It was a shocking news that Dr T B Rajashekar in no more with us. Warning: This message has had one or more attachments removed Warning: (msg-15480-34.html). Warning: Please read the "NCSI-Attachment-Warning.txt" attachment(s) for more information. BBC NEWS | Business | Brazil adopts open-source softwareFriends: I received this mail from my friend Hebron (Tanzania). Brazil's government has taken a bold and sensible step. Even in India the country's President is in favour of Open Source Software, but he has not succeeded (so far) in persuading the central and the state governments to adopt a policy as Brazil has done. Hebron: OA is different from Open Source Software, although there are some parallels. I have been requesting Open Source Software champions to champion the cause of OA as well. Best wishes. Arun ---------------------------------------------------------------- Sent: Monday, June 06, 2005 6:37 PM Subject: [c3net] Brazil adopts open source software Dear Friends, I am not sure if this piece of information found space in our dgroup. Our colleague (in Tanzania) Mr. S. Ntiro posted it today to a local dgroup. Arun, I can see the global coalition on OA will soon assume a new dimension (Brazil taking the lead). This is very great news. Other developing countries need to develop policies that target at building the local capacity on OA. Sorry for any cross-posting. The scene is much like any other modern office: an open-plan work space crammed with desks, telephones and computers. But there's one big difference. The word 'Microsoft' is nowhere in sight. Instead, computers here now use the Linux operating system. It has many similar functions to Microsoft's Windows - but unlike Windows, it is available for free. Increasingly, Brazil's government ministries and state-run enterprises are abandoning Windows in favour of 'open-source' or 'free' software, like Linux. Money saving "The number one reason for this change is economic," says Sergio Amadeu, who runs the government's National Institute for Information Technology. He explains that, for every workstation, the government is currently paying Microsoft fees of around 1200 Brazilian reais ($500; £270). "If you switch to open source software, you pay less in royalties to foreign companies," explains Amadeu. "And that can count for a lot in a country like Brazil, which still has a long way to develop in the IT sector." I think free software will encourage Mr Gates to reinvent his business Jose Luiz de Cerqueira Cesar Global Organisation for Free Software Overall, the government reckons it could save around $120m a year by switching from Windows to open-source alternatives. President Luiz Inacio Lula da Silva is studying a draft decree which, if approved, would make the change compulsory for federal departments. Global development issue For Mr da Silva, this is a vital development issue in a country where nine out of ten people have never used the internet. Through tax breaks, his government is subsidising the sale of computers to low-income families. For as little as $550, paid in instalments, they can buy a basic machine which operates using open-source software. "Open-source alternatives are a great opportunity for developing countries," says Jose Luiz de Cerqueira Cesar, head of IT at Banco do Brasil. "If computer users within a geographical region pool their expertise, they can develop software that is perfectly suited to their needs." Mr Cerqueira Cesar is a leading light behind the newly-created "Global Organisation for Free Software," which has been set up by a broad coalition of Brazilian businesses and NGOs. More details are being released this week at an International Forum on Free Software, in the Brazilian city of Porto Alegre. The aim of the new organisation is to encourage greater cooperation and the sharing of ideas among governments, businesses and individuals within the developing world. On a smaller scale, that is already happening in Brazil, which has seen some ingenious attempts to span the so-called "digital divide" between the developed and developing worlds. Computers in the favelas One successful example is the "Recycling Goal" project, which extends computer technology into the shanty-towns or "favelas" on the outskirts of Sao Paulo. When all the costs and benefits are taken together, we think Microsoft offers the best value Microsoft Brazil "We have 80 computers here, all donated by Brazilian businesses," says the project organiser, Dalton Martins. Around him, children and teenagers from the Sacadura Cabral favela are tapping away on brightly-painted keyboards. Dalton explains that open-source software is an essential to the project: partly because it drastically reduces costs; and partly because it can be modified to suit local needs. "We use Linux," he says, "which means we've been able to customise the graphics and language content. Life has a special reality here, and we need to build technology that works for the community." Dalton adds that Windows does not offer the same level of flexibility, because its source code - the raw material of a program or operating system - is kept secret. Microsoft fights back So what does Microsoft's founder, and the world's richest man, make of this challenge? For Lula, free software is a development issue On the face of it, Bill Gates does not have much to worry about. More than 90% of the world's personal computers still use the Windows operating system. But there are signs of nerves. In January, Mr Gates unsuccessfully sought a private meeting with President Lula at the World Economic Forum in Davos, Switzerland. In a written statement, Microsoft's Brazil office told the BBC: "We strongly believe that governments and computer users should be free to choose whichever software and other technology best meets their needs. But when all the costs and benefits are taken together, we think Microsoft offers the best value." The statement adds that open-source software can entail hidden costs, for features over and above the basic operating package. Microsoft executives have also questioned the security of software whose source code is freely available. To back up its value-for-money pledge, Microsoft recently launched a stripped-down, cheaper version of Windows XP in Brazil. And in April it announced a new credit deal for companies investing in Windows software, in partnership with Bradesco Bank. But the corporation's battle with Brazil is only just beginning. UN Battle The government here has its eye on a UN summit on information technology, to take place in Tunisia in November. Already, Brazilian diplomats are pushing for a final declaration that would stress the advantages of open-source software. They have won the backing of India and are now canvassing broader support from the developing world. "It would be wrong to portray this as a personal war against Bill Gates," cautions Mr Cerqueira Cesar. "But I think free software will encourage Mr Gates to reinvent his business. The world of technology is opening up; there are hundreds of thousands of people working to improve free software. The old, closed model must adapt in order to survive." Melissa of OSI and UNESCO had recognised his worth and invited him to some conferences and workshops. I always thought he was very good in his work. In fact, I had to face some harsh comments from other Indian colleagues when I mentioned in a discussion list that NCSI was a good training centre for young Indian librarians. He is no more. Why should such an accomplished expert die when he has so much more to give to the rest of us, I do not understand. Nature's ways are inscrutable. Melissa of OSI and UNESCO had recognised his worth and invited him to some conferences and workshops. TBR: a tribute
by harinarayana＠lisc.uni-mysore.ac.in 06 Jun '05

