Promoting OA among teachers and students
by Subbiah Arunachalam 13 Jun '05

Friends: In an earlier mail I said that it is important to alert scientists and research students to the papers available for free from the hundreds of OA archives around the world. A friend of mine, Prof. Ganapathy Baskaran of the Institute of Mathematical Sciences, Chennai (Bhatnagar Award winner for physics), spends about two hours in every workshop he conducts for university and college teachers and research students telling the participants about how to get the best out of the Internet. He actually demonstrates using an Internet connected PC in the classroom how one can learn a great deal from variety of sources and actually download the full text of key papers. We should encourage many others who conduct summer/winter schools and refresher courses to do the same. Clearly many researchers are not aware of important developments like open access and all they need is a little push. Re: Pubchem vs ACS + CAS. Taxpayers support Pubchem

Friends: The Alliance of Taxpayers in the USA have come out with support for Pubchem. Best wishes. Arun [Subbiah Arunachalam] ATA broadening its mission to support OA The Alliance for Taxpayer Access was formed in August 2004 to support the NIH policy. Now that the NIH policy has been adopted, the ATA is broadening its mission. Originally the ATA rested on three principles calling for OA to publicly-funded medical research through the NIH. Now it rests on four principles calling for OA to publicly-funded scientific research of all kinds. The change will allow the ATA to defend PubChem against the ACS and to push for OA to research funded by other US agencies, such as the NSF. The member-organizations of the ATA are a wide range of US universities, libraries, and public-interest non-profits. If your US-based organization is not a member, please urge it consider joining. Pubchem vs ACS + CAS

Friends: There is a tussle going on in the United States between the bosses of the Chemical Abstracts Service (a part of the American Chemical Society) and Pubchem, a new service supported by NIH. Now a number of health-related academic libraries have come out openly in support of Pubchem. Chemists and life scientists and librarians around the world should come out openly in support of Pubchem and also write to the members of the American Chemical Society requesting the office bearers of ACS and CAS not to sabotage Pubchem, which provides valuable technical information at no cost. Best wishes. Arun [Subbiah Arunachalam] AAHSL supports PubChem The Association of Academic and Health Science Libraries has publicly released its June 7 letter in support of PubChem. Excerpt: 'I am writing on behalf of the Association of Academic and Health Science Libraries (AAHSL). AAHSL represents 128 libraries located at the nation's academic health centers responsible for training physicians andother health care professionals, providing clinical care, and conducting NIH-funded and other research. We want to express our enthusiastic support fo continuation of PubChem, a chemical database of immense importance to the National Institutes of Health (NIH). PubChem represents a vital next step for NIH in leveraging its investment in the Human Genome Project, integrating output from the Molecular Libraries Screening Center Netwowrk (MLSCN) and other publicly available data sources, such as NIH's protein structure resources and records of biomedical literature within PubMed and available full-text in the PubMed Central digital archive. PubChem is a powerful tool...that will...lead to medical breakthroughs for clinical treatment of diseases....We believe that [the ACS] concern is unfounded and that the American public is well served by continued development and maintenance of PubChem. By ensuring that publicly financed knowledge is broadly accessible, NIH is enhancing the return on public investment in research and stimulating further innovation by public and private scientific enterprises....It is a mistake to endanger the promise of the [NIH] Roadmap by imposing restrictions on Pubchem that fundamentally undermine its utility. There is simply too much at stake.' Open access archives in Indian institutions
by Subbiah Arunachalam 12 Jun '05

