Respected Sir, The draft initative from the government is a nice issue.As mentioned in your mail i shall be glad to add to the contents suggested by you, are Government reports, agricultural data, NSSO reports , statistical abstracts, databases related to simple subjects like purchase of land ,scholarshipes,foreign education, etc.The website should be userfriendly. also as a librarian i shall like to add to this project the job opportunities for Library professionals staring from Library certificate course to Doctorate level. Otherwise as usual the opporunities will be diverted towards IT ptofessionals. In Maharashatra, as my experience in giving coaching to Library Certificate course ,the students are well educated and ask for the job opprtunities.As the jobs.com are asking for your attracred CVS for various other proessionals with grand packages there is are no columns for Library and information Science professionals except one or two academic librarians. CSIR and other government agencies in India funding and supporting S&T research may do well to adopt a similar policy -- all papers resulting from public funding must be made available via open access archives (or published in 100% open access journals). Early this week I attended a three-day workshop on networking for higher education and research in Africa held at CERN. It was a very fruitful meeting where stakeholders from Africa and Europe came together and discussed all related issues. Mr Ponraj from Rashtrapathi Bhavan was there and in his talk he told about how India is helping Africa in its own way. Africans are really looking forward to working closely with India and learning from our experience. I also attended a few sessions at the WSIS PrepCom-3 and several institutions and groups are interested in promoting open access to scientific literature through the WSIS process. I think the time is ripe for India to (1) go ahead and adopt open access in a big way, and (2) to provide support to Africa in going ahead with open access. Africa is looking for low cost equipment (PCs, routers, etc) and low-cost connectivity and Internet access. These are areas India is reasonably well-placed to help. And the forthcoming WSIS meet at Tunis is a great opportunity to make an announcement. We could also depute a team from IISc, Bangalore (NCSI), to conduct a series of workshops on setting up OA archives in Africa. I will be grateful if you could lead India's efforts in this area. Excerpt: Next week (October) the Wellcome Trust becomes the first scientific research funder to insist that papers emanating from its grant awards are placed in an open access repository. From the 1st October it will become a condition of funding, that papers will have to be posted on PubMed Central (PMC) the free-to access, life sciences archive developed by the National Institutes of Health and made accessible within 6 months of publication. To facilitate this, the Wellcome Trust has with the help of NIH established a manuscript submission system, through which papers accepted for publication in a peer-reviewed journal can be deposited in PMC. From the 1st October next year all existing Trust grant holders will have to deposit future papers into PubMed Central. This delay will allow existing grant holders time to adjust to the new policy and let us know what problems if any they may experience, affording us time to overcome them. During this time the Trust, working in partnership with other UK life sciences funders, plans to establish a UK version of PubMed Central UKPMC. "There will be a need to look into the content that should be digitised.Priority should be given for content relating to India, digitising legal documents such as plans and policies, history of legal access, census and statistical data, spatial data and other relevant information. OA mandated by funding agency

The Wellcome Trust OA mandate takes effect The Wellcome Trust announced last November that it would soon start requiring OA to the results of all Wellcome-funded research. The policy took effect yesterday, October 1, 2005. The Wellcome Trust is the largest private funder of medical research in the UK and the first research funding agency in the world, private or public, to mandate OA to the publications arising from its research grants. We're three policy steps ahead of where we were in April 2003, when the Wellcome Trust and other major research funding agencies met in Chevy Chase, Maryland, to discuss their interest in OA. (1) At that time, the funders decided to use what they called the carrot, not what they called the stick. Hence, in the Bethesda Statement on Open Access Publishing (issued in June 2003), they agreed to pay the processing fees charged by OA journals but not to require OA archiving. (2) Then in the summer of 2004, both the US House of Representatives and the UK House of Commons recommended mandatory OA archiving for the results of publicly-funded research. In the US, the recommended requirement was weakened to a request and became the NIH public-access policy. In the UK, the recommendation was rejected by the government but picked up by the independent RCUK, which will announce an OA mandate next month to take effect next year. (3) The third step took place yesterday. We now have a working OA mandate from a major funder of research. The Wellcome