RE: [LIS-Forum] Calcutta University Library: Teachers' misuse libraryfacilities

Dear All, This is almost the same case happens everywhere, the librarians' hands are tight to impose any strict rules like fine implementation etc... One policy libraries can implement with the prior permission from the authority ----- send 3-6 reminders on a regular basis having an interval, keep the reminder #along with the reminder in the subject line itself, if the book/s still not returned by the professor/s then send a final mail mentioning that we are force to deduct the amount from the salary to replace the book as we are assuming that the book issued by you is lost , and give copy to accounts department along with the attachment of the reminders. This amount can be accumulated under one head for library and library can purchase the same book/s or the books on high demand utilizing this amount. If the authority is keen to recover the loss then good to implement this policy , prior to implement this policy please put a notice publicly in your premise and try to inform all regarding the change in the policy of possessing books more than 6 months after the due date . I 'm sure this will surely bring back all the books . For rare books charge the price three times of the cost.Try to Convince the authority saying enough time/reminder is given to return, it is charged only after 6 months . Situation must be similar in other institutions of 'Higher' learning. I feel it is high time we concentrate on this menace and take steps to put books to better use than merely allowing monopolisation by a few users. Vyasamoorthy, P =================== http://www.telegraphindia.com/1041212/asp/bengal/story_4118695.asp CU library lists full, not shelves OUR SPECIAL CORRESPONDENT Calcutta, Dec. 11: Valuable books and journals have disappeared from Calcutta University's library as the borrowers have "conveniently" forgotten to return them. Flooded by complaints from students and teachers on important books that are off the shelves for years, the university authorities have begun an exercise to trace them. But the effort may have come too late. Many of the missing books were borrowed nearly 30 years ago and the borrowers are either retired or dead. At best, a few of the habitual defaulters may be traced and only a few books recovered. "We cannot deny that there are some teachers and scholars who are in the habit of not returning books after borrowing them from the university's libraries. We are working out measures to stop the practice," said Saumitra Sarkar, the librarian. Bound by rules, the university cannot fine a teacher if he or she returns a book late. "We recently introduced a system of giving repeated reminders to defaulting teachers. We are now working on steps that may be taken if the reminders do not work," said Sarkar. To get books back from research scholars in time, the authorities have introduced fines. Earlier, only students had to pay a fine if they failed to return their books on the stipulated date. Last year, the university increased the rate of fines for students. They are now charged 10 paise for every day's delay in the first week and a rupee a day after that. The scholars are now being fined at the same rate. University sources said the catalogues in its central and departmental libraries show a large number of books, but they are never found on the racks. In all, Calcutta University has nearly 12 lakh text and reference books. In addition, the libraries house maps, journals, theses and commission reports. A student alleged: "Often a rare book issued to a teacher is never returned to the library." "We have also come across teachers who borrowed books at the time of joining and never gave them back." Another student alleged that many of the teachers have in their possession books that are not available anywhere else in the country. At present, a section of teachers of the varsity's geography department are up in arms against the authorities for not taking action against at least three retired teachers who did not allegedly return about a dozen rare maps. =======================sent by ================ Dr.P.Vyasamoorthy, Advisor, Virtual Information Centre, ICICI Knowledge Park, Genome Valley, Turkapally, Shameerpet Mandal, RR District, Hyderabad 500078 INDIA Email: vyasamoorthy(a)icicikp.com Phone - Office: +91(40)23480053 Fax: +91(40)23480007 Phone Residence: +91(40)27846631 _______________________________________________ LIS-Forum mailing list LIS-Forum(a)ncsi.iisc.ernet.in http://ncsi.iisc.ernet.in/mailman/listinfo/lis-forum

Google to scan books from big libraries
by Sreeharsha_Gopalakrishna＠i2.com 14 Dec '04

