Institutional Repositories - Aggregation?
by M. Paul Pandian 22 Jun '05

22 Jun '05

Hi, I was looking for a source that may list all the institutional repositories across the world including India. I could not find one. If there is one, please do let me know. We witness quite a few institutional repositories across the globe including India in the last few years. However, the number of articles archived are not very encouraging particularly in India. This is one problem. The other problem is that there is no comprehesive listing of archives that exist today. Even if there is one, searching across archives is another issue. In order to promote the OA, we may have to do the following: 1. Promoting the concept of OA and its benefits in our own organisation ( - aggressively being carried out by Prof. Subbiah Arunachalam and others so that more archives can be setup. More people must join them). 2. Populating the archives that are already setup -- is a very difficult task. There needs to be continous efforts in pursuading the research and academic community for this. 3. A Common aggregated database of all the archives that will harvest metadata from the individual archives and provide a common search interface. May be the individual archive can register with this common aggregated database with harvesting details. This will also enhance the reach out of OA articles. Just a thougt. Thanks. M. Context-based Software Language
by Farooque Shaheen 21 Jun '05

21 Jun '05

A new software language may give computers better comprehension of what their human operators mean. Most people understand instructions well enough to carry out simple tasks. And more complex tasks can be handled when clear instructions are at hand. Computers lack the range of conceptual understanding that humans have, and must be programmed in exacting detail to carry out specific tasks. Researchers working at the National Institute of Standards and Technology, along with researchers in France, Germany, Japan, and the UK, have developed a context-based language. The language, released as ISO 18629, has manufacturing environments as its focus. Process planning, validation, scheduling, and control have been mentioned as processes suited for the language. Researchers developing the language programmed in almost 300 concepts like "duration" and "sequence." A computer programmed with this language will function like a rudimentary artificial intelligence, acting on a word's meaning. It will also be able to understand sequence words like "before." Software vendors will have to wait for final ISO approval before they begin designing systems and solutions using the new language. [BOAI] T.B. Rajashekar, Indian Open Access Pioneer: 1954-2005 (fwd)

********************************************************* Death is not extinguishing the light; it is putting out the lamp because dawn has come - Rabindranath Tagore. Lohrii Kaini Mahemei NCSI,IISc, Bangalore - 560012. Ph# +91-080-22932511,23600271. ********************************************************* Subject: [BOAI] T.B. Rajashekar, Indian Open Access Pioneer: 1954-2005 [Forwarding from Subbiah Arunachalam and N. Balakrishnan. --Peter.] Dr T B Rajashekar - A Tribute Dr Tarikere Basappa Rajashekar, who was the Associate Chairman of the National Centre for Science Information (NCSI) at the Indian Institute of Science, Bangalore, was killed in a road accident near Bangalore on 3 June 2005. Raja, as he was known to his close friends, was an achiever. When many others were talking about digital libraries, he started working on building one. He was clear in what he wanted to do and he went about it with dedication and commitment and what is more he knew his limitations and never attempted to do anything in which he did not have the required expertise. He was serious about his work and never would waste his time or energy in fruitless pursuits. When new technologies came in quick succession and transformed the way we handle information, Raja was quick to learn those technologies and apply them intelligently in the areas of database management and information dissemination. Raja's role in the creation of the Nation's first computerized current awareness service in the early 1980s at NCSI is commendable. He was one of the earliest in India to use COBOL and database, in both of which he had a rich experience and knowledge, in library applications. He had an exemplary skill in programming and an innate ability to understand, apply and disseminate newer programming paradigms to stay current all the time. Right from the early days of NCSI, Raja not only led the young team from the front with his insistence on discipline and timely delivery of quality services but also played a key role in capacity building. He was largely responsible for the content and curriculum of the 18-month training programme on information and knowledge management at NCSI, which is unlike any other programme taught anywhere else in India. The curriculum always reflected the most recent developments. Not only did he teach the key courses (information and knowledge organization, digital library and information services in enterprises, internet information resources and services) but also helped his younger colleagues to acquire the skills to teach state-of-the-art courses. Many of the professionals trained by him occupy important positions across the country and elsewhere and have been contributing immensely to the growth of information science. The fact that they stayed in touch with him and continue to hold him in reverence, vindicates the fact that Raja was not only a great and inspiring guru but also a fine gentleman. Raja had become synonymous with NCSI. Raja set up India's first interoperable institutional open access archive, but was dismayed at the rather slow pace at which it was filling. When it was pointed out that he should be more proactive and meet with faculty and talk to them about the archive, he took the suggestion in the right spirit and at the time of his tragic death there were more than 2,000 papers in the archive. He had conducted many training programmes on setting up open access archives. Raja was also largely responsible for marrying the Greenstone digital library software with an earlier version of the Eprints software (when the latter did not support full-text searching), and a few months before his death he and his colleague Francis Jayakanth, in collaboration with researchers at the Old Dominican University, developed two approaches to make CDS-ISIS databases OAI compliant. Raja was also the first in India to set up an e-mail based electronic discussion forum for the library and information science (LIS) professionals. Since its inception in 1994, he moderated the LIS-Forum democratically. Born on 2 November 1954, Raja took his bachelor's degree in library science from the Mysore University and the postgraduate Associateship in documentation and information science from the Documentation Research and Training Centre, Bangalore. After a few years at the National Informatics Centre, New Delhi, he had a brief stint at the British Council Library in New Delhi, where he impressed everyone with his technical savvy. It is then he moved to the Indian Institute of Science, Bangalore, and worked quietly and earned a reputation as a performer. Along the way he also took a doctoral degree from the Poona University. A very shy person, Raja would keep himself away from the limelight. Deeply committed to his family, when he took a sabbatical in 2000 he did not move out of Bangalore. He worked for Informatics (India) Ltd, a Bangalore-based company, and developed an excellent multidisciplinary current awareness tool, an e-journal portal and gateway called J-Gate, to aggregate thousands of journals. He also wrote a series of essays on digital libraries. Raja was on many committees, including the CODATA, and had contributed to the development of INFLIBNET and INDEST. He was also elected Fellow of the Society of Information Science (India). When he was on course to achieve much more, fate has snatched him away from us. The large number of condolence messages received from within the country and elsewhere is an indication of the regard he had earned. Once he remarked to his students, what mattered in life was what one left behind for others to remember and continue. By that yardstick he has done extremely well. The best tribute the LIS professionals in this country could pay to Raja is to set up institutional open access archives as soon as possible and fill them with papers, modernize their curricula and teach their students the values practiced by him. More on ACS vs PubChem
by Subbiah Arunachalam 14 Jun '05