06 Jun '05

It is extremely sad to know a very shocking news on the Saturday morning. One of my colleagues informed me. I know T.B. Rajashekar, popularly known as TBR, since I passed my master's degree. He invited me to attend an interview for some post in INFLIBNET, way back in 1989. Later, TBR helped me a lot in my research project also. Whenever, I had some technical issues to be solved, invariably I depended on him. Recently he helped one of my students also to choose the area for his Ph.D research. I find short of words to express my grief. An information professional par excellence is no more with us. May the almighty rest the soul in peace. {Blocked Content} Digital divide not librarians divide

Warning: This message has had one or more attachments removed Warning: (msg-23089-485.html). Warning: Please read the "NCSI-Attachment-Warning.txt" attachment(s) for more information. Dear Sir/Madam, Information and Communicatin technologies(ICTs) have affected the library and information science and the profession emmensly.Today we have to implement and practice the habit of uising new technologies in capturing , storage and organising informatiom.Yes the benefit of ICT in capturing and dessimination customer. These are all disscused over the years and we have been trying to adopt/adapt to the present web scenario. And most of the Educational and research Instititution have automated their libraries and they have their own digital library to satisify their internal and external clientele. But at the same time the penetration of IT into the library proffession has slowly creating a gap within LISC profession.Today we have all witnessed that plenty of discussion, seminars, conferences are taking place all over the world to modify and train the library profession ,eventhough the gap seems to be widen over the years. The employment structure of library profession is very diffe! rent one comapre to other profession.Libraries are the house of knowledge ,to capture, organise and to dessiminate information skilled library professionals are very much required there is no doubt it. Educational institutions , corporate firms and other organisations have providing enormous opportunities for Library and Information graduates. But the thing is, if once we get into the job as a school librarian or college librarian it is very difficult to keep up abreast with new developments ,the lack of infrastructure, willingness of librarians, lack of mangement support and all plays a crucial role to keep abreast with new developmets, today high proportion rate of schools and colleges have not provide any facility to librarians to learn and perform his work using new technologies. And most of the seminars and conferences are all centered to corporate and well known institutions not for school are college librarians. this is slowly creating a huge problem that is Librarians di! vide.Today we have to address this issue and carry the LIS profession to more hiegts with providing equal opportunity to everyone. XML and MS-Office
by Jai Haravu 06 Jun '05

