Unacknowledged convergence of open source, open access, and open science
by Sukhdev Singh 20 Jan '06

20 Jan '06

John Willinsky[1] in an article[2] argues that initiatives like opensource software, open access to research and scholarship, and openscience are based on common commitments and priciples. All theseinitiatives are committed to resist any barriers to exchange ofinformation and ideas. Even the business model is almost similierbased on the principles of (1) the efficacy of free software and research; (2) the reputation–building afforded by public access and patronage; and, (3) the emergence of a free–or–subscribe access model. Still, with this much in common, the strong sense of convergence amongthese open initiatives has yet to be fully realized, to the detrimentof the larger, common issue. He talks of three principles: Principle One: Before software was open, it was freePrinciple Two: The economics of patronagePrinciple Three: Free or subscribe Some extracts of his article: .."To pursue a strictly business perspective on open source softwareonly serves to prevent readers from realizing open source's closeconnections to the long–standing traditions of open science.".. .."The publishing economy of scholarly journals is dominated by arather perverse property relation, in which the last investor in theresearch production chain — consisting of university, researcher, funding agency, and publisher — owns the resulting work outrightthrough a very small investment in relation to the work's overall costand value.".. .."Open source software is also free like free beer, in most instances.".. .."With the use of open source code, no less than with scholarly work, the property right at issue is almost entirely a matter of respectingthe authorship of the original work".. .."Scholarship has long strived to open its processes to critique andcontribution, even if at best those processes are shaped inhistorically contingent ways. The open access movement is no lessdevoted to lowering barriers by enabling more researchers and studentsto read the current published literature.".. .."perhaps 15 percent of the current literature is being posted byauthors in archives.".. .."Open access has the potential to make very close to the entire bodyof literature available to anyone with an Internet connection ... Thiswould make a considerable difference to a wide range of scholars, students and others who are otherwise unable to obtain or affordaccess. What is holding back this far greater circulation ofknowledge, at this point, is general lack of faculty awareness andinterest in increasing access to published literature.".. Article Indexing of Indian Journals
by Chitra P Rao 19 Jan '06

19 Jan '06

Respected collegues of the Library Professional: On 5th Jan I had sent out a message on the LIS forum on the above topic.. I would like to respond to the same. I have recieved many replies and interestingly those who have OA inititive in their Libraries are from NIC and IGIDR. That is my point exactly when we have such a large population of Librarians in our country why only a select few can take up such projects.. Answers to this are many.. my only conclusion is that it is not very probable to undertake this kind of tasks without Committment from within and the organization you work in. Hence my mail to the LIS Forum. Interestingly I have come accross one email from Divan Enterprises a part of Globe publishing which has undertaken a very valient effort in this direction. His objective is to have a single platform of Indian Journals and to highlight Indian Contributions Globally. He is in constant touch with various Indian Publishers to give him the right to host their Journals online as well as provide this service to all Librraies. For procuring Indian Journals online abstracts and full text.. This I found to be the answer to what I was trying accomplish.. I request that all of us should write to the publishesrs of journals which we subscribe and ask them to host their journal on the site.. This is the address of the site. http://indianjournals.com I request your feedback on this and hope to get good cooperation from Publishers and Libraries to support this.. Relationship between "IndMED" and "Yoga for depression: The research evidence"!!

Relationship between "IndMED" and "Yoga for depression: The research evidence"!! I just came accross an article where researchers from UK includedIndMED [ http://indmed.nic.in ] as part of their research methodology. The abstract of the same is given below of this email. Do I need to say more about utility of IndMED? And I keep remindingpeople IndMED is not for Indians(?). It is for exposure of IndianResearch world wide. --Sukhdev Singh, NIC.http://indmed.nic.in ; http://medind.nic.in and http://openmed.nic.in ------------------------------Journal of Affective Disorders, Volume 89, Issue 1-3, Pages 13-24http://dx.doi.org/10.1016/j.jad.2005.08.013 Yoga for depression: The research evidence Karen Pilkingtona; Graham Kirkwooda; Hagen Rampesc and Janet Richardson [--Research Council for Complementary Medicine, London, UK--School of Integrated Health, University of Westminster, 115 NewCavendish Street, London W1W 6UW, UK--Barnet, Enfield and Haringey Mental Health NHS Trust, NorthwestCommunity Mental Health Team, Edgware, Middlesex, UK--Health and Social Work, University of Plymouth and Research Councilfor Complementary Medicine, London, UK] Received 8 April 2005; revised 31 August 2005; accepted 31 August2005. Available online 26 September 2005. Abstract:-Background- Yoga-based interventions may prove to be an attractive option for thetreatment of depression. The aim of this study is to systematicallyreview the research evidence on the effectiveness of yoga for thisindication. -Methods- Searches of the major biomedical databases including MEDLINE, EMBASE,ClNAHL, PsycINFO and the Cochrane Library were conducted. Specialistcomplementary and alternative medicine (CAM) and the IndMED databaseswere also searched and efforts made to identify unpublished andongoing research. Searches were conducted between January and June2004. Relevant research was categorised by study type and appraised.Clinical commentaries were obtained for studies reporting clinicaloutcomes. -Results- Five randomised controlled trials were located, each of which utiliseddifferent forms of yoga interventions and in which the severity of thecondition ranged from mild to severe. All trials reported positivefindings but methodological details such as method of randomisation, compliance and attrition rates were missing. No adverse effects werereported with the exception of fatigue and breathlessness inparticipants in one study. -Limitations- No language restrictions were imposed on the searches conducted but nosearches of databases in languages other than English were included. -Conclusions- Overall, the initial indications are of potentially beneficial effectsof yoga interventions on depressive disorders. Variation ininterventions, severity and reporting of trial methodology suggeststhat the findings must be interpreted with caution. Several of theinterventions may not be feasible in those with reduced or impairedmobility. Nevertheless, further investigation of yoga as a therapeuticintervention is warranted.