Friends: Here are two news stories on the ACS vs PubChem tussle. They appeared in Peter Suber's blog "Open Access News". Scientists around the world, especially those living in the United States should mobilise support for PubChem. Arun [Subbiah Arunachalam] ----------------------------------------- More on ACS v. PubChem 1. Stephanie Wright, Dueling Databases, TechnoBiblio, June 13, 2005. Excerpt: 'The dialog this issue has generated has been hot and heavy with PubChem supporters explaining that PubChem is complementary to CAS, not duplicative. CAS supporters are complaining of "unfair, improper competition from the government". Aside from the fact that I'm a librarian and believe that information should be free, I think I'm even more rankled as a taxpayer. ACS Chief Executive Officer, Madeleine Jacobs, wrote in a recent letter to Nobel Laureate Richard Roberts: "The fact that the data collected into PubChem is "public domain" is completely irrelevant. Assembling information and publishing it in a variety of forms is what the private sector does. We believe that taxpayers should not fund the entry of NIH into the information industry more broadly than is necessary to disseminate the information whose creation it funds." What this basically says to me is that as a taxpayer, I can pay for the research but if I want access to it, I have to pay the private sector....The logic in this escapes me. Of course, ACS was perfectly happy with government funding of information products when it accepted NSF funds for the development of the CAS Registry System. This issue is about so much more than NIH vs. ACS. It is yet another example of a dangerous trend. Just look at the Department of Energy's now defunct database, PubScience, shut down by the Software and Information Industry Association. If we let a valuable resource like PubChem (as well as other freely accessible databases: ERIC, Agricola, PubMed) get shut down, we might as well give up on the whole open-access venture and we'll only have ourselves as librarians, and taxpayers, to blame.' 2. Aliya Sternstein, Publishers make appeal to lawmakers in NIH dispute, Federal Computer Week, June 13, 2005. Excerpt: 'American Chemical Society officials are asking lawmakers to rein in those responsible for a federal database of molecular structures because they say it will cut into the society's income from the sale of similar information. The National Institutes of Health created PubChem in 2004 as part of NIH's Roadmap for Medical Research initiative to speed the discovery of new medical treatments....Brian Dougherty, senior adviser to the chief strategy officer at ACS, said the society suggested forming a technical working group to set parameters for PubChem. "NIH has been unwilling to put anything in writing," Dougherty said. "We think this is going to put us out of business if it keeps growing and no parameters are set." NIH officials said they are confused about why ACS insists that PubChem will harm the society's business interests. "What is in common is a relatively small number of compound structures and names," said Christopher Austin, senior adviser to the translational research director at the NIH Chemical Genomics Center at the National Human Genome Research Institute. "ACS has gotten hung up on this," he said. "CAS has 25 million structures. PubChem has about 850,000. PubChem is a subset. Not everything that is in CAS is relevant to biomedical research." NIH officials said narrowing PubChem's focus could slow medical progress. "It would have profoundly negative effects on this new paradigm of making medical discoveries," Austin said.' Scirus and Google index institution archives
by Subbiah Arunachalam 14 Jun '05

