Date: Thu, 8 Jul 2004 15:18:07 +0530 From: Rafiq <rafiq.ansari(a)timesgroup.com> Vasumathi Sriganesh's input heralds a new thinking and practical approach for all departments of library and information science, particularly in Mumbai, from where I hail. There is an urgent need to invite practicing professionals from different areas and segments, and organize practical sessions on micro aspects of librarianship. It is done to some extent, though. There is, however, a need to deliberate further on this issue, so that our students learn what is not taught in courses. Date: Thu, 8 Jul 2004 12:27:33 +0530 From: manish mankad <Manish.Mankad(a)unilever.com> i am completely with Vasumathi on her excellent, practial suggestion. It is usually seen that a fresh Blib person needs a large inputs from the practical way of work. However, most of the time he/she learns ( or does not !) while on the job ( which sometimes mean making mistakes and then mending them. This has a dimension of loss of productivity as well. Internship /summer placement makes such learning less burdensome and as they are time-tested, the implementation and improvements are faster and efficient. IGIDR, TIFR, TISS comes to my mind. UGC refresher course for the working librarians can have a faculty from the working professionals. may be we shd discuss this with Univ Librarians abt their experiences/feedback. I thinks it will be win-win situation, if implemented in right spirit. -Manish Mankad Information Services Ext: 208/460 Tel: 022 28276208 Hindustan Lever research Centre B.D. Couple of inputs from me: (I hope I can come up with better ideas as I think) 1. Should Working Librarians from different spheres be compulsorily used as external faculty in L & IS courses.(Benefits for students as well as academic faculty to be discussed) 2. Norms and Objectives for students to do Internship / Summer or vacation training / Post qualification training (If some good & very practical norms and objectives are drawn up, then students should get some high quality training, and the libraries in which they train, should get some defined results). We also have the same tie up as GE has . but we cannot procure books from Amazon ,as it is not permitted by our auditor for FOREX Problem. These terms and conditions work well with us too. At GE Bangalore, we have the following book procurement practice in place. Our priority is delivery time. We have tied-up with selected few book sellers with the following terms and conditions to procure foreign books. - Delivery time 30 days (maximum) - Discount 20% - Payment within 2 weeks - Conversion as per GOC rates In special cases, when we require books urgently, we pay actual courier charge (against proof) to the suppliers but he needs to deliver the book within 7 days. Discount and payment terms remain the same. Actually, we end up buying 20% of our books from online book stores, like amazon, due to urgent timelines. I feel, how nice if amazon can offer some discount to libraries & deliver the books with free of shipment charges! Date: Fri, 2 Jul 2004 19:14:11 +0100 (BST) From: "[iso-8859-1] Prof. N. Laxman Rao." <naglaxman(a)yahoo.com> Dear Friends I have read the discussion, and I would like to make some comments and after wards I shall give my opinion 1. Do we find some relationship between us and publisher or not? 2. Our main concern is to purchase books, and many librarians are not having the selection sources / catalogues and they are not aware of the existing technology, infrastructure, books. Many librarians find the information as a sort of awareness 3. If we do not like to hav it or read it, u have an option to delete. once we start reading the mail. we understand and can be deleted. 4. how many professional memebres are sending useful messages. should we remove all of them from the group? important: Can we make use of the message from different dimension? Do we have GOC? Is it authorised by th Govt- now Govt is not participating. how far it is authentic? if it is not authentic, why no one is commenting on the aspect of illegality or irrelevance of the GOC rates.Who are the members? what is their authenticity), as i understand the IOLA have denied to associate with the GOC. People say that it is being fixed at the behest of few under the pressure of the select publisher ( subject to correction) Do you think that we should purchase the documents by paying GOC rates/ In almost all the academic libraries in south stopped purchase of periodicals throught GOC rates. mainly due to the fact that, by paying almost 5-6 %extra- for a budget of 25 lakhs it works out to be1.25 laks extra. therefore almost all the libraries have stopped purchasing the periodicals by GOC rates and they pay only bank rates. Is it justified to pay extra 5-6% to the publisher / Book seller? Let us insist not to pay extra 5-6% of the value, when we r undergoing the financial limitations. Now it is high time we pay actual rates in the stabilised economy. ( the GOC was to fix rates in volatile environment). Similarly any thing related to the profession may be permitted by the group. It gives an opportunity to many people to understand and know the issues. let our professional friends examine and write the critical comment on the messages. thanks laxman rao

