She arrived in India in December 2004. She works as the consultant for the seven American Information Resource Centers (AIRCs), also known as American Libraries, in the U.S. missions in Chennai, Calcutta, Mumbai and New Delhi, in India, and also in Bangladesh, Nepal and Sri Lanka. In her previous assignment, she was responsible for the AIRCs in Pakistan and Afghanistan. Prior to joining the Foreign Service, she worked as University Librarian in Florida for three years. And before that, she lived throughout Asia and Africa and worked in a variety of libraries, ranging from Universities to international schools to NGOs and consulting firms. Thank you L. R. Speaking at the Gartner Summit India 2005 in Mumbai, analysts said that India continued to have the fastest growing ICT market in the world, and predicted a combined annual growth rate (CAGR) of 19 percent from 2004 through 2008. Though starting from a much smaller base, this is significantly faster growth than the second fastest growing ICT market in the world - China. Gartner estimates that ICT spending in India will surpass US$54.8 billion by 2008, a rise from US$29.5 billion in 2004. "India is one of the few countries in the world where the impact of the services export-oriented business far outweighs that of the domestic side," said Partha Iyengar, research vice president at Gartner. "The overall impact of ICT development in the country is skewed heavily around the unique dynamics of this services export trend, often to the detriment of the domestic opportunity." Whilst some Indian service providers are making a name in certain global markets, such as IT services and business process outsourcing (BPO), it is the global players that are firmly entrenched in the Indian domestic market. Domestic vendors currently account for only 42 percent of total ICT spend in India. Iyengar said, "The dominance of foreign providers in India is driven by a combination of a lack of credible domestic ICT infrastructure providers - other than in the Telecom space - and the benign neglect of the emerging and growing domestic services business by the major Indian service providers. Unless action is taken now, domestic providers could see their share of the Indian market slip further." Iyengar further counseled that India's much prized export-focused industry, currently estimated to be worth around $16.5 billion, could ultimately be under threat if local providers fail to gain ground in the domestic market. According to Gartner, Indian businesses are increasingly turning to multinational brands in the outsourcing of high-profile contracts. Gartner believes that if Indian technology providers have no standing in the local market and are thus unable to compete for these higher-end (transformation oriented) deals, it will hamper their future prospects in pursuing similar deals in international markets. "This scenario creates an interesting range of possibilities on how India's ICT business might unfold over the next few years," said Iyengar. "The possible paths will be predicated by a complex combination of vendor, government and end-user behaviour over the next few years. The impact of outside forces in the form of global treaties or national trade barriers could also have a profound impact on the future growth of ICT in India. So, in a manner of speaking, India is not completely in control of its own destiny with regard to its domestic ICT industry." Gartner has defined three potential scenarios for India's ICT industry in 2010. Each scenario highlights six parameters: Domestic ICT Industry, ICT Export Industry, Social Impact, Political Impact, Overall Economy and ICT Standards. Gartner's first scenario, 'Global ICT Superstar' is characterised by balanced development of both the domestic ICT industry and export strength. It assumes a high level of government support with the India ICT industry driving policy as well as defining new global standards. It would lead to a strong economy and a large majority of the population would stand to benefit. In the second scenario, the domestic ICT industry would continue to be dominated by foreign multinationals and the export market would struggle for survival. According to Gartner, in this scenario, dwindling government interest in the ICT industry would lead to a re-focus on other industries and the country's digital divide would be pronounced. In the third and final scenario, India would cease to be a global ICT player, largely ignoring global standards and protocol. Gartner predicts that this scenario would lead to economic malaise in IT-centric states as the focus on the ICT industry rapidly evaporated. Hi, That is a very valid question the answer of which even I am seeking. Another question that come to mind regarding the copyright laws is, Can Libraries in India keep, display and circulate photocopied books as part of the library collection? I have read somewhere that Libraries can keep upto 3 copies as part of their collection. If yes, does it not violate copyright laws, if it does not, then how so? Report of the Friday Talk held at Department of Library and Information Science, University of Mysore, Manasagangotri, Mysore. Topic: Information for an open society Speaker: S. Sheshishkar, Informedia, Mysore Date: September 2, 2005 Time: 4 to 5 PM Venue: Department of Library and Information Science, University of Mysore, Mysore Organiser: MULISSA Summary of the lecture: Information is a vital resource. Libraries have a natural link with information. Librarians from Kallimachos to Ranganathan have always worked for organization of information. Society at large has no or very little role in the creation and distribution of information However, the balance seems turning towards the society. Any body can create and distribute the information directly. Thanks to the development of technologies like WWW, email, VoIP, IRC etc. The speaker introduced some of those technologies which can be used by any one in an open society. Here the concept open society designates �a society that allows its members considerable freedom in creation and use of information�. We are moving towards Open Society where every one has equal opportunity to participate in creation, distribution, sharing and use of knowledge. There are plenty of opportunities for any to document his/her thoughts. Wikipedia is a huge success story. Any body can contribute to Wikipedia in any language of the world. More than one thousand articles have been placed