Friends: All Indian institutinal and central archives may register with both Google and Scirus and reap the benefits. The Unversity of Toronto librarian Marshall (Peter) Clinton, whom I met a few weeks ago at his office, finds linking his university archive with these two search services beneficial. Please read the brief news story appended below. Prof. Balki & Francis (at IISc), Dr Krishnan at NCL, and Ms Naina Pandita at NIC might wish to register their archives with both Scirus and Google, if they have not done so already. Best wishes. Arun [Subbiah Arunachalam] ------------------------------------------------------------------------------------ More on the Elsevier/Scirus repository search service Barbara Quint, Elsevier's Scirus Opens Repository Search Service, Information Today NewsBreaks, June 13, 2005. He estimates that both Scirus and Google's improved service has improved access for both on-campus and off-campus users of the T-Space site. Ammy Vogtlander, Scirus' general manager, attributes the development of the Scirus Repository Search service to the fact that "Elsevier understands that an increasing amount of valuable content is currently held in academic repositories." It will also allow Scirus to reach content in alternative formats to journal articles or reports....According to Vogtlander, "We already had full indexing of various sites and institutional repositories, but now, for participating repositories, we will target key reports, have higher quality indexing, better display of results, and more accurate metadata." She found it odd that some institutional repositories, for all their important content, "offer no full text, only metadata."...Google Scholar has introduced linking to "appropriate copy" or restricted access content. (See Library Collections Linked on Google Scholar for Free.) When asked about Google Scholar's clustering and linking, Vogtlander said that Scirus is considering clustering. For now, however, Scirus users will see multiple results ranked on frequency of terms and date. Scirus also can't handle Open URL linking to library-licensed content....Vogtlander seems to see the world in different terms from traditional Elsevier. In reference to the policy of not charging for Scirus' services, even the new Repository Search service, she stated: "We must understand the free service business. Date: Mon, 13 Jun 2005 13:41:00 -0400 From: anjrao <anjrao(a)indiatimes.com> Dear sir kindly announce the following workshop events yours sincerely Janardhana Rao A N Librarian M S Ramiah institute of Management Bangalore-54 Email:msriml@rediff.com National Workshop on Library and Information Services (LIS) for Quality Higher Education A one-day national workshop on LIS for Quality Higher Education was jointly organized by the NAAC and the M. S. Ramaiah Institute of Management (MSRIM), Bangalore on May 21, 2005. The MSRIM was the venue. Welcoming the participants to the workshop, Prof. Balachander of MSRIM underlined the need for good academic libraries in the higher education context. During his inaugural address, Prof. V.S. Prasad, Director, NAAC used the occasion to recall his association with the good libraries and librarians in the past and said that for a learner, librarian can be the best friend on an educational campus. In any field, limitations were always there but so were opportunities, he felt. The objective of the librarian should always be total user satisfaction. Prof. L. M. Patnaik, I.I.Sc, Bangalore, in his Presidential address, said that unlike in past when information sources were scarce, after the advent of internet, the present is characterized by information abundance; one of the key roles of the librarian was to pin-point the user to the appropriate information source and help conserve time and energy of the user. The workshop consisted of five sessions, including the last session earmarked for discussion and feedback. Mr. Anil Gowda of MSRIM made a presentation on Accreditation and Certification: An Overview of NAAC, NBA and ISO Processes. Explaining the PDCA (Plan, Do, Check and Act upon) Model for quality, he said that identifying problems correctly is the first step towards quality improvement. During his session on ISO Certification and Academic Libraries, Dr. Harish Chandra, Chief Librarian, IIT, Chennai emphasized that library functioning ought to be user-focused. He said that librarian was not just a custodian of books, as may have been the case till recently, but had evolved as an interpreter of thought contents. Pointing out that the IIT, Chennai had a separate website for e-books, he stressed the need for academic libraries to have a vision. Conceding that the hybrid libraries will always remain, as only then would the LIS be truly satisfactory, he said customer satisfaction and customer confidence should continue to guide the library agenda. After mentioning the impressive fact that the consultancy services of his Institute had touched the Rs.30 crore mark, he elaborated on the benefits of ISO Certification for academic libraries and explained the effect measures like users writing the librarians CR, and ISO Certification have had on their library system. Dr. C.R. Karisiddappa, Karnataka University, Dharwad, dealing with Quality Indicators for LIS: Parameters of NAAC said that no quality higher education was possible without quality LIS. Dr. Pichappan, Annamalai University explained e-Learning and Digital Library Practices in enhancing the quality of LIS. He asserted that quality of research and quality of higher education were inseparably linked. Explaining the technology developments in the library field, he hoped that e-learning would possibly neutralize brain-drain. During the course of the day, Balani Infotech and SSG Systems Ltd. made presentations on e-Resources and Integrated Digital Library and Library Management respectively. In her valedictory address, Dr. Mariamma Verghese, Senior Education Consultant, NAAC expressed the need for enhancing the use of library as the most crucial learning resource and the need to be in step with the technology of the times for providing good library service. The workshop was hugely attended. About 60 senior library professionals from all over the country and the academic staff of MSRIM and the NAAC participated. The event was coordinated by Mr. Janardhan Rao of MSRIM and Dr. Srinivasa Raghavan of NAAC.
