International Conference on Future of Libraries: from Promises to Practices (ICFL) DRTC, Indian Statistical Institute in association with The College of Communication and Information, Florida State University, Florida USA & Library and Information Science Society for Asia and the Pacific (LISSASPAC) 15-17 November 2017 INDIAN STATISTICAL INSTITUTE Indian Statistical Institute (ISI), a unique institution devoted to the research, teaching and application of statistics, natural sciences and social sciences. Founded by Professor P.C. Mahalanobis in Kolkata on 17th December, 1931, the institute gained the status of an Institution of National Importance by an act of the Indian Parliament in 1959. The Headquarters of ISI is located in the northern fringe of the metropolis of Kolkata. Additionally, there are four centres located in Delhi, Bangalore, Chennai and Tezpur. Research in Statistics and related disciplines is the primary activity of the Institute. Teaching activities are undertaken mainly in Kolkata, Delhi and Bangalore. Offices of the Institute located in several other cities in India are primarily engaged in projects and consultancy in Statistical Quality Control and Operations Research'. Documentation Research and Traning Centre (DRTC) was established in January 1962 as a division of the Indian Statistical Institute. It developed as a result of social forces. Soon after independence, the Government of India created the Indian Standards Institution in 1947. In the same year, its Documentation (Sectional) Committee was formed with Prof.S R Ranganathan as chairman. A proposal was made to Union Ministry of Education for the establishment of a National Documentation Centre. The proposal was referred to a committee of professors which included Prof. S R Ranganathan. In 1949, the files were taken over by Dr. Shanti Swarup Bhatnagar. There was a keenly felt need for document services to support the work done in the national laboratories that were just being established. In 1950, Dr. K S Krishnan, the then Director of the National Physics Laboratory and Prof. S R Ranganathan were authorised to negotiate with UNESCO for aid in setting up a National Documentation Centre. The result was the establishment of Indian National Scientific Documentation Centre (INSDOC) in September 1951. By about 1955, some industries had been established. The research activities in the national laboratories had also begun to accelerate to a higher pitch. Specialist Libraries to support research activities were being established in some of these institutions. Thus the time appeared to be ripe for the formation of a special library association to support specialist library activity and documentation. Thus was born IASLIC. Prof. P C Mahalanobis, member of the Planning Commission and then Director of Indian Statistical Institute, had all along been engaged in perspective planning. He sensed the dependence of productivity of industries and of research in the country on prompt and pinpointed documentation services. As early as 1956, he requested Prof. Ranganathan, who was then in Zurich to come back to India and to establish a training school. Prof S R Ranganathan was imparting training in librarianship at Malleshwaram, later under the goodwill and support of Prof P C Mahalanobis, it was merged with Indian Statistical Institute. Thus, born DRTC at the Bangalore centre of Indian Statistical Institute. By leap and bounds, DRTC grown into a centre of higher learning, today it stands as advocacy centre for research and development of libraries. ABOUT THE CONFERENCE Information pervades our lives. Whether executing simple acts or making complex decisions, we depend on information to perform effectively. For better or worse, libraries are part of the fabric of society. They cannot survive and thrive as alien bodies or, to use the language of systems theory, as closed systems with impermeable boundaries. The mission and vision of academic libraries is to support research, education, and scholarship. Historically, libraries have supported this mission by organizing and providing access to information, special collections, and creating physical spaces for collaboration and scholarship. While the broad mission of academic libraries is largely unchanged, transformations in technology, media, and culture are driving fundamental changes in the production and consumption of information and the practice of scholarship. As a result, academic libraries are rethinking their strategies and services to meet the challenges of the digital world and the demands of the born digital generation. Libraries, in particular, are confronting these challenges as the nature of scientific practice is being dramatically transformed by information technologies. Promises and Challenges for Libraries The promises include the following: the potential for new scientific discoveries that are possible only through large-scale, computational analyses; a new era of transparency and replicability in scientific methods and results; and the potential for widespread democratization of scientific research, given the increasing ubiquity of open access data sources and protocols. However, hidden in these examples are several challenges for universities and their libraries. Libraries are increasingly being asked to play a leadership role in helping universities capture and organize their intellectual assets, such as faculty publications, student dissertations, project reports, and scientific data sets. To understand how libraries will change by the mid-21st century, people need to understand what function they currently serve. At their core, libraries in the information age provide a public means of accessing knowledge. The hallmark of future libraries, meanwhile, will be hyper-connectivity. They'll