in Kannada language. (http://kn.wikipedia.org) One can contribute, modify others article and/or record their criticism. Its growth rate is enviable even to the likes of Encyclopedia Britannica. Another technology that encourages every one to contribute is the Web log or Blogs in short. Web logs or blogs are a type of Web content typically created by independent writers (although some reporters for media companies create blogs on newspaper or magazine sites). Some are personal journals; others resemble newsletters or columns. Often, they contain links to other sources of content. Planet Sun is an example and an aggregation of public weblogs written by employees of Sun Microsystems (http://planetsun.org) Bookmarks save the addresses of your favorite sites, so you can return to them quickly without having to retype the address. In some browsers, bookmarks are called favorites. What makes social bookmarks different from bookmarks is its ability to see the bookmarks collected by others. del.icio.us is a social bookmarks manager. It allows you to easily add sites you like to your personal collection of links, to categorize those sites with keywords, and to share your collection not only between your own browsers and machines, but also with others. Open societies does not disrespect the copyrights and intellectual property rights. The contents created could be registered for their flexible copyrights. For example the Creative Commons website (www.opencontent.org) enables copyright holders to grant some of their rights to the public while retaining others through a variety of licensing and contract schemes including dedication to the public domain or open content licensing terms. The intention is to avoid the problems current copyright laws create for the sharing of information. The speaker also provided information about many success stories of open society creation like Project Gutenberg, Wikibooks etc. He said open society might contribute to the already existing information deluge on the Internet. For example by participating in the Open Directory Project � DMOZ, we can provide an organized approach to the resources on Internet. Mr. C.S. Arun --------- OA Working Group comment on the RCUK policy The Open Access Working Group has publicly released its August 23 comment on the draft RCUK policy. Excerpt: We believe that open-access research dissemination is an indispensable part of the overall remedy to the serious problems now facing the system of scholarly communication. Moreover, open access is a necessary ingredient in any plan to fully realize the social benefits of scientific advances. While these advantages are important no matter the source of the funding, it is particularly critical when the research is publicly funded and the resulting output is a public good....Implementation of [the draft] policy will result in taxpayers gaining immediate, full and direct access to the research for which they have already paid. Moreover, such a policy will increase the return on the government's investment in this research; as a result of deposit the research becomes more accessible, discoverable, sharable, and for these reasons, more useful, than toll-access research....We are particularly pleased to note that the Research Council's policy requires grantees to deposit final published articles, greatly enhancing the policy's chances for successfully achieving these important goals and ensuring maximum participation....To further ensure the success of this policy, we would suggest that the Research Councils consider revising the section of the policy that specifically relates to the timing of the deposit of research materials. [The current language in paragraph 14.b] seems to allow publishers, in cases where they have become the copyright-holder, to object to deposit or to demand long delays or embargoes prior to deposit or public release. We encourage the Research Councils to close this loophole before the final draft is finished to ensure that deposit does indeed occur at the desired point, at or around the time of publication. We note that the draft policy exempts researchers from the requirement to deposit their research in instances where they do not have access to an institutional or disciplinary repository. LIBRARIANS ARE DOING SCIENTIFIC WORK

Librarians are doing Scientific Work Mr. Gautam Bahl revealed the following: As per the letter dated 9th May, 2005 of ministry of HRD, Deptt. of secondary and higher education to The Secretary, U.G.C. has denied to to revise the Career Advancement Scheme for Librarians and Physical Education Teachers on the following reasons: 1. No absolute parity of these categories of personnel involved in the subject case with teachers in universities and colleges has been conceded. 2. The Rastogi committee has recommended different treatment to categories of teachers on the one hand and categories like Astt. Registrars, Librarians, physical education instructors on the other in Universities and colleges, in whose cases the committee had recommended only for the continuance of the existing CAS / existing path of carrier advancement including the continuance of existing residency period; there is no case/scope for considering benefits over and above these recommendations. In this regard, I think that the recommendation of the UGC and decision of the Govt. of India on the matter is highly unscientific and biased. All the research agencies of the Govt. of India such as DRDO, CSIR, ISRO, DAE, etc. give full parity to their library professionals with their other scientists. In these agencies, the designation, scale of pay, career advancement scheme, retirement age, etc. are same to all categories, including librarians. If the Govt. of India is providing parity to the librarians of its research agencies, why the UGC is denying the similar parity to its Librarians. Moreover, the recruitment qualifications and other terms are same for teachers and librarians. It is not justifiable to equate the librarians with the Assistant/Deputy Registrars. I strongly believe that, this may be the reason to change the designation of librarians by the Govt. of Andra Pradesh into Lecturers/Assistant Professors. In the Agricultural Universities in India, the designation of Physical Education Teachers is Assistant/Associate Professors as in the case of other teachers. In these context, how the UGC can enforce its new rules ?. The act of the UGC will finally reflect in the quality of education and research. In future, this field will become unattractive to the best candidates. So, it is the duty of everybody to get it rectified the decision of the UGC. A.T. Director of Physical Education, College DPEs and Astt. Registrars, the ministry has clearly denied to agree to a revised CAS to the above mentioned categories citing following reasons: 1. No absolute parity of these categories of personnel involved in the subject case with teachers in universities and colleges has been conceded. 