Mr. Kumaresan I have not come across any specific "library space standards" in India atleast. But there are standards in other countries, which are followed.But what i want to suggest is, there are space,furniture and equipment standards for making libraries accessible to the disabled, which could be followed, and will also work for other normal people.I had come across some of these references during my seminar paper on "Adaptive technologies : facilitating access to information for the disabled." please note that these standards have not been made in India. Hi Suman, I appreciate your concern about our appointments as library professional. Here i would like to add that we should not combine the recruitment rules & regulations of different types of library i.e. for College & University library there are set standards laid by UGC & AICTE (One has to gothrough the rules of governing body). In the academic library these appointments (about qualification, pay)may vary institution to institution eg. Aided or Non-aided, Type of institution, nature of vacancy. Yes, your concern can be well fit for the Special/Corporate libraries. In these libraries the parent organisation advertise as per their requirement. It is the experience which counts in these libraries. like even a B.lib. qualified person raise upto Manager level (these are in cases of old employee of various corporate libraries). But still in these libraries Librarian plays different roles than the traditional librarian and the post also like Information officer, Sr. Officer, Manager etc. Some of the library professional (Govt. as well as Corporate sector) are getting handsome salary which we have not imagine. Providing hyperlinks

Dear Members, Dear Members, Thanks for your replies to my query that whether providing hyperlinks violates the copyright of the owner. Most of them were of the view that it does not. It was also suggested that the disclaimer of the site should be read/ consulted, but it may not possible if we are giving numerous links (Say 100) and check each sites disclaimer. Some of the IT experts say that it definitely violates and prior permission is required before hyper linking their site. Is it? First open source training centre sets up in South Africa

Community centre runs open source ICDL The Mogalakwena HP i-community in South Africa's Limpopo province is one of the first training centres worldwide to offer an open source software version of the International Computer Driving Licence(ICDL). The ICDL is recognised internationally as a benchmark of end-user computer skills. There is a unique quality to the HP i-community certification in that it is the only one in Africa which is centred purely on open source software, says Imraan Jassat, head of capacity building at the project. "We are delivering on an overwhelming demand from those 3000 individuals who have already gone through the HP i-community open source software training, for an internationally recognised certification. Specifically, they are certified on their knowledge and capabilities in open source software, such as OpenOffice and other tools and applications." Ninety-eight percent of the trainers at the HP i-community have already passed the ICDL foundation examination and achieved certification. The ICDL foundation course certifies that the holder is fully competent in the use of a personal computer and common computer applications and knows the essential concepts of IT. The syllabus is designed to be entirely vendor-independent which gives candidates the flexibility to acquire core skills that are suitable to a range of software environments. The ICDL is a test of practical skills and competencies and consists of seven separate modules covering computer theory and practice. Module One is a theoretical test of computing knowledge at a general level and Modules Two to Seven test skills covering such topics as concepts of information technology (IT), using a computer and managing files, word processing, spreadsheets, database, presentation and information and communication. These tests can be attempted in any order and at any time and must be successfully completed within a maximum duration of three years. A skills card is issued documenting the results of the tests, and when all seven modules are successfully completed, the skills card is sent to the national ICDL licensee and a personalised certificate is issued. "We have always known that certification would be a logical part of the skills transfer process, but we have been on the lookout for the appropriate certification. Though the ICDL gives us what we need for international recognition of those skills, we still need to find the appropriate level within it for the HP i-community, because it is so rich and diverse. Of course one of the key advantages to certification on open source software is that people can learn an application that is freely available, is in line with international standards, and most importantly, copies can be distributed without fear of breaking copyright laws," says Jassat. ------------------------------------------------------------------------ ---------------------------------------------- World's first open source television programme The South Africa-based Go Open Source campaign is filming the world's first television series dedicated to open source software. Dear Professional Friends, Greetings. I have a very urgent requirement of knowing the standars to follow in a library in the following aspects 1. Ratio of Books, Periodicals as against the students and faculty an institutional Library should have. 2. Any standard or specifications on library space, facility and equipments for a Library. I guess there are specifications laid down by UGC and AICTE, are they available on the net? If so kindly let me know their addresses. I also would like to know the standards followed internationall esp. American and the British standards. Can any one help me find out this. Dear Ms. Suman, What you r trying to indicate is true. Also, are payscals related to degree? or seniority? there are no set rules on this. In my case, I have done B.L.I.Sc. after 14 yrs of my earlier M.A. I did this degree in 1992. Despite having one degree of masters, I am always in dilemma if I will need to do my M.Lib. at some point of time? Does M.A.+Blisc lead to equal opportunities & financial returns? or M.lib. helps even for more & better job opportunities? Also we don't have many opportunities to get trained for digitization's, etc due to job & home pressures, since all these seminars are outstation, full day and so on & so forth. We learnt how to utilize the maximum of MS Word in dail library operations Eg: Creating a template of Indent form etc.Second day we learnt how to create a database using MS-Access.On 13th they taught us to develop a database using WINISIS software using MARC.And developing digital library using GSDL(green stone opensource software) and Library manager.