Dear Members I hope you have gone through this message sent yesterday (given below) - else I request you to kindly go through the same. We seek your cooperation in making LIS-Forum a useful mailing list. Mr. Francis Jayakanth, who was moderating LIS-Forum all these days, is now away on Fulbright Fellowship in USA. Ms. K. Thulasi, another technical staff member of NCSI, has taken over the role of moderator. There could be minor glitches during the transition period - please bear with us. Thanks and regards Rajashekar ------------------------------------------------------------- Dr. T.B. However, we would like to bring the following points to your attention in order to make lis-forum reach a wider audience. 1. Since many lis-forum members use text-based e-mail clients to read their e-mails, we request all members who wish to send messages to lis-forum for distribution, to send them in plain text form only. Messages in html and other non-text formats require editing by the moderator to convert these to plain text. Since number of postings to lis-forum is increasing, we find it very difficult to spend time on this. Henceforth, messages, which are not in plain text format, will be returned to the sender and will not be approved for distribution. If you are using web-based mail clients, please configure them to format and send messages in plain text format, when you send messages to lis-forum. 2. We also request you not to send any attachments with your message. Sometimes we receive messages also as attachments! Since attachments may carry viruses and since we cannot be opening each attachment to check the contents, we request you to ensure that the body of your mail contains your message in plain text form and that there are no attachments. You may request interested forum members to contact you directly to receive any attachments. Henceforth, messages with attachments will be returned to the sender and will not be approved for distribution. Increasingly many organizations use spam mail filter programs on their mail servers. Many of these are configured to eliminate non-text messages and messages with attachments. This is another good reason why you should avoid these in your mails! And finally, please post messages only to lis-forum(a)ncsi.iisc.ernet.in and not to mailman(a)ncsi.iisc.ernet.in since this account is basically meant for lis-forum owner for administrative purpose. Please co-operate for the smooth and efficient running of the lis-forum! INDEST-NCSI Workshop on Institutional Repositories: Workshop Report
by Dr. T.B. Rajashekar 11 Aug '04

11 Aug '04

Dear All I am giving below a brief report of the INDEST-NCSI Workshop on Institutional Repositories, held at IISc during 27-29 July 2004. Regards Rajashekar ----------------------------- INDEST-NCSI Workshop on Institutional Repositories: Workshop Report A training workshop on Institutional Repositories was successfully conducted during 27-29 July 2004 at Indian Institute of Science, Bangalore, India. Participants from twenty-one leading academic research institutions in India were imparted training in setting up institutional e-print archives using the EPrints open source software. Participating institutions included Indian Institutes of Technology, Indian Institutes of Management and National Institutes of Technology. The workshop was organized and conducted by the National Centre for Science Information (NCSI), Indian Institute of Science, Bangalore, in association with the Digital Library Research Group, Computer Science Department, Old Dominion University, USA. The workshop was sponsored by the INDEST Consortium, a programme of the Ministry of Human Resources Development (MHRD), Government of India. The main objective of the workshop was to fulfill a recommendation of the INDEST consortium to the member institutions to set up OAI-compliant digital research archives of their research publications, following the model already set up at Indian Institute of Science (http://eprints.iisc.ernet.in/) and to work towards establishment of a virtual research archive using the OAI inter-operability framework. It was strongly felt that this would facilitate improved visibility and impact of research output of these organizations and supplement the existing scholarly publishing system. This initiative is an extension of the INDEST consortium's initial goal of provision of shared access to licensed e-resources like bibliographic databases and e-journals (http://paniit.iitd.ac.in/indest/) Workshop programme and content: The workshop was conducted in a training laboratory equipped with 20 workstations with Linux Red Hat 9.0 operating system. Each participant was provided with a CD-ROM prepared by NCSI especially for the workshop. The CD-ROM consisted of EPrints (version 2.3.4) and other related software (Apache, MySQL, dependent Perl modules, etc.); presentations made in the workshop; sample documents to be used in lab sessions; and resources related to institutional repositories, metadata, and OAI. Participants used a shell scripts developed by NCSI for automating the process of installing EPrints and other required software. The workshop sessions covered the following topics: - Overview of OAI framework and introduction to OAI-PMH - Institutional repository software features and functionality - Overview of EPrints software and EPrints-based archives - EPrints software installation and test archive set up - Document submission, moderation, search and browse - Archive configuration and customization (home page, subjects, metadata) - Automatic metadata extraction - OAI in action harvesting demonstration using local DSPace and EPrints archives and ARC service provider set up - Repository policies, content enrichment and advocacy Workshop inauguration and valedictory: On first day morning, Prof. R.S. Sirohi, Director, Indian Institute of Technology, Delhi and Chairman, National Steering Committee, INDEST Consortium, inaugurated the workshop. Prof. Goverdhan Mehta, Director, Indian Institute of Science, was the Chief Guest. On third day evening, Prof. P. Balaram, Chairman, Division of Biological Science, Indian Institute of Science, and Editor of Current Science journal published by the Indian Academy of Sciences, chaired the valedictory session. Workshop evaluation: All the participants were successful in installing the required software and set up test e-print archives on their workstations. They also went through the document submission and approval processes. They also experimented with simple customization changes to the test archives. In a formal feedback gathered, most participants felt confident of setting up e-print archives in their institutions. Many expressed the need for further help and suggested more hands-on time in future workshops. On a scale of 1-5 (1-very poor, 5- very good), workshop content got average rating of 4.7, logistics arrangement got 4.4, and overall assessment got 4.5. A major suggestion was to make available faster machines in the training lab, compared to the slow PII machines that we made available to the participants! Workshop Website: More details about the workshop including workshop programme, presentations, resources and other related content is available at the workshop website - http://www.ncsi.iisc.ernet.in/indest-ncsi-ir/ Dr. T.B. RE: [LIS-Forum] OA and copyright
by Mailing List Manager 09 Aug '04

