OA and journal copyrights policy
by Subbiah Arunachalam 15 Aug '05

Permissions for OA archiving from LIS journals Anita Coleman and three co-authors, Copyright Transfer Agreements in an Interdisciplinary Repository, a conference presentation, n.d. but archived on August 10, 2005. Abstract: Copyright Transfer Agreements (CTA) are a rich source of rights information related to self-archiving. According to the Eprints Self-Archiving FAQ, "To self-archive is to deposit a digital document in a publicly accessible website, preferably an OAI-compliant Eprint Archive." This poster describes a study undertaken by DLIST whereby the CTAs of selected LIS journals were analyzed for publisher statements on the rights of authors related to self-archiving. The study differs from efforts such as the SHERPA/RoMEO database that resulted from the large open access studies of Project RoMEO. The main differences are: 1) our focus on LIS journals and 2) focus on journals rather than publishers, since publishers appear to have different policies and CTAs for each of their journals. RoMEO/SHERPA focus on publishers in all disciplines and as such LIS is not fully/adequately represented. DLIST, Digital Library of Information Science and Technology is an Open Access Archive (OAA) for Library and Information Science and Technology based on E-prints; a cross-institutional disciplinary repository for the Information Sciences that focus on cultural heritage institutions such as Archives, Libraries, and Museums using interdisciplinary perspectives. To some researchers cultural heritage institutions and formal educational organizations are the critical information infrastructures for building the knowledge society.

OA advantageous
by Subbiah Arunachalam 15 Aug '05

Good advice for authors Rachel Singer Gordon, Publish, Don't Perish! Library Literature and the Gift Economy, Library Link, July 2005. Reasons for librarians to publish, especially in some OA form. Gordon's arguments apply to scholarly authors of all kinds, not just librarians. Excerpt: You will note also that most of these opportunities [for name recognition, building your resume and reputation, and advancing the literature] are maximized when access to your work is also maximized. Ive talked before about the advantages of publishing online, especially in free, open-access venues. (See February and March 2005.) The library literature of course contains a healthy mix of publication outlets, both free and fee - but take accessibility into account, along with other considerations, when choosing an outlet for your work.

OA metadata and OA full-text Brian Surratt, Take my metadata, please! Texadata, July 22, 2005. Excerpt: 1) Metadata that is "Open Access" gets proliferated throughout the web in a very efficient manner. The collections I'm speaking of are our ETD repository and the Journal of Digital Information. Over the past few months, our metadata for these collections has been proliferating over the web through various means. First of all, they are both harvested automatically by the major search engines such as Google, Yahoo, and MSN. Second of all, they are harvested by specialty search engines focused on scholarly resources. They are being harvested by Google Scholar, Elsevier's Scirus, and Thompson-ISI's Current Web Contents and this is just what I know for sure. So the information that WE host is now included in these search engines, from the broadest web search to sites that are focused on serving the needs of scholars. This wouldn't have come about except for the fact that our content is available Open Access. Not just the full-text of the documents themselves, but our metadata as well! I think this is great. Since we are Open Access anyway, we don't measure success by profits, we measure it by use. We want to be used, hit, and downloaded as much as possible. We want our content to be cited and have scholarly impact.... 2) A lot of metadata in library systems is not "Open Access." This makes it much harder, less efficient, and expensive to manage.... 3) What is significant about these observations? In the future, I think metadata is going to become free-er, while the full-text content will be more controlled. I suspect that it will become beneficial for all parties involved to have "free" metadata, but enhance access controls to the content itself. It is the content that is so valuable, not the metadata. I also think that the control of access to content will be determined less by publishers and more by content creators. Some publishers (specifically Open Access publishers) will start providing more levels of access to content, and in this competitive environment, content creators will have a lot of options....Furthermore, if it turns out to be true that "Open Access" correlates to higher impact [PS: it is true], decisions on access levels will be influenced more by "impact" than commercial considerations. The power will be in the hands of the content creators. (PS: Even non-OA publishers should provide OA to their metadata. It functions as free advertising that intermediaries, like search engines, are scrambling to pick up and publicize. It doesn't follow that full-text "will be" more controlled. But it may be. They are independent decisions. The usual reasons for providing OA to full-text continue to apply and we can hope that they will continue to have an effect.) Dear friends, Kerala Libraries going digital THIRUVANANTHAPURAM: With information technology capturing the imagination of youngsters, libraries in Kerala are going the digital way in a bid to attract more readers from the younger generation.Digital and online libraries, which now enrich a select few institutions, are going public with the Kerala State Library Council resolving to set up such ''libraries of the future'' in the state. The council has decided to bring all district and rural libraries in the state under the ''digital umbrella'' in a bid to usher in new reading culture in the state. Device to turn the pages
by Satish Munnolli 11 Aug '05

