From: Arun [Subbiah Arunachalam] The scholarly communication system that scholars deserve Herbert Van de Sompel, Sandy Payette, John Erickson, Carl Lagoze, and Simeon Warner, Rethinking Scholarly Communication: Building the System that Scholars Deserve, D-Lib Magazine, September 2004. Excerpt: There is growing dissatisfaction with the established scholarly communication system. This dissatisfaction is the result of a variety of factors including rapidly rising subscription prices, concerns about copyright, latency between results and their actual publication, and restrictions on what can be published and how it can be disseminated. The result is a global debate on how to remedy the system's deficiencies, and that debate has inspired concrete initiatives aimed at reforming the process. These are concerned mainly with access issues and seek to alleviate two longstanding problems. The first, known as the "serials crisis," addresses the often prohibitive prices of journal publications that impede access to scholarly materials. The second, known as the "permissions crisis," addresses the restrictions on use of publications once access has been obtained. The "Open Access" movement focuses primarily on these two problems with two different strategies. The self-archiving school strives for a scholar's right to make traditional journal publications freely available in an open repository. The journal-reform school promotes the emergence of new types of journals that are free at the point of use. While the open availability of the results of scholarly endeavors is indeed of fundamental importance to the future of scholarship, it is only one dimension of how the scholarly communication process can be transformed. As Geneva Henry has observed, opportunities abound in the world of 21st century publishing and the discussion on transforming scholarly communication must move beyond the debate of subscription-based vs. open access publication. [...] Our vision is based on our belief that the future scholarly communication system should closely resembleand be intertwined withthe scholarly endeavor itself, rather than being its after-thought or annex. We consider in this article the aspects of the established system that constrain the scholarly endeavor. Based on those considerations, we describe the desired technological characteristics of a future system of scholarly communication. We argue for a scholarly communication system composed of an interoperability substrate allowing flexible composition of the value-adding services that up to now have been vertically locked in the journal publication milieu. In this loosely coupled system, the units of scholarly communication (i.e., data, simulations, informal results, preprints, etc.) could follow a variety of scholarly value chains in which each hub provides a service such as registering results, certifying their validity, alerting scholars to new claims and findings, preserving the scholarly record, and ultimately rewarding scholars for their work. ___________________________________________________________ALL-NEW Yahoo! >From Arun [Subbiah Arunachalam] Excellent site on scholarly communication at UC The University of California Office of Scholarly Communication has launched a very useful site, Reshaping Scholarly Communication. It has tips for scholars on how to maximize impact, retain copyright, and influence publishers. It recommends both OA archiving and OA journals. It offers background on the economics of publishing and the open-access alternatives. It links to a wealth of detail about what the University of California itself is doing. And finally, it maintains an incredible table of 3,300+ journals, showing the publisher, the list price, the impact factor, the number of online UC uses, and the average price increase over the past two years. OCLC/ALISE Library & Information Science Research Grant Program (LISRGP)
by Aman Jha 08 Sep '04

08 Sep '04

OCLC/ALISE Library & Information Science Research Grant Program (LISRGP) 2005 Call for proposals OCLC Online Computer Library Center, Incorporated and OCLC Research, in collaboration with the Association for Library and Information Science Education (ALISE), announce the Library and Information Science Research Grant (LISRG) program for 2005 and invite research proposals. Program description In recognition of the importance of research to the advancement of librarianship and information science, OCLC and ALISE promote independent research that helps librarians integrate new technologies into areas of traditional competence and contributes to a better understanding of the library environment. Project funding The LISRG program provides grant awards of up to $15,000. Monies may be applied to the following costs: * Release time from teaching for the principal investigator * Research assistants * Project-related travel * Equipment, if integral to the research * Other research expenses Staff training, general operating or overhead expenses, and other indirect costs are not funded. Guarantees of cost sharing are not required, although institutional support of projects is anticipated. All costs must be clearly defined in the budget portion of the proposal. Capital equipment cost should be prorated if the useful life of the equipment extends beyond the end of the project. Project duration LISRG program-supported