09 Aug '04

Date: Fri, 6 Aug 2004 19:11:16 +0530 From: sathya <sathya(a)informindia.co.in> A good example Arun. It is like, you see the movie because you have read the book that the movie is based on; or you buy the book to read because a movie is made out of it. The underlying factor is not the "Book" or the "Movie", but the "Economics". One medium fuels the market (or need) for the other. "Pricing" is only an exchange factor; it could be "Nil", or it could be any sum. The concept of OA is not new to the society. How much do you pay for your morning newspaper? The Newspaper publishing houses are real big. The sales revenues of the Hindu which wrote the recent editorial on OA runs into a few thousand million Rupees. What you pay may not even cover the cost of the ink incurred by the Hindu! How much do you pay for your favorite movie you watch on the TV? This is "Pure OA". The publishing industry is the corner stone of knowledge economy. It is quite concerned about the "OA wave" and its impact on scholarly journals market but is surely not as worried as the proponents of OA want them to feel threatened. According to Welcome Foundation's report on "Economic Analysis of Scientific Research Publishing (2003), the money spent by all the UK academic libraries for buying scholarly journals is around 0.35 percent of UK's publishing industry turnover! To quote this report -- "Academic journals are a small and peculiar part of this (publishing) world. They are vitally important for the dissemination of knowledge but tiny in the context of publishing turnover". There is lot of merit in moving scholarly journals to OA Model in the new technology environment. Springer has followed suit with the "author-pays" model of PLoS, by offering to declare any article to Open Access if author pays a fee. Don't forget, a large number of journals published today by commercial publishers are those started by various professional societies and sold of to commercial publishers as they found it hard to sustain. The challenge before us is to find a viable economic model that sustains. It is important to focus on this challenge without getting lost in the emotional tirades of who makes how much profit? On Lawrence Lessig's new book, Free Culture, which is available in both open-access <http://www.free-culture.cc/> and priced/printed <http://www.amazon.com/exec/obidos/tg/detail/-/1594200068/qid=1091586887/sr= 1-1/ref=sr_1_1/002-2808347-4161631?v=glance&s=books> editions. Excerpt: "You can pay $25 for Lawrence Lessig's new book. Or you can download it for free. What's the catch? None, according to Lessig, a law professor who specializes in intellectual property and is the author of Free Culture: How Big Media Uses Technology and the Law to Lock Down Culture and Control Creativity. A memo Lessig wrote to his publisher convinced Penguin Books that releasing Free Culture online actually would increase sales of hardcove copies. Which may be true: there have been more than 180,000 downloads --and Penguin is on its third printing." I found it in Peter Suber's blog. OA book on OA journalism Dan Gillmor's We the Media: Grassroots Journalism by the People, for the People, <http://www.oreilly.com/catalog/wemedia/book/> published by O'Reilly, has also been issued under a Creative Commons license, and you can download the book chapters in .pdf. Gillmor explores how the internet offers alternatives to traditional media, particularly through weblogs and web-based publishing. Date: Wed, 4 Aug 2004 08:14:06 -0700 (PDT) From: JK Vijayakumar <vjkjk(a)yahoo.com> Sorry for Cross Postings! eJDS -The Free electronic Journals Delivery Service Programme The Abdus Salam International Centre for Theoretical Physics /TWAS Donation Programme, Italy in collaboration with the ICTP Scientific Computer Section and ICTP Library, is developing a prototype information retrieval system called `eJournals Delivery Service'. The goal is to distribute individual scientific articles via e-mail to world scientists who do not have access to sufficient bandwidth to download material from the internet in a timely manner and/or cannot afford the connection. Providing scientists with current literature will support their ongoing research. eJDS is geared to facilitate the access to current scientific literature for free. Several publishing companies have enthusiastically adhered to this programme, with rules which depend on the publisher. Visit the site at http://www.ejds.org/ ------------------ J. K. You may also apply to IISC for apprenticeship or you may request librarian at IIMB to work as a honorary worker if time permits to you. And you can visit some of the educational institutions or companies like wipro, Infosys , IBM , ..... which are having the library and discuss and then implement the necessary steps which are suitable for your library.