*** Apologies for cross posting *** An interesting paper for those who are in the job of digitising their print collection in mass scale. In case of digitisation process, for scanning every page of a document a person need to handle the job manually in Indian context. ('am not sure if any institute has bought this device/technology). A device has been developed, which can turn the sides of a bounded book automatically. While the book is scanned, the operator is free for other tasks, as for example the control and revision of already scanned material and the input of corresponding data records (meta data) into a catalogue system. A paper is available on the device / technology at the below mentioned URL with illustrations. Fwd: [XML4Lib] Current Cites Turns 15 This Month
by Saiful Amin 09 Aug '05

---------- Forwarded message ---------- From: Roy Tennant <Roy.Tennant(a)ucop.edu> Date: Aug 8, 2005 10:47 AM Subject: [XML4Lib] Current Cites Turns 15 This Month To: Web4Lib <web4lib(a)webjunction.org>, xml4lib <xml4lib(a)webjunction.org>, currentcites(a)webjunction.org The popular current awareness service "Current Cites" turns 15 years old this month. The monthly electronic newsletter features citations and evaluative abstracts of articles in information technology and librarianship considered by the Current Cites team as the most significant for that month. Sources of citations include professional magazines, journals, web sites and occasionally books. The newsletter goes out to a subscription base of over 3,000 individual subscribers and is either forwarded or featured in additional mailing lists, online forums, paper publications, and blogs. Each issue typically contains about a dozen one-paragraph citations, distributed toward the end of each month. Currency is the publication's strength, with some sources appearing only days (or hours!) before it is cited and published in Current Cites. Distribution was far different with Issue Number One. That came out as a paper insert to the library newsletter at UC Berkeley. The original intent was to provide an in-house guide to the rapidly expanding literature in information science. Soon however, the first electronic version became available through the University of California MELVYL system. Next came distribution through the PACS-L mailing list, and subsequently through a myriad of systems and protocols that reads like a glossary to technology in the 1990's: FTP, Gopher, WAIS, and finally the Web. Most recently, Current Cites completed a move to WebJunction.org, a library support site managed by OCLC and supported in part by the Bill and Melinda Gates Foundation. Current Cites has always been a volunteer operation, with no budget to its name but simply a team of committed individuals. The Current Cites team consists of 7 tech-savvy librarians. Their contrasting interests and styles serves to give each annotation a distinctive personal touch. This monthly dive into the literature in order to fish out the pearls is easily as rewarding to the team as the final product hopefully is to the public. Otherwise it would be hard to explain the service's longevity. Nevertheless, as founder and editor Roy Tennant admitted to American Libraries in 2001, "It still amazes me that we have continuously published this resource month after month for almost 11 years." Friends: Mr Sam Pitroda wants knowledge to be freely available. The Knowledge Commission headed by him may kindly recommend to the Government of India that the Government mandate open access archiving of all results of publicly funded research. That would make a big difference. The IISc EPrints archive, for example, has led to increased visibility of the papers deposited in it. More than a lakh downloads (or viewings) have been recorded so far, and most of them from the USA. Subbiah Arunachalam More on the Indian Knowledge Commission and OA Access to knowledge imperative for prosperity: Pitroda, The Hindu, August 5, 2005. Excerpt: Knowledge Commission Chairperson Sam Pitroda, today said it was imperative to provide the masses access to knowledge if the country was to become prosperous. Delivering the 'Fourth Darbari Seth Memorial Lecture' here, he said providing access to knowledge to people in remote corners of the country should be accompanied by right to information, enhanced literacy and widened broadband connectivity for all. Also see Pitroda pushes e-portals, education revamp, The Indian Express, August 6, 2005. Excerpt: Father of the massive PCO network Sam Pitroda said today that it was time India revolutionised its university education and e-governance set-up. Delivering the fourth annual Darbari Seth Memorial Lecture of The Energy Research Institute (TERI), Pitroda said, access to knowledge through broadband, internet portals and a revamp of education are necessary before India can face globalisation....Pitroda said portals must be one-stop shops for all information, and not extensions of "The Raj philosophy" of creating barriers between rulers and people....Sam, who is credited with the plans that brought about a PCO revolution in the country in the 1990s, said Indians need to lose their fear of failure to build an "open, accessible" system. "Because we are afraid to fail here, we basically dont move...If you dont fail, you dont end up creating new knowledge," he said.
