Google's new features
by Madhuresh 18 Aug '03

Dear All, Google has introduced 2 new features -searching by synonyms and News Alerting. Searching by synonyms can be used by professional researchers who know advanced search techniques. The mechanism for doing this is to preface your word with a tilde (~). The example Google gives is a search for browser help as well as browser guides and tutorials. The search strategy is: browser ~help. To know more in detail, just follow the link http://www.infotoday.com/newsbreaks/nb030811-2.shtml The content of the article is also pasted below. Google Introduces Synonym Searching, News Alerting Features by Marydee Ojala August 11, 2003 - Professional researchers-the ones who actually understand and use the advanced search techniques provided by Web search engines-will be delighted to learn Google has introduced a new feature that enables searching by synonyms as well as by keyword. The mechanism for doing this couldn't be easier. All you need to do is preface your word with a tilde (~). The example Google gives is a search for browser help as well as browser guides and tutorials. The search strategy is: browser ~help. Why the tilde? It's shorthand for approximate, which is appropriate since that's what you get-an approximation of similar search terms. In addition to free-text synonym searching, the new advanced search feature works in fielded searches. Search for browser intitle:~help, browser inurl:~help, allintitle:browser ~help, or allinurl browser ~help, and you will retrieve synonyms for help occurring in the title and URL fields, respectively. For example, enter intitle:~cancer and Web sites with pain, one of the synonyms for cancer along with disease and oncology, in the title will show up on the results list. In typical Google fashion, the synonym search feature is computer created. Although human beings created the algorithm, a Google employee did not sit down with a thesaurus and enter all the words and synonyms into a database that Google searches when it sees that tilde. According to Marissa Mayer, director, Consumer Web Products, the intent is to broaden a search. "We think this is a powerful and useful way to broaden results. It's the opposite of disambiguation, which narrows a search. Google's synonym search will provide searchers with additional possibilities for search terms and help them if they don't know the jargon associated with a topic." Google won't reveal how the algorithm works. However, extensive searching gives some clues. There's certainly evidence of PageRank, not exactly surprising, in the skewing of results toward popularity. Enter ~apple and the synonyms are almost entirely computer related. There's no synonym for the fruit mention of the word, nor for singer Fiona Apple. A search for ~shell, first retrieves the home page for Shell Oil Company, but the next nine highlight Unix as the synonym. The second page of results mixes the oil company and computer Web sites. No synonyms for seashells down by the seashore show up, probably because there aren't a lot of Web sites that link to those types of sites. Google optimizes search results that are frequently linked to, which weights results toward technology, business, and entertainment. Mayer pointed out that synonym searching works only on the Web search tab, not in Images or News, and only in English. Synonym searching has no effect on AdWords and sponsored links. If you search for ~magazine, it will trigger ad displays for companies that have purchased magazine as an AdWord, but none for its synonym journal. What has happened, to the amazement of Google staff, is the mining of synonyms by Webmasters who want to use them as new registered keywords for their products. Separately, Google announced its news alerting service (http://www.google.com/newsalerts) As with the synonym feature, this should be welcomed by serious researchers. Other news tracking services, such as that from The New York Times, have begun charging for the service; a free Google news alerting service is a boon. Options for update frequency are either once a day or as news happens. If a story is being widely reported, choosing the second option is very likely to result in a flooded inbox. There is a limit of 50 alerts per e-mail address. The normal search conventions, as operative in Google News, can be used. In addition to Boolean searches, a News Alert can be limited by source, location (country or U.S. state), occurrences (anywhere, in the headline, in the body of the story, or in the URL), and date. The one drawback to News Alert is the inability to edit a search. Instead, it must be deleted and a new one entered. Both synonym searching and News Alerts were developed by Google in its Google Labs (http://labs.google.com/) Both are in beta. According to Mayer, it's Google's normal practice to introduce new features and services and then watch how people use them. From this, Google decides on further developments and minor tweaking. For example, if synonym searching catches on, it may join the Advanced Search page as a search option. At the moment, it's not there. Other languages might also be added, much as French and German news was added to the formerly all-English sources of Google News. For now, it's a good bet that Google Labs is working on other features designed to delight a searcher's heart. Marydee Ojala is editor of ONLINE and program chair for the National Online conference. As mentioned in the case of USA, the Proceedings are already available in the tape recorded format hence, they can either copy/record in a MP3 format whereas, I doubt, the Procedings of any court/s are available in audio/visible format in India. Ofcourse, The Supreme Court Case Laws CDs are available in text format for example, SCC Online, AIR Supre Court on CD, Grand Jurix etc. But, if this type of project/s can be undertaken in India atleast in future , which again requires Government as well as Judiciary's will and prior approval. If this is done then, one can go for such project/s which will be beneficial for both common man as well as to professionals. This project needs to be initiated institionally,Government , Judiciary or by the Business Firms. Hope someone will initiate this project in India soon and make it available in audio format probably, by reading this mail. Thanking you, Sincerely yours, C U Navalgund N L S I U Bangalore (cnavalgund(a)hotmail.com)

