_Library Knowledge Bases_
by Gerry Mckiernan 16 Dec '03

16 Dec '03

_Library Knowledge Bases_ For a new registry (and future presentations and articles), I am greatly interested in identifying library-created or library-related Knowledge Bases that have been applied to any and all venues (Acquisitions, Cataloging, Collection Development, Reference, or Library Systems, etc.). A Knowledge Base / Knowledgebase may be defined as a database with a focus on empirical or practical knowledge. In recent years, Knowledge bases have become common components for many businesses and services. The RealNetworks "Customer Support" Knowledge Base. [ http://service.real.com/kb/ ] is an excellent example of a technical support knowledge base. I am interested in library-created OR library-related Knowledge Bases Perhaps the most sophisticated Library Knowledge Base was the one planned as part of the OPAL Project. " The OPAL (Online Personal Academic Librarian) [ http://library.open.ac.uk/aboutus/opal/intro.html ] started as an eighteen month research project based at the Open University Library which is exploring the development of a fully automated online 24/7 reference service for distance students. The project began in November 2000 and was a partnership between the OU Library, the OU Knowledge Media Institute, and the libraries of the University of Leicester and the University of London's Birkbeck College." SEE ALSO: "The OPAL Project: Developing An Automated Online Reference System For Distance Learners" in the June 2001 issue of D-Lib Magazine. [http://www.dlib.org/dlib/june01/06inbrief.html] Another innovative library-based Knowledge Base is EARS (Electronic Access to Reference Services), a service available from the Learning Resources division of the University of Northumbria at Newcastle. [ http://library.unn.ac.uk/ears/ ] The *Most* impressive general knowledge base that I've discovered in a recent Quick-and-Dirty search is START, [ http://www.ai.mit.edu/projects/infolab/index.html ] "the world's first Web-based question answering system, has been on-line and continuously operating since December, 1993. It has been developed by Boris Katz and his associates of the InfoLab Group at the MIT Artificial Intelligence Laboratory. Unlike information retrieval systems (e.g., search engines), START aims to supply users with "just the right information," instead of merely providing a list of hits. Currently, the system can answer millions of English questions about places (e.g., cities, countries, lakes, coordinates, weather, maps, demographics, political and economic systems), movies (e.g., titles, actors, directors), people (e.g., birth dates, biographies), dictionary definitions, and much, much more... ." As Always, I Welcome Any and All contributions, queries, comments, nominations, Cosmic Insights, Etc. Etc. Etc. [I am NOT, however, interested in corporate Knowledge Bases per se] Articles, reports, studies, school papers or projects regarding Library Knowledge Bases are also of major interest for a planned General Bibliography. [I am NOT, however, interested in literature about Knowledge Bases per se] The registry is titled: KBL(sm): A Registry of Library Knowledge Bases and will be located at: [ http://www.public.iastate.edu/~CYBERSTACKS/KBL.htm ] Regards, /Gerry Gerry McKiernan, KnowledgeBased Librarian Iowa State University, Ames IA 50011 gerrymck(a)iastate.edu "If you're not outraged, you're not paying attention." UK S&T Committee is to conduct an inquiry into scientific publications
by Mailing List Manager 16 Dec '03