Laxman Rao." <naglaxman(a)yahoo.com> dear friends, i agree with the statements made by other friends. the difference is ssome time upto 7-8% i have collected data for a year and saw that the variation is too much. first of all we need to look for its legality. is GOC rates are legal? now neither ILA nor the Banks are participating in this program. some friends say that it has gone into pucca business minded people and the name of GOC is being exploited to a larger extent egarding the discount- many univs do not purchase if the discount is less than 15%- whatever the book may be. i have seen in aligarh muslim university the discounts r ranging upto 40% ( especially for medicine books) they r able to buy at a minimum of 20% why not other libraries? i think we need to examine this issue and seriously consider to join the hands to protect the interests of the libraries. laxman rao "G. K. Manjunath" <gkm(a)igidr.ac.in> wrote: I had gathered two years data to compare the difference between bank rate and GOC rate. I observed that the difference had exceeded 6% during some of the months during 2000 and 2001. During 1990's, the agreement between the then members of the Federation and librarians was to pay a markup of 2% over bank rate to negate the effect of fluctuations, which looked reasonable. Later, when this 2% markup was not agreable to the Federation, the librarians representing GOC withdrew. Some of the Delhi libraries are following ILA rates. Can I request the Delhi librarians to throw some light on it ? This issue of huge difference in exchange rate was discussed in a meeting organized by Mumbai's IASLIC chapter at British Library during April 2001. During this workshop I had made a small presentation on the data and suggested that bank rate for journals subscription. Majority of the members who were presented during the meeting agreed that libraries need to insist on Bank rate for journals, as the renewal is done once a year. To offset this problem in case of books, one can ask for more discount than recommended by GOC as this incovenient to check bank rate every day. Many booksuppliers are now offering 15% and some even 20%. Therefore, with this kind of arrangment, the GOC problem does not look too serious. All of us know how difficult it is to procure books from foreign publishers, particularly when you need them quickly (always!) At GE Bangalore, we have the following book procurement practice in place. The databases could have the alert feature means as & when any publisher update their website, immediately the alert service inform their client libraries. In regard of exchange rate, I think the GOC rate is ok but Good offices Committee also should change their system and try to update themselves with help and associate with the Banks, Libraries Associations and other relevant societies. Date: Wed, 7 Jul 2004 08:49:37 +0530 From: Jai Haravu <haravu(a)newgenlib.com> Dear List members Some time back I has reported the development of NewGenLib, (http://www newgenlib.com) a web-based library automation and networking software developed as an initiative of the Kesavan Inst. of Information and Knowledge Management (KIIKM) in partnership with a software company in Hyderabad, Verus Solutions Pvt. Ltd. I am happy to let you know that NewGenLib has now been ported to run under Linux and also under an open source RDBMS, viz., Firebird. This RDBMS works well both under the Windows and Linux OS. This version has been tested on stand alones and on a LAN/Intranet and is well suited to small-to-medium libraries. We hope to test this version also on a web server and I will keep you informed of this. Best regards. It is like the number of borrowings of a book in a library. Most of the papers downloaded in your list are review papers and they are used to know the current trend in a field. Date: Tue, 6 Jul 2004 12:20:47 +0530 From: Mrs. Vaishnav <ytv(a)godrej.com> Dear All, I remember correctly about going thru' the same discussion last year also. It is a good platform to become aware of various practices in our field, touching different aspects. On this issue of GOC, can we come to any common giudeline? The example given by Mrs. Nirupama Bawdekar is self explanatory. With regards to all, Mrs. Y.T. Vaishnav, Consulting Librarian, Godrej Learning Center, Mumbai.

Date: Tue, 6 Jul 2004 14:37:12 +0530 From: gargkc <gargkc(a)nistads.res.in> Dear Mr. Sadasivan Thanks for your e mail. In my opinion it is not proper that the Downloading should be treated as an Indicator of the quality of Papers. also it is not clear from the attached list which are the the second and third highest downloaded papers that have been authored by the scientists of your lab.however, a final decision about their quality can be taken only after a citation study of these papers. I may mention that of the 50 papers listed in the site you have refered 14 are review articles, which are cited more frequently than other articles. if you have any other query, pl. feel free to contact. regards K.C.Garg NISTADS ----- Original Message ----- > Date: Tue, 29 Jun 2004 22:18:32 -0700 (PDT) > From: Sadasivan KP <kps31147(a)yahoo.com> > > Dear Lis-Forum Members, > > The Impact Factor of journals/publications and Citation Counts of papers > are well known indicators of their quality/acceptance. Date: 6 Jul 2004 04:58:06 -0000 From: Sanjay Kataria <lib_scholar(a)rediffmail.com> Dear professionals, I think, some of professional associations or society should take the initiative to design & develop the compressive databases/search engines which have the linkage with all major foreign publications.
