Re: [LIS-Forum] Why INTERNET
by Sukhdev Singh 17 Nov '05

17 Nov '05

I am happy that you put the question this way and not "Why do we needLibraries, when there is Internet? But I expect most of Administratorsand policy makers will be asking this question in next four or fiveyears to come. Humans Species got differentiated from other animals when they firstmade a tool from stone - stone axe. This was the first technology thathuman species used. One species was able to adapt to changingenvironment with the better use of technologies. This species survivedin the form present day Humans. Others could not adapt to changingneeds and technologies and hence became extinct. Humans are today! - Because they could communicate their experiencesand record them on some media. Humans could utilize such recordedexperiences (knowledge) to further co-relate with their ownexperiences and experiments. This process accumulates the knowledge ofthe mankind. One set of professionals – librarians – came forward toorganize such recorded knowledge and serve the mankind so tofacilitate its communication and preservation for future generationsof mankind. Printing Press came as a revolution in human civilization. It changedthe way recorded knowledge was produced and communicated. Librariansmodified their technologies to cope with this knowledge. ModernClassification / Cataloging Schemes were invented to cope up with thisenormous recorded knowledge. INTERNET is another revolution in human civilization. It is changingthe way the knowledge is being produced. WIKIs, Discussion E-Groups,Blogs are just the examples how community based knowledge is beinggenerated. Recorded Knowledge now exits in "Online Only" form as well."Online Only" journals are just one example how Internet is changingthe way in which knowledge is produced. Can libraries afford to ignoresuch knowledge, if not, then how can they Ignore INTERNET? It is afundamental question – let us not go into how Internet can helplibraries these days. Let us keep reminding ourselves, ONLY THOSE WHO ADOPT – SURVIVE others PARISH. --Sukhdev Singh, NIC.http://openmed.nic.in > Date: 12 Nov 2005 18:28:30 -0000> From: "Mukut Sarmah" <sarmah_mukut(a)rediffmail.com>> Subject: [LIS-Forum] Why INTERNET> To: lis-forum(a)ncsi.iisc.ernet.in> Message-ID: <20051112182830.23308.qmail(a)webmail53.rediffmail.com>> Content-Type: text/plain; charset="iso-8859-1">> Hi everybody> Could you possibly tell me why INTERNET is so important for the Library and Information professionals?>> Mukut Sarmah, Librarian> Pandu College, Assam

[Fwd: [bytesforall_readers] Open access: the facts...]
by Subbiah Arunachalam 17 Nov '05

17 Nov '05

>From WSIS, Tunis http://www.wsis-si.org/oa-facts.html OPEN ACCESS : THE FACTS SUMMARY * Scientific authors do not receive any financial compensation for their papers. They donate their works to Journals * Reviewers in Scientific Journals are not paid either. * Most scientific journals are currently very expensive, and prices continue to rise. * Only the wealthiest Universities can currently afford those subscription prices. * The paradox : the intent of scientists is that anybody should be able freely read their papers, and yet most of the world cannot access their papers. * Alternatives are being proposed by the scientists themselves : Open Access Journals and Open Archives. * The transition from current subscription-based journals to Open Access Journals and Open Archives would actually save money in advanced countries, and would let the whole world access scientific knowledge for free. This is a win/win situation. * Support to Open Access and Open Archives would be a tremendous and practical achievement of the WSIS, generating savings in advanced countries, and allowing transition countries to access scientific knowledge crucial for a sustainable development.

What is "Web 2.0"
by Sukhdev Singh 16 Nov '05

16 Nov '05

"The term "Web 2.0" refers to a transition of the perception of numerous aspects of the World Wide Web, including its architecture and its applications. However, a consensus upon its exact meaning has not yet been reached. Currently, the phrase refers to one or more of the below : * a transition of websites from isolated information silos to sources of content and functionality, thus becoming a computing platform serving web applications to end users * a social phenomenon referring to an approach to creating and distributing Web content itself, characterised by open communication, decentralization of authority, freedom to share and re-use, and "the market as a conversation" * a shift in economic value of the web, potentially equalling that of the dot com boom of the late 1990s Many recently developed concepts and technologies are seen as contributing to Web 2.0, including weblogs, wikis, podcasts, web feeds and other forms of many to many publishing; social software, web APIs, web standards, web services, AJAX, and others. As such, the term is often conflated with the ongoing maturation of the Web's architecture, rather than a separate event in and of itself." Re: [LIS-Forum] International Survey Shows ...Established Publishing System
by Sukhdev Singh 16 Nov '05

