Iwata is the President of CODATA. Excerpt: At the first WSIS meeting in Geneva in December 2003, 175 countries adopted a landmark Declaration of Principles and Plan of Action....Article 10 of the Agenda for Action recognizes the importance of Access to Information and Knowledge, and Article 23 recognizes the important role of e-Science. Many actors and organizations within the scientific community already are engaged in activities that address these issues, in particular the importance of widespread access to scientific data and information. However, there is a growing perception of the need to coordinate and integrate these efforts. With this in mind, CODATA consulted extensively during the past year with the International Council for Science (ICSU), the International Council of Scientific and Technical Information (ICSTI), the International Network for the Availability of Scientific Publications (INASP), the Academy of Sciences for the Developing World (TWAS), the Science Commons, UNESCO, the Organization for Economic Co-operation and Development (OECD), CERN, and scientists and scholars from around the world. Earlier this week, we held a special event at a WSIS Satellite Event here in Tunis to launch a new initiative to create the Global Information Commons for Science. The Global Information Commons for Science Initiative is a multi-stakeholder undertaking with the following goals: (1) Improved understanding and increased awareness of the societal benefits of easier access to and use of scientific data and information, particularly those resulting from publicly funded research activities; (2) Wider adoption of successful methods and models for providing open availability on a sustainable basis and facilitating reuse of publicly-funded scientific data and information, as well as cooperative sharing of research materials and tools among researchers; and (3) Encouragement and coordination of the efforts of the many stakeholders in the worlds diverse scientific community who are engaged in efforts to devise and implement effective means to achieve these objectives, with particular attention to data and knowledge transfer from haves to not-haves, e.g., next generations, non-experts, developing countries. The Initiative will not duplicate existing efforts . Rather, it will provide a shared global platform to supplement and support members work on existing initiatives. To become a partner, organizations will need to make a commitment to undertake one or more activities that contribute to the stated goals. ------ Will open-source commitment lead to open-access commitment? Seven universities, four corporations, and one foundation announced a breakthrough plan yesterday "to accelerate collaborative research for open source software". From the press release (December 19): Specifically, the companies and universities agreed: [1] That intellectual property arising from selected research collaborations will be made available free of charge for commercial and academic use. [2] To an established set of guidelines that address the rights of the participants and the public. These twelve enterprises believe the principles will accelerate innovation and contribute to open source software research across a breadth of initiatives, thus enabling the development of related industry standards and greater interoperability, while managing intellectual property in a more balanced manner....Pervasive acceptance of the open collaboration principles by other universities and the IT industry, as well as the development of guiding principles for other research agreements remains at the core of the Summit team's continuing agenda. The goal is to shorten the time from the first spark, or idea, to the commencement of research on that idea. Summit participants developing and adopting these principles include the Kauffman Foundation, Carnegie Mellon University (Penn.), Georgia Institute of Technology, Rensselaer Polytechnic Institute (N.Y.), Stanford University (Calif.), University of California at Berkeley, University of Illinois - Urbana-Champaign, The University of Texas at Austin, Cisco, HP, IBM and Intel. Additional collaborators include the National Science Foundation, the Office of U.S. Senator Joseph Lieberman and the National Academies' Government University Industry Research Roundtable (GUIRR). Comment. This is about open-source software, not open-access to research literature or data. But there are so many principles common to the two that the universities in the OS pact should be ready to adopt similar policies on OA, such as requiring or encouraging their faculty to deposit postprints of their published journal articles in an OA institutional repository. Update. Here's a nice nugget from Steve Lohr's story about the agreement in yesterday's New York Times. "This a great start to addressing the problem," said Peter A. Freeman, assistant director for computer and information science and engineering at the National Science Foundation. "It's a recognition by both sides that for precompetitive research, 'It's the science, stupid.' It's not the intellectual property."

