Moving over to Linux

Date: Fri, 23 Apr 2004 15:56:23 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Here is some good news for those who want to migrate to Linux. New software would let Windows programs run on Linux A Philippine-based company unveiled software Thursday that would allow Windows-based programs to run on computers using the Linux operating system. SpecOps Labs said its software will help millions of users migrate from Windows to the free and open-source Linux platform. Several other companies have developed software that combines Linux's underpinnings with a Windows-like interface, but they generally cannot run programs written for Windows. Previous attempts to run Windows word processors, spreadsheets, and other applications smoothly on Linux machines have been largely unsuccessful and cumbersome. SpecOps said the 80MB program will be available commercially by the end of the year at a still-undetermined price. It said it expects to sell more than 30,000 copies of the program and generate about $1 million in gross revenues in the first year. World Book Day and Copyright Day
by Mailing List Manager 23 Apr '04

23 Apr '04

Date: Thu, 22 Apr 2004 18:34:17 +0530 From: Monitor Information Services <emonitor(a)sancharnet.in> April 23rd is World Book Day and Copyright Day. The idea for this celebration originated in Catalonia where on April 23rd, St.George's Day, a rose is traditionally given as a gift for each book sold. In today's context World Book Day aims to prioritize reading and publishing and to promote protection of intellectual property rights through copyrights. Though World Book Day may seem just like any other "Day" declared to create something out of nothing and generate more business, but it is actually a rather symbolic way to show respect to authors who have contributed to social and cultural progress. Google experiments with Fulltext eprint archives retrieval (fwd)
by Mailing List Manager 16 Apr '04

Date: Fri, 16 Apr 2004 09:44:02 +0530 From: VYASAMOORTHY /IKP/HYD <Vyasamoorthy(a)icicikp.com> >From Chronicle of Hugher EDucation: April 9, 2004 Website:http://chronicle.com/temp/email.php?id=uqhyv7n4hnlw9ke78oapjlpbflewz 7dm (The URL given above is a temporary URL valid for a few days as free source for fulltext for everyone, but the fulltext is available to subscribers permanantly at some other URL. URL given here only to show the source) Google, the popular search-engine company, has teamed up with the Massachusetts Institute of Technology and 16 other universities around the world to provide a way to search the institutions' collections of scholarly papers, according to university officials. A pilot test of the project is just getting under way. If all goes as planned, the search feature could appear on Google in a few months, said MacKenzie Smith, associate director of technology for MIT's libraries. She said the search would probably be an option on Google's advanced-search page. <http://www.google.com/advanced_search?hl=en> "A lot of times the richest scholarly literature is buried" in search-engine results, said Ms. Smith. "As more and more content is on the Web, it's harder and harder to find the high-quality stuff that you need." Google has long indexed university Web pages, but the new project will allow users to direct their searches to on-campus repositories of scholarly materials, sometimes known as superarchives. Those archives contain copies of academic papers, technical reports, drafts of articles, and other work by a university's professors. Scholars can choose whether their works will be available to all Internet users or only to others on their own campuses. The participating universities have tagged all the materials in their superarchives with "metadata tags" -- hidden codes that contain catalog information and summaries -- that can help a search engine like Google's sort through the material. MIT has developed free software, called DSpace, <http://www.dspace.org/> that colleges and universities can use to set up superarchives. About 125 universities have done so, but no one had created a tool that searches across the archives, said Ms. Smith. So far, each of the 17 participating institutions has, on average, about 1,000 papers in its archive, said Ms. Smith. But she said the collections are growing rapidly. "It's going to scale up pretty fast over the next few years," she said. Ms. Smith said the universities also plan to work with providers of other search engines. "It's not like we're working on an exclusive arrangement with Google," she said, adding that the universities are neither being paid nor paying for the arrangement. "We may even do our own thing over time" to search across the archives, she said. In the pilot test, OCLC Online Computer Library Center Inc., a nonprofit library organization, has set up a search process that will serve as an interface between Google and the universities. "This will make it a lot easier to find a particular article," said Thomas Hickey, a chief scientist for OCLC. Ms. Smith said that she hopes to include all 125 DSpace users in the search tool in the future. Officials at Google could not be reached for comment. Besides MIT's, <https://dspace.mit.edu/> the institutional archives that will be included in the pilot test are at: * Australian National University <http://dspace.anu.edu.au/> * Cornell University <http://dspace.library.cornell.edu/> * Cranfield University <http://dspace.lib.cranfield.ac.uk> * European University Institute <http://cadmus.iue.it/dspace/> * Hong Kong University of Science and Technology <http://repository.ust.hk/index.jsp> * Indiana University-Purdue University at Indianapolis <https://dspace.iupui.edu/> * Minho University <https://repositorium.sdum.uminho.pt/> * Ohio State University <https://dspace.lib.ohio-state.edu/index.jsp/> * Parma University <http://dspace-unipr.cilea.it:8080/> * University of Arizona <https://dlearn.arizona.edu/> * University of Calgary <https://dspace.ucalgary.ca/> * University of Oregon <https://ir.uoregon.edu:8443/dspace/> * University of Rochester <https://dspace.lib.rochester.edu/> * University of Toronto <https://tspace.library.utoronto.ca/> * University of Washington <https://digital.lib.washington.edu/dspace/> * University of Wisconsin <http://dspace.library.wisc.edu/dspace/> Dr.P.Vyasamoorthy, Advisor, Virtual Information Centre, Turkapally Village, Shameerpet Mandal, RR District, Hyderabad 500078 INDIA Email: vyasamoorthy(a)icicikp.com Phone - Office: +91(40)23480053 Fax: +91(40)23480007 Phone Residece: +91(40)27846631

