As you may be aware, some publishers are becoming concerned that if self-archiving of postprints, or even preprints, of journal articles becomes sufficiently widespread, this may lead to a decline in usage at journals' own websites, and that this in turn may lead to cancellations. In order to understand whether or not our fears are well-founded, we would like to understand more about the process by which you make the decision to cancel journals, what the crucial factors are, and how you would rank them in importance, both now and in the future. We would be extremely grateful if you could spare a little time to complete this survey to help us reach a better understanding of the situation. We shall make the aggregated results of the survey publicly available as a contribution to this debate. (Individual responses will of course remain anonymous.) Facilitating citywide access to the Internet
by Subbiah Arunachalam 09 Jan '06

09 Jan '06

Here is a news story from Yahoo News. Arizona Town Will Go Wall-To-Wall Wireless Call it a municipal status symbol in the digital age: a city blanketed by a wireless Internet network, accessible at competitive prices throughout the town's homes, cafes, offices and parks. Tempe, the Phoenix suburb that is home to Arizona State University, is due to have wireless Internet available for all of its 160,000 residents in February, becoming the first city of its size in the United States to have Wi-Fi throughout. Tempe officials hope that by making high-speed Internet as accessible as water or electricity across its 40 square miles, it will attract more technology and biotech companies and the young, upwardly mobile employees they bring. An increasing number of the nation's cities are looking at using Internet access as an economic development tool. Few cities have gotten as far as installing systems, "but most cities are realizing that it may be something that they want to do," said Cheryl Leanza, legislative counsel for the National League of Cities. <snip> http://news.yahoo.com/s/ap/20051211/ap_on_hi_te/wireless_city -- Is it possible to provide such widespread WiFi access in at least a few developing country cities - if not entire cities, at least the academic and business districts? What will be the cost? Arun

Article indexing for Indian Publications
by Chitra P Rao 06 Jan '06

06 Jan '06

I would like to pose a cooperative venture for all Librarians who are interested in Article Indexing of Indian Journals in Science and Technology, Mediacl or Social Sciences or other. Project is vcery simple: each librray will identify 2-3 journals which will be indexted and posted by them in a common Database ( we can identify this collectively). Once all participating Libraries identify which journals they will Index we can have a list of Indian journals in the Above mentioned subject Categories or more.. Once this is identified we next Identify where we can index.. Ernet and NCST used to do this I vaguely remember.. We can put our minds together ..Each and every Library will commit to index the current year and 2 years backdated journal .. Within no time we can have a national database of Indexted articles in Indian Journals.. This can be next converted into a CD format for every participating Library and we can upload it onto as many open access sites as possible.. I invite comments legalities etc on this and hope to start on a positive note on this.. Chitra Rao Sr Librarian and Head LIS NITIE Mumbai 400 087 ph: 28573371 extn 337

SHPT School of Library Science SNDT Womens University Offers an Innovative part time Certificate Course In collaboration with DSIR, GoI On E-Content Development and Management Bill Gates once called the Internet as a marketplace of ideas, experiences, and products - a marketplace of content. In todays digital environment Content is King. There is a continuing need to develop relevant, useful and authentic content. As more Indians use the Internet and as worldwide more people use the Internet to know about India, there is a growing need for the development of a critical mass of localized content both in English and Indian languages. Submission : -Open Access and Self Archiving - A Boon in disguise
by Mailing List Manager 05 Jan '06