Microsoft kills Explorer for the Mac

Dear all, Microsoft has killed Internet Explorer on the Mac. The software giant will end support for it at the end of the year (i.e.in 13 days) and will make no additional security or performance updates available from that point. From 31 January coming up, Internet Explorer for the Mac will no longer be available for download from Microsoft. A statement from the company read: "On June 2003, the Microsoft Macintosh Business Unit announced that Internet Explorer for Mac would undergo no further development, and support would cease in 2005." It seems Microsoft is sticking to that. It suggests instead that Mac users may want to migrate to "more recent Web browsing technologies", such as Safari. INSAT-4A to be launched on Dec 22

Dear Library and Info Sc. Professionals, Bangalore, Dec 19: Preparations are in the final stages for the launch of INSAT-4A, India's heaviest satellite, from Kourou, French Guyana, on December 22. The 3,080 kg INSAT-4A, the first satellite to be launched in the INSAT-4 series, carries 12 high-power Ku-band transponders to meet the requirement of Direct-to-Home (DTH) television services, apart from 12 C-band transponders to augment the INSAT capacity for communication and DTH services. The Master Control Facility (MCF) at Hassan is in readiness to take control of INSAT-4A soon after Ariane-5 places it in the Geosynchronous Transfer Orbit (GTO), the Indian Space Research Organisation said in a release. In the following days after launch, MCF will conduct operations like orbit raising manoeuvres to take the satellite into the final 36,000 km circular Geosynchronous Orbit, the release said. MCF will also carry out regular operations and control of the satellite during its service life. All the academic and research organizations in UK have a access of this authentication system by using login and password for individual users provided by ATHENS service, which is a product of Eduserv, Bath (UK). This system is free for them as it is funded by the JISC, UK for their education and research organizations. ATHENS system covers almost all electronic journals published by Europe and US e-publishers. I have my own experience of using this ATHENS system while pursuing my fellowship at Middlesex University, London. I have also come to know that in India, there are two British Libraries (from Delhi and from Mumbai, if I am not wrong) is using this system as it is free for them. Other than the UK organisation, has to subscribe this service if they want for there users. I know many US universities and Research organizations are using this servuce. LBSIM DELHI announces National Conference on Communication for Management, Teaching & Research in Indian Business Schools March 7 - 8, 2006 at LBSIM, Delhi RATIONALE In the context of global and multicultural business environment, communication problems of professionals assume great importance. Therefore, in a management school, developing abilities of effective communication in students is a major concern. 'Communication', thus, is a very important module. It prepares the students to excel in whatever they do by teaching them to express and advocate ideas effectively, and to understand and appreciate the diversity of human communication practices. The 'course inputs' help students develop and refine their 'communication' skills in various spheres, including communication in inter-personal, inter-group and inter-organizational relationships. The critical question, therefore, is how do we go about developing and delivering course inputs, which would be of significance and of value addition in respect of their current and future professional career. At broader levels, the students must also study communication climates and cultures, emergent networks, information environments, organizational symbols, information technologies, and cross-cultural communication in corporate settings. They must also understand the impact of messages transmitted by various mass media, role of communication in the functioning of complex organizations. The courses must also address issues such as target group analysis, internal/external communication integration, systems analysis and channel effectiveness. Again, the question is how do we go about incorporating such inputs in the course curriculum and delivering the same. Use of 'technology' in 'communication' is another area that needs to be comprehensively understood and investigated. Communication with new technologies is of great importance to students as they enter organizations in various capacities. This would include an understanding of the technologies and the effects of technology usage, theories of media choice and usage, implementation and adoption of communication technology in organizations. A special mention must be made here of the specific communication technologies (including Internet and intranets, WWW, email, computer conferencing, videoconferencing, electronic meeting systems, voice mail, pagers, fax, speech recognition, etc.) used in organizations. Of late, business schools (of excellence) have taken this issue very seriously and are offering courses in the area of 'communication' with an aim to equip the budding professionals with all those 'receptive' as well as 'expressive' communication skills that are needed by them the most to be successful in today's' highly competitive envirnment. However, a survey undertaken by IIM Lucknow to seek industry/alumni input/feedback for restructuring its course curriculum, revealed that the course/s taught in the area of Communication needed to be reworked upon, particularly in terms of content delivered, pedagogy followed and the assessment and evaluation techniques used. Similar revelations came up, in more concrete terms, in AMDISA Workshop (June, 2000) on 'Reinventing Management Education' as well as in IIM Ahmedabad 'National Seminar on Teaching Business Communication at Indian Business Schools' (March 2001). In line with the above scenario, the basic thrust of the conference would be to examine how this discipline is handled in leading business schools in the country. Soliciting enriching experiences from distinguished academics for discussion in the peer group, and publishing the findings will be an enriching contribution to the discipline. OBJECTIVES * To provide an opportunity to the academics to share their knowledge and experiences in teaching course/s on 'Communication for Management' in their respective schools; * To identify and bridge gaps in terms of the course content, pedagogy, evaluation mechanism, feedback etc; and * To get a first hand feel of Indian research initiatives in this upcoming area. Tips to recover scratched CDs Don't you feel like crying every time you add another disc to your pile of scratched discs. Trashing that disc which contained your favorite songs, pics, files, games or videos is not easy. Read-on, if you find yourself wishing for a miracle every time your fav CD is scratched: Home Remedy : here's an easy home remedy, which might give you the desired results. Rub a small amount of toothpaste on the scratch and polish the CD with a soft cloth and any petroleum-based polishing solution (like clear shoe polish). Squirt a drop of Brasso and wipe it with a clean