Google To Scan Books From Big Libraries SAN FRANCISCO (AP) _ Google Inc. is trying to establish an online reading room for five major libraries by scanning stacks of hard-to-find books into its widely used Internet search engine. The ambitious initiative announced late Monday gives Mountain View, Calif.-based Google the right to index material from the New York public library as well as libraries at four universities _ Harvard, Stanford, Michigan and Oxford in England. The Michigan and Stanford libraries are the only two so far to agree to submit all their material to Google's scanners. The New York library is allowing Google to include a small portion of its books no longer covered by copyright while Harvard is confining its participation to 40,000 volumes so it can gauge how well the process works. Oxford wants Google to scan all its books originally published before 1901. Scanning books so they can be read through computers isn't new. Both Google and Amazon.com already have programs that offer online glimpses of new books while an assortment of other sites for several years have provide digital access to some material in libraries scattered around the country. But Google's latest commitment could have the biggest impact yet, given the breadth of material that the company hopes to put into its search engine, which has become renowned for its processing speed, ease of use and accuracy. ``It's a significant opportunity to bring our material to the rest of the world,'' said Paul LeClerc, president of the New York Public Library. ``It could solve an old problem: If people can't get to us, how can we get to them?'' Librarians are also excited about the prospect of creating a digital record for the reams of valuable material written long before computers were conceived. ``This is the day the world changes,'' said John Wilkin, a University of Michigan librarian working with Google. ``It will be disruptive because some people will worry that this is the beginning of the end of libraries. But this is something we have to do to revitalize the profession and make it more meaningful.'' The project gives Google's search engine another potential drawing card as it faces stiffening competition for Yahoo Inc. and Microsoft Corp.'s MSN. Attracting visitor traffic is crucial to Google's financial health because the company depends on revenue generated by people clicking on advertising links posted next to the main body of search results. Scanning the library books figures to be a daunting task, even for a cutting edge company such as Google, whose online index of 8 billion Web pages already has revolutionized the way people look for information. Michigan's library alone contains 7 million of its library volumes _ about 132 miles of books. Google hopes to get the job done at Michigan within six years, Wilkin said. Harvard's library is even larger with 15 million volumes. Virtually all of that material will be off limits Google shows it can scan the material without losing or damaging anything, said Harvard professor Sidney Verba, who also is director of the university's library. ``The librarians at Harvard are very punctilious about protecting their great treasures,'' Verba said. The project also poses other prickly issues, such as how to convert material written in foreign languages, and the issue of protecting copyrighted books. As it does with new books already included in its search engine, Google will only allow its users to view the bibliographies or other snippets of copyrighted books scanned from the libraries. The search engine will provide unrestricted access to all material in the public domain _ work no longer covered by copyrights. The books scanned from libraries will be included in the same Google index the spans the Web. By throwing everything into the same pot, Google risks burying the library book results far below the Web documents containing the same search terms term, reducing the usefulness of the feature, said Danny Sullivan, editor of Search Engine Watch, an industry newsletter. **************************************** Sreeharsha BG Knowledge Management Group i2 Technologies software Pvt. Google Library Collections

Google has reached agreements with Harvard University, The University of Michigan, Stanford University, Oxford University, and The New York Public Library to scan their books and make the digitized contents searchable. Up to 50 million titles are involved, including titles held in common by the libraries. The project, which will probably take five or more years to complete, will deliver a database of volumes that Google users can search. Users will be able to download entire volumes in the database that are not under copyright protection. Books under copyright will be excerpted at varying lengths, depending on whether Google has agreements with their publishers to carry longer excerpts. In addition, books under copyright will have links to Amazon.com , Barnes & Noble and Google's own shopping Web site, Froogle, thereby encouraging users to buy the volumes. There will also be links to local libraries and Alibris, a well-known Web site to buy used and out-of-print books. Thanks & Regards, Farooque Shaheen, Caritor (India) Pvt Ltd. Bull Temple Road. PubSub - Matching Service
by Madhuresh 14 Dec '04