05 Jan '06

Date: Wed, 4 Jan 2006 15:13:05 +0530 From: AGouri(a)wockhardtin.com Open Access and Self Archiving - A Boon in disguise Dear All, I have joined this group recently and it is my pleasure to join a group of like-minded people working towards the betterment of the Information Society. I work in the Medical Information department of Wockhardt, Ltd in Mumbai. We are a small team of two at the corporate office, Dr Rucha - Senior Manager, Medical Information and myself - Ms Anahita Gouri, Executive, Medical Information. We are a support function for the clinical research, medico marketing, regulatory, strategic planning and international marketing divisions. We ourselves are very interested in the concept of knowledge management and in our efforts towards improvising the current situation have merged with our in-house IT team to develop a database with the help of Lotus Notes. We strongly believe that "In today's environment, hoarding knowledge ultimately erodes your power. If you know something very important, the way to get power is by actually sharing It." - by Joseph Badaracco. Recently I attended the Biomedical Information Retrieval Training at National Informatics Centre - New Delhi, where we were exposed to the concept of Open Access and Self Archival. I must confess, the very first thought that came to my mind was " Yes - This is it". This is where I could submit my research work and share it with people working in the same research area. I wish something like this would have developed earlier when I was working on my project, it would be so much easier to know about Indian data and research work done in my area. Not only does the Open Access initiative at NIC fulfill the desire to share scientific work done by an individual but also fulfills the desire to build a quality virtual asset for ourselves and the generations to come. Earlier, it was extremely disheartening to realize that good conferences and universities in India still do not have any virtual presence or existence. The thesis submitted to these universities and presentations and posters delivered to national level conferences have no virtual archival systems and eventually the work done by students is forgotten. Open Access initiative at the NIC is reviving our dreams of seeing our work being cited and referred too by individuals world over. This helps us slowly build a global presence for ourselves. I personally feel, in some way it contributes to the improvement in research work been done and reduces redundancy of the same work being done again and again. I request all students and other researchers to use the OpenMed at NIC to the fullest and be grateful and proud of the initiative taken by National Informatics Centre. Information is a source of learning. But unless it is organized, processed, and available to the right people in a format for decision-making, it is a burden, not a benefit. The future is moving so quickly that we can’t anticipate it. People at NIC have done the right thing by putting tremendous emphasis on quick response and being sensitive to the requirement of the Indian research / student society. I am extremely grateful to them for the same. Looking forward to sharing and learning through dynamic exchange of thoughts and ideas that this group is known for. Ms Anahita Gouri Executive - Medical Information Wockhardt Ltd

