To cope up with issues such as Internet and Intranet revolution, Web publishing, Electronic publishing, and other information technological innovations, etc. a fine-tuning of the operations and activities of libraries and their information services is required. This study describes how this transition may be achieved through a process of re-engineering that involves staff tasks, available space, available resources, and choice of tools. The book is a first attempt towards an indepth study on applications of "Reengineering Management" to Libraries. This book is focused on the re-engineering of Library and Information services in which present state of management libraries in India has been discussed. On the basis of findings of the study, various solutions have been suggested. A case study of "Re-engineering of library of IMT, Ghaziabad has been presented. A comparative study of thirteen management libraries of NCR, has also been undertaken. The suggested "re-engineering framework" - a model for reengineering of libraries, is a useful outcome of this study. The primary beneficiary of this book would be the all libraries and information centers who are planning to improve their library and information services by way of reengineering. The head of the institutions, librarians, library staff and all policy planners, who plan, monitor, and use library and information services should be able to understand the basic principles of re-engineering management and use the proposed re-engineering framework to improve their library and information services. The case study will help librarians to prepare a plan for the reengineering of their libraries. The academia and researchers will find it as a basis for further application in other libraries too. About the Author - Dr. Ramesh C. Gaur is a Librarian at the Tata Institute of Fundamental Research (TIFR), Mumbai. A Science graduate, he holds a Ph.D. in Library and Information Science and has undergone several advanced training programmes in IT Applications in Libraries and Management of Libraries. Besides this, he also holds Post B.Sc. Diploma in Computer Applications. He is visiting Virginia Tech., USA, under Fullbright Fellowship in Information Science & Technology for year 2003-04. He began his career as an Information Officer at Eicher Research Centre, Faridabad. Within a year he shifted to the Central Road Research Institute, New Delhi and then to Brisk Securities Ltd., a corporate company. He also worked in RIS, New Delhi. He made his mark at the IMT, Ghaziabad, where he automated the Library and transformed it to a top class establishment. During the 11 years of his professional career over 25 papers have been contributed by him to various publications. He has edited a book 'Business and Management Libraries: opportunities and challenges in 21st century' going to be released shortly. He has successfully organized Management Libraries Network (MANLIBNET) Convention and UPLA Seminar. He is member of all Library Association in India and some important one in abroad. His major professional achievements includes the formation of Ranganathan Research Circle (RRC) along with Late Shri C.V. Subba Rao as the Founder Convener of RRC. He is Life Trustee and Joint Secretary of Ranganathan Research Trust (RRT), New Delhi. Dr. Gaur's interests range from web designing to training programmes on IT in the library and information field, he has also been affiliated with studies based on management libraries in India. He developed a computer program entitled, 'Development of Some Library Applications Using d-Base III +' for Water and Land Management Institute. His goal is to develop and enhance professional competence and by virtue of this to serve its clientele the best and to become the leader in the Library and Information Science Field.