projects are expected to be conducted within approximately one year from the date of the award. Projects should be planned to begin in January 2005. Publication of findings As a condition of the grant, researchers must furnish OCLC a final project report promptly following the completion of the project. OCLC and ALISE may elect to publish and distribute all or portions of the report without restriction. Researchers must include, or cause to be included, recognition of the OCLC/ALISE LISRG grant in all publications of research results of the LISRG project. The results of the research must be nonproprietary and in the public domain. Eligibility Full-time academic faculty, or equivalent, in schools of library and information science are eligible to apply. OCLC and ALISE encourage international proposals and collaborative projects under this program. Proposals must be signed by the principal investigator, by the dean/director (or equivalent) of the school, and by an authorized official of the university. Proposal review procedures Proposals are evaluated by a panel selected by OCLC and ALISE. Occasionally, proposals may be distributed to additional expert reviewers selected by OCLC and ALISE who may advise the panel. The panel's recommendations are forwarded to the vice president of OCLC Research, for final review and funding decisions. The decisions of the vice president of OCLC Research are final. Reviewers consider the following criteria, among others, when evaluating proposals: 1. Does the proposal meet the formal criteria as laid out in the Call for Proposals? Proposals not meeting formal criteria will not be further evaluated and will not be funded. This includes length of proposal, presence of requested signatures, eligibility of requesting institution, presence of budget, and description of role of all investigators. 2. Is the project clearly described, the problem well defined, and the research objectives clearly stated? 3. Is there sufficient review of literature? 4. Is the proposed methodology appropriate and are the investigative procedures clearly explained? 5. What is the significance of the proposed research to either the library and information science community as a whole or to OCLC specifically? 6. Are sufficient resources available? Do the people proposing the research appear capable of conducting the research? Is institutional commitment to support the project apparent? To aid new researchers, priority will be given, when possible, to proposals from junior faculty and applicants who have not previously received LISRG funds. When a decision to award a grant has been made, a research project monitor is assigned by OCLC Research. The research project monitor serves as the point of contact for the LISRG recipient during the duration of the project. Application procedures To apply, complete and submit the following: 1. OCLC/ <http://www.oclc.org/research/grants/lisrgp_proposal.pdf> ALISE LISRG proposal cover page (PDF:25K/1pp.). The principal investigator, dean/director (or equivalent) of the school, and an authorized official of the university must sign the proposal cover page. 2. A double-spaced research proposal. Submit one original and six copies, each stapled in the upper left-hand corner. The proposal should: * Describe the nature, scope, and method of the proposed research * Explain why the research is innovative through reference to related research reported in the literature * Propose the anticipated significance of the research to library and information science * Identify methods that will be used to measure the success of the project * Suggest future research based on the anticipated results of the project * Briefly note dissemination plans 3. Detailed budget that clearly identifies the funding requested and identifies institutional cost sharing. Equipment and travel requests must be explicitly justified. 4. Additional supporting materials such as curricula vitae of project staff, bibliography, project schedule, letters of support. The role and contribution of all investigators should be clearly specified. Applicants should take care that proposals are complete and, including cover page, budget, and supporting materials described above, do not exceed 20 pages. Submit one original and six copies of the complete proposal. Send applications or inquiries to: OCLC/ALISE LISRG Program OCLC Research OCLC Online Computer Library Center 6565 Frantz Road Dublin, OH 43017-3395 USA (614) 764-6000, ext. 6487 Application deadline Applications must be postmarked no later than September 15, 2004, and will be acknowledged upon receipt. `The Best Librarian in India'
by BHOSALE, DEEPALI [AG-Contractor/6020] 04 Sep '04

04 Sep '04

