Approaches to make CDS/ISIS Databases OAI-Compliant

Dear Members: For those of us using CDS/ISIS, we know how good this package is in handling textual data. This package is in use for decades now and the number of databases being maintained world-wide, using this package must be substantially high! Could somebody please let me know the major initiatives of CDS/ISIS world-wide? In the present day context of interoperability of DLs through the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH), http://www.openarchives.org/ , wouldn't it be wonderful, if CDS/ISIS databases could be made OAI-compliant, too? We have done just that and are happy to share the information with fellow members. The National Centre for Science Information (NCSI), IISc., Bangalore, and the Digital Library Research Group (DLRG) at the Old Dominion University (ODU), Norfolk, Virginia, USA, have jointly developed and successfully demonstrated, two approaches to make CDS/ISIS databases OAI compliant: static and dynamic. This has been reported on the UNESCO site as well and can be reached at: http://www.unesco.org/isis The papers resulting from our work are also available from the above link. For the present, only our first paper, entitled "Approaches to make CDS/ISIS Databases Interoperable With other Digital Libraries" is available from the site. Our second paper, entitled "Interoperability of Legacy Bibliographic Database Systems over Internet - A Case Study with CDS/ISIS" will be available from the above URL shortly. We believe that our work has a tremendous potential and CDS/ISIS community can happily continue to use this excellent package without having to worry about migrating to other software packages in order to be OAI-compliant. You may like to have a look at the test bed federation of a few sample CDS/ISIS databases that we have been able to build. Its available at: http://hutch.cs.odu.edu:9875/arc upon reaching this site, you may enter terms like, digital library, ocean, or information and the system will return a list of databases holding records matching the query string. delivery of books act-amendment