As it happens often, in ny given situation it is difficult to determine which is the cause and which is the effect. For a pretty long time, we were unable to provide decent infrastructure support to our scientists and doctoral students. It is not only in the provision of information; even in the provision of laboratory infrastructure (equipment, chemicals, reagents, etc.). Doing science under such circumstances, many of our scientists might have lost some of their enthusiasm. I believe that if we provide the proper environment (including facilities), there will be a change for the better. Especially, when there are low-cost options (providing information through open access and Internet, both of which are spreading fast and becoming cheaper), we should give them a try. Giving up is easy, but it can transform our country into a better place to live for us and our children. As a young scientist in a national laboratory, I often found it extremely difficult to be able to attend and speak at international conferences to which I was invited because of the attitude of officers who had the power to permit or disallow my participation in such meetings! But now things have changed. Arun

In my opinion they are incapable of using even the meger internet bandwidth that they already have. Scientists in India were the first group of persons to enjoy internet based email via ERNET. I have not seen many scientists from India (Indians abroad are an exception) taking part in Newsnet newsgroups in any worthwhile manner. Most of the discussion fourums started enthusiastically die for want of participation. INFLIBNET Experts database, after having been in place for over a year does not have more than 12K profiles. This was based on a very good model of getting the database self-populated by the community. Compare it with Community of Science website. Recently a private firm in Bangalore sent out 3000+ email letters to Indian scientists - every one of whom is an author of some science paper or the other - asking them to try out free of charge some web based IT facility that would help them keep in touch with their colleagues: How many do you think responded? Not even one percent! My own experience in having organised JCCC@VIC has not been very encouraging -- there are no takers for this consortium effort. Others' experiences may be different but mine are sour. The document contains quality criteria for use by Member States, as well as public and private bodies, in the development of quality initiatives for health related web sites. Recognizing the need to protect its citizens, as well as the global customers of its online sector, the European Commission has taken a clear position on the need to maintain high standards for online health information. The report stops short, however, of proposing an EU-wide implementation for quality criteria, judging this to be impractical for the moment. HON participated actively in the development of the EU document, along with some sixty other delegations from government, industry, medical and consumers associations and academia. The result incorporates all eight principles of the HONcode condensed into six points with additional emphasis on accessibility, a hotly debated subject on both sides of the Atlantic. The candidates should have a First class Master's degree in science or information science with some competence in writing programmes to manipulate bibliographic data from databases. MSSRF will pay a consolidated salary of Rs 5,500 per month. I know it is not a big sum, but I can assure the candidates that they will get very good training. The project leader is an Honorary Fellow of CILIP, an Honorary Member of ASIST, a Life Member of IASLIC and Founding Member of the Indian Science Writers Association, and is on the editorial boards of Current Contents, Scientometrics, Journal of Information Science, Current Science and Desidoc Bulletin of Information Technology. He is on the Board of the Internatiaonal Society of Scientometrics and Informetrics. The group's other interests include application of information and communication technologies to rural development and poverty alleviation and the Information Village Research project has won the Stockholm Challenge Award and the Motorola Gold Award. Travel Grant for participants from developing countries The Swiss Organization Committee of the Preparatory IFLA Conference "Libraries @ the Heart of the Information Society" (Geneva, Switzerland 3-4 November 2003) has made available a limited number of grants to enable participants from less developed countries to attend. The grants are towards particpation cost and are given on a cost sharing basis. The Travel Grant will cover air ticket, accommodation, registration fee and a small allowance.Applicants should meet the following conditions: Must be working in a library Must have a minimum of five years of professional experience Must be a member of the National Library Association (evidence of membership will be required from the Association). Priority will be given to professionals and applicants who are involved in the promotion of the libraries as important points of free access to the information society. ISIHighlyCited.com calls itself "an expert gateway to the most highly influential scientists and scholars worldwide," using similar techniques to Google's PageRank to identify these intellectual leaders. This free search tool makes it easy to identify individuals, departments and laboratories that have made fundamental contributions to the advancement of science and technology over the past several decades. Google's PageRank algorithm uses many of the same techniques involved in citation analysis to get a sense of the most important pages on the web, based on the number and quality of links pointing to them. ISIHighlyCited.com plans to include the top 250 preeminent individual researchers in 21 subject categories who have demonstrated great influence in their field as measured by citations to their work. Bibliography with links to the full bibliographic information indexed in the ISI Web of Science. ISIHighlyCited is similar to ResearchIndex, an academic computer science search engine that also does a lot of extensive citation analysis. Both