Please read on. Arun A major study is underway now to develop a pilot service to collect, analyse and feed back usage statistics for interoperable repositories worldwide. The project is funded by JISC in the UK, and is led by Dr Les Carr at Southampton University, in partnership with the University of Tasmania, Long Island University and Key Perspectives Ltd. The project outline is as follows: download data are being logged by every repository as a by-product of the Web requests they receive. These raw data are being turned into useful download statistics for individual papers and users by a few institutional repositories (e.g. University of Tasmania, Southampton University), thematic repositories (e.g. RePEc) and OAI services (e.g. Citebase). However, there is no consensus over what data need to be collected, what filtering mechanisms are appropriate, and what analyses are useful for academics in various disciplines. To create effective research statistics services, an interoperable usage statistics service will be created for all OAI-PMH-compliant repositories. This project will investigate the requirements for UK and international stakeholders and build generic collection and distribution software for all IRs. The approach will be demonstrated by a pilot statistics analysis service modelled as an OAI service provider. Working with partners experienced in analysis of usage statistics for electronic documents, and an international consultative committee of key OAI archive and service managers, the principal deliverables will be: - An API for gathering download data implemented for common IR platforms - A set of agreed standards defining the basis for measuring and reporting usage of materials deposited in IRs and aggregated with data from other sources where such materials can be found. The research to establish user requirements for the new service is just approaching completion. It has consisted of a series of focus groups and individual interviews with researchers and repository managers around the world and will provide the basic spec upon which the software is developed. Before this phase is finally wound up, I would be interested in hearing from any researchers, repository managers, gateway managers or service providers who have views on what kind of usage statistics would be useful to them or their constituency. Subject: Comparison of EPrints, DSpace and Fedora I am doing a comparison of functionality and adopter experiences for the two most widely used institutional archive-creating software packages for repositories: EPrints and DSpace, and also Fedora (a minor player globally but possibly important in Australia). I am seeking your help in collecting information. Information about other packages would also be welcome. (1) If you have used or compared any of this software, could you please take the time to let me know what you consider the respective advantages/disadvantages of each to be, and for what purposes? I am also interested in features that you think are equivalent or readily achieved in each. (2) The two major software packages explain their orientation as follows: EPrints puts a particular emphasis on OA content (preprints and postprints of institutional research output, plus theses), DSpace on digital curation in general. Fedora describes itself as repository storage layer software requiring custom front-ends for any purpose. If you have any specific comments on these overall orientations and whether they are appropriate, they would be very helpful too. (3) While all these packages are free and open source, I would also be interested in any cost estimates in implementing the one you chose, how many hours or dollars you spent on setup, how much maintenance you have to expend, and how reliable the software is (crashes, downtime, etc). Would you recommend it to someone else? I will post a summary of the results (and maybe an interim report) on AmSci OA Forum, and may get back to you if I reed a bit more detail. OA at WSIS, Tunis

Dear Leslie and friends: Some of us should write a joint report on "the status of OA after WSIS". WSIS and side events had many sessions related to OA. We had the 4S sessions at Corinthia Khamsa. The CODATA and UNESCO teams had sessions at the main WSIS venue. The WSIS-SI working group had a session. SIST, INASP, UNESCO and others had stalls in the exhibition and many books and reports were distributed. IDRC has announced a one-million dollar (Canadian) grant for improving fibre connectivity in East Africa. I am requesting Rich Fuchs and Steve Song to give us details. A consolidated report of the progress the OA movement had made at Tunis would be very useful. What do you think? Regards. Arun