Date: Fri, 16 Apr 2004 08:06:03 +0530 From: Subbiah Arunachalam <arun(a)mssrf.res.in> Friends: I received this in the mail from a discussion list I belong to. You may find it useful. Arun New Center of Digital Knowledge for Public Health Brings Latest Research to Practitioners April 13, 2004 SLU Receives $400K Donation From Sun Microsystems ST. LOUIS -- Do patients always benefit from the latest scientific research and medical discoveries? The alarming answer is "no," says the dean of Saint Louis University School of Public Health. "It takes an average of 17 years to introduce newly discovered, effective clinical interventions in routine patient care, " said Dr. E. Andrew Balas. "The latest research results and medical discoveries are released so rapidly that health practitioners cannot learn and implement the new information fast enough." As a solution to this problem, the Saint Louis University School of Public Health will establish a new Center of Digital Knowledge for Public Health. This center will provide computer resources to assist key people in health care concerned about public health issues. It also will assist in disease surveillance, and provide access to a public health digital library and interactive digital resources for public health practitioners. The center will offer training opportunities in public health informatics, a science concerned with the gathering, manipulation, and storage of recorded health knowledge. Future public health leaders as well as current professionals will be able to take advantage of these opportunities. Japan Ponders Starting a Global Journal
by Mailing List Manager 15 Apr '04