06 Jun '05

Dear List emmbers Mr. Farooque Shaheen has informed us of an important development that MS-Office will now have XML as its underlying format. I think Microsoft has at long last realized that using a proprietary format is no longer sustainable in a fast changing and globalized world. Incidentally, Microsoft is not doing anything new. Sun Microsystems' OpenOffice already uses XML as its format and so is tnerefore considered to be future proof. In this connection, I would like to let members know that in our library automation software, NewGenLib, we already have integrated OpenOffice as the software for all form letters and reports that are possible to be produced from within its functional modules. Best regards. ICANN, the nonprofit organization that oversees technical matters related to the Internet, said it will begin negotiations with ICM Registry Inc. to resolve commercial and technical issues associated with operating the .xxx top-level domain (TLD). The decision in favor of establishing a virtual red-light district for providers of pornographic content and their customers represents a U-turn for ICANN, which rejected ICM's first application for the .xxx TLD in November 2000. Reasons for the objection are published in a document available on ICANN's Web site. The beta version, available as an online tool, allows the users to view what they want unlike existing search tools that give mega piles of unorganized information. In Mindset, search queries can be adjusted by moving a slider located on top of the search page, to the left or right to determine the nature of results wanted -- commercial or informational. It is significant that Yahoo! has quietly come out with this innovative tool after the much-publicized personalized Google home page was launched a couple of days back. Mindset is located on the Yahoo Research Labs' site Yahoo Next. The default setting of the slider shows results based on Yahoo's normal listing, while moving it to the right will make the results arranged on an informational basis and to the left on a commercial basis. Yahoo said Mindset is based on machine learning process, which carries out the search through algorithms developed so that the results are thrown on a continuous scale raging from "very commercial" to "very non-commercial". = = = = = = = = = = = Rashid Hussain Siddiqui ADIS 2nd Year Student Documentation Research & Training Centre(DRTC) Indian Statistical Institute 8th Mile Mysore Road Bangalore : 560059 Phone No. : 080-28483975 ------------------------------ Message: 4 Date: Sat, 4 Jun 2005 10:15:44 +0530 (IST) From: Jobish P Subject: [LIS-Forum] Sad demise of Dr. T B Rajashekar To: broadcast(a)iisc.ernet.in Cc: ncsi-net(a)ncsi.iisc.ernet.in, lis-forum(a)ncsi.iisc.ernet.in Message-ID: Content-Type: TEXT/PLAIN; charset=US-ASCII We are very sad to inform you that Dr. T B Rajashekar, Associate Chairman of NCSI expired on 3-6-05 in an accident. A full dig on this matter can be found at.. http://www.computerworld.com/developmenttopics/websitemgmt/story/0,10801,10… Thanks & Regards, Farooque Shaheen, Caritor India Pvt Ltd. Sad demise of Dr Rajasekhar

How shocked I am to hear of Dr. T B Rajasekhar's sudden demise! I met him once at our Foundation. It was Open Access Workshop in May 2004. He was very good in teaching. He was calm and patient. He listened to all the issues patiently and replied with clarity. I found him a man who was very clear in what he did. His demise is an irreparable loss to the information profession and the cause of Open Access in India.