article needed

Hi friends, Now I work with Confederation of Indian Industries (CII) as a Librarian. I am in need of an article. Can anyone let me know the local availability of the following article? Title: A LOOK AT THREE REGULATORY FORCES INFLUENCING CONTENT AND DISTRIBUTION IN THE MOTION PICTURE AND TELEVISION INDUSTRIES Author: Robert A. Burgelman; Philip Meza (Stanford University) Industry: Motion picture, television, consumer electronics Location: United States Publication date: 11 July 2002 Pages: 11 pp Abstract: Much of the landscape in which today's media companies find themselves as they contend with the impact of digitization of content and the convergence of means of distribution was shaped by regulatory forces. Three government rulings in particular were influential: the Consent Decree of 1948 (often referred to as the 'Paramount Case'), the Financial Interest and Syndication ruling (also called the 'FinSyn' ruling of 1970 of the United States Federal Communications Commission), and the United States Supreme Court ruling in Universal City Studios et al (including Disney) vs Sony Corp. (also known as the Betamax case of 1984). These regulatory forces broke up tight vertical integration between content production and distribution (Paramount case and FinSyn ruling) or helped to pave the road for the introduction of new technologies for distribution (Betamax case). The teaching purpose is to discuss the market power available by owning both sources of content and distribution in media and the controversies surrounding such verticalization. Digital Divide in India ?
by Abdul J Tharayil 13 Aug '03

Hi ALL I got to read an article, rather an interview with Keninston (MIT), says that cheap information kiosks are helping India bring computing power to the masses, providing a model for how to bridge the digital divide. The full version is available at http://www.technologyreview.com/articles/wo_keniston081303.asp?p=0) However I failed to learn any good Library based intitiative helping us bridge the digital divide in the country except the one I happend to read about the Kallara Project in Kerala (the Department of IT in association with the State Library Council -launched the first computerized rural information centre at Kallara Gram Panchayat Library) which ofcourse is a proud initiative for all of us. Is it because I am kept ignorant about it myslef? OR are we very much confined to the library stacks and forgotten the role of library in social development. Or is it because our public library system in the country is in Chaos? Are there professionals seriously thinking about it ? Regards, Abdul J Tharayil,