14 Dec '04

Dear Professional friends, I just want to share the free service offered by Pubsub (http://www.pubsub.com/) Read below to know more about it. PubSub is a matching service that instantly notifies you when new content is created that matches your query. Using a proprietary Matching Engine, PubSub is able to read millions of data sources on your behalf and notify you instantly whenever a match is made. PubSub's Internet-scale matching engine is a "prospective" search tool that complements traditional "retrospective" search engines. PubSub's prospective search matches user requests against new documents as they're published-in real time, all the time. Traditional search stores data and then allows finding documents within that store of data. PubSub operates by first storing subscription query, and then watching for new information that matches it. Query will be checked against every piece of new information passing through their Matching Engine. It is the Internet's most comprehensive blog-monitoring service tracking more than 6.5 million Weblogs as well as 50,000 USENET newsgroups, all SEC/EDGAR filings, press releases from major wire services, and FAA airport delay alerts. The PubSub service is compatible with any information delivery system that can be accessed from the Internet - including email, SMS, PDA/mobile devices and Instant Messaging networks - allowing to select where, when, and how you want to receive your information. PubSub's RSS and ATOM feeds are compatible with Web-based news aggregators like Bloglines and My Yahoo! as well as desktop aggregators like NewsGator, FeedDemon, and Gush. One can also download Pubsub sidebar available for Internet Explorer and Firefox, so there will be no need to visit the website to check the new results of defined query. It will automatically display new results in the sidebar that matches with our query. This free service will be very useful for the information professionals who have to monitor the news items about their company/competitive company as well as for current happening in their areas of interest. Respected professionals, Today I came across one very interesting notification for the post of "Library Assistant", where the desired qualification and experience are mentioned as follows: Librarian - First class M.Lib. Information Science with "atleast 15 years experience". Desirable M.Phil/Ph.D degree. Library Asst- First class M.Lib. Inf. Sc. With at least 2 years experience Or B.Lib, "with 10 years experience". HERE, THE NOTABLE POINT IS THE QUALIFICATION AND EXPERIENCE DESIRED FOR THE POST OF LIBRARIAN AND LIBRARY ASSISTANT. In this regard, I invite the suggestions of the respected professionals, isnt there any set standard for the desirable qualifications and experience for a particular post in the library. Why can't the library professionals' associations take up this issue? Why should we be guided by the whims of the respective organisations and their managements? Suggestions of the professionals will serve as guidelines for young professionals for furtherance of their career. RE: [LIS-Forum] Calcutta University Library: Teachers' misuselibraryfacilities

Dear firends I think imposing fine or getting back the cost of book (including processing fee + the cost of sending reminders) is not enough. Circulation team needs to be strengthened in such a way that this situation should not arise in future in such a big library like university library where all the staff are skilled and users are all bonafide members of the institution i.e.; teachers/staff and students. In a user-library relationship, few users are always in search of breaking the rules of library by taking advantage of the weaknesses of the system built by that particular team/staff. "Many of the missing books were borrowed nearly 30 years ago and the borrowers are either retired or dead." In this case, I am sure there is something lacking in the library's circulation team. Circulation team has to be a complete professional. If someone has borrowed from you, it is not someone else but you are responsible for getting that back. I don't want to say that users have no responsibility. But, it is the library authority who is 100% responsible. =======================sent by ================ Dr.P.Vyasamoorthy, Advisor, Virtual Information Centre, ICICI Knowledge Park, Genome Valley, Turkapally, Shameerpet Mandal, RR District, Hyderabad 500078 INDIA Email: vyasamoorthy(a)icicikp.com Phone - Office: +91(40)23480053 Fax: +91(40)23480007 Phone Residence: +91(40)27846631 _______________________________________________ LIS-Forum mailing list LIS-Forum(a)ncsi.iisc.ernet.in http://ncsi.iisc.ernet.in/mailman/listinfo/lis-forum _______________________________________________ LIS-Forum mailing list LIS-Forum(a)ncsi.iisc.ernet.in http://ncsi.iisc.ernet.in/mailman/listinfo/lis-forum