2. The Rastogi committee has recommended different treatment to categories of teachers on the one hand and categories like Astt. Registrars, Librarians, physical education instructors on the other in Universities and colleges, in whose cases the committee had recommended only for the continuance of the existing CAS / existing path of carrier advancement including the continuance of existing residency period; there is no case/scope for considering benefits over and above these recommendations. Libraries Offering Audiobook Downloads

(AP) -- A new way to borrow audiobooks from the library involves no CDs, no car trips, no fines and no risk of being shushed. Rather, public libraries from New York City to Alameda, Calif., are letting patrons download Tom Clancy techno-thrillers, Arabic tutorials and other titles to which they can listen on their computers or portable music players -- all without leaving home. Librarians say such offerings help libraries stay relevant in the digital age. Barbara Nichols Randall, director of the Guilderland Public Library in suburban Albany, said the library considered the needs of younger readers and those too busy to visit. "This is a way for us to have library access 24/7," she said. There's still one big hitch, though: The leading library services offer Windows-friendly audiobook files that can't be played on Apple Computer Inc.'s massively popular iPod player. Vendors such as OverDrive Inc. and OCLC (Online Computer Library Center) Inc.'s NetLibrary have licensing deals with publishers and provide digital books using Microsoft Corp.'s Windows Media Audio format, which includes copyright protections designed to help audiobooks stand apart from the often lawless world of song swapping. A patron with a valid library card visits a library Web site to borrow a title for, say, three weeks. When the audiobook is due, the patron must renew it or find it automatically "returned" in a virtual sense: The file still sits on the patron's computer, but encryption makes it unplayable beyond the borrowing period. "The patron doesn't have to do anything after the lending period," said Steve Potash, chief executive of OverDrive. "The file expires. It checks itself back into the collection. There's no parts to lose. It's never damaged. It can never be late." Potash said about 1,000 libraries have signed up for OverDrive's audiobook service since its debut late last year. NetLibrary, teaming up with Recorded Books, launched a similar service in January and counts 200 library customers. Libraries offering audiobook downloads range from large institutions in New York and Los Angeles to smaller ones for Cleveland, Ohio, Maricopa County, Ariz., North Little Rock, Ark. and Omaha, Neb. The Hawaii State Public Library System signed up earlier this month. Guilderland pays NetLibrary about $6,000 a year for more than 850 titles. Randall considers that a good deal, noting that a single audiobook can cost the library up to $80 when bought on CD. Under the NetLibrary program, Guilderland gets a set number of downloads for all titles each year, and a single title can be borrowed by multiple patrons simultaneously as long as the cap hasn't been reached. Downloads over the cap cost extra. Patrons must provide their own audio players, although they may listen on their home computers if they do not have one. Other libraries make different arrangements. OverDrive, for example, generally takes a more traditional approach. When a copy is checked out, no other patron may download it until the borrowing period ends. It's still unclear what impact such services will have on audiobook download sales from companies such as Audible Inc., although one analyst suggested it could inspire more sales as patrons buy for keeps a title they had borrowed. "It's certainly smart for the publishers to do this," said Phil Leigh, a senior analyst with Inside Digital Media. Digital downloads are a part of a natural progression for libraries, which have evolved from lending books to cassettes and videotapes to CDs and DVDs. OverDrive recently launched a video download service for libraries. Librarians say they had little interest in audiobook downloads just a few years ago, but they have since noticed what everyone else has: the ubiquity of people sporting earbuds on streets, buses and malls. Nearly 28 million portable audio players were sold last year, according to In-Stat, a technology research company. With more than 21 million sold, the iPod remains the signature portable player. But it uses the Advanced Audio Coding format with FairPlay, its own digital rights management system and one incompatible with Windows' technology. Just as the lack of a standard digital audio format has fragmented the music download market, it affects audiobooks. Users of iPods can still listen to books purchased through sources such as audible.com or Apple's own iTunes Music Store, but the library services, for now, are geared toward computers and devices that support Windows Media Audio files. OverDrive files can be burned to CDs and converted to iPod friendly formats, but NetLibrary's cannot. Marge Gammon of NetLibrary said that despite iPod's cache, the company wanted a product that could be played on a range of devices. OverDrive's Potash notes there's a growing market of portable audio players, some priced lower then $50 (Regular iPod models start at $299, though the Minis start at $199 and Shuffles at $99). Apple spokeswoman Natalie Kerris said the company has no plans to change its copy-protection formats and would not comment on the incompatibility issue. Librarians say they have heard complaints from iPod users, but there's little they can do beyond waiting for the industry to sort out its differences. One California library shunned the download services completely, largely because of iPod's popularity. Instead, Newport Beach Public Library bought 15 iPod Shuffles and loaded them up with audiobooks from iTunes to loan out.