16 Dec '03

Date: Fri, 12 Dec 2003 16:10:25 +0530 From: "Byrappa, Ananda (CORP, GEITC)" <ananda.byrappa(a)ge.com> This may be of interest to you... Regards, Anand The Science and Technology Committee(of the UK House of Commons)is to conduct an inquiry into scientific publications. The Committee will be looking at access to journals within the scientific community, with particular reference to price and availability. It will be asking what measures are being taken in government, the publishing industry and academic institutions to ensure that researchers, teachers and students have access to the publications they need in order to carry out their work effectively. The inquiry will also examine the impact that the current trend towards e-publishing may have on the integrity of journals and the scientific process. The Committee is inviting written evidence on the following points: *What impact do publishers' current policies on pricing and provision of scientific journals, particularly "big deal schemes", have on libraries and the teaching and research communities they serve? * What action should Government, academic institutions and publishers be taking to promote a competitive market in scientific publications? *What are the consequences of increasing numbers of open-access journals, for example for the operation of the Research Assessment Exercise and other selection processes? Should the Government support such a trend and, if so, how? *How effectively are the Legal Deposit Libraries making available non-print scientific publications to the research community, and what steps should they be taking in this respect? *What impact will trends in academic journal publishing have on the risks of scientific fraud and malpractice? The Committee would welcome written evidence from interested organisations and individuals addressing these points. Evidence should be submitted by Thursday 12 February 2003. The oral evidence sessions will begin in March. In announcing the inquiry, the Chairman of the Committee, Ian Gibson MP, said "Journals are at the heart of the scientific process. Researchers, teachers and students must have easy access to scientific publications at a fair price. Scientific journals need to maintain their credibility and integrity as they move into the age of e-publication. The Committee will have some very tough questions for publishers, libraries and government on these issues." Evidence should be sent in hard copy to the Clerk of the Science and Technology Committee, 7 Millbank, London SW1P 3JA. Please send an electronic version also, in Word format, via e-mail to scitechcom(a)parliament.uk or on disk. Guidance on the submission of evidence can be found at www.parliament.uk/commons/selcom/witguide.htm Further information on the work of the Committee can be obtained from Committee staff on 020 7219 2793/4. Previous press notices and publications are available on the Committee's internet homepage: www.parliament.uk/parliamentary_committees/science_and_technology_committee… Notes for Editors *Under the terms of Standing Order No. 152 the Committee is empowered to examine the 'expenditure, policy and administration of the Office of Science and Technology and its associated public bodies'. The Committee was appointed on 12 November 2001.

09 Dec '03

Date: Mon, 08 Dec 2003 17:22:45 +0530 From: ICDL2004 <ICDL2004(a)teri.res.in> Our apologies for cross postings Final announcement- Registration Open ICDL 2004 New Delhi 24-27 February 2004 International Conference on Digital Libraries: Knowledge creation, preservation, access and management *--------------------------------------------------------------------------------------------------- We would appreciate disseminating this mail to your colleagues. *--------------------------------------------------------------------------------------------------- Digital libraries and knowledge management are innovations, the implementation of which is still nascent in developing countries. However, they hold the promise of becoming key technologies for knowledge creation and management in the future. In February 2003, the Government of India launched the National Mission for Manuscripts, aimed at preserving the valuable manuscripts in India. by Saiful Amin 06 Dec '03

06 Dec '03

Subject: CDSware News: CDSware v0.1.0 released From: Tibor Simko <tibor.simko(a)cern.ch> To: project-cdsware-announce(a)cern.ch Date: Thu, December 4, 2003 7:53 pm -------------------------------------------------------------------- CDSware News: CDSware v0.1.0 released December 4, 2003 http://cdsware.cern.ch/news/ -------------------------------------------------------------------- CDSware v0.1.0 was released on December 4th, 2003. What's new: * development branch release * search engine redesign to yield five times more search performance for larger sites (WebSearch, BibWords) * fulltext indexation of PDF, PostScript, MS Word, MS PowerPoint and MS Excel files (WebSearch) * integrated combined metadata/fulltext/citation search (WebSearch) * multi-stage search guidance in cases of no exact match (WebSearch) * OAI-PMH harvestor (BibHarvest) * bibliographic task scheduler (BibSched) * automatic daemon mode of the indexer, the formatter and the collection cache generator (BibWords, BibFormat, WebSearch) * user management and session handling rewrite (WebSession) * user personalization, document baskets and notification alert system (WebBasket, WebAlert) * role-based access control engine (WebAccess) * internationalization of the interface started (currently with Czech, German, English, Spanish, French, Italian, Portuguese, Russian, and Slovak support) * web page design update (WebStyle) * introduction of programmer-oriented technical documentation corner (WebHelp) * source tree reorganization, mod_python technology adopted for most of the modules Download: <http://cdsware.cern.ch/download/cdsware-0.1.0.tar.gz> Notes: This is a development branch release. It is not meant to replace CDSware 0.0.9. Users of 0.0.9 are advised to wait for the next stable release. Users of 0.0.9+ are advised to upgrade to 0.1.0. As of this release we are adopting the classical stable/development branch version numbering scheme spread in the GNU/Linux world and elsewhere, with even minor versions denoting stable branch releases and odd minor versions denoting development releases. For more details, see <http://cdsware.cern.ch:8000/hacking/releases.html>. Known problems: WebSubmit is not working properly yet. Several admin-level functionality of 0.0.9 is missing in 0.1.0 yet. The task scheduler and RBAC authentication engines are functional but not yet called by all the clients. These issues will be subsequently dealt with in the next releases of the 0.1.x development branch. What's next: Fixing known problems described above. Stabilizing the 0.1.x tree. Continuing with the internationalization of the interface. Introducing BibIndex for better phrase indexing and browsing. -- [Please http://remember.to/edit_messages ] Saiful Amin c/o, Learning Resource Center Indian School of Business Gachibowli Hyderabad - 500019 Ph. +91-40-2318-7963/7999 ________________________________________________________________________ Yahoo! Subbiah Arunachalam Co-Director of CogPrints for Journals
by Mailing List Manager 05 Dec '03

