OCLC/ALISE Library & Information Science Research Grant Program (LISRGP) 2005 Call for proposals OCLC Online Computer Library Center, Incorporated and OCLC Research, in collaboration with the Association for Library and Information Science Education (ALISE), announce the Library and Information Science Research Grant (LISRG) program for 2005 and invite research proposals. Program description In recognition of the importance of research to the advancement of librarianship and information science, OCLC and ALISE promote independent research that helps librarians integrate new technologies into areas of traditional competence and contributes to a better understanding of the library environment. Project funding The LISRG program provides grant awards of up to $15,000. Monies may be applied to the following costs: * Release time from teaching for the principal investigator * Research assistants * Project-related travel * Equipment, if integral to the research * Other research expenses Staff training, general operating or overhead expenses, and other indirect costs are not funded. Guarantees of cost sharing are not required, although institutional support of projects is anticipated. All costs must be clearly defined in the budget portion of the proposal. Capital equipment cost should be prorated if the useful life of the equipment extends beyond the end of the project. Project duration LISRG program-supported projects are expected to be conducted within approximately one year from the date of the award. Projects should be planned to begin in January 2005. Publication of findings As a condition of the grant, researchers must furnish OCLC a final project report promptly following the completion of the project. OCLC and ALISE may elect to publish and distribute all or portions of the report without restriction. Researchers must include, or cause to be included, recognition of the OCLC/ALISE LISRG grant in all publications of research results of the LISRG project. The results of the research must be nonproprietary and in the public domain. Eligibility Full-time academic faculty, or equivalent, in schools of library and information science are eligible to apply. OCLC and ALISE encourage international proposals and collaborative projects under this program. Proposals must be signed by the principal investigator, by the dean/director (or equivalent) of the school, and by an authorized official of the university. Proposal review procedures Proposals are evaluated by a panel selected by OCLC and ALISE. Occasionally, proposals may be distributed to additional expert reviewers selected by OCLC and ALISE who may advise the panel. The panel's recommendations are forwarded to the vice president of OCLC Research, for final review and funding decisions. The decisions of the vice president of OCLC Research are final. Reviewers consider the following criteria, among others, when evaluating proposals: 1. Does the proposal meet the formal criteria as laid out in the Call for Proposals? Proposals not meeting formal criteria will not be further evaluated and will not be funded. This includes length of proposal, presence of requested signatures, eligibility of requesting institution, presence of budget, and description of role of all investigators. 2. Is the project clearly described, the problem well defined, and the research objectives clearly stated? 3. Is there sufficient review of literature? 4. Is the proposed methodology appropriate and are the investigative procedures clearly explained? 5. What is the significance of the proposed research to either the library and information science community as a whole or to OCLC specifically? 6. Are sufficient resources available? Do the people proposing the research appear capable of conducting the research? Is institutional commitment to support the project apparent? To aid new researchers, priority will be given, when possible, to proposals from junior faculty and applicants who have not previously received LISRG funds. When a decision to award a grant has been made, a research project monitor is assigned by OCLC Research. The research project monitor serves as the point of contact for the LISRG recipient during the duration of the project. Application procedures To apply, complete and submit the following: 1. World Bank Rolls Out ICT Project For India

Dear Friends, Some of you might be interested in the following news item published in Financial Express. Internet will finally start benefitting the common man, particularly villagers, in a big way, as part of a government-private sector partnership to promote information and communication technologies (ICT). India Development Gateway (InDG), as the project is known, will facilitate effective use of ICT in the areas of health, primary education, agriculture, among other sectors. Addressing a press conference on the launch of implementation phase of the project here, chairman of governing council of InDG Prof MS Swaminathan, announced the setting up of the Development Gateway Foundation (DGF) research and training (R&T) centre at the Centre for Development of Advanced Computing (C-DAC), Bangalore. According to Prof Swaminathan, the DGF R&T Centre will address the major technology domains of Internet technologies, language technologies and speech technologies to address requirements in the application sectors of healthcare, education and agriculture. InDG is a joint initiative of the department of information technology, ministry of communications, World Bank, and DGF, Washington. It has received an initial funding of Rs 2 crore for its implementation phase. InDG plans to operate through its strategic partners in the area of both content development and services. `The Best Librarian in India'

