Costly journals and developing countries

Friends: According to the University of Pennsylvania's Van Pelt Library "An annual subscription to the chemistry journal Tetrahedron, published by Elsevier, costs the library $31,600." I wish to ask all organic chemists, especially those working in India, China, Brazil, South Africa, and other developing countries, is the journal worth that price? It would be interesting to see how many Indian researchers ACTUALLY read articles published in Tetrahedron and quote them in their own papers. While journals of the quality of PNASc are available absolutely free on the web, it is rather difficult to accept that developing country libraries should subscribe to such outrageoulsy expensive journals. Tetrahedron was originally owned by Pergamon Press (Robert Maxwell) and later acquired by the Elsevier group. India has several consortia subscriptions to Elsevier's Science Direct aggregation of journals. But very few librarians have invested the time and little effort required to set up their own institutional open access archives, despite the excellent model provided by the Indian Institute of Science. Indian authors publishing in such expensive journals are unwittingly doing a great disservice to progress of science in India. As they are so expensive, many institutions would not subscribe to these journals and therefore most Indian researchers will not have easy access to the papers published in them. Thus results of reserch supported by Indian taxpayers' money is NOT AVAILABLE to other Indian researchers. Excerpt: Students combing the stacks at Van Pelt Library may notice they have a little extra breathing room. The library has cut 2,255 journal subscriptions from its 2004-05 holdings, as journal prices have increased faster than the library's budget. But the size of the materials budget -- $13.1 million allotted for books, journals, magazines, periodicals, films and electronic resources -- is not to blame, library officials said. Rather, officials blame big publishing companies, which they say have raised prices as the companies have bought up academic journals over the last two decades. In 1993, journals accounted for 64 percent of the materials budget. This number has increased to almost 70 percent in the 2005 materials budget. Publishing giant Reed Elsevier claims 18 percent of the market in science, technology and medical journals. An annual subscription to the chemistry journal Tetrahedron, published by Elsevier, costs the library $31,600. The Brown University library system has also criticized price increases. However, it has not had to cancel subscriptions since the early 1990s, as its materials budget has kept pace with journals' price increases. The 2005 Brown materials budget stands at $5 million, of which 66 percent is devoted to journals. As research libraries across the nation decry price increases, Penn's library system is calling for reform through its Winning Independence Web site. Linked to the library system's Web site this September, the site encourages professors to be active on journals' editorial boards and to push for fair pricing policies. At the heart of the uproar over pricing is frustration -- on the part of the library and some professors -- with publishers' restrictive copy agreements. Many journal publishers require faculty members to sign over their copyright as a condition for publication. This prevents professors from submitting published journal articles to online archives such as Penn's [OA repository] Scholarly Commons, which is one way the library can increase its holdings in the face of a limited budget.

Arun More on Sun's GELC Sharing Teaching Tools Online, Wired Campus Blog, October 20, 2005. Scott McNealy, the CEO of Sun Microsystems, has long promoted the use of open-source software, in which volunteers work collaboratively online to build and improve computer code. Now he hopes to bring the same basic concept to the development of online teaching materials. In a keynote speech on Wednesday at the Educause annual meeting in Orlando, Mr. McNealy announced the creation of a nonprofit organization called the Global Education and Learning Community, which will provide a framework for educators to work together to develop and distribute educational resources online. For now the project is focusing on K-12 education, but in an interview after his speech, Mr. McNealy said that he hopes to extend the system to higher education eventually. "It's optional. No parent, teacher, or student has to use GELC content, but it's there," he added. "It's just a broader and deeper and richer platform on which to build your curriculum, and at zero cost."

The collection currently comprises 20 books (23 volumes) including the majority of those published in the first half of the 19th century. The books are keyword searchable, individually or as a collection, with keyword-in-context displays of hit terms at three different levels of inclusiveness. Searches can be limited to words and phrases in picture captions and chapter summaries, if desired. All the illustrations are available at original size and double size for viewing detail. There are links to images of original pages. This collection is available primarily because of the enthusiasm and dedication of John Laurie, Subject Librarian for Anthropology, Applied Language Studies and Linguistics in the General Library, Te Tumu Herenga, the University of Auckland Library. The "Early New Zealand Books " collection is freely available on the Web. We believe that the collection will be of immense benefit to researchers of the period and the general public. Many of the books have been out-of-print and difficult to access in closed collections and keyword searchability will facilitate a whole range of new studies. It is hoped to expand the collection over the next few years to cover more significant nineteenth century books. Forty targeted books are listed on the website. In the same context, let me inform members that Google also has a facility to Personalise its Home Page. For that you need to have some google account say GMAIL Account. This has drawn the strength from the Open Access movement (http://www.soros.org/openaccess/) This three-day Workshop envisages blending theory & practice training programme of First Level to acquaint all those engaged in learning the strategies, seeking support towards building Institutional Repositories. The beneficiaries of this programme are those Librarians, LIS Teachers, Information, Computer and Software Professionals who have the interests, initiatives and the need to set up such repositories in their organizations. The three-day workshop shall cover Open Access concepts, Scholarly Institutional Repositories, DSpace, and Metadata Standards. The prime focus areas are: - Institutional Repositories: Open Access Archives, OAI, OAI-PMH - working principle, and cases. - DSpace: Overview, Installations ( Java 2 SDK, Apache, Jakarta Tomcat, mod_jk, Apache Ant, PostgreSQL, DSpace), Administration, and Customization. - Metadata Standards: Concepts, Dublin Core, METS and MODS. - Hands-on Sessions The workshop will be conducted in a training laboratory equipped with desktop PCs with MS Windows Operating System. Each participant will be provided with a PC supplemented with LCD projected Demos, Lectures, Discussions, Case studies and Hands -on Sessions. Each participant shall be provided with a CD-ROM comprising of repository software DSpace, presentations, related and required above mentioned software packages and other resources relevant to Institutional Repositories, Metadata, and OAI. At the end of the workshop, each of he participants is expected to be well-versed and confident of installation of the necessary software packages to set up and develop institutional repositories. Documentation Research and Training Centre Indian Statistical Institute Conference on ICT for facilitating Digital Learning Environments 11th - 13th January 2006 Organized by Documentation Research and Training Centre (DRTC) Indian Statistical Institute (ISI) Bangalore - 560059 Digital resources and technology facilitate provision of packaged and online services. The library and information profession has indeed shown much interest in the digital environment. However, due to some of the unique features of digital resources in networked and distributed mode, there is a need for orientation and training to enable harnessing the full potential of digital resources and services. The Digital Learning Environment (DLE) encompasses an interesting range of activities from making available online learning and teaching resources to services related to digital instruction, curriculum design, simulated classroom activities, monitoring, examination and quizzing. Learning is a life long endeavor with different age groups and aptitudes and Information and Communication Technologies (ICT) can be adequately deployed to facilitate the learning interest irrespective of social and physical constraints. Documentation Research and Training Centre (DRTC), Indian Statistical Institute (ISI) proposes to hold this conference on ICT for facilitating Digital Learning Environment with an objective to elucidate the latest techniques and methods in creating a Digital Learning Environment for information professionals.