Open access gains support

Succinct intro to OA, esp. OA archiving Stevan Harnad and the Southampton Eprints team have launched an open access page, explaining the basics and linking to key resources. Excerpt: Putting Open Access into Practice: Researchers, their institutions and their funders need to be informed of the benefits of providing Open Access and instructed on how quickly and simply it is done. Institutional Open Access Repositories need to be created (and registered, so as to be seen and emulated by other institutions). Most important, an OA self-archiving policy for systematically filling these repositories with their target content needs to be adopted and implemented (and registered, so as to be seen and emulated by other institutions). An Institutional Repository is the best way to provide OA to research output. Software such as EPrints provides a web-based OAI-compliant IR for free. --- More on the Global Information Commons for Science David Dickson, Global project seeks to promote access to science, SciDev.Net, November 17, 2005. A leading international scientific organisation has launched a global initiative to develop ways of increasing access to knowledge produced by publicly funded research. The Global Information Commons for Science Initiative seeks to remove restrictions to accessing information that technological advances and new ways of protecting intellectual property have created. The International Council for Science's (ICSU) Committee on Data for Science and Technology (CODATA) launched the initiative on 14 November in Tunis, Tunisia....According to CODATA, their approach seeks a "collaborative, consensual solution" to the conflict between the advantages of protecting commercial scientific data, and the economic and social costs such protection imposes on scientific enterprise. It has three specific goals. Firstly, to make people more aware of the benefits that easy access and use of scientific information will bring to society. Second, to promote the wide adoption of effective ways of increasing the availability and use of publicly funded research findings. And finally, to encourage and coordinate members of the global scientific community who are already trying to achieve the first two objectives, "particularly in developing countries"....Among the most prominent supporters of the new initiative is John Sulston, winner of the 2002 Nobel Prize for physiology and medicine, and a key leader of the international human genome sequencing project. Addressing the Paris meeting, Sulston said that some people are trying hard to confine knowledge, and that new barriers to communication are forming at the very time that common access to information is most needed. "This culture impedes research and innovation, throttles ethical decision-making, widens the gap between rich and poor, and contributes to global insecurity," said Sulston.

UNESCO Welcomes Cultural Diversity Endorsement, ArtDaily, November 19, 2005. An unsigned news story. Excerpt: The Director-General of UNESCO, Koïchiro Matsuura, today welcomed the endorsement by 176 States attending the World Summit on the Information Society (Tunis, November 16-18) of UNESCOs vision of knowledge societies. This vision is based on the four principles of freedom of expression, quality education for all, universal access to information and knowledge and respect for cultural and linguistic diversity. These principles are included in the Tunis Commitment and the Tunis Agenda for the Information Society adopted at WSIS today. The Tunis Commitment (paragraph 4) recognizes that freedom of expression and the free flow of information, ideas and knowledge are essential for the information society and development. In paragraph 9, the Commitment recognizes the capital importance of access to information, respect for cultural and linguistic diversity and for the role of the media to ensure that everyone can benefit from the opportunities that ICTs can offer....The Tunis Agenda recommends that UNESCO continue playing a leading role in implementing the Plan of Action adopted during the first phase of the Summit, in Geneva in December 2003. The Agenda invites UNESCOs contribution in the following eight areas: access to information and knowledge; capacity building; e-learning; e-science; cultural and linguistic diversity and open content; media; ethical dimensions of the information society; international and regional cooperation. Speaking at the Plenary session of WSIS, the Director-General of UNESCO pleaded in favour of equitable and inclusive knowledge societies [that] harness the potential of knowledge and put it at the service of sustainable development.

Yes the report "Leap of faith: using the Internet despite the dangers" as argued by me in my earlier post on it - [Last Month - LIS-FORUM - http://ncsi.iisc.ernet.in/pipermail/lis-forum/2005-October/002963.html ] talks about more and more people using Internet despite some distrust. However, now I am arguing that INTERNET is must for LIS Professionals because some Recorded Knowledge now exists as "Online Only". How can this portion of knowledge be ignored? Tempere archive - universal; what about OpenMED?

Peter Suber has recently said that the Tempere University archive is the first to provide archiving facility to others (outside the university). OpenMED in India does that too, but only for biomedical research. Arun --- Universal repository at U of Tampere The OA repository at the University of Tampere in Finland is open to deposits by scholars anywhere. The repository instruction page puts it this way: "You can also offer your scientific material for publication on the internet to the University of Tampere, whether you belong to the personnel of the University or not." (Thanks to Kimmo Kuusela.) (PS: This is an excellent idea. It makes the Tampere repository the first universal repository --or the first that I know of. The current draft of the RCUK OA policy mandates the deposit of all RCUK-funded research in an OA repository, but makes an exception for grantees who don't have deposit rights at any OA repository. The Tampere repository should plug this loophole even if the universal repository I'm building with the Internet Archive is not ready in time.)

