Dear Members NCSI will be organizing the workshop "INDEST-NCSI workshop on Institutional Repositories" in IISc, Bangalore, during 27-29 July 2004. The workshop is aimed at setting up inter-operable e-print archives at core INDEST consortium member institutions http://paniit.iitd.ac.in/indest/) covering Indian Institutes of Technology (IIT's), Indian Institutes of Management (IIM's), and National Institutes of Technology (NIT's - earlier Regional Engineering Colleges), apart from IISc. These institutions together account for significant portion of research output from India. Institutional repositories should help us in improving the visibility and impact of research done in these institutions. This effort is an extension of the initial focus of the INDEST consortium to provide licensed/shared access to a large number of e-journals and databases. You will find more details of the workshop on the INDEST website mentioned above (first item in 'What's New' box). This is for your kind information. A variety of institutions (libraries, information and documentation centres, and other corporate bodies) have been digitizing documents of various kinds (text, manuscript, and image) on different media. The purpose includes development of databases and/or archival resources, to preserve, access, retrieve and disseminate information and documents. Digitization may also form the basis for creating products such as learning/teaching packages. A variety of software and techniques are being used. Some of the efforts have been successful while others have not been so. Nevertheless, many institutions are interested in digitization, and wish to learn from the experiences of those who have already undertaken digitization. An objective of this Seminar is to bring together for exchange of ideas those with experience in and those who have plans for, digitization. Papers are invited on practical experiences and case studies on the following aspects, but not exclusive of other aspects: 1.Use and evaluation of software and techniques for digitization (text, manuscript, image, sound, etc.) 2. Special aspects of digitization for archiving and preservation. 3.Classification, cataloguing and indexing methods, tools and techniques. Standards, meta-data, authority files, vocabulary control etc. 4. Searching, retrieval, and user-interfaces. 5. Copyright and other intellectual property issues. 6. Management, economics, and costs. 7. Handling non-Roman Scripts. Authors are requested to focus on practical experiences with digitization. The final paper should not exceed 5,000 (five thousand) words or 15 pages including figures, tables and annexes. An extended abstract of about 3-4 pages of the proposed paper should be submitted in advance. It will be refereed. Authors whose proposed papers are accepted will receive guidelines for preparing the final paper and its submission. Important dates : 25 June 2004: Last date for receipt of extended abstract by the Secretariat. 5 July 2004: Authors will be informed of the acceptance or otherwise of the paper. 25 July 2004: Last date for receipt of final paper by the Secretariat. 9-11 August 2004 : Seminar and SRELS Lectures. The National Alliance for Information and Communication Technologies for Basic Human Needs was launched at a meeting of more than 50 development experts at the M. S. Swaminathan Research Foundation (MSSRF) in Chennai last week. Comprising representatives of the Indian government, civil society organisations, academics and industry, it aims to take knowledge-based services to all of India's 600,000 villages by 2007, when the country celebrates its 60th year of independence. Those attending last week's meeting established seven task forces to look into the issues of connectivity, content, policy, capacity building, resources, organisation, and management and programme design, respectively, and to develop a common minimum action plan. "This is the first time that a national level task force on ICT led by civil societies has been formed," says Basheerhamad Shadrach, director of OneWorld South Asia and a joint secretary with the alliance. Government and industry led the previous two nationwide ICT initiatives in India, with limited participation from civil society. Several Indian initiatives on ICT already exist, some aimed for example at social empowerment, others being promoted by the commercial sector or offering viable models of revenue generation and sustainable livelihoods. A convergence and synergy among these could help reach the alliance's goal, according to information scientists from MSSRF who attended the meeting. Several argued that providing broadband connectivity to rural homes at affordable costs and integrating it with diverse technological applications could be the key to helping the poor benefit from ICT. The national alliance would help India leapfrog from a few thousand information kiosks to a knowledge-based rural economy, they say. They advocate converting information kiosks into multipurpose community centres. Such communication hubs could provide multiple telephone and communication services to the village, including a 'virtual academy' and training centre; support centre for rural entrepreneurship; and outlet for banking, financial and insurance services, and trading. In addition, they could serve as social empowerment organisations and support centres providing health, education and livelihoods information and services. The participants agreed to piggyback on existing government and private ICT infrastructure to create such community knowledge centres. To catalyse technology innovation for rural ICT, they recommended setting up a national resource centre for learning and experimenting innovations in rural ICTs. Those attending the meeting also urged a greater role for ICT in preparing for and managing disasters. Shadrach says the Indian government "should liberate the vast amount of spatial data" available through its remote sensing satellites for use by grassroots civil society organisations. 