The UGC’s Colonial Hangover

Dear Sir/madam, The UGC’s approved list of journals for the CareerAdvancement Scheme (CAS) and Direct Recruitment of Teachers and other academicstaff is at receiving end. How a prime body in higher education can come up with alist of journals for the Career Advancement Scheme (CAS) and Direct Recruitmentof Teachers without much discussion with its stakeholders. According to Reuters India speaksmore than 780 languages, with such a vast diversity of languages, how come UGC neglectthe journals published in vernaculars and compile the list. Though English isthe binder, still we have vast number of people using vernaculars forcommunications (writings/Speaking) and many learned societies also have theirown publications in local languages. In Kannada itself there are very goodperiodicals which carries the research publications mainly in social sciences. Beforepublishing the list UGC should have at least included some of the good journalspublished across India mainly in vernacular languages. Compilation of list of journalspublished in local languages is not at all difficult in today’s world or elsethey should have seek the opinion of academics and other stakeholders involvedin research and publishing activities. The list is completely western and biased.It has only included journals published by the major publishing houses, forinstance Elsevier. The list is also clueless about what was the basis forselecting these journals. Is it theimpact factor of the journal? Is it because of the journal is indexed in Web ofScience (WoS) or Scopus? Is it theeditorial board of the journal? Is it many of the Indian authors have publishedpapers in these journals? This is not clear at all. At least UGC should havebeen open on this aspect. The current government atcentre is promoting Hindu everywhere, under its own nose UGC is promoting acolonial language. Though English hasbecome lingua franca for global communication UGC should promote and encourage itsacademicians to write and publish in their own vernaculars to respect thediversity of India at least in social sciences. The Librarians in the IITs and NITs have lost the academic status. I don't know how many of you are aware of this. The IITs and NITs are the premier higher technical educational institutions under MHRD, Government of India. These institutions do not follow UGC/AICTE rules but respective council rules(RRs) communicated by MHRD is followed. The library personnel (Librarian, Dy. Librarian and Assistant Librarian) in these institutions are declared as NON-TEACHING by respective ACT and Recruitment Rules. Recruitment Rules (RRs), approved by the Council, communicated by the MHRD is adopted in the BOG and implemented. As per the RRs the Librarian, Dy. Librarian and Asst. Librarian are non-teaching and given lower Grade pay and no increment for acquiring PhD, no CAS promotion and no PDA. The scale of pay for the Post of the Assistant Librarian is PB3 GP Rs.5400 instead of AGP of Rs.6000 and for Dy. Librarian PB3 with GP Rs.7600 instead of AGP Rs.8000. Assistant Librarian has to wait for 10 years to be an eligible candidate for DL. These institutions have started appointing the librarian staff as per the RRs and other guides. I request that the Library Associations must take up the issues and come forward to represent to the MHRD for considering the Library personnel of NITs and IITs at par with UGC norms. He has authored books on management discipline in the areas of Software Marketing, Strategic Issues in Software Marketing published by Pondicherry University and Hospital Management by Annamalai University for distance education. He is a Shell Scholar for Corporate Governance and participated in an International Conference on Corporate Governance (2003) on invitation from Asian Institute of Management, Philippines. NIT Needs more Genius Professionals than IIT ?