Date: Wed, 13 Aug 2003 09:40:11 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Dear Fred and members of bytesforall and Lis-Forum lists: Here is an excellent initiative from the USA. Do you think that we in India should mount such an effort and make audio recordings of all Supreme Court proceedings available to the public free of cost? Best wishes. Arun ----------- Subject: US Supreme Court Cases Get a Fresh Hearing (fwd) SUPREME COURT CASES GET A FRESH HEARING Since 1994, Northwestern University's OYEZ project has made audio of US Supreme Court cases available in a "streaming" format that requires a continuous Internet connection. Now the project is converting the files to MP3 format, which permits downloading, file sharing and use on portable devices. The MP3 files are free and sharable, if users agree to credit OYEZ and limit usage to noncommercial purposes. Jerry Goldman, the project's director, hopes to make available with search functionality all of the approximately 6,000 hours of the Supreme Court recordings since 1955, when taping of oral arguments began. "The whole idea is to build a digital commons, make accessible materials that are really valuable in a free and open society," he said. Particularly with controversial cases such as affirmative action and abortion, "there's so much more information and emotion in the human voice that a transcript can't do it justice," explained Goldman. Dear Friends, I fully agree that core areas of Research in LIS have been neglected as has been rightly pointed out by Mr. Sukhdev ( specially classification) I also feel that classification forms the basis of life. Everyone practices it every day (although in different ways). One of the areas of LIS research as suggested by Maurice B. Line is Summarisation and Representation of Info this in itself suggest the importance of classification because we cannot represent the info in more accessible form until it is arranged in some helpful sequence. The so called search engines (Google etc developed by the computer professionals), which are being heavily used by all to find information, are not able to give us satisfactory result. It has often been pointed out that No search engine is able to index the entire web. Strength of web is 500 times more that what the search engines are today able to index This I feel is perhaps because the so called computer professionals were much enthusiastic about finding ways of retrieving information without bothering about mapping the resources first. Perhaps librarian mind was not involved. If we think with an inquisitive mind we may find a suitable solution in the underlying principles of classification. Wood Ward J. On cataloguing and Classifying Info Resources on the Net in Ann Rev Inf Sc. Tech. 1996: 31: 189-219 very rightly points out Internet is currently in a state of near chaos in terms of access and organization, and because searching is usually performed only with word based search engines, it is generally not adequate for the needs of most users. We have lot to offer. Computer Professionals can only write a program and the input for a program can be the experience of librarian. The need of the hour is Comp Professionals and Librarian should come together on a single platform. The both should complement each other. If they are left to do at their own the problems will be far more for us because we should not forget the fact that WE ARE A BRIDGE BETWEEN INFORMATION & USERS warm regards bukhari On Tue, 12 Aug 2003 Sukhdev Singh wrote : >It is unfortunate that while computer professionals >are working in areas were library people should have >been working. It is unfortunate that while computer professionals are working in areas were library people should have been working. We are still looking for the areas to work in. Take for example, while we were beating about the bushes of "Bibliometrics" some students created GOOGLE using the same principle of "citations" (links here). While we were debating on utility of classification, some other students created "YAHOO". And still others are building up Open Directory Project (http://www.dmoz.org/) Classifiaction does not mean numbers we put on the spine of the books; dear friends, it is putting things in helpful sequence. Information technology is in use in every aspect of life. Even some medical professionals left their profession to join IT Rat Race. I know some for example http://www.indmedica.com. But should this mean every professional follow the same path. Today we have to answer, the real tough question? Do we really have something to offer? Something Unique. What is our USP...? If Yes, then why we are in hibernation. If No, then why we are pretending...? Why not to leave the stage to Computer Professionals who otherwise are today "Plenty in Supply, Less in Demand". Dear Friends This is in response to a recent mail in lisforum regarding the areas of research in LIS LIS, since its inception has been dealing with organizing information so as to make it available to the users in more efficient manner. Information seems like dirt; its everywhere you look, accumulates in piles, and is challenging to organize for easy retrieval. It is this very nature of info that has always threatened LIS professionals and forced them to come up with innovative approaches towards its effective organization. With the advent of WWW, organizing info is giving tough time for all LIS professionals. Newer and newer approaches are being tried, but still more and more are required to be done! Maurice B. Line has identified 10 key areas related to Info Res in the MILLENIUM 1. Internet & WWW (info retrieval aspects) 2. Search engines & alogorithms 3. Bibliographic control on the internet 4. User interface including common user interface, natural language interface etc. 5. User needs or requirement analysis 6. Info seeking behaviour of users and cognitive approach 7. Digital Libraries 8. Summarization & representation of information 9. Visual information 10. Intelligent Information Retrieval including intelligent agents All the best Bukhari Librarian Shantha Biotechnics Pvt Ltd ___________________________________________________ Download the hottest & happening ringtones here! Dear All, I wish to know what are all international standards exists are available in field of LISc. viz for bibliographical exchange, other data related to library services and functions. ISO 2407 : Std for bibliographic data exchange. ISO 2789 : Std for International library statistics ISO DIS 10160: Documentation-Interlibrary loan service definition ISO DIS 10161:Documentation-Interlibrary loan service protocol definition ISO DIS 10162:Documentation-Application service for information's systems search, retrieve and update protocol specification is there any other standard to other services also. Second thing I wanted to know as there is standard for Bibliographic data exchange. is there any standard specification for exchange of other data, such as circulation, serials holding etc... . This I feel very important as libraries are growing and adopting different soft wares, and as the years pass one library may feel it is not comfort with the software it has adopted. It wishes to change over to another software, in that case is it possible to get all the data that the present software holds, will be exported to new software which the library wants to switch over to. Where in we can get all member records, there usage statistics, or present holding. as these are vital which a library can't recreate again. is there a solution to this problem are any other way it is been done. Where can i get details regarding above matter. I will be happy to know. NYTimes.com Article: Open Access to Scientific Research
by arun＠mssrf.res.in 07 Aug '03