OARE, a digital internet library for developing countries, will provide access to the peer-reviewed scientific literature of leading international publishing houses. Organizations eligible to use OARE will include approximately 1,000 public, non-profit institutions in more than 100 underdeveloped nations in Africa, Asia, Latin America, the Caribbean and Eastern Europe. Literature in environmental chemistry, economics, law and policy, and other environmental subjects such as botany, conservation biology, ecology and zoology will be available through a portal presented in several world languages, including Arabic, English, French, Portuguese and Spanish. Yale's OARE activities will be directed by Oswald Schmitz, professor of population and community ecology and associate dean of academic affairs at the School of Forestry & Environmental Studies and Ann Okerson, associate university librarian for collections and international programs. James Gustav Speth, Dean of the Yale School of Forestry and Environmental Studies, stated, "Thanks to advances in information and communication technologies and the great generosity of many leading scientific publishers and foundations, we now have an unprecedented opportunity to provide environmental institutions in 110 less-developed countries intellectual resources that we in the developed world take for granted." Alice Prochaska, University Librarian added: "We are eager to work together to increase the ability of leading scientists in developing countries to conduct their own high-quality research and develop their own educational programs in the environmental sciences. Helping the world benefit from Yale's wealth of expertise by extending access to information and resources is central to the library's mission." Published in the United States and Europe under copyright and with annual subscription fees averaging $1,000, the prestigious journals in which a majority of scientific research is published are too costly for most developing nations to purchase. OARE will enable countries to build their own higher education programs in the environmental sciences, educate their own leaders, conduct their own research, publish their own scientific findings and disseminate information to policy makers and the public. Next year, OARE will be offered to users in 70 developing nations with a per capita gross national product (GNP) of $1,000 or less in the first phase of the project's implementation. In the project's second phase, approximately 45 more countries with GNP per capita between $1,000 and $3,000 will be enrolled. Yale will develop OARE in cooperation with the United Nations Environment Programme, the World Health Organization, the Food and Agriculture Organization, Cornell University and leading scientific publishers around the world. Yale will create software for OARE's secure internet portal, organize and updates its database of scientific literature, attract new publishers to the consortium, and develop partnerships between the consortium and American and European institutions to expand internet connectivity and offer training. Paul Bendiks Walberg, a recent graduate of the School of Management and School of Forestry & Environmental Studies, and Kimberly Parker, head of the university library's electronic collections, conceived the OARE project over the course of the last three years. The project is inspired by Health InterNetwork Access to Research Initiative (HINARI), a World Heath Organization program in which Yale played a leading role, that has strengthened public health services in developing countries by providing access to research in the medical sciences. The William and Flora Hewlett Foundation, based in Menlo Park, Calif., supports activities in education, the environment, global development, the performing arts and population. The MacArthur Foundation, which has offices around the world, is dedicated to helping groups and individuals foster lasting improvement in the human condition. ## ********************************************************************** Shamprasad M. In November 2005, one of our article [ http://openmed.nic.in/1108/ ]on OpenMED@NIC has been highlighted in Prof Peter Suber's Blog dated :*Saturday, November 12, 2005 under the heading of "Story of the OArepository at India's National Informatics Centre". *http://www.earlham.edu/~peters/fos/2005_11_06_fosblogarchive.html Story of the OA repository at India's National Informatics Centre * Sukhdev Singh, and Naina Pandita, Building the open accessself-archiving repository for the bio-medical sciences at NationalInformatics Centre http://openmed.nic.in/1108/, in: NationalConvention of Medical Library Association of India, November 7-9m2005, Bangalore, India. Abstract: Self-Archiving is an important model of the Open Access movement. National Informatics Centre has been providing various services and products to the biomedical community. Building up a Self-archiving repository for Bio-medical and Allied sciences was a natural extension of these activities. To make this repository interoperable with other such repositories Open Access Initiative Protocol for Metadata Harvesting (OAI-PMH) was adopted. The selection of suitable software for the archive was done from OAI-PMH compatible softwares. GNU EPrints was finally selected. A prototype was build for planning of activities, demonstration and checking security aspects. To provide subject-wise browse view to the archive a MeSH based categorization was adopted. A dedicated server was procured and installed in the NIC Network Domain under RedHat Advanced Server Version 3.0. EPrints software was then installed and customized. Making scientists and authors aware of Open Access and its benefits remains a major challenge for any such attempt. However efforts are bearing fruits in the form of Open Self-archiving repository for Bio-medical and Allied Sciences i.e. OpenMED@NIC http://openmed.nic.in. Date: Mon, 2 Jan 2006 11:53:26 +0000 (GMT) From: Prof. N. Laxman Rao. <naglaxman(a)yahoo.com> DEPARTMENT OF LIBRARY & INFORMATION SCIENCE OSMANIA UNIVERSITY In collaboration with ICSSR SOUTHERN REGIONAL CENTRE Invite you for a lecture by DR. ALMA SWAN (Director, Key Perspectives Ltd, UK) on PERSPECTIVES ON OPEN ACCESS on Thursday, the 5th January, 2006 at 11.00 a.m. at ICSSR Conference Hall PROF. P. JAYA PRAKASH RAO (Vice-Chairman, A.P. State Council for Higher Education) will preside over the Function --------------------------------------------------------------------------------------------------------------------------------------- Prof. N. Laxman Rao Dr. V. Vishwa Mohan Dr. Masood Ali Khan Chairman Head, DLIS Director Board of Studies in LIS ICSSR Southern Regional Centre ------------------------------------------------------------------------------------------------ What Open Access is The Open Access research literature is composed of free, online copies of peer-reviewed journal articles and conference papers as well as technical reports, theses and working papers. In most cases there are no licensing restrictions on their use by readers. They can therefore be used freely for research, teaching and other purposes. What Open Access is not There are various misunderstandings about Open Access. It is not self-publishing, nor a way to bypass peer-review and publication, nor is it a kind of second-class, cut-price publishing route. It is simply a means to make research results freely available online to the whole research community. How is Open Access provided? Open Access can be provided by various means. A researcher can place a copy of each