Dear All, Why such type of major differences of essential qualification, experience etc. for the same position in the Institutes of National Importance. I feel it is hard for NIT to get the post filled by Staff already working in Govt sector because of high experience asked for the post of DL. The policy makers and top leaders of LIS needs to think on the same to bring uniformity at least in the institutes of similar nature. I feel that policy matters related to library profession has been hijacked by other professional ? The objective of the conference is to revisit faceted analytical theory as a method for (re)constructing modern classifications and indexing languages and the role analytico-synthetic classifications have had in resource discovery and retrieval, from their introduction at the beginning of the 20th century to date. The conference will examine the challenges analytico-synthetic classifications represent for data modelling and interface design in the Web environment. Most importantly, it will explore potential fields of application for faceted classifications in information organization, visualization and presentation of large datasets, social networks and in the open linked data environment. High quality and innovative contributions are invited for the following topics: - The impact of faceted analytical theory and research on modern classification and indexing languages; - Data modelling, data management and data sharing of faceted and analytico-synthetic classifications; - Vocabulary mapping, semantic linking and natural language interfacing of analytico-synthetic systems; - Applications of faceted analytical theory on (re)constructing knowledge classifications and indexing languages; - End user interface design and user-friendly knowledge presentation for faceted systems; - Novel applications of faceted systems outside the bibliographic domain. CONTRIBUTIONS: Two kinds of contributions are invited: conference papers and posters. Authors should submit a paper proposal in the form of an extended abstract (1000-1200 words, including references, for papers; and 500-600 words for posters). It is an archive that preserves 300 years of print culture. See the Library Publishing Curriculum Framework for more details on what each of these course topics might include. Each selected author will develop a self-paced online course covering approximately 5-7 subtopics and providing approximately 15 hours of instruction and materials. Selected proposal authors will: Attend an in-person retreat with the project team and fellow authors to review program goals, discuss formats and learning styles, and refine the learning objectives and methods we will use for each course and its subtopics (April-May, 2017). Assemble the following learning materials for each course subtopic: learning objectives, readings, a narrative core for the course, a brief annotated bibliography, case studies, and exercises (May-August, 2017). Refine the materials according to guidance from an Instructional Designer (August-September, 2017). Create a course guide to support those who may use the materials (October 2017). Assist in the creation of evaluation instruments tied to the learning objectives and competencies covered in your course (November-December, 2017). Be invited to participate as a panelist at the 2018 Library Publishing Forum to talk about the project and the course materials (March-April, 2018). The curriculum is expected to reach more than 100 students in the first year of pilot experiences (2018) through LIS programs, professional development workshops, and online courses. We are pleased to be able to offer an honorarium of $4,000 for each of the four course topics (Policy, Content, Impact, and Sustainability). This honorarium will be provided to each of the four authors (or author teams) as they complete their work on the four course topics in December 2017, in recognition of the time and energy course development requires. Travel expenses will be covered for each of the four authors (or, in the case of a team, the lead author) to attend the in-person retreat. DRTC/ISI and ICSU/CODATA International Workshop on Open Data Repositories http://drtc.isibang.ac.in/odr March 1-3 , 2017 Venue: Indian Statistical Institute, Bangalore, 8th Mile, Mysore Road, Bangalore- 560059 Over the last 15-20 years, digital repositories have been widely deployed to host and offer services over collections of scholarly publications. Attention is now necessarily turning to the management and stewardship of data created by and for research is deemed as a major asset for science and for humanity. In terms of document repositories, India proudly occupies the second place in the number of DSpace installations nationally, after the US. Libraries have played an active role in installing and managing such digital repositories of publications. The Library and Information Science community has always been at the forefront in the world-wide advocacy and implementation of 'Open Access to Information'. The library community and research institutions must now address the challenge of research data and ensure that data is well-managed and made Open by default. India has one of the largest scientific communities in the world generating huge quantities of scientific and research data. The Government of India has mandated opening up data by all publicly funded institutes and organizations [NDSAP-2012]. With the growing interest in Open data, libraries in near the future will have a significant role in collecting and organizing and managing research data sets. Data management presents its own challenges. The often discussed challenges include sheer volume, variety of formats, standards for description for retrieval purpose, tools and technology platform and data sharing policies. In order to introduce library and information science professionals to data management using popular open source tools, the Documentation Research and Training Center of the Indian Statistical Institute along with ICSU-CODATA announces an International Training Workshop on Open Data Repositories. The objective of this workshop is to promote and encourage scientific and research organizations to implement lightweight and sustainable 'Open Data Repositories' as an essential first step towards the improved stewardship of valuable data assets. The three-day workshop will include theoretical lectures and also hands on practical sessions on data repository software delivered by a pool of Indian and International experts.