Trust policy is superior to the NIH policy in three key respects. First, it's a requirement, not a request. Second, it does not permit delays longer than six months from the date of publication. The third difference is easy to overlook but at least as important as the first two. The Wellcome policy does not require publisher consent and therefore does not accommodate publisher resistance. The Wellcome policy points out that grantees have agreed to provide OA to their Wellcome-funded research, and that "[a]n author's obligations to the Wellcome Trust will therefore, in almost all cases, pre-date any agreement with a journal." If publishers insist on copyright terms inconsistent with the prior funding agreement, then the Trust simply tells grantees to choose among three options: (a) give the journal fewer rights than it wants and retain the right to comply with the funding agreement, (b) insert a Wellcome-written paragraph into the publisher's copyright transfer agreement allowing the grantee to comply with the funding agreement, or (c) find another publisher. http://www.wellcome.ac.uk/doc_wtd018855.html This is an exemplary solution to the problem. It's not only superior to the NIH policy, which depends on publisher consent, but to the draft RCUK policy, which makes its OA mandate "subject to copyright or licensing arrangements" that might be adopted by publishers. The Wellcome Trust is a private charity, not a government agency. Hence, the "taxpayer argument" for OA doesn't apply to it. While the taxpayer argument is strong, and properly central to the NIH and RCUK policies, it has tended to steal the limelight from the other strong arguments for OA policies at funding agencies. I hope the Wellcome policy will bring these other arguments back to prominence. OA shares knowledge and accelerates research. It benefits everyone who does research and everyone who depends on research. Funders of research have the same interest in realizing these benefits whether they are using public or private money. If research is useful enough to fund, then it's useful enough to share. Excerpt: The newly inaugurated digital library in Sri Venkateswara University has some unique features, which makes it unique from any other university library. The home page of SV University Library has two services - HDD and OAIster listed under a heading - Harvesters. HDD stands for Harvester of Digital Documents and it is a computer programme, which retrieves Meta Data (bibliographic information) from various digital repositories (databases) of a particular subject worldwide. According to A R D Prasad of Indian Statistical Institute in Bangalore, who developed the Harvester for SVU Digital Library, every university and research institute maintains a digital database of dissertations, research papers, thesis, scientific papers and journals of a particular subject, which are not [yet] retrieved by ordinary search engines like Google. ------

Friends, Government of India had initiated a National Digital Lirbary project in 2002. A draft paper was sent to nearly 80 organisations in the country for their comments this summer. The DIT is now analysing their views and will incorporate them in the revised paper. Over the next six months, DIT will conduct brainstorming session on the revised draft paper and come out with a concept paper... For more information, you may like to read the TOI article. It is rather strange on the part of UGC that while they ask for same qualification for Assistant Librarians and teachers in LIS, we can find discrepencies with regard to promotional avenues. 'The librarians job is very much an academic job and nothing below that', this should have been realised by academicians in all subjects. I think, our senior professionals have miserably failed to convey this message for which this sort of anamolies still exist. In professional courses, the knowledge and skill of practitioners is no less, if not more, than the teachers.There should be uniform yardstick for recruitment to these posts across the country and also once for all this problem should be sorted out. Why can't UGC make it mandatory for Assistant Librarians to do some academic work in addition to regular administrative duties and link the same with Career Advancement Scheme? It may also think of some other means which will encourage research activities among professionals like Assistant Librarians, Documentation Officers etc. I think the time has come to give a serious thought to this perennial problem and sort it out once for all. I also appeal to all the concerned senior professionals to initiate dialogue with UGC and settle the issue and see that the CAS and other benefits applicable to teachers should also be there for Assistant Librarians and other professionals in same cadre. Dear friends, Very intresting news from HarperCollins, one of the world's largest publishers, that it will offer free chapter summaries direct to consumer's handsets in Australia started me thinking about the viability of the mobile handset as an e-book platform. The technology, of course, already exists - storing and reading large volumes of text is possible on most of today's mid-range and high-end handsets. The real question is whether the more fundamental aspects of reading text in the mobile environment are conducive to a good user experience.