16 Nov '05

The findings can not be taken at its face value as the study has been funded by "Established Publishers" who unfortunately takes "Open Access" as a challenge to their very profitable bussiness. Open Access Publishing model as adopted by BioMed Centre and PLoS, obiously does not find favour with authors. It requires authors to pay for publication of articles. But despite all this, Why are they able find authors with high quality articles to publish in their journals? The reason is simple, the authors want to have maximum impact of their research. No wonder, journals published by BioMed Centre and PLoS has high Impact Factors some ranging between 4 - 6. Funding agencies, especially in developing countries, are right in mandating Open Access to research results. RESEARCH DONE OUT OF PUBLIC MONEY MUST BE PUBLIC. I wonder, if they had done a Survey on how Scientist would like to access articles - Free or By Paying" Awareness to Open Access is growing. Yes, more efforts would be required to make scientists aware of it. Here is the Opportunity for Librarians to grab to conduct awareness programmes about Open Access and take leadership positions in developing Institutional Archives and Supporting Open Access. --Sukhdev Singh, NIC. http://indmed.nic.in > Date: Tue, 15 Nov 2005 14:43:42 +0530 > From: Rupak Chakravarty <rupak2811(a)gmail.com> > Subject: [LIS-Forum] Latest Independent International Survey Shows > Strong Support Among Senior Research Authors for Many Aspects of the > Established Publishing System > To: LIS-Forum(a)ncsi.iisc.ernet.in > Message-ID: > <b9cfd48e0511150113n169b918cm2b65cb9fc8f93f68(a)mail.gmail.com> > Content-Type: text/plain; charset="iso-8859-1" > > Dear All, > A comprehensive new global survey of 5,513 senior researchers who publish > in scholarly journals shows strong support for many aspects of the current > publishing model. Dear All, I too strongly opine that the job of information retrieval could be best performed by LIS Professionals and given an opportunity, they may provide a new dimension to the hitherto neglected government services. There's also a possibility of adopting new techniques and methodologies of library and information science in providing timely and adequate information to the public. I hope there will be some more debate on this. Regards, RUPESH KUMAR.A. DEPARTMENT OF LIBRARY & INFORMATION SCIENCE BANGALORE UNIVERSITY --------------------------------- Yahoo! Friends: Look up SciDevNet for an article on OA and the developing world. Please spread the word. Arun ----- Original Message ----- From: Jemima Tonks To: AMERICAN-SCIENTIST-OPEN-ACCESS-FORUM(a)LISTSERVER.SIGMAXI.ORG Sent: Monday, November 14, 2005 3:57 PM Subject: SciDev.Net publishes key paper on Open Access Archiving Dear colleague, Open Access Archiving: the fast track to building research capacity in developing countries www.scidev.net/ms/openaccess Increasing access to the global library of research findings will be central to strengthening the science base in developing countries. Currently, this is made difficult by the high costs of journal subscriptions. With the advent of Open Access archiving the outlook for building science capacity in developing countries has improved significantly. In a peer-reviewed paper published today by SciDev.Net, three of the world's leading open access experts, Leslie Chan, Barbara Kirsop and Subbiah Arunachalam, summarise the current state of play. In particular, they focus on the establishment of interoperable open access archives and their potential for true global knowledge exchange. The paper is freely available on the SciDev.Net website as well as in downloadable pdf, MS Word and text files. www.scidev.net/ms/openaccess The authors outline reasons why they consider that Open Access Archives (OAAs) offer the greatest and most immediate impact on science and development. It outlines the current status of science and technology in developing countries before reporting current progress in both developed and developing regions. Finally it recommends what needs to be done to achieve free access to all publicly-funded research publications. We have to find out solution for all our several kind of problems, we should have to discuss in-group means through association (strength). As we know now a day especially in academic field, how they are treating to librarians, what are all their restrictions and pressure on library professionals in academic institution. Why they should treat us like that? Even if we have P.G, M.phil, Ph.D. and other technical qualification. And one more thing is recent recruitment of P U College librarian, which has finished few days earlier. They have allowed only for B.Lib candidates. But if we see the P U College environment, they are recruiting only M.A, M Sc., M Com etc P G Holder for Lecturer Post but why they have to consider B.Lib for Librarian post. They should take the MLISc candidates for P U College Librarian Post and what is the pay scale variation between librarians and Lecturers. Why they are making like that? Shouldnt we have rights to ask to have the equal position and other convents. For what purpose all those things happening like this? Is it democratic country? If its that, they must provide. Peter F. Drucker, 1909-2005

Peter F. Drucker We wanted to note the passing -- and celebrate the life -- of Peter Drucker, who died Friday, 11Nov.'05, at the ripe old age of 95. To call him a "management guru", his common appellation, falls far short of describing his wonderful career and the enormous impact he had on global business. The author of some three dozen books, he believed in streamlined management and the empowerment of workers, trends that have been embraced by business large and small around the globe. Anyone who has ever been to a business school or held any kind of reasonably senior management job will know the name Peter Drucker. The Austrian-born journalist and intellectual taught, wrote and advised companies on management techniques for seven decades, completing his 35th book at age 94. Drucker was renowned for his clear thinking and analysis, rather than any single theory or research. His writings are landmarks for the managerial profession. link: http://www.pfdf.org/leaderbooks/drucker/bio.html ++ Mukesh ++ - - Mukesh Anand Director - Marketing Monitor Information Services # 203, Moghal Marc Ratan Complex Narayanguda, Opp. Deepak Theatre, Hyderabad - 500 029, India Telephone: 040-55787065 Fax: +91-40-27552390 http://www.monitorinfo.com Importers n Distributors of Technical Publications Peter F.