Need to change selection criteria

Dear Professional friends, In the information age we became the most important among all professionals, but in carreer and opportunities we are far away from real things.Today in our education industry there is many more scopes to provide regular professional as well as corresspondence courses and both the courses get equal opportunities, still then regular courses has no more importance, As am writing this , whenever our regular students applied for any post they are not called for interview or cutoff when short listing , as there is less percentage as compared to corresponding courses,In my opinion if reqiured criteria if full filled then without short listing there may be other option like written test or screening test, then there is scope of getting better result, because in regular courses there is too much difficult to get much more percentage as compared to correspondence. But the selection commettee makes cuttoff candidates having eligibility criteria full filled, So my request to our professional's who are in recruitment committee should think fo it. thank you Raj Kumar Mallik Research Assitant, Scientometric Unit Indian Council Of Medical Research (ICMR) V.Ramalingaswami Bhavan Ansari Nagar New Delhi-110029 --------------------------------- Yahoo! Monologue of Ranganathan - MULISSA activity at DLIS, Mysore
by N.S. Harinarayana 19 Jan '06

19 Jan '06

Let's Hear Ranganathan - Friday Talk activity at DLIS, Mysore S.R. Ranganathan is undoubtedly an undisputed champion of Indian librarianship. His seminal contributions, particularly in the field of library classification, have attracted the attention of the best in the world. Melvil Dewey and Ranganathan, the two giants in the field of Library Classification, never met face to face. But Ranganathan, on few occasions, has communicated with Dewey. Ranganathans talk in 1964 on his interactions with Dewey has been recorded at University of Toronto and digitized by William Denton (available at http://www.miskatonic.org/library/ranganathan-audio.html) We came to know about this in one of the postings in LIS-FORUM. With a view to inspire students, the Department of Library and Information Science (DLIS), University of Mysore, Mysore had organized the local broadcasting of the audio file on the Friday, January 13, 2006. As some part of the audio is not clear, the transcription of the same was also simultaneously displayed using a multimedia projector. In the opinion of the students, they were trilled to hear Ranganathan in absentia. More than 45 students and a few faculty members attended the event. This event was organized by Mysore University Library and Information Science Students Association (MULISSA). Dr. Mallinath Kumbar, Chairman, Department of Library and Information Science, University of Mysore, Mysore in his introductory remarks outlined the major contributions of Ranganathan to Library and Information Science in general and library classification in particular. -- N.S.Harinarayana Ph.D Department of Library and Information Science University of Mysore Manasagangotri, Mysore 570 006 Ph: 2419393 -- N.S.Harinarayana Ph.D Department of Library and Information Science University of Mysore Manasagangotri, Mysore 570 006 Ph: 2419393 !DSPAM:43cf2b46148781804284693!

Dr. Cholin's Demise
by Francis Jayakanth 18 Jan '06

18 Jan '06

I have been away from office (and email) for more than a week now. The sad news about the untimely demise of Dr. Cholin was revealed to me just yesterday. It was indeed shocking news for me. It is very unfortunate that the LIS fraternity has lost yet another stalwart in a short span of time. Apart from being a great professional, he was a true gentleman, ever willing to lend a helping hand to anybody who was in need of it. I had had couple email exchanges with him just the last week and it is hard to believe that he is no more with us today. I have just been able to go through couple of messages posted on this forum about Dr. Cholin's achievements. It is very impressive and heartening that an alumni of NCSI had so much of professional achievements in a short career of just over a decade. As Mr. Prafulla Chandra has rightly mentioned, like his teacher and mentor, late Dr. T B Rajashekar, Dr. Cholin is a role model for the budding LIS professionals. My heartfelt condolences to the bereaved family. Francis NCSI, IISc -- Open WebMail Project (http://openwebmail.org)

Dear Professionals, I am doing Ph.D. under the F.I.P scheme of the UGC from June 2005. Now the authorities in the Directorate of Collegiate Education and Higher Education Secretariate are saying that Librarians donct come under Teaching Fellows. As such they have denied another applicant's claim for F.I.P. I fear that my tenure in F.I.P also will be ended by a government order. Please give your opinions and suggestions so that I can manage this situation which may gradually affect others also. NCSI-NET talk on Open Journal Systems by Patrick Inglis
by Suvarsha Walters 17 Jan '06