(open source). On the fourth and last day they taught us how to select a library software and informed us about the criteria one should consider while selecting a library software.The important aspects of this workshop was the validectory function, where our honourable president Pro.Shalini R Urs gave key note address on Future technologies in Information Management.IN her speech our president mentioned that in future the LIST Serve could be a future libray , where in information can be exchanged or provided in a fraction of second.As the Kalvin Warwick a computing scientist has reightly pointed out that " The human race which has dominated the world, perhaps 10,000 years will going to see its domination come to an end".On the whole the workshop was highly rewarding to participted librarins and LIS professionals aspiring to acquire computer knowledge in the field of Library and Information science. Dear All, This is almost the same case happens everywhere, the librarians' hands are tight to impose any strict rules like fine implementation etc... One policy libraries can implement with the prior permission from the authority ----- send 3-6 reminders on a regular basis having an interval, keep the reminder #along with the reminder in the subject line itself, if the book/s still not returned by the professor/s then send a final mail mentioning that we are force to deduct the amount from the salary to replace the book as we are assuming that the book issued by you is lost , and give copy to accounts department along with the attachment of the reminders. This amount can be accumulated under one head for library and library can purchase the same book/s or the books on high demand utilizing this amount. If the authority is keen to recover the loss then good to implement this policy , prior to implement this policy please put a notice publicly in your premise and try to inform all regarding the change in the policy of possessing books more than 6 months after the due date . I 'm sure this will surely bring back all the books . For rare books charge the price three times of the cost.Try to Convince the authority saying enough time/reminder is given to return, it is charged only after 6 months . Flooded by complaints from students and teachers on important books that are off the shelves for years, the university authorities have begun an exercise to trace them. But the effort may have come too late. Many of the missing books were borrowed nearly 30 years ago and the borrowers are either retired or dead. At best, a few of the habitual defaulters may be traced and only a few books recovered. "We cannot deny that there are some teachers and scholars who are in the habit of not returning books after borrowing them from the university's libraries. We are working out measures to stop the practice," said Saumitra Sarkar, the librarian. Bound by rules, the university cannot fine a teacher if he or she returns a book late. "We recently introduced a system of giving repeated reminders to defaulting teachers. We are now working on steps that may be taken if the reminders do not work," said Sarkar. To get books back from research scholars in time, the authorities have introduced fines. Earlier, only students had to pay a fine if they failed to return their books on the stipulated date. Last year, the university increased the rate of fines for students. They are now charged 10 paise for every day's delay in the first week and a rupee a day after that. The scholars are now being fined at the same rate. University sources said the catalogues in its central and departmental libraries show a large number of books, but they are never found on the racks. In all, Calcutta University has nearly 12 lakh text and reference books. In addition, the libraries house maps, journals, theses and commission reports. A student alleged: "Often a rare book issued to a teacher is never returned to the library." "We have also come across teachers who borrowed books at the time of joining and never gave them back." Another student alleged that many of the teachers have in their possession books that are not available anywhere else in the country. Google To Scan Books From Big Libraries SAN FRANCISCO (AP) _ Google Inc. is trying to establish an online reading room for five major libraries by scanning stacks of hard-to-find books into its widely used Internet search engine. The ambitious initiative announced late Monday gives Mountain View, Calif.-based Google the right to index material from the New York public library as well as libraries at four universities _ Harvard, Stanford, Michigan and Oxford in England. The Michigan and Stanford libraries are the only two so far to agree to submit all their material to Google's scanners. The New York library is allowing Google to include a small portion of its books no longer covered by copyright while Harvard is confining its participation to 40,000 volumes so it can gauge how well the process works. Oxford wants Google to scan all its books originally published before 1901. Scanning books so they can be read through computers isn't new. Both Google and Amazon.com already have programs that offer online glimpses of new books while an assortment of other sites for several years have provide digital access to some material in libraries scattered around the country. But Google's latest commitment could have the biggest impact yet, given the breadth of material that the company hopes to put into its search engine, which has become renowned for its processing speed, ease of use and accuracy. ``It's a significant opportunity to bring our material to the rest of the world,'' said Paul LeClerc, president of the New York Public Library. ``It could solve an old problem: If people can't get to us, how can we get to them?'' Librarians are also excited about the prospect of creating a digital record for the reams of valuable material written long before computers were conceived. ``This is the day the world changes,'' said John Wilkin, a University of Michigan librarian working with Google. ``It will be disruptive because some people will worry that this is the beginning of the end of libraries. But this is something we have to do to revitalize the profession and make it more meaningful.'' The project gives Google's search engine another potential drawing card as it faces stiffening competition for Yahoo Inc. and Microsoft Corp.'s MSN. Attracting visitor traffic is crucial to Google's financial health because the company depends on revenue generated by people clicking on advertising links posted next to the main body of search results. Scanning the library books figures to be a daunting task, even for a cutting edge company such as Google, whose online index of 8 billion Web pages already has revolutionized the way people look for information. Michigan's library alone contains 7 million of its library volumes _ about 132 miles of books. Google hopes to get the job done at Michigan within six years, Wilkin said. Harvard's library is even larger with 15 million volumes. Virtually all of that material will be off limits Google shows it can scan the material without losing or damaging anything, said Harvard professor Sidney Verba, who also is director of the university's library. ``The librarians at Harvard are very punctilious about protecting their great treasures,'' Verba said. The project also poses other prickly issues, such as how to convert material written in foreign languages, and the issue of protecting copyrighted books. As it does with new books already included in its search engine, Google will only allow its users to view the bibliographies or other snippets of copyrighted books scanned from the libraries. The search engine will provide unrestricted access to all material in the public domain _ work no longer covered by copyrights. The books scanned from libraries will be included in the same Google index the spans the Web.