Practising what he preaches - Hindu, August 22, 2004 "We cannot sustain ourselves, unless we contribute to the society in someway or the other. I strongly feel if even one person does his bit towards social good, there will be some change." A will to serve combined with a sense of social justice has been the guiding principle of P. Kalyanasundaram, who has spent over 45 years in social service. A gold medallist in library science, he is also an MA in literature and history. During his 35-year-career as a librarian at the Kumarkurupara Arts College at Srivaikuntam in Tuticorin district, he gave away all his salary for charity and did odd jobs to meet his daily needs. He has also come forward to donate his body and eyes to the Tirunelveli Medical College. The Union Government has acclaimed him as `The Best Librarian in India'. He has also been chosen as `one of the top ten librarians of the world'. The International Biographical Centre, Cambridge, has honoured him as `one of the noblest of the world', while the United Nations Organisation adjudged him as one of the Outstanding People of the 20th Century'. An American organisation has also selected him as the `Man of the Millennium.' Mr. Kalyanasundaram, who has founded a social welfare organisation, `Paalam', shares his experiences in a chat with Prathiba Parameswaran. SIMPLICITY IN life and exemplariness in practice has been the hallmark of Mr. Kalyanasundaram. Born in August 1953 at Melakarivelamkulam in Tirunelveli district, he lost his father at a very young age. It was his mother, who inspired him to serve the poor. When he was at college, the Indo-China war broke out, and he contributed his gold chain to the then Chief Minister, Kamaraj, for the war fund. At this time around, he went to meet Balasubramanian, Editor, Ananda Vikatan. "He sent me away, saying he would write about me the day I donated something I had earned myself. I did not speak a word to anyone about what I had done. I took it as a challenge," Mr. Kalyanasundaram recalls. Ever since he got a job as a librarian in Tuticorin, he has contributed all his salary, pension benefits and ancestral property to social welfare. It was not until 1990, when he received his pension arrears and contributed it to the Collector's Fund, that the then Tiruneveli Collector felicitated him, despite his protests. The `Paalam' serves as a bridge between donors and beneficiaries: it collects money and materials from those willing to donate and distribute them among the weaker sections. It has also contributed to the cyclone relief funds in Tami! l Nadu, Andhra Pradesh and Orissa, and has helped the earthquake victims in Maharashtra and Gujarat. His contribution to library science is immense. A thesis he submitted as part of his post-graduate course to the Madurai Kamaraj University fetched him distinction. He has also hit upon an easy way of tracing and accessing books in libraries. His ability to strike a rapport even with youngsters is remarkable. He cites the instance when he started wearing khadi. At college, he was required to take classes on Gandhianism. "I had to speak about simplicity and everything Gandhi stood for, but I was clad in expensive clothes. That was when I decided to switch over to khadi," he relates. Since then he had always practised what he stood for, making himself a role model for many youths. He was popular among college and school students, and many of them have joined his organisation. He has long-term plans for his organisation. One is the setting up of a nationalised digital library with modern equipment, which could be accessed by people from all walks of life. He also wants to set up an international children's university in Tamil Nadu, with foreign aid. However, he says, a mission has a meaning only when the right people are involved in it. The Directorate of Public Libraries should recruit people with a library science background to be librarians, he says. "And good librarians should have a broad knowledge of everything." Thanks, Sathya. LOCKSS(Lot of Copies Keeps Stuff Safe)is an interesting project. But it apprars to me that, the scope of the project is limited to crawling, preserving and providing access to digital content. I did not see anything about converting "print" to "digital". Please let me know if my understanding is not correct. Answer: This is the first and last question of any professional who want to digitize his/her library or some documents. If you want to scan few books you have to ask the publisher or as well as author of that particular book in due respect of copyright act. Question 2: ("Once i digitize the book and if it is made availabe - How to controlthat inf is not copied or printed out or made any changes the person who ever is accessing the document.") Answer: Violation of copyright is not a new thing, we are dealing with this since the inception of these copyright laws, and in digital environment violation of these IPR laws is very easy. We can not change this because this is depending on the attitude of the 'violator'. Anyhow, you can take the example of "Online Journals", we are accessing these e-journals through login- password or through IP addresses. Most of the publishers are using some special software to make control over the usage of their journals. Through the help of that software they can provide you the complete statistics regarding browsing, downloading etc. (means what and where a particular user is accessing right now). Right now, especially in India, we are in the entrance of the digital environment. Everyone has thousands of queries regarding this digital environment. Exploration and interaction are two key features to get answers.
