Japan Ponders Starting a Global Journal

Last month a group of Japanese scientists debated that question at a symposium and wound up offering a tentative "yes." Supporters argued = that publishing a top-tier international journal in English would benefit = efforts to disseminate the country's scientific achievements and strengthen = Japanese scientists' ability to evaluate and communicate research results. But = they readily admit that they have yet to address sizable logistical and = financial hurdles that such an endeavor would entail. The meeting, sponsored by an ad hoc group and held at the high-level = Science Council of Japan (SCJ), reflects growing concern about the health of the country's scientific publications. Japanese researchers and officials = are proud of the growing number of Japanese papers in top journals overseas, = and they note that the quality of an individual's publication record has = become an important element in promotion and grant decisions. Shun-Ichi Murahashi, a professor emeritus of chemistry at Okayama = University of Science and a member of an SCJ committee studying the issue, says = that the Journal of the American Chemical Society (JACS), for example, has = grown in the last decade in part by boosting the number of papers by = Japan-based researchers. According to ACS, their share rose from 8.7% in 1997 to = 11.6% last year. "Overseas journals seem to be expanding by including more Japanese papers," Murahashi says. Over the same period, the number of Japanese authors on research papers in Science has grown by roughly = half, although the overall number of published papers has held steady. But some scientists believe that those developments mask an alarming = decline in the health of Japan's own scientific publications. The = English-language Journal of the Physical Society of Japan lost one-third of its = subscribers during the 1990s, Murahashi says, and experienced a comparable decline = in the number of papers published and their impact factor. Similar trends = are occurring at most Japanese journals. Murahashi welcomes the growing number of Japanese scientists on review boards and in editorial positions at foreign journals. But the decline = of domestic journals, he warns, shrinks the country's pool of research "assets." "It's quite clear that we need to start our own international journals," he says. Some speakers believe that a Japan-based international journal would = also result in a fairer shake for Japanese and Asian researchers. Ryoji = Noyori, a 2001 Nobel laureate in chemistry who leads the Institute of Physical and Chemical Research (RIKEN), says that "the review process at foreign = journals is a black box" for many Japanese scientists, and he and others say they still hear occasional complaints about reviewers poaching research = results before the paper has been published.=20 Kiyoshi Kurokawa, a professor of medicine at Tokai University and = current SCJ president, is wary of such claims. He suspects that they date from decades ago and no longer reflect current practice. Instead of = complaining, he urged those interested in starting a new journal to first understand = "why Nature and Science have survived and have readers willing to pay for = their subscriptions." Both journals, he says, have earned a reputation for fairness and excellence.=20 If Japan decides to start such a journal, he suggested that it be electronic. He pointed to the popularity of J-STAGE (for Japan Science = and Technology Information Aggregator, Electronic; www.jstage.jst.go.jp) a portal that provides access to the publications and news of more than = 140 Japanese societies. Each society determines what content will be = available through J-STAGE, which is operated by the Japan Science and Technology Agency (JST), an affiliate of the Ministry of Education, and whether any restrictions should apply. In addition to making the material more accessible domestically, J-STAGE has greatly increased the foreign readership of Japanese journals. The print version of Cell Structure and Function, published by the Japan Society for Cell Biology, had a 97% Japanese readership, he notes, whereas 92% of the readers of the online version--with free and full access--are from overseas.=20 Whether electronic or print, a new journal will be expensive. Koichi Kitazawa, executive director of JST, shocked the audience by estimating = that an $18 million annual subsidy would be needed to create an interdisciplinary, international journal. His estimate, which includes = some sort of incentive plan to support successful research teams, is intended = to send a message "to people who think that it is possible to launch such a journal easily." And whereas RIKEN's Noyori believes that "strengthening = the dissemination of scientific information" should be a government = priority, Tokai's Kurokawa would prefer to see the journal pay its own way. Supporters of the idea haven't yet asked the government for money. But = one of the science community's best friends in the diet (legislature) has already signaled his support for the idea. "I recognize the need to strengthen Japan's efforts to broadcast Japanese research results to the world," Koji Omi told participants. As an added boost, Omi also proposed that granting agencies give greater weight to domestic publications when deciding which scientists to fund. Dr. S. One need to ask a question: which principal group of readers will be interested in this book based on the central theme? In our case, is the book covering NGOs exhaustively enough to be the claimant for the main class or is it the poverty that gets discussed all the time ? The DDC has the principle of classifying under the respective discipline and not under subject. Hence the povery alleviation will come under the discipline of social sector/welfare (362.5) and welfare facilities will get under (362.583). Date: Sun, 11 Apr 2004 2:15:34 -0500 From: Atanu Garai <atanu(a)takingitglobal.org> I am not particularly aware of the incorporations of information literacy related modules in course instructions of school/undergraduate or graduate levels in S.Africa or SE Asian countries,but as you know information literacy as a precursor for making young citizens fit for the knowledge society has been promoted in US for a long time since past two decades by the LIS schools,LIS associations and even the government.Information literacy has been taught as part of curriculum even at the school level;students are encouraged to learn how to search and retreive information in very nascent stages.Whereas,lack of this skill prevents us to produce quality information literate people,even doctoral candidates lack basic information search skills. I wonder how many of our LIS schools have incoporated "information literacy" in thier course curriculum.I have gone through an LIS syllabi bank recently and have not traced a single one. We at MSSRF are holding two workshops on OA with four truly top class experts as resource persons and am insisting that each participant should set up an institutional archive after the workshop. We will provide all the software on a CD. All they need is a Linux server and a decent Internet connection. A number of