'Geospatial empowerment' is key to local resource planning, he argues. Stevan Harnad is simply unbeatable in his clartity of thinking and lucidity in exposition! I am surprised at the tremendous indifference prevailing in India. Only a handful of institutions either have set up or are setting up interoperable institutional open access archives in India. Scientists appear to be the least scientific when it comes to communicating and publicising their reserach findings. Steve Lawrence of NEC Research, Princeton, and a muli-institutional team comprising researchers fromSouthampton, Loughborough, Edinburgh and Quebec Universities have shown that papers available in the public domain are cited several times more often than papers available only in toll-access journals. And even toll access journals now permit authors to archive their papers in their own institutional archives. A few days ago, Ms Karen Hunter, Senior Vice President for Strategy at Elsevier, wrote to Stevan Harnad about the welcome change in Elsevier's policy which now allows authors to archive their papers in their institutional archives. And yet our scientists, laboratory directors, vice chancellors and heads of funding agencies have not proactively demanded, set up or supported setting up of institutional archives! On the brighter side, both the Indian Academy of Sciences and the Indian National Science Academy and CSIR are aware of the importance and benefits of Open Access and have supported a few workshops. INSA has also signed the Berlin Declaration. There are a few individuals - such as T B Rajashekar, A R D Prasad and D K Sahu and of late Sunil Abraham - who are willing to share their expertise with individuals and institutions keen to set up institutional archives/repositories. I wish their tribe increases. And more importantly, I wish librarians and scientists all over India set up archives at their institutions. Let us gain greater visibility for the research we perform. Arun [Subbiah Arunachalam] ------- Here is is a synopsis, based on the current data and trends, concerning: CENTRAL DISCIPLINE-BASED SELF-ARCHIVING versus DISTRIBUTED INSTITUTION-BASED SELF-ARCHIVING: (1) The number of articles in the biggest of the central archives, which have been around for some time, is growing at an unchanging linear rate that is far too slow. <http://www.ecs.soton.ac.uk/~harnad/Temp/self-archiving_files/Slide0043.gif> (2) The number of articles in individual institutional archives -- *when they have institutional self-archiving policies* <http://software.eprints.org/handbook/departments.php> -- is growing faster than any central archive. <http://archives.eprints.org/eprints.php> (3) There are few central archives, their number is growing very slowly, and it requires far more concerted action to create new ones. (4) There are many institutional archives, their numbers are growing fast, and it takes only a little local action to create new ones. <http://software.eprints.org/handbook/managing-background.php> (5) There is a centralized funding and upkeep problem with centralized archives, and often no persistent "entity" to ensure they keep going. (6) With institutional archives the costs are distributed across the universities, and each university is a persistent entity. (*7) There is no entity behind a centralized archive to mandate and monitor their filling, nor is there any shared interest between the author and the archive in the enhanced impact that motivates authors to self-archive. Arun [forwarded mail ...] The Green and Gold Roads to Open Access to Refereed Research <http://wizards-of-os.org/index.php?id=708&L=3> ABSTRACT: The problem of journal pricing/affordability and the problem of article access/impact are not the same problem, the solution to the one is not the solution to the other, and it is a great mistake to treat them as if they were the same. The solution to the journal pricing/affordability problem is lower journal prices and/or a conversion to "golden" journal publishing (Open Access [OA] Journals whose articles are free to all user online): <http://www.doaj.org/> The solution to the access/impact problem is for authors to provide Open Access to all their journal articles in order to maximize their usage and impact, either by publishing them in OA journals or by publishing them in conventional journals but also self-archiving them on their institutional OA websites (preferably OAI-compliant Eprint Archives for visibility and interoperability): <http://archives.eprints.org/eprints.php> Over 80% of journals are already "green," i.e., they have given their official green light to author self-archiving: <http://www.ecs.soton.ac.uk/~harnad/Temp/Romeo/romeosum.html> But only 5% of journals are gold (i.e., OA journals). It takes far more time, effort, resources and risk to create or convert gold journals, whereas it takes virtually no time, effort, resources or risk to create and fill OA Archives. To aid in the cancellation decision process, Colorado State University Libraries have been compiling internal statistics on journal usage and merging them with statistics from commercial sources. This paper describes the process and outlines how the collected data can be used both to identify journals for cancellation and to provide justification for these decisions to the campus community. As the inflation rate of journals has outstripped many library budgets, cancellation projects have become a routine part of library collection management for universities. Just Imagine a person coming from North East or J&K taking all the pain to attend a interview in far places like South India or west India where the the result is already pre decided. I would like to share an recent experience of my friend who is working librarian in a Engg. College in North East. He went to attend an interview for the post Librarian in a National Level Sc & Tech. (Govt. of India) Institute where no TA/DA was paid to him. It took him 3 days to reach the interview place. The funniest part of the interview is that all the question that were asked to him were related to Achieves & Archival Management even when my friend clarified that he don't deal with the things & don't have the a fare idea about the subject related Archival Management . Still all the questions that were asked to him were related to Archival Management when that particular Instirute is not dealing with Archival Management . Later, he came to know that that the person from same Institute got the post. Then he came know why those Questions were asked. Is there any solution to that? Because so many people who had applied for these are waiting and waiting....., and they invest their money for to take the print out of their Cvs,courier/postal charges some time DD's also. For so many students are having a difficulty to apply because of money problem. Is there any way can it be corrected? It is important for anyone advertising to indicate a) Approximate salary or salary range b) Complete address etc of the institution c) A fairly good idea about the job profile and / or url of the Institution d) As clear an outline as possible about the candidate profile (eg - preferably a Science graduate etc) One more recommendation I have is that anyone posting any mail to this list, must include a complete "Signature file" - that tells people in the list that the person posting is a professional who is connected to the "Scope of discussions on this list" in some way.