07 Aug '03

This article from NYTimes.com has been sent to you by arun(a)mssrf.res.in. Here is an editorial in New York Times on open access. Arun arun(a)mssrf.res.in /-------------------- advertisement -----------------------\ Explore more of Starbucks at Starbucks.com. http://www.starbucks.com/default.asp?ci=1015 \----------------------------------------------------------/ Open Access to Scientific Research August 7, 2003 A number of influential scientists have begun to argue that the cost of research publications has grown so large that it impedes the distribution of knowledge. Some subscriptions cost thousands of dollars per year, and those journals are usually available online only to subscribers. This looks less like dissemination than restriction, especially if it is measured against the potential access offered by the Internet. That is why a coalition led by Dr. Harold Varmus, the former director of the National Institutes of Health, is creating a new model, called the Public Library of Science. Several years ago Dr. Varmus's group issued an open letter, signed by some 30,000 colleagues, calling on the publishers of scientific journals to make their archived research articles freely available online. Most journals declined, so they would not undercut the profitable business of selling expensive subscriptions to libraries. But there is a basic inequity when much of the research has been financed by public money. The Public Library of Science plans to confront that inequity by establishing a new series of peer-reviewed journals that will be freely available on the Internet. The first ones, published this October, will be PLoS Biology and PLoS Medicine. The aim is to create a freer flow of data about research and results. The journals will pay for themselves by charging a small fee to the organizations and institutions that support the research. Most of us, admittedly, will not have much use for free access to new discoveries in, say, particle physics. But it is a different matter when it comes to medical research. Popular nostrums abound on the Web, but it can be very hard, if not impossible, to find the results of properly vetted, taxpayer-financed science - and in some cases it can be hard for your doctor to find them, too. The Public Library of Science could help change all that, creating open access to research. The publishers of scientific journals are naturally skeptical, but the real test will come in the marketplace of ideas. What will matter this fall, when the new journals make their debut, is how many scientists choose to publish in them rather than in the journals traditionally deemed the most prestigious in their disciplines. http://www.nytimes.com/2003/08/07/opinion/07THU3.html?ex=1061257104&ei=1&en… --------------------------------- Get Home Delivery of The New York Times Newspaper. Re: New Book in Library and Information Science