Fw: Costs of setting up an institutional OA archive

Friends: What do you think it would cost to set up and run an interoperable open access institutional archive (similar to the IISc eprints archive) in your institution? Mr Richard Poynder of the UK has quoted some figures, but they appear to me as needlessly high. I welcome your estimates. I noted that you are planning on providing the publisher's view and reaction to Open Access in the next issue. I want to be sure that you are aware of ProQuest's recent activities in the Open Access arena. At the ALA annual meeting ProQuest announced a new service offering, called Digital Commons, an OAI-compliant service powered by technology supplied by The Berkeley Electronic Press. This service allows an institution to create a robust institutional repository (IR) at a reasonable cost. In addition Digital Commons offers: a.. Immediate content - All of an academic library's dissertation and theses will be immediately uploaded by ProQuest. b.. Increases the visibility of scholars, research units, and the research itself c.. Creates new discovery paths via Google and OAI d.. Manages peer-reviewed series, working papers, monographs, and many other publication types e.. Incorporates non-static resources (sound and video files, data sets, executables) f.. Gives permanence to your intellectual heritage g.. Offers insights into readership levels with usage statistics h.. Provides customized email alerts i.. For a full list of features, click here. Digital Commons@ offers benefits to the entire scholarly community: a.. Institutions-a showcase for the full range of research conducted under university auspices b.. Costs of setting up an institutional OA archive
by Subbiah Arunachalam 12 Dec '04

12 Dec '04

Friends: Richard Poynder says in his article in Information Today: "Indeed, libraries are finding that they have to not only continue paying traditional journal subscriptions, but they have to pay OA membership fees too. And to cap it all off, many are also being asked to create institutional repositories-a process costing anywhere from $7,000 to $2.5 million in setup fees and at least $40,000 a year in running costs." Are these figures OK? We should collect data from all the institutional archives operating now (in the world as a whole) as well as look at the costs of centralised archives such as Cornell's arXiv. At least in India, setting up of an institutional archive would cost much less. Dr T B Rajashekar of NCSI-IISc, Dr A R D Prasad of DRTC-ISI, Dr D K Sahu of MedKnow, Ms Naina Panditha of NIC, Mr Sreekumar of IIMK, Prof. B Viswanathan of Catlysis Society of India, and Dr Krishnan of NCL may kindly comment on this point. Contest to Design a Digital Library for Children
by venky 10 Dec '04

10 Dec '04

An opportunity for Library & Information Professionals to contribute to a Social Cause The Rotary Bangalore West along with the Rotaract Bangalore West is planning establish Rotary Scholastic Centre, a digital library for children at the Govt. Girls School in 13th Cross Malleswaram. The objective of the Project is to inculcate the spirit of learning and pursuit of knowledge by providing a learning centre for children upto the age group of 18 years and also to the Senior citizens above the age group of 60. It is our desire that we empower the children through the Power of knowledge, as we strongly believe that any investment in the development of children is a direct contribution to Nation building. In view of this, Rotary and Rotaract Bangalore West are holding a contest for students and freelancers in the Library and Information field to design a digital library. Ideas/Designs for the digital library are invited from interested parties. The entry which proposes the best idea will implement the library and will also win a grand prize. The specifications for the library are given below. The main layout of the library will be on the Web based model with a main server + backup servers servicing upto 25 clients initially and should be scalable to serve upto 100 clients in the future. The server will have to run a webserver software hosting the pages where in the user at the clientside can run through an index of books sorted according to subjects and can access the book entirely or only parts of its contents based on topic/chapter. A data warehousing software will run in the background and will hold the books in a digitized format. The server side also should be capable of automatically generating index of items added to the Digital repository. Text based Digital documents could be made full text searchable through a suitable interface. When contents from CD are added to the library the server also need to act as CD cache. There is a need to have an intranet running for the local network and a firewall to prevent any intrusions and security threat. The network will be on a WLAN and we need to provide enough encryption on the packets that are sent out to prevent snooping on the network. There should also be an inbuilt mechanism which will keep track of all the books being accessed at any given time and it should be able to generate reports on issues such as no. of books accessed, total no. of hits on server, most frequently accessed books / subjects, internet access times, quantity of data downloads etc. For the internet access, mechanisms must be provided to allow only logged in users to access internet and to monitor the time and usage of the net. Suitable cache must be built into the system to speed up internet access to 'often used sites' On the server side we need automated replication on the backup servers such that there is no downtime experienced in case of failure on the main server. All the softwares that are to be used for the servers as well as web browsing clients should be free/open source software and should be readily upgradeable and should be easy to maintain. The proposed solution could be based on the several flavors of open source DL softwares like Greenstone, D-Space etc. The proposals/design ideas should reach any of the mail ids given below before 31 December 2004.
