eJDS -The Free electronic Journals Delivery Service Programme
by JK Vijayakumar 04 Aug '04

04 Aug '04

Sorry for Cross Postings! eJDS -The Free electronic Journals Delivery Service Programme The Abdus Salam International Centre for Theoretical Physics /TWAS Donation Programme, Italy in collaboration with the ICTP Scientific Computer Section and ICTP Library, is developing a prototype information retrieval system called `eJournals Delivery Service'. The goal is to distribute individual scientific articles via e-mail to world scientists who do not have access to sufficient bandwidth to download material from the internet in a timely manner and/or cannot afford the connection. Providing scientists with current literature will support their ongoing research. eJDS is geared to facilitate the access to current scientific literature for free. Several publishing companies have enthusiastically adhered to this programme, with rules which depend on the publisher. Visit the site at http://www.ejds.org/ ------------------ J. K. It does not require the door to be open, it can move through the space available between the door and the floor. How strange ? Now even the computer engineers will be jobless if this is the way technology going to improve ( a joke apart). Probably I may give you the exact issue date & No of the publication if anyone wants it. Tue, 3 Aug 2004 16:35:44 +0530 "Shalini R.Urs" shalini(a)vidyanidhi.org.in Dear friends, Please read the complete report before jumping to conclusions- the Sabo bill and the NIH policy is still in the 'debate' stage and there is no conclusive evidence to say that 'NIH research to be open access'. If you read the whole piece, you will understand the undercurrents of the issues. This is a case of typical 'double speak'. The article begins with the usual brouhaha bait by Zehrouni, Director of NIH, about 'public needs to have access to what they have paid for', but he is quick to add - let me quote > But Zerhouni tried to assure participants that the government was not yet > creating a mandate and that their views would be taken into account before > the policy was finalized. He also distanced himself from the House report, > saying that NIH did not prepare it, even though the wording was "inspired" > by deliberations within the agency. ---- > Zerhouni said that individual repositories tend to fade out. He also told > participants that NIH had no intention of becoming a journal publisher and > the public is aware of the value of journals' peer reviews. ---- The issue of scholarly publishing, copyright , etc cannot be resolved by rhetorical positioning alone but by dispassionate understanding of the implications and realities.Let us understand the basics of copyrights, right. The first copyright act-the Statute of Queen Anne of 1710 introduced the concept of author being the owner of copyright. The original purpose was to exercise central authority to control publishing and generate tax revenue for the government! But then soon copyrights evolved and the aim of copyrights is to provide stimulus for creativity Copyright is not just about economic rights but about also about paternity rights. The copyrights also cover the right of paternity by which authors have the right to claim authorship of their works ensuring that their names are mentioned in connection with it. The right of integrity is another dimension of the copyright. It is not without reason that the word 'author' etymologically means father. If 'copyrights' are banned then what incentive will a scientist have to publish? The forces and incentives that help produce creative or intellectual works are diverse. In the end, if bills like Sabo bill if passed then few scholars would spend their time and efforts to publish. One critical difference between the Government 'banning copyright' and authors assigning / transferring certain rights to publishers is- while the latter is voluntary the former is not. Actually it amounts to 'taking away' the rights and potentially has all the ingredients of governments hegemony over academe. Second and more complicated issue is of paternity rights. Like all rights copyrights also have the 'responsibility' dimension. Can the government own responsibility for everything that is written and published by the scientists/scholars? Imagine a scenario like this- Salman Rushdie were to be a Professor at some university and publish 'The Satanic Verses' , will his university be held responsible for his writings ? Will the university be banned and face the death threat from Iranian clergy ? Organisations cannot own up the responsibility for one scholar's writings. Do not think that the scenario of 'Satanic Verses' is only in literature but it could well be in sciences as well. Imagine the classic case of Galileo's treatise 'Dialogue concerning the two chief world systems' proving the logical superiority of the Copernican theory for which he was sentenced to life imprisonment by the Roman Catholic Church, and eventually died a recluse under house arrest.Would the University of Padua where Galileo served as a professor of Mathematics would have been held responsible for his writings and served a life sentence? Finally friends- this piece is written as part of my professional interests to air my views on the topic by me-Shalini Urs- a professor at an Indian University and these are my views and I not only own copyrights but also am liable to be held responsible for these views. My university's views on this issue if and when decided will only be expressed as an official policy statement with the authority and official seal of the University of Mysore! Free Access to science Publications
by Mailing List Manager 03 Aug '04

