140-year-old Antique Library floor Tiles on Sale in Rajkot

The 140-year-old library, which has a vast collection of over one lakh books, many of them rare, has put on sale old clay floor tiles used when the building was built. About 1,000 antique tiles, used in the main room of the historic library, are on sale with the structure undergoing renovation. Librarian Bipin Mehta says, "The tiles have been carefully removed. Of all the tiles, only 1,000 perfect pieces have been selected for sale." Each tile has the manufacturing company's name and year engraved on it. Within four days of placing an advertisement, the Lang Trust which runs the library, has been flooded with enquiries from as far as US and UK besides parts of the State. While some want to add the tiles to their antique collection, many plan to make decorative pieces of them. An official of the Parswanath Co-operative Bank says, "We want some pieces to decorate the bank's garden. Their antique value would add to the beauty." But buyers will have to wait for a month. "We have given prospective buyers a month's time and will fix the rates only after looking at the response," says Mehta. The library has been named after a British general, W Lang who served in Saurashtra from 1856 to 1858. Library officials say Lang started a small library called 'Victoria' for women in a room of the Kothi Compound building. Victoria, with books from Lang's personal collection, soon became popular among women who were not allowed to go to school then. The library was later shifted to Jubilee Baug and thrown open to all. Many books still bear the stamp of Victoria library. The main reading room has been closed since May for renovation. White marble has replaced the old tiles, the wooden ceiling and staircase have received a fresh coat of paint and more lights have been installed in the reading hall. A special study room for university students has been built on the first floor. The monthly fees, however, remains Rs 5, says Mehta. The library owns rare books dating back to the 1800s like the Chambers Encyclopaedia (1888), Exploring and Adventure in Equatorial Africa (1861) besides the oldest Gujarati dictionary. The library is all set computerise its operations. Two computers will be installed to provide readers with information on availability of books and new arrivals, says Mehta. Mehta says plans are also afoot to post the books on internet. "To begin with, English and Gujarati books which are over 100 years old have been selected for the project. The Government intends to forbid document copy delivery in future, allowing documents to be viewed only on-screen in the library. Digital library for medical college : Kerala

Ramachandran, will inaugurate the state-of-the-art digital library with high speed Internet connection at the Kozhikode Medical College library here on September 17. Talking to reporters here on Tuesday, the Medical College vice-principal, K. Parvathi, said the digital library would cost Rs. 50 lakhs with facilities of high speed Internet connection and 16 computers. The libraray is funded by the Association of Kerala Medical Graduates (AKMG), an organisation of alumni of the Medical College in the U.S. and Canada. Online medical journal subscriptions and CDs of medical textbooks will be provided. The new digital library is being set by C-DAC, Thiruvananthapuram. C-DAC will run the library for two years, after which the responsibility will be entrusted with the college. Though Internet facility is available in the library from 2001, there are only six computers set up with the assistance from the National Medical Library, New Delhi. Once the library gets 16 computers as part of its digitalisation programme, the library is likely to extend its working hours from the present 12 hours to 16 hours or even round-the-clock. Proposals for additional staff required for this purpose has been send to the Government. The students will be charged a nominal rate of Rs. 5 per hour. Smart cards will be issued to students at a charge which they can use for accessing the Internet. M.P. Veerendrakumar, MP, will distribute the first smart card at the function. Yet, access to this pool of knowledge is often difficult. A primary reason for this is the relatively high price of scholarly journals, their printed and their web-based versions. This situation, it can be argued is both inequitable and inefficient. Initiatives have been undertaken to demonstrate that scientific knowledge need not necessarily be published in forms that make access expensive - or even impossible. It could be provided free of charge - through open access to it - without detrimental effect on scientific knowledge production and preserving the peer-review process that is key to validate scientific results. With open access, fees to meet the publishing costs - when required - are paid up front when articles are accepted by a journal, rather than by the readers. Access to the journal is then provided for free. Today, about 5% of academic publishing follows the open-access model. But the model is quickly gaining ground, including among both for-profit (BioMedCentral -BMC) and not-for-profit (Public Library of Science PloS) publishers. We can also deliver open access through archives or repositories. OA repositories do not perform peer review, but can host and disseminate works that have been peer-reviewed elsewhere. They are built on open-source software and are very inexpensive to launch and maintain. ------------------------------------------------------------------------ The key points suggested for the debate are: 1. What are the main pros and cons of open-access scholarly publishing? 2. Thinking in particular of scholars in developing countries (and the fact that research grants may not be as easily available for them than for industrial-country scholars), could they face a new disadvantage? What sources will be available to pay these fees when authors cannot get their funder or employer to pay them? Will all open-access journals be able to waive processing fees in cases of economic hardship, as PLoS and BMC do? Should the international aid community maintain a fund/facility to help meet these costs? 3. Is the open-access model of publishing more likely to be successful in some than in other fields? What would determine the likely success? 4. Yet, access to this pool of knowledge is often difficult. A primary reason for this is the relatively high price of scholarly journals, their printed and their web-based versions. This situation, it can be argued is both inequitable and inefficient. Initiatives have been undertaken to demonstrate that scientific knowledge need not necessarily be published in forms that make access expensive - or even impossible. It could be provided free of charge - through open access to it - without detrimental effect on scientific knowledge production and preserving the peer-review process that is key to validate scientific results. With open access, fees to meet the publishing costs - when required - are paid up front when articles are accepted by a journal, rather than by the readers. Access to the journal is then provided for free. Today, about 5% of academic publishing follows the open-access model. But the model is quickly gaining ground, including among both for-profit (BioMedCentral -BMC) and not-for-profit (Public Library of Science PloS) publishers. We can also deliver open access through archives or repositories. OA repositories do not perform peer review, but can host and disseminate works that have been peer-reviewed elsewhere. They are built on open-source software and are very inexpensive to launch and maintain. ------------------------------------------------------------------------ The key points suggested for the debate are: 1. What are the main pros and cons of open-access scholarly publishing? 2. Thinking in particular of scholars in developing countries (and the fact that research grants may not be as easily available for them than for industrial-country scholars), could they face a new disadvantage? Will all open-access journals be able to waive processing fees in cases of economic hardship, as PLoS and BMC do? To recap the main points of the recommendation, such articles would be deposited in PubMed Central upon acceptance for publication. If NIH funds were used to support any publication costs, the articles would be made immediately available. Otherwise, they would be made available six months after publication. NIH would develop a plan by 12/1/04 to implement the recommendation in FY 2005. A library all about sexual minority