tools are excellent resources for tracking research trends through literature references. The innumerable and wide ranging Net resources available on the various servers across the Net are stored/retrieved using different well-defined methods or protocols. The web protocol HTTP (Hyper Text Transfer Protocol), the FTP (File Transfer Protocol) and the Gopher protocol are three popular protocols. To retrieve resources stored under various servers, many tools that understand these protocols have been developed. These are called Net clients. The web browser, which understands the HTTP protocol, is a client tool for retrieving resources from a web server. Similarly there are clients for other protocols such as FTP and POP. But the drawback of most of these tools is that, though quite easy to operate, they lack enough flexibility. For example, the browser does not have an easy mechanism to selectively download a few web pages from a site. Again, if you want to automatically download regularly all newly updated files with a specific extension from a site, current browser features become inadequate. Here is another scenario: Suppose a Net resource is mirrored at several locations and to speed up the download process you want to split the file into multiple parts and download each of them from separate locations, instead of downloading the file completely from one location. None of the current browsers can do of do this. Al these point to the fact that there is need for a better information retrieval tool that will help automate some of the download tasks and allow downloading of materials as per requirements. One such client tool is cURL, which can be used to download Net resources automatically with extreme ease and flexibility. cURL As per its web site (http://curl.haxx.se/) cURL (stands for `client URL') is a command-line utility for transferring files from diverse Net servers such as FTP, HTTP, HTTPS, GOPHER, TELNET, DICT, FILE and LDAP. Any Net resource that uses standard URL format (like http://, ftp://) can be retrieved with this tool. Please note that cURL has nothing to do with 'Curl', the web programming language discussed in this column (http://www.hinduonnet.com/thehindu/biz/2001/12/13/stories/2001121300 340100.htm) long ago. You may also note that this free tool, which runs on platforms such as Windows and Linux, not only allows you to download files but can also be used to upload files on to such servers as web and FTP. Another highlight of this service is the availability of the free curl library libcurl that can be integrated with popular programming languages such as Basic, C, C++, Python and PHP to develop curl based applications. As usual, to get a good hold and internalise the capabilities of this program, let us go through a few examples: The command: `curl http://www.hinduonnet.com' will download the home page of The Hindu's site and will display it on your screen. If you want to view the HTTP exchange or the conversation that takes place between the client and the web server while downloading the web page, execute the above command with the `v' (v stands for verbose) option (like this: curl - v http://www. hinduonnet.com) To upload a file on to an FTP server, use curl with the option `T' as follows: Curl - T readme-file ftp://user: pass word(a)ftp-domain-name.com The above command will upload the file `readme-file' on to the FTP server. If you have a file stored in two locations, using cURL with `r' option, you can retrieve parts of the file simultaneously from these servers. For example, suppose you have a file called `example.doc' of size 39424 bytes, stored in two servers called server 1 and server 2. To download the file in two parts from these servers, use the following commands: curl -r 0-1500 -o example 1 http://server1/example.doc (this will download first 1500 bytes of the file from server 1 and store it as `example 1') curl -r 1501- -o example 2 http://server2/example.doc (this command will download the rest of the file from server 2 and store it as `example 2') Combining the two downloaded files, we will get the original file. Programs based on libcurl As already mentioned, along with the cURL client program, a curl `program library' that can be used to create cURL-based applications is also available at the cURL site. The free program Getleft developed for downloading complete web sites is a good example of a product created with the help of cURL library. The software, Getleft, written in TCL (Tool Command Language http://tcl.activestate.com/) can be used to download a web site completely by just entering the site's address in its input box. During the downloading process, it alters links in the original page so that you can browse the site locally without any trouble. For more details, check out: http://personal1.iddeo.es/andresgarci/ getleft/english/ Bootdisk If you are a regular computer user, it is likely that you have faced the problem of hard disk failure at least once. Once the machine fails to boot from the hard disk, the next feasible solution is to attempt to boot using a bootable floppy disk. If you have failed/forgotten to create a boot disk during the installation stage, you will not be able to take this course. In case you land up in such troubled situations, check out the site BootDisk (http://www.bootdisk.com) which hosts many programs that can be used to create boot disks. For example, if you want to create a DOS 6.22 boot disk, access the site, click on the `DOS/Windows... ' option and download the appropriate boot software. Now, insert a fresh floppy disk and execute the downloaded software, which will convert the floppy into bootable disk by transferring the DOS system files on to it. Apart from several `boot' programs, you will find many valuable materials that include information on hard disk partitioning, networking and several `how to guides' in this site. Free web space index It is quite likely that many of you have own web sites or are planning to launch one. One easy route is to avail the services of a free web space provider and build a site on its server. There are many free web space providers on the Net such as Tripod (http://www.tripod.com) and Netfirms (http://netfirms.com/) with varying tools/facilities.
