Tears stream down my face when his smiling face looms in front of me. Even in death, he looked so calm and composed. The Information Center at NAL's association with Dr. TBR and NCSI began in the mid '80's which strengthened further over the years. Dr. TBR has always been helpful and has guided us in every endeavor of ours. On the personal front, Dr. TBR's excellent letters of reference helped me in bagging the most prestigious Fulbright award. Thanks to you, Sir for this gesture. At the time of his untimely demise, Dr. TBR was the Principal Investigator for the project on 'Creation of Prototype Digital Archive of Indian Aerospace Research (P DAINER)' Project (IR) with NAL and ADE identified as test beds with me leading the project from our side. Just the previous week we had a detailed discussion regarding the same to be made available through our website. Alas, Dr. TBR is no more to see his dreams come true!! Our prayers to the Almighty to give his family courage and strength to withstand this great loss and may the GREAT SOUL REST IN ETERNAL PEACE! Yahoo Inc. has released in beta a tool that sorts search results according to whether they are commercial or more informational, such as from academic or research-oriented sources. Called Mindset, <http://mindset.research.yahoo.com/> the tool is available through the Yahoo Research Labs site Yahoo Next. <http://next.yahoo.com/> Mindset appears as a slider on the top of Yahoo search results. The midpoint of the slider is the default setting that shows the order of results matching Yahoo's normal listing. Moving the slider to the right rearranges the results so non-commercial information is listed first. Moving it to the left, and the results are re-sorted in favor of shopping results. Mindset is based on two different types of technical research, text classification and machine learning. The former refers to classifying documents automatically into different subject categories, while the latter is based on algorithms that can improve a computer's ability to perform a task the more times the machine does it. Machine learning is used in Mindset to score search results on a continuous scale ranging from "very commercial" to "very non-commercial," officials with the Sunnyvale, Calif., entertainment portal said. Dr.Rajshekar, You were the star and the guiding spirit for many in our profession. Simple and unassuming, discipline and dedication were your hallmarks. Ever helpful, you were always there with your support and advice. NACLIN 2005 will miss you tremendously. But I know you are somewhere there, overseeing everything and see that everything goes well. Swami Vivekananda guided you and you had discreetly put his picture in your room at NCSI. But, We never thought you too will leave all of us so young like Swamiji. Swamiji continues to inspire thousands of youngsters by his spirit and you too will do this for very many in our profession. Your absence, is the personal loss of a friend, philosopher and guide to me, a great loss to the profession and a greater void for your family. My tributes to you Rajshekar. Sad demise of Dr. T B Rajashekar - from all @ NCSI-NET

Dear All, Destiny had dealt a major blow on all of us with the untimely and unfortunate demise of Dr. T B Rajashekar (http://144.16.72.189/raja/) An immeasurable loss not only to his family and friends, but to colleagues, professionals and to NCSI. NCSI-NET (an association of Past/present students and staff of NCSI - ), which was his brainchild, is like a ship without its captain. We had organized NCSI-NET meeting on Saturday, 4th June, as part of our monthly meeting plan. On 3rd he went to attend a marriage of his relatives, while he was rushing to return to Bangalore, his family asked him to stay back, to which he said "No, I have NCSI-NET meeting tomorrow and I have to attend". The alumni association never organized a meet without him (for more details see the attached message below). He was always there when we needed him and adjusted his schedule to match ours. The Agenda for the meeting on 4th June was a Brainstorming on "How to make a better professionals and Leaders: what it takes". The leadership aspect was added by him and he was to guide us with the same. But for the unfortunate event which has left us in a state of shock. NCSI-net was born in Feb 2001, and in his introductory talk he shared his vision. Three levels of contribution being: 1. We work as professionals to serve ourselves. 2. Start contributing to our organizations where we work 3. Start contributing to Society The net surged along with this vision in mind. In early 2005 Dr. Thimmappa Hegde, Neuro Surgeon, Narayana Hrudayalaya, Bangalore, spoke to us on Work-life balance. After the talk, Sir shared his observations to few of us through e-mail. A few among the 20 points, he shared were: 12. We are all going to end up as mounted photographs one day! So, what we expect others to think of us when we are gone? 14. What legacy we want to leave behind? As all of us know, he was a man of multi facets. He was our leader, mentor, guide, teacher, friend and idol who was always there with us. What he also taught us was never to loose focus, confidence and passion for the profession. We have lost you in person sir, but you shall always remain in our hearts with your values and inspiration. He always wanted NCSI-NET to surge ahead irrespective of his presence. We have now come to a state where we have to take lead forward. We at, NCSI-NET pray God to rest your soul in peace and give us the strength and courage to keep your vision going forward. NCSI-Net is organizing a condolence meeting on the Friday 10 June 2005, at 6:30. Exactly a week after the unfortunate accident. A humble request to all NCSIans to be there to pay our respects to the man, who has a major stake in what we are today. Dear Professional, The Law and Technology Committee of the National Law School of India University, Bangalore, is organising its annual conference Consilience (http://www.nls.ac.in/students/consilience/index.htm) in Bangalore on the 8th and 9th July, 2005. Controversy over Pubchem

A freely accessible public database of chemical information, produced by a division of the U.S. National Institutes of Health (NIH), is at the center of a controversy over publicly subsidized data competing with commercial information providers. The American Chemical Society (ACS), said to be the largest scientific society in the world, has voiced strenuous objections to the creation and availability of PubChem. The PubChem database provides information on the biological activities of small molecules. It is designed for medical researchers and is a component of NIHs Molecular Libraries Roadmap Initiative. Since it was unable to resolve the controversy directly with the NIH, ACS has met with members of Congress about the issues. PubChem is one of several databases developed by the National Center for Biotechnology Information (NCBI) as part of the Molecular Libraries Roadmap Initiative. Created in 2004, it is a freely accessible database that provides information about small molecules. It is designed for use as a research tool for biomedical researchers and serves as a starting point in the development of new medications. According to the NCBI, the database contains approximately 850,000 chemical samples contributed from public sources. The database will grow when researchers add data from publicly funded sources. It will not include patents. Initially the database will contain chemically diverse small molecules. Over time the collection will be modified by screening for biological assays and other biological information to provide a working set of molecules for use in studying biology and disease. Electronic Theses Online will not only ensure easy archive and access of Indian Doctoral theses but also help raise the standard of research. This would overcome serious problem of duplication of research and poor quality resulting from the 'poor visibility' and the 'unseen' factor in research output. In the above context, draft UGC(Submission of Metadata and Full-text of Doctoral Theses in Electronic Format) Regulations, 2005 along with a write up on current scenario, major issues, data standards and implementation process have been prepared. Before these are finalized, inputs from different stakeholders are invited on the Draft Regulations & Implementation Process with Annexure(s).
