Dear All, Especially Infolibrarian Lovers...... It is very bad that someone hacked our life line, the Infolibrarian site but still it is accessible if you go directly to http://www.infolibrarian.com/index.htm or any other links like http://www.infolibrarian.com/jobs.htm and click the home Icon to go to the main page. The hacher is too clever to communicate through Infolibrarian.com as he seems to be aware of the power and importance of librarians. Happy Browsing. The need for OA emphasised
by Subbiah Arunachalam 08 Dec '05

Friends: Please look up http://chnm.gmu.edu/resources/essays/essay.php?id=2 for an article by Prof. Roy Rosenzweig of George mason University. Friends in C3Net, my postings on OA may look a bit far from our day-to-day work and interests, but OA is very important for developing countries. And we need to play a role in OA advocacy, as we at MSSRF point out often the knowledge centres in our villages facilitate two-way communication between experts and scientists on the one hand and farmers and the rural poor on the other. Knowledge flows both ways. The rural poor have indigenous knowledge. Besides, the scientists in the labs should be sensitised to the real needs of the poor so they can reorient their research to be relevant to the needs of the poor. And scientists themselves should keep abreast of developments worldwide and that is where OA becomes tremendously important. A new Firefox browser for scholars on the anvil
by Subbiah Arunachalam 08 Dec '05

08 Dec '05

>From Peter Suber's blog: More on Firefox Scholar Jeffrey Young, Browser-Based Software Will Help Scholars Organize Information Found Online, Researchers Say, Chronicle of Higher Education, December 6, 2005 (accessible only to subscribers). Excerpt: The Web browser has become an essential tool for many academics, a versatile window into books, journal articles, blogs, and other research materials. Why not create a customized browser with professors' needs in mind? That is the logic behind Firefox Scholar, a software package under development by researchers at George Mason University that will help users organize and cite materials they have found online. The open-source software, which developers plan to release free sometime next year, will plug into the popular Firefox browser, which is also open source. "A good way of thinking about it is incredibly smart bookmarking," says Daniel J. Cohen, an assistant professor of history at George Mason who is working on the project. "You're not just bookmarking the page, but you're automatically [capturing] author, title, all that info that scholars want to save."...For the browser-based software to work fully, however, digital archives must format their books and articles in a way that lets it sort out where elements like title, author, and other bibliographic information reside. Some digital collections already do that, and others could make minor adjustments to comply, says Mr. Cohen. Roy Rosenzweig, a professor of history and new media at the university, says the new browser would also allow researchers to automatically save a copy of an online article or Web page and make annotations on those saved pages. That's better than a shoebox full of notecards and photocopied articles, says Mr. Rosenzweig....A beta version of the software is expected by summer or later next year through the center's Web site.

Identify quotation on librarianship?
by MichaelMay.10726764＠bloglines.com 07 Dec '05

07 Dec '05

Dear colleagues, A U.S. researcher is trying to identify the following quotation on librarianship: "In my writings, which largely deal with my profession, I have tried to broaden the scholarly dimensions of librarianship and to show the contributions that science can make to the field without losing its humanistic basis." I suspect this might be S.R. Ranganathan, but I cannot confirm. Is anyone familiar with this quote? Thank you very much. Michael May Dubuque, Iowa, US

OCLC Survey Report - Perceptions of Libraries and Information Resources
by Sukhdev Singh 07 Dec '05

07 Dec '05

OCLC has come up with a 290 pages report on findings and responses from an online survey. "Perceptions of Libraries and Information Resources (2005)" http://www.oclc.org/reports/2005perceptions.htm Contents of the Report are: * Introduction http://www.oclc.org/reports/pdfs/Percept_intro.pdf * Part 1: Libraries and Information Sources--Use, Familiarity and Favorability http://www.oclc.org/reports/pdfs/Percept_pt1.pdf * Part 2: Using the Library--In Person and Online http://www.oclc.org/reports/pdfs/Percept_pt2.pdf * Part 3: The Library Brand http://www.oclc.org/reports/pdfs/Percept_pt3.pdf * Part 4: Respondents' Advice to Libraries http://www.oclc.org/reports/pdfs/Percept_pt4.pdf * Part 5: Libraries--A "Universal" Brand? http://www.oclc.org/reports/pdfs/Percept_pt5.pdf * Conclusion http://www.oclc.org/reports/pdfs/percept_concl.pdf * Appendix A: Supporting Data Tables http://www.oclc.org/reports/pdfs/percept_appa.pdf * Appendix B: Sample Verbatim Comments http://www.oclc.org/reports/pdfs/percept_appb.pdf * About OCLC http://www.oclc.org/reports/pdfs/percept_about.pdf The findings indicate that information consumers view libraries as places to borrow print books, but they are unaware of the rich electronic content they can access through libraries. Even though information consumers make limited use of these resources, they continue to trust libraries as reliable sources of information. I hope, this report would be useful for librarians in better planning their services and activities. --Sukhdev Singh, NIC. http://openmed.nic.in