Date: Wed, 6 Aug 2003 18:14:16 -0700 From: Dr. Ramesh C. Gaur <rcgaur(a)tifr.res.in> Sorry for crossposting, if any; "Reengineering Library and Information Services Process, People & Technology" by Ramesh C. Gaur Librarian, Tata Institute of Fundamental Research, Mumbai ---------- Allied PublishersPrivate Limited, Mumbai. pp. 304. Price Rs. 500/- Some Comments About the Book To me, it is a first research contribution of its kind from India. Therefore, LIS professionals in academic as well as professional circles will benefit a great deal, in integrating theoretical as well as practical aspects of the subject, in their own contexts. - Dr. Roshan L. Raina, Professor, IIM, Lucknow The present digital networked environment has changed the whole structure of 'knowledge organizations', i.e., libraries. The pace of such changes is very fast. To cope up wuth above changes, it requires a radical change in our thinking, in our organization, in our people, and in the usage of technologies. And this radical change is possible by way of re-engineering only. It is a guide book for librarians and library planners and gives us a very thorough understanding of the reengeeneering process. - Dr. Jagdish Arora, Coordinator, INDEST Consortium, Librarian, IIT, Bombay Today's librarian works in a hybrid environment and his role is more of pulling together the various channels of information, package the relevant bits and present it to the user. This calls for a totally fresh look at the professional routes and roadmap. Dr. Ramesh C Gaur is one of the pioneers in applying the principles of re-engineering in the context of librarianship in India. I welcome this publication which makes a significant contribution to professional literature. - Dr. Mishwara Bhat, Head of Library Services, BITS, Pilani 'Re-engineering Library and information services' by D. Ramesh Gaur is indeed a welcome addition to the library & information science literature in the country. The book portrays a vivid and candid picture about the prevailing status of the libraries under study and gives clear cut BPR as well as transformation guidelines they should adapt/adopt/absorb if they want to be relevant, reliable and context sensitive. As such the model could be emulated by any modern library/information center in the country. - M G Sreekumar, Librarian & Head, CDDL, IIT, Kozhikode The author places the responsibility for change in the way of working of libraries in the context of change in information environment coupled with changing information seeking patterns of users in the electronic environment. To cope up with issues posed by evolution and revolution in Information technology such as Internet and Intranet revolution, Web publishing, Electronic publishing, and other information technological innovations, etc. a fine-tuning of the operations and activities of libraries and their information services is required. This is possible by way of re-engineering library and information services as explained in this book. The book provides a step-by-step guide about the re-engineering of libraries. - Usha Mujoo-Munshi, Head, Library and Informatics Centre, INSA, New Delhi About the Book This study presents a report on the effort to bring forth the transition of a traditional library service, mainly relying on paper preservation and local diffusion, to a modern information centre, whose main goal is putting final users in contact with the information needed, whether it is local or remote, on paper or stored digitally. To cope up with issues such as Internet and Intranet revolution, Web publishing, Electronic publishing, and other information technological innovations, etc. a fine-tuning of the operations and activities of libraries and their information services is required. This study describes how this transition may be achieved through a process of re-engineering that involves staff tasks, available space, available resources, and choice of tools. The book is a first attempt towards an indepth study on applications of "Reengineering Management" to Libraries. This book is focused on the re-engineering of Library and Information services in which present state of management libraries in India has been discussed. On the basis of findings of the study, various solutions have been suggested. A case study of "Re-engineering of library of IMT, Ghaziabad has been presented. A comparative study of thirteen management libraries of NCR, has also been undertaken. The suggested "re-engineering framework" - a model for reengineering of libraries, is a useful outcome of this study. The primary beneficiary of this book would be the all libraries and information centers who are planning to improve their library and information services by way of reengineering. The head of the institutions, librarians, library staff and all policy planners, who plan, monitor, and use library and information services should be able to understand the basic principles of re-engineering management and use the proposed re-engineering framework to improve their library and information services. The case study will help librarians to prepare a plan for the reengineering of their libraries. The academia and researchers will find it as a basis for further application in other libraries too. About the Author - Dr. Ramesh C. Gaur is a Librarian at the Tata Institute of Fundamental Research (TIFR), Mumbai. A Science graduate, he holds a Ph.D. in Library and Information Science and has undergone several advanced training programmes in IT Applications in Libraries and Management of Libraries. Besides this, he also holds Post B.Sc. Diploma in Computer Applications. He is visiting Virginia Tech., USA, under Fullbright Fellowship in Information Science & Technology for year 2003-04. RE: [LIS-Forum] Do our Scientists deserve high bandwidths?
by Mailing List Manager 05 Aug '03