article in an Open Access archive or repository or can publish articles in Open Access journals. In addition, a researcher may place a copy of each article on a personal or departmental website. Whilst all three routes to Open Access ensure that far more users can access such articles than if they were hidden away in subscription-based journals, the first two constitute much more systematic and organised approaches than the third and maximise the chance of other researchers locating and reading articles. Open Access archives or repositories are digital collections of research articles that have been placed there by their authors. In the case of journal articles this may be done either before (preprints) or after publication (postprints). This is known as self-archiving. These repositories expose the metadata of each article (the title, authors, and other bibliographic details) in a format compliant with the Open Archives Initiative Protocol for Metadata Harvesting (OAIPMH). To access the contents of these archives, you can use Google or one of the specialised search engines for a more focused and efficient search. The latter systematically harvest the contents of the archives worldwide, forming a database of current global research. Open Access repositories may be multidisciplinary and located in universities or other research-based institutions, or they may be centralised and subject-based, such as the one covering certain areas of physics and related disciplines, called arXiv. By the beginning of 2005, there were almost 40 Open Access archives in the UK, and more universities and research institutes are planning to launch their own. A list of Open Access archives in the UK is maintained by the Eprints.org site at Southampton University. If your institution does not have an archive, extensive information on how to set one up can be found on that website. Self-archiving is an international movement that is developing fast, and some grant funders are also now planning central archives to house the articles of their grant-holders. If you are concerned that your journals publisher may have copyright restrictions that would prevent you from selfarchiving your articles, this will in most instances not be the case. Current publisher policies on self-archiving and copyright are detailed on the SHERPA project website at Nottingham University. Open Access journals are peer-reviewed journals whose articles may be accessed online by anyone without charge. In many cases they may also be published in print. Some, mainly those published from a university department or with substantial subsidy, make no author or page charges. Others levy a charge for publishing an article, turning on its head the traditional model where a library pays for access to the contents of a journal through a subscription. This charge may be paid by the author(s) but in most cases it is financed by a research grant or institutional funds. Your institution may already have taken the decision to pay for Open Access articles to be published, or your grant-awarding body may have adopted this as one of its policies. A list of grant awarding bodies that explicitly permit funds to be used for this purpose is maintained on the BioMed Central website. BioMed Central is a well-known Open Access publisher with over 100 journals in its portfolio. Other examples are the journals from the Public Library of Science, such as PLoS Medicine, PLoS Biology. In the case of an authors financial hardship, BioMed Central, PLoS and other Open Access journal publishers will waive the publication fee. Fees levied by Open Access journals vary quite markedly but, as a guideline, BioMed Central charges 330 per article for most of its journals, and PLoS charges US$1,500 (approx. 800). In 2003 JISC secured a deal with BioMed Central on behalf of UK institutions to waive author fees for over 90 biomedical journals. A comprehensive list of Open Access journals in all subject areas is maintained by the University of Lund. In early 2005 this list contained over 1,400 journals. Many of these Open Access journals have impact factors and are indexed by the Institute for Scientific Information for its Web of Knowledge/ Web of Science service. At June 2004, 239 Open Access journals were in this category. Another form of Open Access is found in hybrid journals: these are publications that will make an article accessible to everyone online without charge if the author opts to pay for publication. An example of a hybrid journal is the Proceedings of the National Academy of Sciences, which will make an article Open Access for a fee of US$1,000. Why should authors provide Open Access to their work? There is accumulating evidence that shows that research articles that have been self-archived are cited more often than those that have not. Across most subject areas there is at least a twofold increase in citation rate. In some subject areas it is even higher. This form of Open Access means that research has much more impact than before. Moreover, the research cycle where work is published, read, cited and then built upon by other researchers is enhanced and accelerated when results are available on an Open Access basis. Would you not prefer to be able to access all the articles you need to read and use for your research, easily and without restriction? This paper has been written by Alma Swan of Key Perspectives Ltd on behalf of JISC and produced and edited by Sara Hassen and the JISC Communications Team. Dear All, First of all wish you all a very happy, prosperous and peaceful new year 2006!!! I am a librarian in a Medium Scale Industry. I do also have experience in another three of such industries. Most of the Employers treat "LIBRARIAN" as a "C" grade staff. That's what I have experienced. My intention is to get information : 1. How we should change their mentality? 2. What are the actions to be taken? 3. Mostly they are treating Library as unwanted department, therefore giving less important. I tried all types of strategies to make Library "a temple of Knowledge" but failed. Please let me know what should we do? 4. Why academic libraries are not considering us to give a chance to serve them? 5. What Library professionals' Movement can be done against these injustices? There are many more. Article indexing
by Prabhash.Rath 03 Jan '06

03 Jan '06

Dear all It is really good to see the topic article indexing is the focus of discussion in LIS forum for some time. I fully agree with the comments made by Mr C U Navalgund that this is a value added service mostly for in-house members and should be taken up by professionals if time and manpower permit. In GIPE Library, we have been bringing out 'Fortnightly List of articles on India' since 1967 which has been continuing uninterruptedly till date. We do index all articles on India that appear in all Indian and foreign journals and four financial newspapers which have been subscribed by our Library. In fact, four years back, in our Institute itself, some discussion was going on about the viability of this service when we started computerisation of the library. However, after examining several such services and databases of articles, we have decided to continue with our service. The service has been well-appreciated by our faculty and also outside members. Even there are non-members who subscribe to our articles list in hard copy format. Thus, from my own experience, I strongly feel the need of such service at least in libraries attached to such research institutions who do research pertaining to socio-economic problems of India.