OA is becoming popular with the LIS community

More people are using OA repositories in LIS Andrew Waller reports that usage is up at the two major OA repositories for library and information science. The number of visits and hits on two library and information science open access repositories, E-LIS and DLIST have greatly increased over the past year. E-LIS experienced 135,861 visits and 1,176,937 hits as of Octber 2005, up from 33,864 visits and 287,390 hits a year ago; looking just at hits, this is a 210% increase over what had been accumulated by a year ago. The number of hits on DLIST is 112,728, up from 41,146 in February 2004. Simply, these tools are being used more and more.

OA is part of new reality for scholarly communication Blaise Cronin will give a public lecture next week (November 22) at the U of California at San Diego, Publish and/or Perish: Changes in Scholarly Communication. Excerpt from his abstract, w hich is already online: 'Publish or perish!' Generations of scholars have lived with this crude exhortation. Forget the romanticized image of the lone wolf scholar --a pensive Wittgenstein pacing his rooms at Cambridge, Einstein ambling to and from his office at the Institute for Advanced Studies. The quotidian reality is rather different, as authors jostle to bring their intellectual wares to the attention of their peers and libraries struggle to deal with the 'crisis in scholarly publishing'. The era of the gentleman-scientist and independent scholar has ceded to Big Science. Here globally distributed collaborations and hyperauthorship are the norm. The 'author-function' is being recast in an age of 'post-academic science.' In fact, 'Publish or perish!' is beginning to sound passé; it is quite possible these days to publish and perish, given the flood of books and articles. Publish in a third-tier journal and you'll be damned; publish conventionally when your peers are placing their work in open access journals and you may just be ignored. Want to grow your citation count? Just try self-archiving....

The Development Gateway Foundation's "Open Educational Resources" portal aims to equalize access to education and help people in developing countries improve their chances for a better life. The portal features free course materials and other educational content offered by the Massachusetts Institute of Technology, the Johns Hopkins School of Public Health, Chinese Open Resources for Education and other institutions around the world. The initiative is launched in partnership by the Development Gateway Foundation and the William and Flora Hewlett Foundation. While content on the Open Educational Resources portal is particularly geared to educators, students and self-learners in developing countries it is available for everyone. The portal will also facilitate communication among the growing online community of providers and users of free, online educational resources. Alan J. Rossi, Chief Executive Officer of the Development Gateway added, "Our goal with this new portal is to encourage more citizens and universities in the developing world to tap into the wealth of free, educational resources available online so more people have a shot at improving their lives and their future." Others could not adapt to changingneeds and technologies and hence became extinct. Humans are today! - Because they could communicate their experiencesand record them on some media. Humans could utilize such recordedexperiences (knowledge) to further co-relate with their ownexperiences and experiments. This process accumulates the knowledge ofthe mankind. One set of professionals – librarians – came forward toorganize such recorded knowledge and serve the mankind so tofacilitate its communication and preservation for future generationsof mankind. Printing Press came as a revolution in human civilization. It changedthe way recorded knowledge was produced and communicated. Librariansmodified their technologies to cope with this knowledge. ModernClassification / Cataloging Schemes were invented to cope up with thisenormous recorded knowledge. INTERNET is another revolution in human civilization. It is changingthe way the knowledge is being produced. WIKIs, Discussion E-Groups,Blogs are just the examples how community based knowledge is beinggenerated. They donate their works to Journals * Reviewers in Scientific Journals are not paid either. * Most scientific journals are currently very expensive, and prices continue to rise. * Only the wealthiest Universities can currently afford those subscription prices. * The paradox : the intent of scientists is that anybody should be able freely read their papers, and yet most of the world cannot access their papers. * Alternatives are being proposed by the scientists themselves : Open Access Journals and Open Archives. * The transition from current subscription-based journals to Open Access Journals and Open Archives would actually save money in advanced countries, and would let the whole world access scientific knowledge for free. This is a win/win situation. * Support to Open Access and Open Archives would be a tremendous and practical achievement of the WSIS, generating savings in advanced countries, and allowing transition countries to access scientific knowledge crucial for a sustainable development.