05 Aug '03

Date: Tue, 5 Aug 2003 07:09:18 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Dr Vyasamoorthy has raised a pertinent point and I like his frank expression of his views which might offend at least some of our colleagues in the labs! As it happens often, in ny given situation it is difficult to determine which is the cause and which is the effect. For a pretty long time, we were unable to provide decent infrastructure support to our scientists and doctoral students. It is not only in the provision of information; even in the provision of laboratory infrastructure (equipment, chemicals, reagents, etc.). Doing science under such circumstances, many of our scientists might have lost some of their enthusiasm. I believe that if we provide the proper environment (including facilities), there will be a change for the better. Especially, when there are low-cost options (providing information through open access and Internet, both of which are spreading fast and becoming cheaper), we should give them a try. Giving up is easy, but it can transform our country into a better place to live for us and our children. As a young scientist in a national laboratory, I often found it extremely difficult to be able to attend and speak at international conferences to which I was invited because of the attitude of officers who had the power to permit or disallow my participation in such meetings! But now things have changed. Arun

Do our Scientists deserve high bandwidths?
by Mailing List Manager 04 Aug '03

Date: Mon, 4 Aug 2003 15:28:04 +0530 From: VYASAMOORTHY /IKP/HYD <Vyasamoorthy(a)icicikp.com> Dear Mr Arun & friends, I really wonder whether our scientists deserve (they may desire, though)such high bandwidth. In my opinion they are incapable of using even the meger internet bandwidth that they already have. Scientists in India were the first group of persons to enjoy internet based email via ERNET. I have not seen many scientists from India (Indians abroad are an exception) taking part in Newsnet newsgroups in any worthwhile manner. Most of the discussion fourums started enthusiastically die for want of participation. INFLIBNET Experts database, after having been in place for over a year does not have more than 12K profiles. This was based on a very good model of getting the database self-populated by the community. Compare it with Community of Science website. Recently a private firm in Bangalore sent out 3000+ email letters to Indian scientists - every one of whom is an author of some science paper or the other - asking them to try out free of charge some web based IT facility that would help them keep in touch with their colleagues: How many do you think responded? Not even one percent! My own experience in having organised JCCC@VIC has not been very encouraging -- there are no takers for this consortium effort. Others' experiences may be different but mine are sour. Regards Vyasamoorthy, P -----Original Message----- From: Mailing List Manager [mailto:mailman@ncsi.iisc.ernet.in] Sent: Monday, August 04, 2003 2:58 PM To: lis-forum(a)ncsi.iisc.ernet.in Subject: [LIS-Forum] Competition spurs broadband in Europe (fwd) Date: Fri, 1 Aug 2003 09:03:57 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Friends: Almost everyone in Belgium - at least 98% of them - have broadband access of 3Mbps or better! Up to six times faster than the service available in France or Britain. Where do we stand in India? Even our research scientists cannot boast of such bandwidth. Let us do something about it and quickly. Our scientists deserve it. Regards. Arun -Original Message----- From: Andy Carvin [mailto:acarvin@benton.org] Subject: Competition spurs broadband in Europe (fwd) Also from today's Benton headlines.... -ac COMPETITION SPURS BROADBAND IN EUROPE A new report from the Organization for Economic Cooperation and Development suggests that European countries that promote competition among telecom and cable providers show faster adoption of broadband Internet services. The report warned governments against propping up the telecom industry in exchange for broadband build-out. "Incumbent operators are using their economic influence on governments to say, 'If you are nice to us we will deliver broadband,' but what the OECD numbers show is that competition between operators is what delivers broadband," said Ewan Sutherland, director general of the Brussels-based International Telecommunications Users Group. Evidence shows that Germany, once the leader in broadband growth, has been overtaken by the more competitive environment in Belgium, where 98 percent of the country has access to at least 3Mbps service - up to six times faster than the transmissions available in France or Britain. The United States has fallen from 3rd to 10th in the OECD rankings, primarily because the prices and speeds offered by phone companies have not matched those offered by cable. Asian countries have used government subsidies to stimulate the markets have resulted in additional competition and lower prices, allowing the region to take the lead in broadband deployment. Date: Fri, 1 Aug 2003 09:03:57 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Friends: Almost everyone in Belgium - at least 98% of them - have broadband access of 3Mbps or better!