12 Jun '05

Friends: This is especially meant for those who attended the Open Access Workshops at MSSRF held in May last year in which Prof. T B Rajashekar was a facilitator (in the first workshop). Eight days ago Prof. Rajashekar was killed in a road accident a few miles from Bangalore while he was returning to his office after attending a wedding. May his soul rest in peace. A very large number of people, including many who attended the workshops at Chennai, have sent condolence messages. But the best tribute we could pay a great man like Rajashekar is to follow his example and keep our promise to him. Rajashekar had conducted many other workshops too. In particular, he conducted one on OA especially for INDEST librarians. I would also urge them to set up institutional archives as soon as possible. I know that archives have been set up at NCL, IIMK, NIC-Indian Medlars Centre, etc. Here is the report by Les Carr of the University of Southampton, another facilitator at our workshops, on the two workshops on Open Access held at MSSRF, Chennai in 2004. Virtually every one who attended the workshop promised that s/he will set up an archive within a few months at his/her institution. Now more than a year later, let us take stock. How many archives have been set up and how many papers have been deposited inthem so far? How many of those who attended the MSSRF workshops have not set up an archive so far and what are the reasons? Is there anything that I can do to help. Best wishes. Subbiah Arunachalam ------- Workshop on Open Access http://www.ecs.soton.ac.uk/~harnad/Hypermail/Amsci/3650.html Executive Summary: (a) Indian Open Access Workshops a Great Success (b) Open Source Development Company offers pPrints Support for Very Modest Fee (c) Further plans to promote Eprints across India, China and Brazil. The Open Access workshops in Chennai, India 2-4 May 2004 and 6-8 May 2004 were conceived and organised by Subbiah Arunachalam, on a suggestion from Prof. M S Valiathan, President of the Indian National Science Academyand held at the Bioinformatics Centre of the M S Swaminathan Research Foundation The workshops were attended by 50 scientists, research managers and librarians from a wide range of research institutions from India (below). The aim of the workshops was to enable each organisation to set up an institutional EPrints archive; we confidently expect to see at least a dozen sustainable, populated archives to appear within the next three months. More than 150 people applied for the available places which were limited by the requirement to provide hands-on access to computers for instruction in the practical aspects maintaining an EPrints archive. The workshops covered essential background (Open Access philosophy, the theory of the Open Archiving Metadata Protocols, issues of document and metadata formats) but majored on the practical aspects of using, installing and configuring EPrint archives, with a particular focus on the budgetary and management resources required for setting up a pilot project within each organistaion to establish an institutional archive. The participants were all highly motivated and technically very competent. Indian researchers and institutions are particularly keen not only to obtain more access to high quality research, but also to provide access to high quality Indian research which they feel is under-represented in international journals. Many of the participants have Linux servers, excellent network infrastructure and a large number of publications to hand, and consequently anticipate no difficulty in setting up an EPrints server themselves, or in arranging institutional support for doing so. One of the participants was the head of an Open Source Software company operating in the not-for-profit and NGO sector with whom we are in discussion about a service for installing, configuring, maintaining and upgrading EPrints archives. The organiser of the workshop, Professor Subbiah Arunachalam from the MS Swaminathan Research Foundation, is next organising a meeting of government officials representing India, China and Brazil to discuss national and international policies for promoting Open Access and Research Archiving. I have been invited to the annual ICCC Electronic Publishing conference in Brazil to give a keynote, to meet Brazilian government officials and to run a workshop on EPrints Archiving. Sad demise of our Raja...
by ts kumbar 11 Jun '05

11 Jun '05

Dear Friends, It is exactly a week back on this day ( Saturday) morning, the shocking news about the tragic death of Dr. Rajashekhar shook all of us. Many of us, who are closely known him for long and interacted with him on professional matters, find it hard to take in this news. The fact that, he is physically no more amongst us is not simply sinking in yet in our mind and heart. We have lost in him a thorough and a dedicated professional, a serious researcher, organisation builder, a teacher, a best friend and above all a good human being. It is a great loss to the profession and friends like us. He was one of those very few people, who worked tirelessly to train and prepare the young professionals with expertise in IT application to LIS. The best way to remember and respect this departed soul is to dedicate our efforts towards constantly improving our services by effectively using IT, for which he worked all through his career. Me and all my colleagues at DA-IICT, pray to God Almighty to rest his soul in peace and give a strength to the bereaved family and colleagues at NCSI. Heartfelt condolences to Dr. TBR

Date: Thu, 9 Jun 2005 15:15:44 +0530 (IST) From: Poornima Narayan <poornima(a)css.nal.res.in> Words fail me to express my grief and sorrow at this gruesome incident. Tears stream down my face when his smiling face looms in front of me. Even in death, he looked so calm and composed. The Information Center at NAL's association with Dr. TBR and NCSI began in the mid '80's which strengthened further over the years. Dr. TBR has always been helpful and has guided us in every endeavor of ours. On the personal front, Dr. TBR's excellent letters of reference helped me in bagging the most prestigious Fulbright award. Thanks to you, Sir for this gesture. At the time of his untimely demise, Dr. TBR was the Principal Investigator for the project on 'Creation of Prototype Digital Archive of Indian Aerospace Research (P DAINER)' Project (IR) with NAL and ADE identified as test beds with me leading the project from our side. Just the previous week we had a detailed discussion regarding the same to be made available through our website. Alas, Dr. TBR is no more to see his dreams come true!! Our prayers to the Almighty to give his family courage and strength to withstand this great loss and may the GREAT SOUL REST IN ETERNAL PEACE! Yahoo Launches Sorting Tool For Search Results :Intent-driven Search
by Mailing List Manager 09 Jun '05