Royal Society Fellows supporting OA
by Subbiah Arunachalam 07 Dec '05

07 Dec '05

Friends: Here is a letter sent by many Fellows of the Royal Society who support open access to Lord Martin Rees, President of the Royal Society. More Fellows (FRS) are expected to sign. Arun [Subbiah Arunachalam] -------------------------------- Lord Martin Rees President Royal Society 6-9 Carlton Terrace London SW1Y 5AG 7th December 2005 Dear Lord Rees As Fellows of the Royal Society, we would like to express our disappointment with the Society's recent position statement1 on open access to published research. The society's statement, which takes a largely negative stance on open access, appears to be aimed at delaying implementation of the Research Councils UK's proposed policy2 on access to research outputs. As working scientists who support open access to published research, we believe that the Society should support RCUK's proposal, rather than oppose it. The proposed RCUK policy will ensure that the results of research funded by the Research Councils are made freely and rapidly available, maximizing their utility not only to the scholarly community in the United Kingdom and around the world, but also to practitioners (including doctors and nurses) and to the British public whose taxes largely support the research. The RCUK policy has strong backing from librarians and academics, and has received official support3 from Universities UK, the organization that represents UK university vice-chancellors and principals. In seeking to delay or even to block the proposed RCUK policy, the Royal Society appears to be putting the concerns of existing publishers (including the Society itself) ahead of the needs of science. The position statement ignores considerable evidence demonstrating the viability of open access, instead warning ominously of 'disastrous' consequences for science publishing. We believe that these concerns are mistaken. The move towards open access to research literature builds on the tradition of making research data openly available, a standard that is well established within the scientific community. For example, free availability of genetic data, such as the genome sequences of humans, mice, pathogens and plants, has greatly accelerated the pace of research in both academic and commercial settings In adopting a pro-open access policy, RCUK will be joining an increasing number of funding agencies striving for open access to research results. In the UK, the Wellcome Trust has already taken a lead by requiring that articles be placed in an openly accessible archive. In the US, funders such as the Howard Hughes Medical Institute and the National Institutes of Health have adopted policies to increase access to research. And across Europe and the rest of the world funding agencies are recognizing that public access to the fruits of the research they fund will ensure that this work is effective in fostering the global sharing of knowledge and the creativity that is essential to scientific endeavour. As Fellows, we urge the Royal Society not to delay the proposed RCUK policy, but to support it so as to foster professional and public access to research information, and to enable British research to achieve its maximum potential. More Fellows (FRS) are expected to sign. Arun [Subbiah Arunachalam] -------------------------------- Lord Martin Rees President Royal Society 6-9 Carlton Terrace London SW1Y 5AG 7 th December 2005 Dear Lord Rees As Fellows of the Royal Society, we would like to express our disappointment with the Society's http://www.royalsoc.ac.uk/page.asp?id=3882 recent position statement 1 on open access to published research. The society's statement, which takes a largely negative stance on open access, appears to be aimed at delaying implementation of the Research Councils UK's http://www.rcuk.ac.uk/access/statement.pdf proposed policy 2 on access to research outputs. The RCUK policy has strong backing from librarians and academics, and has received http://www.universitiesuk.ac.uk/mediareleases/show.asp?MR=431 official support 3 from Universities UK, the organization that represents UK university vice-chancellors and principals. OA and the Royal Society

Friends: Here is a thoughtful letter from Dr Barbara Kirsop of the Electronic Publishing Trust. Very well written and what she says makes sense. All of us should write to both the Royal Society and SciDevNet about the great need to adopt open access self-archiving. Best wishes. Arun [Subbiah Arunachalam] --------------------------------- http://www.scidev.net/editorletters/index.cfm?fuseaction=readeditorletter&i… Royal Society must embrace open archiving Author: Barbara Kirsop Affiliation: Electronic Publishing Trust for Development http://www.epublishingtrust.org Date: 25 November 2005 I am appalled at the recent statement made by the Royal Society regarding access to research publications (see Open access deemed 'dangerous' by Royal Society). Apart from misunderstanding the proposals made by the UK research councils, the Royal Society's statement indicates a total lack of understanding of the world's research needs. "A young post-doctoral researcher in mathematics at an Ethiopian university has different needs and different means compared with an established senior research fellow in pharmacology [at] a UK company's laboratory." Just what are these "different needs"? Researchers everywhere need access to the world's research information - those that are less privileged need it most. The advent of open access archiving policies, now widely accepted by visionary academics, solves the problem and greatly strengthens the international scientific community and its ability to solve global problems (think only of bird flu, HIV/AIDS, environmental disasters, climate change). Institutional repositories require the continuance of journals so that author's versions of published, refereed articles can be archived electronically. Indeed, 93 per cent of the 9,000 journals surveyed by the Joint Information Systems Committee (http://www.jisc.ac.uk/) have accepted this, including enlightened science and technology publishers such as Elsevier (see http://romeo.eprints.org/publishers.html) The aim of such repositories is not the demise of journals, but quite the contrary. It is shameful that one of the most senior scientific bodies misinterprets the present open access situation and dismisses the needs of poorer nations. Thankfully, this is not the case with organisations such as UNESCO, the International Council for Science (ICSU) and its Committee on Data for Science and Technology (CODATA), the International Federation of Library Associations, France's National Scientific Research Centre (CNRS) and the French national institutes for health and medical research (INSERM), agricultural research (INRA) and computer science (INRIA), as well as all universities in the Netherlands and Scotland, and many in Australia, Canada, the United Kingdom and United States. All of these support the concept of institutional repositories for publicly-funded published research. The Royal Society should join with the international scientific community in embracing new technology, which has such huge potential for science and the economies of poorer countries. Bibliotheca Alexandrina http://www.bibalex.org/English/index.aspx The ancient library at Alexandria was rightfully one of the Seven Wonders of the Ancient World and its spirit and commitment to the pursuit of learning is embodied in the modern Bibliotheca Alexandrina in Egypt. As their mission statement notes, the library is to be "a center for dialogue between peoples and civilizations". This is no easy feat, and the web-browsing public can learn about their laudable efforts on this website. Visitors may first want to learn about the remarkable structure that houses the library, along with a variety of facts about this building's construction. While visitors who may be planning a visit to Egypt may wish to learn about tours of the building and the ways in which they may utilize their research collections, others may want to peruse the "Initiatives" area. Here they will find links to some of their digital projects, which include "Eternal Egypt", which offers an extremely media-rich site that allows visitors to explore over 5000 years of Egyptian civilization through timelines, objects, and interactive maps.