What's different about this one is that it's a resource centre for organisations and individuals involved - either professionally or personally - with sexual minorities. The Calcutta chapter of Saathii, an NGO working in the field, has started the library on its Salt Lake premises. Be it homosexuality, transsexuality or HIV/AIDS, people have free access to either educate, spread awareness or do research. The reference catalogue lists all the material available. When complete, it will also be available online. Partly funded by the Elton John AIDS Foundation - the proposal was sent last year and the funding is for a year, from March 2004 to February 2005 - it has a collection of anything that the Saathii team can lay its hands on. "I used to work in another NGO, where there was a library. People would constantly want books to check that there is a history of homosexuality, that it's not a sin, nor is it illegal in many countries," says Anupam Hazra, one of the two in charge of the library. "So we decided to have one here, for our partner organisations in Calcutta, as well as in Orissa and Manipur, who have far less to work with. Even though they can't access the library, if there is any specific information they want, we will supply it from the support centre," he adds. There are the latest reports from organisations like UNAID, as also journals like Pukaar by the Naz Foundation for South Asian sexual minorities in the UK, and Trikone, published by a similar NGO by the same name in San Francisco. There is fiction and non-fiction work, Indian and otherwise, dealing with historical to personal points of view. Plus, there are the self-help books and information guides, as well as a directory of NGOs in West Bengal connected to HIV/AIDS, Saathii Red Ribbon Pages. The library is not a lending one, but the bonus is a section on multimedia material (videos and VCDs). There are documentaries and docu-features, including Piku Bhalo Aachey by Saathii, Many People Many Desires by a Bangalore-based NGO and Gulabi Aina, which ran into censor trouble in India. A fun feature is the Saap Seedi game, a snakes-and-ladders replica by the Mumbai-based Humsafar Foundation to educate people about the safety factor. "Some of the books are bought, others are donated. Excerpt: There is growing dissatisfaction with the established scholarly communication system. This dissatisfaction is the result of a variety of factors including rapidly rising subscription prices, concerns about copyright, latency between results and their actual publication, and restrictions on what can be published and how it can be disseminated. The result is a global debate on how to remedy the system's deficiencies, and that debate has inspired concrete initiatives aimed at reforming the process. These are concerned mainly with access issues and seek to alleviate two longstanding problems. The first, known as the "serials crisis," addresses the often prohibitive prices of journal publications that impede access to scholarly materials. The second, known as the "permissions crisis," addresses the restrictions on use of publications once access has been obtained. The "Open Access" movement focuses primarily on these two problems with two different strategies. The self-archiving school strives for a scholar's right to make traditional journal publications freely available in an open repository. The journal-reform school promotes the emergence of new types of journals that are free at the point of use. While the open availability of the results of scholarly endeavors is indeed of fundamental importance to the future of scholarship, it is only one dimension of how the scholarly communication process can be transformed. As Geneva Henry has observed, opportunities abound in the world of 21st century publishing and the discussion on transforming scholarly communication must move beyond the debate of subscription-based vs. open access publication. [...] Our vision is based on our belief that the future scholarly communication system should closely resembleand be intertwined withthe scholarly endeavor itself, rather than being its after-thought or annex. We consider in this article the aspects of the established system that constrain the scholarly endeavor. Based on those considerations, we describe the desired technological characteristics of a future system of scholarly communication. We argue for a scholarly communication system composed of an interoperability substrate allowing flexible composition of the value-adding services that up to now have been vertically locked in the journal publication milieu.