09 Jun '05

Date: Thu, 9 Jun 2005 09:34:00 +0530 From: Rupak Chakravarty <rupak2811(a)gmail.com> *Mindset* - *Find* the results you like. - *Sort* the way you need. Yahoo Inc. has released in beta a tool that sorts search results according to whether they are commercial or more informational, such as from academic or research-oriented sources. Called Mindset, <http://mindset.research.yahoo.com/> the tool is available through the Yahoo Research Labs site Yahoo Next. <http://next.yahoo.com/> Mindset appears as a slider on the top of Yahoo search results. The midpoint of the slider is the default setting that shows the order of results matching Yahoo's normal listing. Moving the slider to the right rearranges the results so non-commercial information is listed first. Moving it to the left, and the results are re-sorted in favor of shopping results. Mindset is based on two different types of technical research, text classification and machine learning. The former refers to classifying documents automatically into different subject categories, while the latter is based on algorithms that can improve a computer's ability to perform a task the more times the machine does it. Machine learning is used in Mindset to score search results on a continuous scale ranging from "very commercial" to "very non-commercial," officials with the Sunnyvale, Calif., entertainment portal said. The new tool can be tried on Yahoo, and does not require downloading software. FW:Raja is no more- sad demise of Rajashekar

Outpouring of grief and tributes from the international community .... -----Original Message----- From: Jean-Claude Guédon [mailto:jean.claude.guedon@umontreal.ca] Sent: 08 June 2005 20:30 To: Shalini R Urs Subject: Re: Raja is no more- sad demise of Rajashkar Dear Shalini, Many thanks for taking the time to inform me about Raja's tragic death. I have known this for a couple of days now and I have felt totally devastated since. He was such a warm, gentle, yet energetic man and his values sounded so right. When I spoke in front of his students and colleagues, he offered me a lovely elephant sculpture. When I heard about his death, all I could think of doing was to touch this elephant, as if I wanted to find a way to get in touch with him one last time. Life is so, so very fragile, Shalini. And death can be so absurd and unjust for some worthy individuals. Tribute to Rajshekar
by gayathri sen 09 Jun '05

Dr.Rajshekar, You were the star and the guiding spirit for many in our profession. Simple and unassuming, discipline and dedication were your hallmarks. Ever helpful, you were always there with your support and advice. NACLIN 2005 will miss you tremendously. But I know you are somewhere there, overseeing everything and see that everything goes well. Swami Vivekananda guided you and you had discreetly put his picture in your room at NCSI. But, We never thought you too will leave all of us so young like Swamiji. Swamiji continues to inspire thousands of youngsters by his spirit and you too will do this for very many in our profession. Your absence, is the personal loss of a friend, philosopher and guide to me, a great loss to the profession and a greater void for your family. My tributes to you Rajshekar. You will always live in our hearts. Gayathri Sen Librarian & Head, PESIT Central Library Organising Secretary NACLIN 2005 __________________________________________________ Do You Yahoo!? Sad demise of Dr. T B Rajashekar - from all @ NCSI-NET
by Babu Rajendra 09 Jun '05

09 Jun '05

Dear All, Destiny had dealt a major blow on all of us with the untimely and unfortunate demise of Dr. T B Rajashekar (http://144.16.72.189/raja/) An immeasurable loss not only to his family and friends, but to colleagues, professionals and to NCSI. NCSI-NET (an association of Past/present students and staff of NCSI - ), which was his brainchild, is like a ship without its captain. We had organized NCSI-NET meeting on Saturday, 4th June, as part of our monthly meeting plan. On 3rd he went to attend a marriage of his relatives, while he was rushing to return to Bangalore, his family asked him to stay back, to which he said "No, I have NCSI-NET meeting tomorrow and I have to attend". The alumni association never organized a meet without him (for more details see the attached message below). He was always there when we needed him and adjusted his schedule to match ours. The Agenda for the meeting on 4th June was a Brainstorming on "How to make a better professionals and Leaders: what it takes". The leadership aspect was added by him and he was to guide us with the same. But for the unfortunate event which has left us in a state of shock. NCSI-net was born in Feb 2001, and in his introductory talk he shared his vision. Three levels of contribution being: 1. We work as professionals to serve ourselves. 2. Start contributing to our organizations where we work 3. Start contributing to Society The net surged along with this vision in mind. In early 2005 Dr. Thimmappa Hegde, Neuro Surgeon, Narayana Hrudayalaya, Bangalore, spoke to us on Work-life balance. After the talk, Sir shared his observations to few of us through e-mail. A few among the 20 points, he shared were: 12. We are all going to end up as mounted photographs one day! So, what we expect others to think of us when we are gone? 14. What legacy we want to leave behind? As all of us know, he was a man of multi facets. He was our leader, mentor, guide, teacher, friend and idol who was always there with us. What he also taught us was never to loose focus, confidence and passion for the profession. We have lost you in person sir, but you shall always remain in our hearts with your values and inspiration. He always wanted NCSI-NET to surge ahead irrespective of his presence. We have now come to a state where we have to take lead forward. We at, NCSI-NET pray God to rest your soul in peace and give us the strength and courage to keep your vision going forward. NCSI-Net is organizing a condolence meeting on the Friday 10 June 2005, at 6:30. Exactly a week after the unfortunate accident. A humble request to all NCSIans to be there to pay our respects to the man, who has a major stake in what we are today.