03 Aug '04

Date: Tue, 3 Aug 2004 10:04:12 +0530 From: Vyasamoorthy(a)icicikp.com Following Editorial in The Hindu of 3/8/2004 supports our cause. (I = think 'For' in the title is a typo; it should be 'free') [Free?] FOR ACCESS TO SCIENCE PUBLICATIONS=20 IN JULY, THE movement for `open access' got an important boost when the = Appropriations Committee of the United States' House of Representatives = and the Science & Technology Committee of the United Kingdom's House of = Commons recommended measures that would help make scientific journal = publications available more freely online. Scientists are judged by = their research output. Each year they publish more than a million papers = in approximately 16,000 science, technology and medical journals put out = by more than 2,000 publishers worldwide. Commercial publishers have a = dominant presence, with Reed Elsevier having a 28 per cent market share. = There has been a growing feeling that neither the public, which pays for = much of the science that is published, nor the scientists, who receive = no payment either for their papers or for carrying out the `peer review' = that ensures that quality is maintained in journals, benefit by limiting = access to the papers through journal subscriptions. Not only are = journals expensive; there is mounting criticism that journal costs have = been rising exorbitantly. The Commons' S&T Committee noted that = commercial scientific journal publishers enjoyed "substantially higher" = profit margins than the academic, educational and professional = publishing sector as a whole. And this was happening at a time libraries = were obliged to cut down on journal subscriptions in order to keep = within budgets. The problem is particularly acute for scientific = institutions in developing countries such as India. Another issue that = has been raised is that the larger public has little access to the = scientific research that their tax money makes possible.=20 The limitations of the `subscriber pays' system has led some to attempt = an `author pays' model for scientific journals. BioMed Central, which = was established in 2001, has now over 100 journals in biology and = medicine. [Public Library of Science] PLoS Biology, launched in October = 2003, has the ambition of joining the front ranks of scientific = journals; PLoS Medicine is to be launched soon. Prominent public and = private research sponsors such as the Wellcome Trust in the U.K., the = Max Planck Society in Germany, and the Centre National de la Recherche = Scientifique (CNRS) in France, have announced their support for such a = system of open access. But `author pays' publishing currently accounts = for merely five per cent of the total journal market. The Commons' S & T = Committee recommended that another alternative needs to be explored and = supported - storing published work electronically in institutional = archives. Just a month before the Committee published its report, = Elsevier announced that scientists publishing in its journals would be = allowed to post the final text of their articles on a personal or = institutional website. Over 80 per cent of the journal publishers allow = such archiving. The House Appropriations Committee suggested that copies = of articles published from research supported by the National Institutes = of Health be deposited within six months of publication in PubMed = Central, a free digital archive of life science literature.=20 The Commons' Committee recommended that "all U.K. higher education = institutions establish institutional repositories on which their = published output can be stored and from which it can be read, free of = charge, online"; and that "Research Councils and other Government = funders mandate their funded researchers to deposit a copy of all of = their articles in this way." It is an idea that India - where research = is overwhelmingly supported by the Government - must adopt with = conviction and enthusiasm. The software for such archiving is available = free of cost and has been used to establish an e-print archive at the = Indian Institute of Science. Not only must more such institutional = repositories be established; scientists need to take the lead in = ensuring that their papers are suitably archived. =3D=3D=3D=3D=3D=3D=3D=3D=3D Dr.P.Vyasamoorthy, Advisor, Virtual Information Centre, ICICI Knowledge Park, Genome Valley, Turkapally, Shameerpet Mandal,=20 RR District, Hyderabad 500078 INDIA Email: vyasamoorthy(a)icicikp.com Phone - Office: +91(40)23480053 Fax: +91(40)23480007 Phone Residence: = +91(40)27846631

If Robots are going to manage the future libraries, what is the future of L & IS Professionals? Robot Librarians ******* A group of robotics researchers at University Jaume I in Spain is working on a robot librarian. The prototype has cameras, sensors and grippers so it can locate and collect a book. The hope is that one day, teams of service robots could work in libraries. The question of safety is what has been deterring the use of robots outside of the factory to work in domains surrounded by people, explains Professor Angel del Pobil. Mixing robots and humans in an unstructured, uncontrolled environment, where there are all manner of obstacles to negotiate, could have unpredictable results. Professor Pobil thinks libraries are the best place to start introducing robots into public spaces, or at least to start showing that the technology is possible and works. The robot is a mobile manipulator which means that it is a vehicle with three wheels, Professor Pobil says. It has an arm with seven joints, two fingers which form a gripper, and two micro cameras on its wrist. Four sensors built into its gripper senses the force it is applying. When it receives a request for a book, its voice recognition software matches the titles with the book's classification code in the database. It can then search the database to identify which bookshelf to go to. Because the database will only give an approximate location, the robot will navigate its way to the bookshelf, using its infrared and laser guidance system, and scan books within a four-metre radius. Once it is in there, it starts using its cameras, says the professor. By moving the arm with the cameras, it takes an image of the bookshelf. It can read the labels and the position of the book using its image processing and optical recognition software. Once the book is located, it has to grasp it and take it off the bookshelf. For this, the team had to develop special fingertips like nails, with one nail longer than the other. Professor Pobil says there is quite a possibility that teams of robots could, in about five years' time, realistically perform searching and fetching tasks. They could even mill around doing their work at night, working on library inventories, or identifying missing books, or mapping libraries. However, he does not imagine that at any stage they will be replacing librarians and demanding payment for overdue books. A separate team in Japan is working on a similar robotic librarian automat, but their project is more concerned with developing robots that can be controlled remotely over the web in order to scan and read books. -Courtesy BBC Online -- Poornima Narayana Contact: 080-5086083 (O) Dy Head, ICAST 080-6682781 (R) N.A.L E mail: poornima(a)css.nal.res.in Airport Road prn_1_in(a)yahoo.com Bangalore 560 017 Fax: 080-5268072