institutions have sent in nominations. And more nominations are coming in every day. I am talking to key people having a big say in making science policy both here and abroad [e.g. Dr Mashelkar, Prof. Valiathan, Prof. Bruce Alberts, the Open Source Institute, the US National Academy of Sciences, InterAcademy Panel] about the need to proactively promote open access in both forms [OA journals and more importantly OA archives]. I write about OA in international media. I provide important leads to others who want to write about OA. I keep writing to librarians, heads of institutions and government officials. I am not sure if information literacy is a problem. Anyone surfing the Net or reading journals like Nature and Science will come to know of OA. Even if it were a problem, that can be set right with a little effort. Members of this list should talk about it to publishing scientists and research students, write about it and organise small group seminars in their own institutions and library associations. A few weeks ago FRONTLINE carried a detailed article on OA by one of India's best science writers. I am also not sure if open access has picked up in other countries of Asia. I am trying to organise a trination conference (Brazil, China and India) where a number of leading scientists and policymakers from these three countries will look at open access and how it can make the fie;d level playing (as far as access to information is concerned). I work with some very committed people in the UK, Canada and Europe. All of us work with hope. Eventually, many people including a majority of Indian scientists will recognise the value and usefulness of OA. Best wishes. For the first time they may make an exception and are likely to provide partial support to our OA workshops in May. I am also talking to the National Academy of Sciences, USA, to make available PNAS free on the Internet to Indian researchers immediately on publication. Often one is confronted with the question: Have we done whatever WE COULD before seeking help from others? Often the answer is no. For example, it does not take much effort or money to set up interoperable institutional open access archives, and yet I do not know of any Indian institutional archive other than the one at IISc, B'lore. It does not take much money to make our journals open access, and yet only a small number of our journals have gone open access. I must congratulate Dr D K Sahu of Bombay who has done an excellent job in making the electronic versions of more than a dozen Indian medical journals freely accessible on the Internet. At a meeting of INDEST held on 7 October, a decision was taken to set up institutional archives in the major INDEST institutions (following the model of IISc), but so far no archive has been set up. I wrote to key persons in those institutions more than once, but I have received no reply from all but one of them (my friend Jeevan from IITKh). Incidentally, international connections do not play much of a role in getting things done; persistence does. Best wishes. Simple definition -- searching a variety of resources (databases, OPACs, the Web) from a single interface. This article (which originally appeared in the April 2004 issue of [38]MultiMedia & Internet@Schools but is not online there) focuses on school library media centers and the products available for that market. But it is worth reading by all information professionals since it presents a good overview of the topic and explains some of the pros and cons. The biggest advantage is the most obvious -- no need for the end user to hop from resource to resource in order to access all that an institution has available online. Some vendors' products will group results by source which, in essence, can show the user which resources are likely to be most useful for his/her particular information need. And the user only has to learn one search interface. But single-interface searching also has some downsides. Federated search technology is not quite "there" yet as far as relevance and de-duping are concerned. Also, the single interface may not permit the end user to take advantage of whatever sophisticated search features are offered by the individual resources. And this relatively new technology may prove challenging for librarians and IT people alike. "[40]Dictatorship.com: The Web Won't Topple Tyranny" [41]The New Republic (25 March 2004) (http://www.tnr.com/doc.mhtml?pt=oGG%2BvQEIjJRNjHGlOJiX4X%3D%3D) - As a tool to disseminate popular culture, the Internet has had spectacular success, even in "authoritarian nations" such as Laos, China, Singapore and Saudi Arabia. But, the author points out, its political impact has been negligible and, in some cases, "the Internet actually may be helping dictatorships remain in power." This in spite of the fact that pundits have been touting the political potential of the Net since it became more or less a mass medium in the mid-90s. Although "Internet usage has surged in many authoritarian nations," it has had little impact on "the political climate." Why? Because, the author says, it is not particularly useful "for expressing and organizing dissent," and -- technologically -- "it has proved surprisingly easy for authoritarian regimes to stifle, control, and co-opt." The author points out that the Internet is mainly used for individual rather than group activities. As one Laotian researcher quoted here observes, the Internet "is about people sitting in front of a terminal, barely interacting." Also, using the Net requires a relatively high level of literacy. The author provides examples of how different nations have attempted to control access to and content on the Internet, particularly China -- "Despite President Clinton's prediction, Beijing has proved that it can, in fact, nail Jell-O to the wall." In this missive, the Cranky User complains about poor customer service. Poor customer service is a kind of action on the part of a company that produces a reaction in the customer, namely, a negative reaction. While I don't particularly agree with his example near the end of the column where he complains about contact email addresses being replaced by web forms, the notion that bad institutional practices have negative consequences is important to keep in mind. - [46]LRK Wells, Catherine A. "Location, Location, Location: The Importance of Placement of the Chat Request Button. " Reference & User Services Quarterly 43(2) (Winter 2003): 133-137. - Concerned that Chat Reference wasn't being used as much as expected, librarians at Case Western Reserve began experimenting with the size, shape, location and frequency of placement of the Chat Reference button on their site. Dear Members, Google is launching an e-mail service. Presently in beta testing, has the following features. Search, don't sort. Use Google search to find the exact message you want, no matter when it was sent or received. Don't throw anything away. 1000 megabytes of free storage so you'll never need to delete another message. Keep it all in context. Each message is grouped with all its replies and displayed as a conversation. No pop-up ads. No banners. You see only relevant text ads and links to related web pages of interest.