Practising what he preaches - Hindu, August 22, 2004 "We cannot sustain ourselves, unless we contribute to the society in someway or the other. I strongly feel if even one person does his bit towards social good, there will be some change." A will to serve combined with a sense of social justice has been the guiding principle of P. Kalyanasundaram, who has spent over 45 years in social service. A gold medallist in library science, he is also an MA in literature and history. During his 35-year-career as a librarian at the Kumarkurupara Arts College at Srivaikuntam in Tuticorin district, he gave away all his salary for charity and did odd jobs to meet his daily needs. He has also come forward to donate his body and eyes to the Tirunelveli Medical College. The Union Government has acclaimed him as `The Best Librarian in India'. He has also been chosen as `one of the top ten librarians of the world'. The International Biographical Centre, Cambridge, has honoured him as `one of the noblest of the world', while the United Nations Organisation adjudged him as one of the Outstanding People of the 20th Century'. An American organisation has also selected him as the `Man of the Millennium.' Mr. Kalyanasundaram, who has founded a social welfare organisation, `Paalam', shares his experiences in a chat with Prathiba Parameswaran. SIMPLICITY IN life and exemplariness in practice has been the hallmark of Mr. Kalyanasundaram. Born in August 1953 at Melakarivelamkulam in Tirunelveli district, he lost his father at a very young age. It was his mother, who inspired him to serve the poor. When he was at college, the Indo-China war broke out, and he contributed his gold chain to the then Chief Minister, Kamaraj, for the war fund. At this time around, he went to meet Balasubramanian, Editor, Ananda Vikatan. "He sent me away, saying he would write about me the day I donated something I had earned myself. I did not speak a word to anyone about what I had done. I took it as a challenge," Mr. Kalyanasundaram recalls. Ever since he got a job as a librarian in Tuticorin, he has contributed all his salary, pension benefits and ancestral property to social welfare. It was not until 1990, when he received his pension arrears and contributed it to the Collector's Fund, that the then Tiruneveli Collector felicitated him, despite his protests. The `Paalam' serves as a bridge between donors and beneficiaries: it collects money and materials from those willing to donate and distribute them among the weaker sections. It has also contributed to the cyclone relief funds in Tami! l Nadu, Andhra Pradesh and Orissa, and has helped the earthquake victims in Maharashtra and Gujarat. "We cannot sustain ourselves, unless we contribute towards the society in someway or the other. I strongly feel if even one person does his bit towards social good, there will be some change," he asserts. Mr. Kalyanasundaram feels that one must achieve something in his chosen field. His contribution to library science is immense. A thesis he submitted as part of his post-graduate course to the Madurai Kamaraj University fetched him distinction. He has also hit upon an easy way of tracing and accessing books in libraries. His ability to strike a rapport even with youngsters is remarkable. He cites the instance when he started wearing khadi. At college, he was required to take classes on Gandhianism. "I had to speak about simplicity and everything Gandhi stood for, but I was clad in expensive clothes. That was when I decided to switch over to khadi," he relates. Since then he had always practised what he stood for, making himself a role model for many youths. He was popular among college and school students, and many of them have joined his organisation. He has long-term plans for his organisation. One is the setting up of a nationalised digital library with modern equipment, which could be accessed by people from all walks of life. He also wants to set up an international children's university in Tamil Nadu, with foreign aid. However, he says, a mission has a meaning only when the right people are involved in it. The Directorate of Public Libraries should recruit people with a library science background to be librarians, he says. "And good librarians should have a broad knowledge of everything." Thanks, Sathya. LOCKSS(Lot of Copies Keeps Stuff Safe)is an interesting project. But it apprars to me that, the scope of the project is limited to crawling, preserving and providing access to digital content. I did not see anything about converting "print" to "digital". Please let me know if my understanding is not correct. But, it sounds like a promising initiative for archiving subscribed digital content provided the publishers allow us to do the following: - To provide permission to collect, preserve and provide access to their content - Give permission to LOCKSS crawler to collect the content through a publisher manifest Thanks for letting us know about an interesting digital project, LOCKSS (http://lockss.stanford.edu) Regards, Anand ______________________________________________________________________________________ Ananda T Byrappa e-mail: ananda.byrappa(a)ge.com Whitney Knowledge Centre, GE Global Research Work: +91-80-25032618 DCom:8*9012618 John F. You need to take written permission from the publisher/copyright holder to digitize any book. Its unlikely that you get a permission from them. As an alternative, you may want to consider online books like knovel, netlibrary, e-brary, 24/7 etc for subscription. Again they may not fill your requirements as these e-book models are still evolving (slowly!) There are security methods to control accessing digital documents. For example, British Library(BL), London is recently started using 'secured document delivery' method for their electronic document delivery service. Which allows end users to access the document only one time. You may wish to visit BL website for more details Regards, Anand ________________________________________ Ananda T.