15 Apr '04

Date: Tue, 13 Apr 2004 13:45:05 +0530 From: Krishnan <krish(a)ems.ncl.res.in> Interesting news item from Science =96 12th March 2004 issue TOKYO--Does a country need to publish its own internationally recognized journals to be a scientific power? Last month a group of Japanese scientists debated that question at a symposium and wound up offering a tentative "yes." Supporters argued = that publishing a top-tier international journal in English would benefit = efforts to disseminate the country's scientific achievements and strengthen = Japanese scientists' ability to evaluate and communicate research results. But = they readily admit that they have yet to address sizable logistical and = financial hurdles that such an endeavor would entail. The meeting, sponsored by an ad hoc group and held at the high-level = Science Council of Japan (SCJ), reflects growing concern about the health of the country's scientific publications. Japanese researchers and officials = are proud of the growing number of Japanese papers in top journals overseas, = and they note that the quality of an individual's publication record has = become an important element in promotion and grant decisions. Shun-Ichi Murahashi, a professor emeritus of chemistry at Okayama = University of Science and a member of an SCJ committee studying the issue, says = that the Journal of the American Chemical Society (JACS), for example, has = grown in the last decade in part by boosting the number of papers by = Japan-based researchers. According to ACS, their share rose from 8.7% in 1997 to = 11.6% last year. "Overseas journals seem to be expanding by including more Japanese papers," Murahashi says. Over the same period, the number of Japanese authors on research papers in Science has grown by roughly = half, although the overall number of published papers has held steady. But some scientists believe that those developments mask an alarming = decline in the health of Japan's own scientific publications. The = English-language Journal of the Physical Society of Japan lost one-third of its = subscribers during the 1990s, Murahashi says, and experienced a comparable decline = in the number of papers published and their impact factor. Similar trends = are occurring at most Japanese journals. Murahashi welcomes the growing number of Japanese scientists on review boards and in editorial positions at foreign journals. But the decline = of domestic journals, he warns, shrinks the country's pool of research "assets." "It's quite clear that we need to start our own international journals," he says. Some speakers believe that a Japan-based international journal would = also result in a fairer shake for Japanese and Asian researchers. Ryoji = Noyori, a 2001 Nobel laureate in chemistry who leads the Institute of Physical and Chemical Research (RIKEN), says that "the review process at foreign = journals is a black box" for many Japanese scientists, and he and others say they still hear occasional complaints about reviewers poaching research = results before the paper has been published.=20 Kiyoshi Kurokawa, a professor of medicine at Tokai University and = current SCJ president, is wary of such claims. He suspects that they date from decades ago and no longer reflect current practice. Instead of = complaining, he urged those interested in starting a new journal to first understand = "why Nature and Science have survived and have readers willing to pay for = their subscriptions." Both journals, he says, have earned a reputation for fairness and excellence.=20 If Japan decides to start such a journal, he suggested that it be electronic. He pointed to the popularity of J-STAGE (for Japan Science = and Technology Information Aggregator, Electronic; www.jstage.jst.go.jp) a portal that provides access to the publications and news of more than = 140 Japanese societies. Each society determines what content will be = available through J-STAGE, which is operated by the Japan Science and Technology Agency (JST), an affiliate of the Ministry of Education, and whether any restrictions should apply. In addition to making the material more accessible domestically, J-STAGE has greatly increased the foreign readership of Japanese journals. The print version of Cell Structure and Function, published by the Japan Society for Cell Biology, had a 97% Japanese readership, he notes, whereas 92% of the readers of the online version--with free and full access--are from overseas.=20 Whether electronic or print, a new journal will be expensive. Koichi Kitazawa, executive director of JST, shocked the audience by estimating = that an $18 million annual subsidy would be needed to create an interdisciplinary, international journal. His estimate, which includes = some sort of incentive plan to support successful research teams, is intended = to send a message "to people who think that it is possible to launch such a journal easily." And whereas RIKEN's Noyori believes that "strengthening = the dissemination of scientific information" should be a government = priority, Tokai's Kurokawa would prefer to see the journal pay its own way. Supporters of the idea haven't yet asked the government for money. But = one of the science community's best friends in the diet (legislature) has already signaled his support for the idea. "I recognize the need to strengthen Japan's efforts to broadcast Japanese research results to the world," Koji Omi told participants. As an added boost, Omi also proposed that granting agencies give greater weight to domestic publications when deciding which scientists to fund. Dr. S. RE: [LIS-Forum] DDC--choice of main class
by Mailing List Manager 13 Apr '04

Date: Tue, 13 Apr 2004 09:07:46 +0530 From: manish mankad <Manish.Mankad(a)unilever.com> As the central theme is on poverty alleviation ( social aspect, strategies, problems, etc.) and NOT on NGOs (i.e what they are, case studies, management thereof etc.), i would prefer the said book to be classified under Poverty. One need to ask a question: which principal group of readers will be interested in this book based on the central theme? In our case, is the book covering NGOs exhaustively enough to be the claimant for the main class or is it the poverty that gets discussed all the time ? The DDC has the principle of classifying under the respective discipline and not under subject. Hence the povery alleviation will come under the discipline of social sector/welfare (362.5) and welfare facilities will get under (362.583). This is as per DDC 20. -Manish Mankad Information Services Ext: 208/460 Tel: 022 28276208 Hindustan Lever research Centre B.D. Should we classify this book under "poverty alleviation" or under "NGOs"? Do we have any guidelines in DDC similar to Dr Ranganathan's wall-picture, cow-calf, etc. principles which we use in CC? Please note this issue pertains not just facet sequence, but in which class should we classify a book. Any help on the above would be appreciated. Thank you Sincerely T.V. Preserved in materials such as birch bark, palm leaf, cloth, wood, stone and paper, they are spread all over the country and abroad in libraries, academic institutions, museums, temples, monasteries and with individuals.