My feeling is that this is an issue which the new body of ILA should take up immediately. There is an urgent need to have a cell in ILA which could take care of the issues relating to promotional avenues, recruitment rules, status, etc. Also, I have a feeling that there is a discrimination between the status accorded to the university librarian on the one hand and the Deputy Librarians and Asst Librarians on the other. I understand that while the University Librarians are accorded full academic status, with provision for extension of service even after the age of retirement, the same is not the case in respect of DLs and ALs. Gross injustrice has been done to DLs and ALs in recent years. For instance, because of the recent withdrawal of full academic status to ALs & DLs, even their age of retirement has been reduced. I can cite at least one case of an honest Deputy Librarian who suffered most because of this development. Mr NV Jagga Rao (Dy Librarian of the Central Institute of English and Foreign Languages, Hyderabad) was retired so suddenly that he is not receiving even a single rupee as pension. He joined the LIS profession in 1957 having served the Andhra University, CLRI, Chennai, BHEL and the American Studies Research Centre. Is this the treatment we mete out to honest LIS professionals who serve the profession with dedication and utmost integrity? My strong feeling is that ILA needs to play a key role in protecting the interests of LIS professionals at all levels. It should act as a clearinghouse for info on all Govt of India/Institutional orders relating to recruitment, promotion policies, etc. My experience at CIEFL reveals that recruitment rules/promotional policies are framed in secrecy, changes made in secrecy and the staff are not informed properly. Only the university librarian is kept informed and he does not disclose it to all his subordinate nor did he take the staff into confidence or consult them. We came to know of the changes only when they were implemented and that too with disastrous consequences. When we wrote to the Registrar for copies of the promotional policy document, we could not get. When we said that we would approach the National Human Rights Commisssion for redressal, he gave permission to do so. This is the state of affairs to get a copy of a document which does not fall under the category of Official Secrets. Finally, we preferred an appeal to the Honourable High Court of Andhra Pradesh and the case is pending. Also, all ALs and DLs should be once again declared as full- fledged academic staff and accorded parity with University Librarians in terms of retirement age, extension of service after retirement, etc. Another serious anomoly is promotional avenues for Professional Assistants working in libraries. The present hierarchy is as follows: Junior Library Asst Semi-Professional Asst Professional Asst Assistant Librarian Deputy Librarian University Librarian Of all the above categories, only Professional Assts cannot be promoted to the level of Asst Librarian. As a result, they are struck at the level of Professional Asst and there are hundreds of PAs stagnating without any promotional avenues. This issue also needs the attention of ILA. It is not that we (library professional) lack talent and skills it is the mindset of authorities and teaching community thet they think themselves more superior and efficient. How long one can perform if he/he can not get proper training, promotions and recognition etc. Most of the top positions of Library field are occopied by the people who have good political links and they do not think or discus about the plight of their junior staff. It i not that uer not give us proper reponse or not happy with our ervice etc. but they can not make much for our status and service conditions. as I was working prior this job at NCTE, New Delhi as LDPOand before that Asst. Librarian at British Council Library, Patna. Users were so satisfied by our kill and services that at the time in 2001 when british Council decided to close the Patna branchon pretext of downsizingthe uer made strong protet agint the closer. They even formed user forum and thet is stil l fighting a case in court against Britih Council's closure of the library. So ultimately, it i due to some of us and our ILA like bodies that we don't have still library legislation in big states like UP and Bihar etc. and proper recognition for the profession. At the present juncture number of visitors, book hirers and returners that could reach upto ten in a single day can be described as the busiest day for the employees as many days pass without a single visitor showing up at the library. According to a frequent visitor the chief factor for dissuading readers are books at the library shelves that are comparatively irrelevant and outdated to the present day requirement for commoners while students keep distance from the library due to lack of reference books that could commiserate with the prescribed syllabus. When a group of higher secondary students were urged to justify visit to the library, they conveyed of coming to study only with books brought from their own homes or exchange views with friends. Neither are national newspapers, weeklies and monthly magazines nor foreign magazines and books capable of providing competition examination feedbacks available at the library, highlighted the students. Subject-wise magazines could also not be found at the library, they said while lamenting that even the reading rooms are congested with only one medium size table dotted by 15 chairs in the reference section. Moreover, desks and benches provided at the children's section of the library are also gathering dust and spider web all over clearly indicating that children were seldom present in the room unlike in the past when parents used to encourage children cultivate habit of book reading. Even worse is the general section where the book shelves are laying empty and the few available there hardly of any use these days. Established in 1958 the Central library is the first of its kind in the state. Painting a pitiable picture an employee observed that rather that expand knowledge of readers the library itself is on the verge of extinction unless prompt action is taken to woo back book enthusiasts. When queried the Chief Librarian attributed the deplorable condition to financial problem that had besieged the State Govt that ultimately curbed maintenance, purchase of new books and other necessary arrangements. Due to financial crunch for the past many years development activities not only fell behind but even office management had become an arduous tasks, said the Chief Librarian On the brighter side, the official expressed confidence of reviving the library as Government attention had been earned resulting in release of funds to purchase new books, said the official. Among the new purchases include encyclopedia, books for reference, guide, law and children, added the officials who informed that due to necessity of following official procedure the public will have to wait for some more time in gaining access to the fresh arrivals. The Chief Librarian also endorsing complaints of the reading rooms being too congested said the problem could be addressed once the new library building construction has been completed. ==============================

He is also member of the Information Sub-Board of the Open Society Institute. He became interested in electronic publishing in the late '80's when he began thinking about what an electronic journal would be like. Thanks to help from Apple Canada, his University and several granting agencies, he was able to launch the first Canadian scholarly e-Journal, Surfaces, in the Fall of 1991. Prof. Guedons interest in both theoretical and practical issues regarding electronic publishing has led him to produce numerous papers on the subject as well as to present at conferences worldwide. He has been actively engaged in projects pushing the boundaries of scholarly communication including serving on the steering committees of the Canadian National Site Licensing Project and the Networked Digital Library of Theses and Dissertations. He has lectured extensively on related topics in various seminars and meetings organized by prestigious agencies including the National Library of Medicine, Association of Research Libraries, Open Society Institute, IFLA, Society of Scholarly Publishers, OCED-IMHE, and so on. He is widely identified with the open archive philosophy, but also with calls to revise the evaluation process of scientific papers and has tried to help SPARC's battle to create change and competition. In December 2001, Prof. Guedon was invited by the Soros Foundation to participate in the meeting that has given rise to the Budapest open access initiative (http://www.soros.org/openaccess/read.shtml) His other areas of interest include the Internet and the relationship between arts and technology. He has written several publications in French in this area and one of his books La Planète Cyber. Internet et cyberespace, published in Paris by Gallimard in 1996, has been a minor best seller in the French-speaking world.