05 Dec '03

It is my great pleasure and honour to announce that India's and the Developing World's great advocate for open access, Subbiah Arunachalam has become Co-Director of the CogPrints Archive http://cogprints.ecs.soton.ac.uk/ Professor Arunachalam will be specifically in charge of the growing Journals sector of CogPrints: * JOURNALS o Asian Student Medical Journal o Behavioral & Brain Sciences o Calicut Medical Journal o Indian Pacing and Electrophysiology Journal o Internet Health o Medical Education Online + MEO Peer Reviewed + MEO PrePrint o Online Journal of Health and Allied Sciences o Psycoloquy This sector hosts online journals (in any discipline) that wish to self-archive their contents centrally. This sector grew out of a natural evolution of CogPrints in a transitional period when distributed institutional self-archiving is replacing central CogPrints-style self-archiving. "Central vs. Distributed Archives" http://www.ecs.soton.ac.uk/~harnad/Hypermail/Amsci/0293.html "Central versus institutional self-archiving" http://www.ecs.soton.ac.uk/~harnad/Hypermail/Amsci/3208.html Thanks to OAI-interoperability, all these archives are now equivalent, interoperable, and hence integrable into one big virtual archive in OAI-space -- e.g. http://oaister.umdl.umich.edu/o/oaister/ As a result, more and more cognitive science papers will be self-archived in their authors' own institutional OAI archives (for which the Eprints.org software is an adaptation of the CogPrints software: http://software.eprints.org/#ep2 ). It is only natural, then, that CogPrints should make its central archiving capacity available to those who need it, including authors whose institutions do not yet have their own Eprint Archives (or authors without institutions) and journals that wish to self-archive their contents centrally. No one on the planet is more closely and deeply identified with the cause of researchers and journals who lack the resources to make their output openly accessible than is Professor Arunachalam. We are deeply grateful for his generous collaboration. Stevan Harnad NOTE: A complete archive of the ongoing discussion of providing open access to the peer-reviewed research literature online is available at the American Scientist Open Access Forum (98 & 99 & 00 & 01 & 02 & 03): http://amsci-forum.amsci.org/archives/september98-forum.html http://www.cogsci.soton.ac.uk/~harnad/Hypermail/Amsci/index.html Post discussion to: september98-forum(a)amsci-forum.amsci.org Dual Open-Access-Provision Policy: BOAI-2 ("gold"): Publish your article in a suitable open-access journal whenever one exists. BOAI-1 ("green"): Otherwise, publish your article in a suitable toll-access journal and also self-archive it. http://www.soros.org/openaccess/read.shtml http://www.ecs.soton.ac.uk/~harnad/Temp/berlin.htm http://www.ecs.soton.ac.uk/~harnad/Temp/self-archiving_files/Slide0026.gif http://www.ecs.soton.ac.uk/~harnad/Temp/self-archiving_files/Slide0021.gif http://www.ecs.soton.ac.uk/~harnad/Temp/self-archiving_files/Slide0024.gif http://www.ecs.soton.ac.uk/~harnad/Temp/self-archiving_files/Slide0028.gif

Library Book Racks
by Mailing List Manager 05 Dec '03

05 Dec '03

Date: Wed, 3 Dec 2003 22:05:32 -0800 (PST) From: gayathri sen <gayatsen(a)yahoo.com> Dear friend, You need to get 25 double sided racks of the standard size if you want to make provision for 10,000 books. Appro. 200 books on one side of the shelf. Regarding Catalogue cabinet you must insist that a PC given to the library to make entry of records. In these days of library automation and networking no new library should go for old method of catalogue cards and filing. UGC(INFLIBNET) wants to network all university and college libraries and may be want to find out how forward looking you are. About your approach to library management. However, you can also calculate the no. of cards that can be held in a tray, and give an second answer in continuation to the online catalogue. All the best, Gayathri Sen