reflect our increasing reliance on social media, streaming content, and open-source data. The objective of the conference is to create a platform for exchange ideas of the library community related to current trends. Therefore, this conference will keep you updated and make it stimulating and enlightening experience. Please see item 49 (page 120) in the recently released "GST Rate Schedule" document by the concerned Tax Department: http://www.cbec.gov.in/resources//htdocs-cbec/gst/chapter-wise-rate-wise-gs… The links you have referred to relate to HSN - GST concordance. HSN is Harmonised System of Nomenclature, a classification system largely followed by Customs. GST classification system uses HSN largely up to 4 digit only. Section 49 refers to Printer Matter. Dear Sushant, Thanks for your mail inviting the attention of library managers towards the newly introduced GST. As per the GST, the printed books are exempted from the tax. However, there are some anomalies with regard to the children's picture books and other categories of books (including the e-books). The Federation of Educational Publishers in India (FEPI) is trying to persuade the government to keep all types of books away from the GST. Let us hope for the best. Dear Professionals, As you all know that GST is being implemented from today 1st July 2017 midnight and library resources particularly the e-resources and e-books are likely to come under 18% GST. As per the GST rate schedule for services, CBEC Sl. 30 at pg. no. 10, GST is exempted for "Services of public libraries by way of lending of books, publications or any other knowledge enhancing content or material". In this regard can anybody clarifies how come the Govt. charge GST on e-contents which are knowledge resources. release of new version of liblivedvd ver. 1.7

Dear all, We are happy to inform about the new release of LibLiveDVD Version 1.7. This release is made available for 64bit machines. The new iso can be downloaded from https://sourceforge.net/projects/liblivecd/files/Version-1.7/liblive-1.7-64… *In this version of libliveDVD Dspace 6.0, Koha 16.11.06, VuFind 3.1.2 and Drupal 7.54 are added. * All these software are installed, pre-configured on lightweight ubuntu operating system with 16.04.02 LTS version along with other software such as mailserver,ibus, etc. Since Dspace and VuFind uses solr Dspace is configured on different port than 8080. In this version, Dspace is running on 6060 port, Kohaaddmin running on 5001 and Koha OPAC on 5000 port. VuFind can be accessed http://localhost/vufind If this link throws any error then rerun web installation part of Vufind again by using link http://localhost/vufind/install/Home VuFind will only work by importing records from either Koha/Dspace and then only will show some search results. For Dspace only xmlui theme is enabled in /home/dspace/apache-tomcat along with solr. If end user wants to use jspui/oai/sword/rest etc. Pl. Link this folders from /home/dspace/webapps to /home/dspace/apache-tomcat-8.5.15/webapps and restart tomcat. With this version of dspace, new local.cfg configuration is initiated hence many of the configuration in dspace are enabled such as ORCID ID integration, authority control for authors, filter-media etc. is already enabled in this version of DVD. Dspace currently uses Mirage1 but users can also use Mirage2 theme if they wish to use by making change in xmlui.xconf file. Dspace solr can be accessed from http://localhost:6060/solr. Koha version which is added is 16.11.06. Though Version 17.05 is released it is not purposely upgraded as still this version has lot of issues. Users can upgrade with this version may be after few monhts when 17.05 is more stable and bug free. One can change koha repositories either stable/oldstable/unstable by changing file /etc/apt/sources.list.d/koha.list. With this version taking backup from web interface is enabled so it is easy to take backup through webinterface than running command through terminal. Koha is installed through lubuntu packages which will allow users to upgrade Koha with just two commands such as "apt-get update" & "apt-get upgrade koha-common". After installing libliveDVD login to root and upgrade your koha before using it on production machine to have latest version of koha running on your machines as koha brings out new versions almost every fort nightly but before upgrading make sure to install latest stable version if required and which has less bugs. The web installation part of Koha is as well preconfigured in the DVD. Koha can directly be run by logging with user 'koha_library' with password 'library'. Drupal Content Management Open Source Software is added considering the requirements from libraries to create their library websites with dynamic look plus managing variety of content types. Drupal installed version is 7.54. Drush is installed so that it is easy to upgrade Drupal and its dependent modules through drush command. Along with DSpace, Koha, VuFind & Drupal, DVD also contains following server related software pre-installed such as:- Apache2 Web Server, Openssh, ftp Server, MySQL Server, PostGreSQL Server, Dovecot/Exim4 Mail Server, SquirrelMail Web Mail Client, Teamviewer and Minimum desktop environment. To input multilingual data in Dspace/Koha/Drupal, IBus input method is also installed on the DVD. Teamviewer 12 is preinstalled to share desktop for any help, Abiword for editing/reading word documents, gnumeric for using spreadsheets, vim/gedit for text editing and epdfview for reading PDF files, ssh for remote login. Libreoffice and multimedia related software are excluded from the DVD and these can easily be installed by running "System -Tools-Synaptic Package Manager". If the synaptic “reload” does not work try changing repositories links to