cloth. Technology to the rescue There are many softwares available on the net, which enable the recovery of the CD data. BadCopy Pro is one such software, which can be used to recover destroyed data and files from a range of media. Just a few clicks is all it requires to recover the disc from almost all kind of damage situation; be it corrupted, lost data, unreadable or defective. DiskDoctors is another popular company, which offers both software and solutions to recover data from a scratched CDs and DVDs. General Tips: * Always wipe the CD from the center outward with stratight spoke-like strokes. Wiping CDs in circles will create more scratches. * Do not scratch the graphics layer as you cannot repair the disc. HINT: Hold the disc up to a light with the graphics layer facing the light source. Gingras, Ten-Year Cross-Disciplinary Comparison of the Growth of Open Access and How it Increases Research Citation Impact, IEEE Data Engineering Bulletin, 2005. Self-archived December 16, 2005. Abstract: In 2001, Lawrence found that articles in computer science that were openly accessible (OA) on the Web were cited substantially more than those that were not. We have since replicated this effect in physics. To further test its cross-disciplinary generality, we used 1,307,038 articles published across 12 years (1992-2003) in 10 disciplines (Biology, Psychology, Sociology, Health, Political Science, Economics, Education, Law, Business, Management). We designed a robot that trawls the Web for full-texts using reference metadata (author, title, journal, etc.) and citation data from the Institute for Scientific Information (ISI) database. A preliminary signal-detection analysis of the robot's accuracy yielded a signal detectability d'=2.45 and bias = 0.52. The overall percentage of OA (relative to total OA + NOA) articles varies from 5%-16% (depending on discipline, year and country) and is slowly climbing annually (correlation r=.76, sample size N=12, probability p < 0.005). Comparing OA and NOA articles in the same journal/year, OA articles have consistently more citations, the advantage varying from 25%-250% by discipline and year. Comparing articles within six citation ranges (0, 1, 2-3, 4-7, 8-15, 16+ citations), the annual percentage of OA articles is growing significantly faster than NOA within every citation range (r > .90, N=12, p < .0005) and the effect is greater with the more highly cited articles (r = .98, N=6, p < .005). Causality cannot be determined from these data, but our prior finding of a similar pattern in physics, where percent OA is much higher (and even approaches 100% in some subfields), makes it unlikely that the OA citation advantage is merely or mostly a self-selection bias (for making only one's better articles OA). Further research will analyze the effect's timing, causal components and relation to other variables, such as, download counts, journal citation averages, article quality, co-citation measures, hub/authority ranks, growth rate, longevity, and other new impact measures generated by the growing OA database.

Since its establishment as an affiliating, teaching and research university, it is contemplating to offer best suitable courses to the area and help the rural youth to compete in the fast changing world. The university has more than 30 Post-Graduate Departments offering various programmes at Masters and Doctors level, at Jnana Sahyadri campus. ABOUT DEPARTMENT OF LIBRARY AND INFORMATION SCIENCE The Department of Library and Information Science was established in December 1993 offers two years M.Sc degree course in Library and Information Science since its inception. The course is designed to suit to the changing needs of the modern society. Greater emphasis has been laid in the curricula on IT oriented areas and practical aspects. To facilitate this, the department is equipped with necessary classrooms, furniture and equipment. It has an independent computer lab with 15 systems and internet facility. So far, the department has produced more than 270 M.Sc students and many of them have occupied better positions in Central/State Government departments, public/private enterprises, higher education institutions, R&D organizations and multinational companies. Some of them also have moved abroad. The department is also offering Ph.D. programme in Library and Information Science in regular mode and B.L.I.Sc and M.L.I.Sc programs in distance mode. It is active in teaching, training and consultancy activities. It has organized many national level seminars, conferences and UGC sponsored Refresher Courses in Library and Information Science. Now the department is holding five days workshop on D-Space and WINISIS. ABOUT THE WORKSHOP The enormous growth of information and advances in technology have brought about a sea change in collection, organization and dissemination of information. IT has provided greater challenges to the libraries, both in storage technology as well as in dissemination mode. Capabilities for digital storage of archival resources and presently available variety of information resources in different digital forms have indeed contributed to the easy access of variety of resources from different corners of the globe. Even remote libraries need to necessarily think of developing digital resources, so as to access different kinds of resources for their users at low cost. In the light of different options available for providing better access to information resources to the users, Librarians need training in use of open software. Thus this workshop intended to provide training in use of Information Technologies in Library and Information Science work. ABOUT D-Space D-Space, an open source software, which acts as a repository for digital research and educational material produced by an organization or institution. This is one of the important Open Source Software available at free of cost, used for developing digital library system to capture, store, index, preserve, and redistribute the intellectual output of a college/universitys research faculty in digital formats. Access models will break the current campus and IP-restriction barrior making authenticated access from home a reality. Academic & Research Librareis will either disappear or will become vendors. Considering the fact that higher education is gradually moving in the direction of student-funding, this scenerio is not unlikely. Access cost @10% of total educational cost looks very high, but very encouraging for libraries to turn vendors! In June of 2005, we collected over 3,300 responses from information consumers in Australia, Canada, India, Singapore, the United Kingdom and the United States. The Perceptions report provides the findings and responses from the online survey in an effort to learn more about: Library use Awareness and use of library electronic resources The Internet search engine, the library and the librarian Free vs. for-fee information The "Library" brand The findings indicate that information consumers view libraries as places to borrow print books, but they are unaware of the rich electronic content they can access through libraries. Even though information consumers make limited use of these resources, they continue to trust libraries as reliable sources of information.
