ. This arrangement could therefore act in perpetuity as a guarantee against jurisdictional interference without actually having ICANN to move out of the US. 4. The US government can give ICANN jurisdictional immunity under the United States International Organisations Immunities Act . There is precedent of US giving such immunity to non-profit organisations like ICANN. [6] <http://cis-india.org/internet-governance/blog/internets-core-resources-are-…> Such immunity must be designed in such a way that still ensures ICANN's accountability to the global community, protecting the community's enforcement power and mechanisms. Such immunity extends only to application of public law of the US on ICANN decisions and not private law as chosen by any contracting parties. US registries/registrars, with the assent of ICANN, can choose the jurisdiction of any state of the US for adjudicating their contracts with ICANN. Similarly, registries/registrars from other countries should be able to choose their respective jurisdictions for such contracts. We do acknowledge that, over the years, there has been an appreciable progress in internationalising participation in ICANN's processes, including participation from governments in the Governmental Advisory Committee. However, positive as this is, it does not address the problem of a single country having overall jurisdiction over its decisions. Even barber shops can promote reading among children. =============== Barbershop Offers Discounts to Young Clients Who Read Out Loud Boys who come to The Fuller Cut in Ypsilanti, Michigan receive more than just a sharp-looking haircut. By taking advantage of the barbershop’s literacy program, they get to spend some quality time with a good book while trimming $2 off their bill in the process, NPR reports. Ryan Griffin, who has worked at The Fuller Cut for two decades, got the idea after learning of a similar reading-based discount offered by a barbershop in Harlem, New York. The Michigan establishment now provides stacks of books in its waiting room for kids to choose from and read out loud during their cuts. Because the shop caters to young black men, Griffin told The Huffington Post he went out of his way to fill the reading selection with “positive images of African-Americans.” Astronauts, detectives, and baseball players are a few of the characters kids can read about during their visits. Barbershops around the country have adopted programs in the same vein. At one barbershop in Baton Rouge, Louisiana, kids who read get their hair cut on the house—plus a free book to take home. What makes the offer at The Fuller Cut unique is the emphasis on education: After kid clients read their books, the barbers will ask them questions to test their comprehension. The mission’s primary objectives are the study of land and ice deformation, and changes in ecosystems – biomass, agriculture, and wetlands – in areas of common interest to the US and Indian science and applications communities.This leads to over 1 petabyte of raw radar data acquired each year which expands by several factors after processing. This talk will discuss the nature of the science problems this mission is attempting to address with these spatially and temporally dense time series, the consequent mission design and technology approach, some of the challenges we face in optimizing a scientifically, programmatically, and politically complex mission, and some of the challenges and opportunities for scientific exploitation and discovery in this unique data set. Speaker bio: Paul Rosen is currently Project Scientist for the NASA-ISRO Synthetic Aperture Radar (NISAR) Mission at the Jet Propulsion Laboratory. From 2006-2012, he was the manager of the Radar Science and Engineering Section. His assignments at JPL have centered on scientific and engineering research and development of radar instruments and applications, particularly in the area of SAR interferometry. Dr. Rosen was a team leader on the Shuttle Radar Topography Mission, for which he received NASA's Exceptional Service Medal (2001) and NASA's Exceptional Achievement Medal (2002). Prior to JPL Dr. Rosen spent two years at Kanazawa University in Kanazawa, Japan studying wave propagation in the ionosphere. He received a PhD in Electrical Engineering from Stanford University working on Voyager 2 radio occultation of Saturn’s rings, and his M.S. and B.S in Electrical Engineering from University of Pennsylvania. Dr. Rosen is a visiting faculty member and lecturer at the Division of Geological and Planetary Sciences at Caltech, and has served on the UCLA Extension Program faculty. He is an IEEE Fellow, and currently serves on the IEEE Geoscience and Remote Sensing Society Administrative Committee. Dear Moderator, I request you to post the below in LIS forum. Should Indian researchers pay to get their work published? We raise the financial and ethical issue of paying for getting papers published in professional journals. Indian researchers have published more than 37,000 papers in over 880 open access journals from 61 countries in the five years 2010-14 as seen from Science Citation Index Expanded. This accounts for about 14.4% of India’s overall publication output, considerably higher than the 11.6% from the world. Indian authors have used 488 OA journals levying article processing charge (APC), ranging from INR 500 to US$5,000, in the five years to publish about 15,400 papers. More than half of these papers were published in just 13 journals. PLoS One and Current Science are the OA journals Indian researchers use most often. Most leading Indian journals are open access and they do not charge APC. Use of OA journals levying APC has increased over the four years from 242 journls and 2557 papers in 2010 to 328 journals and 3,634 papers in 2014. There has been an increase in the use of non-APC journals as well, but at a lower pace. About 27% of all Indian papers in OA journals are in ‘Clinical Medicine,’ and 11.7% in ‘Chemistry.’ Indian researchers have used nine mega journals to publish 3,100 papers. We estimate that India is potentially spending about US$2.4 million annually on APCs and suggest that it would be prudent for Indian authors to make their work freely available through interoperable repositories, a trend that is growing significantly in Latin America and China, especially when research is facing a funding crunch. We further suggest bringing all Indian OA journals on to a single platform similar to SciELO, and all repositories be harvested by CSIR-URDIP which is already managing the OA repositories of the laboratories of CSIR, DBT and DST. The growth of the data is not parallel to the reuse of data. The permanent access and long-term preservation of research data is a challenge for all researchers or stakeholders in the scientific community. To facilitate research data we need to build a platform called data repository, a hub to store datasets in various domains. These days many organizations like universities, research centers are building their own repository for providing access to research data in a trustworthy environment. In this seminar we shall discuss the scenario of research data, how research data repositories promote a culture of sharing, increased access and better visibility of research data. We shall briefly discuss some of the repository registries (e.g., re3data.org) and the repositories (e.g., DRIED, ICAR Research Data Repository for Knowledge Management). In this seminar, we shall also discuss the repository software tools like Dataverse and CKAN. We shall conclude this seminar with some issues and major challenges of creating and managing the data repositories.