http://archives.ubuntu.com/ <http://archives.ubuntu.com/ubuntu> instead of http://in.archives.ubuntu.com/ <http://in.archives.ubuntu.com/ubuntu> and then search and install any other required software. lUbuntu operating system (Lightweight Operating System) is chosen considering requirements from libraries where libraries have low configuration desktops in their libraries but still wish to initiate their library web sites, initiate library automation, as well as wish to create digital libraries. With old desktops try to install 32bit version of DVD. For newer configurations of machines install 64bit version of the DVD. Please follow proper installation steps to install LibLiveDVD if you wish to have dual boot i.e. windows as well as linux installation on your machines. After installing if the ClickMe option on Desktop does not work still Firefox can be run through Start-Internet-Firefox and then running http://localhost. This error comes only if proper network is not detected automatically by the system after installation. It is also recommended to replace index.html file with your designed webpage when you go live on Internet/Intranet as well as change all passwords in the system from admin to database passwords from security point of view. Friends: About a year ago, we wrote a paper on the importance of adopting ORCID iD by every researcher. The paper appeared in the *National Medical Journal of India*, (Vol.29, 2016). Hardly there will be a librarian who has not faced a problem in attributing a publication to the right Mr S K Gupta or Ms SK Banerjee. Those of you who work with Scopus or Web of Science would have faced this kind of problem often. A persistent unique name identifier such as ORCID iD is the only solution. It is for this reason, we suggest that academic and research librarians should spearhead the movement to promote widespread adoption of ORCID in India. We invite those who have already implemented ORCID in their institutions to share their experience in this Forum. If almost all citizens of a vast country like India, numbering about 1.3 billion, could be assigned Aadhaar numbers within a short span of time, it should not be difficult for all Indian researchers to adopt ORCID iD. Thereafter, he took a year off to write his first novel Shikhar aur Seemayen based on his experiences in Sikkim. This novel won the literary award of the Delhi Hindi Academy. It was translated in English as Orange Moon and the hard cover was released with great praise by Ramakanta Rath, the President of Sahitya Akademi at that time. A pocket book edition has also been published in USA. His other Hindi novel Lal Kothi Alvida was made into a TV serial and eighty-two half hour episodes of it were telecast at prime time by the Doordarshan. Thereafter, he directed a full-length feature film Duvidha based on this novel. This art film received Certificates of Special Merit at the International Film Festivals at Strasbourg and Philadelphia, and a Mejor Actriz, Rashi B Award at Festival de Granada, and was screened at Festival du Cinema de Bruxelles. This novel has also been translated and published in English as Farewell Red Mansion. Sharat Kumar was also a long term Director of a prestigious MBA school (IMT Ghaziabad) when his book Mind your Management won the NTPC-IMA award for the ‘Best Management Book of the Year’. During this period he was also appointed a member of U.G.C’s search committee for inspection of major management schools for grant of ‘Deemed to be University’ status. What about the 852$p - the accession number field? Say, I have a title having 5 copies having different accession numbers. How should I arrange them in Excel sheet so that they get added in the software specifically SOUL 2.0. I know that 852 in the local field but this is required for migrating internal database only. I will be highly grateful to you if you kindly show us some light in this direction. AUTHOR INSTRUCTIONS The manuscript should contribute the original research ideas, development areas, result analysis, research based findings, etc. The full length original research manuscript should not exceed six pages and it has to be as per the IEEE double column format. The softcopy of the full length manuscripts (in ms word file) should be submitted to ieeemas.scpc2017(a)gmail.com. The accepted papers must be presented in the contest by at least one of the authors of the paper duly registered. IMPORTANT IEEE POLICY ANNOUNCEMENT he manuscript should not be communicated/accepted/published either in any of the journals/magazines or conference proceedings and it should not go under reviews in any of them. Papers are reviewed on the basis that they do not contain plagiarized material and have not been submitted to any other conference at the same time (double submission). These matters are taken very seriously and the IEEE will take action against any author who has engaged in either practice. Initial screening will be done by the Technical Program Committee of SCPC 2017, which includes the scope the conference, plagiarism using Turnitin plagiarism checker software, organization of the manuscripts, quality of tables / diagrams / figures / illustrations/ equations and etc. The manuscripts got through the above process alone will be forwarded to the reviewer of the technical program committee. The outcome of the review process will be notified and the revised version of the manuscript shall be submitted within the stipulated date. Revised version of the paper will be verified to ensure that all the suggested corrections have been carried out. Final decision will be taken by the technical program chair/ organizing chair based on their recommendations by the reviewers of technical program committee and the same will be intimated to the corresponding author.