17 Jan '06

Dear Members, Patrick Inglis, who is part of the team which has developed the Open Journal Systems (OJS), is giving a talk on 21st January, 2006 at 11:00 a.m. in the Seminar Hall of NCSI, IISc, Bangalore. (See below for abstract and profile of the speaker). If you cannot attend the talk but have specific queries for him relating to OJS or Journal Publishing, please send the queries to me. The answers to these questions will be posted on the forum. with regards, Suvarsha --------------------------------------------------------------------- Title : Open Journal Systems and the Challenge to Improve Research Capacity in India Speaker: By Patrick Inglis, PhD student in sociology at the City University of New York Graduate Center Abstract of the talk: India remains a leader in the field of science and technology. Some of its institutions of higher education, as well as several research and design facilities, are some of the best in the world. But there are also the less prestigious institutes that do not enjoy the same research facilities as the privileged ones. This has the effect of creating a deep division between those who have access to knowledge and those that do not, but it also limits the ability of students and scholars at these other institutions to partake in the production and dissemination of information. Not only will more researchers gain from greater access to knowledge with free online publication media, but that this greater access will improve the scholarly quality of the research produced. When knowledge is free and open access it can provide a foundation for further research to emerge from the exchanges made between increasing numbers of participants. The presentation will expand upon the argument for open access scholarship in the public interest by introducing the Open Journal Systems developed at the University of British Columbia in Vancouver, Canada and the benefits this software can bring to the intellectual community in India. (A demo of the Open Journal Systems (OJS) software will also be given.) About Patrick Inglis: Patrick Inglis is a PhD student in sociology at the City University of New York Graduate Center. He studies the effects of globalization on labor and business management and will conduct part of his dissertation research in Bangalore, India. While a master's degree student in education at the University of British Columbia in Vancouver, he was a member of the Public Knowledge Project research team that developed the first version of the Open Journal Systems. He continues to work with the Public Knowledge Project in shaping current and future versions of the software. ------------------------------- Please confirm your participation to Prasanna (t.s.prasanna at intel.com) or Suvarsha (suvarsha(a)ncsi.iisc.ernet.in) Warm Regards, NCSI-NET coordinators

IDRC adopts OA
by Subbiah Arunachalam 17 Jan '06

17 Jan '06

Friends: IDRC has adopted Open Access for all its public domain documents including research reports. Should not other research and donor agencies follow the IDRC example? Best wishes. Arun ----- IDRC Champions Intellectual Platform for Developing Countries Ottawa, Canada, December 23, 2005 Canadas International Development Research Centre (IDRC) is pleased to announce plans to create an Open Archive, the first among Canadian research funding organizations. The Open Archive will provide full access over the Internet to IDRCs rich research archive. In addition to making information more freely available, this initiative will provide IDRC-funded researchers with a much-needed outlet to publish and showcase their work. The world of scholarly communications is rapidly changing. The emerging culture of protecting intellectual property, soaring costs of accessing research literature, and difficulties in having research published in traditional journals are restricting the development of research capacity in the South. The Open Archive will help Southern researchers to engage in the international dialogue on important development issues and increase the impact of their research. Throughout its 35-year history, IDRC has believed that to bring about positive change in people's lives, knowledge should be shared. Research results and documents generated by IDRC-supported projects, IDRC recipients, and IDRC staff represent a tangible intellectual output of the Centres mandate. The Open Archive will streamline and centralize the capture of IDRC project outputs and research documents. It will raise the visibility and facilitate the retrieval of the vast array of IDRC materials by consolidating them in a well-managed, indexed, secure, and permanent location. As a first step, IDRC will build a demonstration model in early 2006. By creating an Open Archive, IDRC promotes transparency of its results-based research and participates in the global movement to remove barriers economic, social, and geographic to the sharing of knowledge. -30- About IDRC Canadas International Development Research Centre (IDRC) is one of the worlds leading institutions in the generation and application of new knowledge to meet the challenges of international development. For more than 30 years, IDRC has worked in close collaboration with researchers from the developing world to build healthier, more equitable, and more prosperous societies. Dear Friends, I am deeply shocked to know the unfortunate & sad demise of Dr.V S Cholin of INFLIBNET CENTRE, UGC. I still can't believe this... , I have lost a very good friend of mine, whom I know since 1995-96 when I was in CEE, Ahmedabad. I still remember, when he called up me just a week back to know whether I am coming to International CALIBER or not & gave me some tips to revise the paper for final presentation. That reflects the dedication he has for the profession! I still miss the academic & friendly discussion we had in Silchar during PLANNER-2005 at Silchar. I strongly believe that the LIS community will remember him forever. May God give peace to the departed soul and give strength and courage to the family members to bear the loss. INFLIBNET's LIVE WIRE is no more...
by Dr.P.V.Konnur 16 Jan '06

16 Jan '06

Dear Friends, We the Library and Information Science professionals are the most unfortunate ones. Day after Day we are loosing GEMS of our profession. We had not yet come out of the shock of loosing Dr.T.B.Rajashekhar, now one more shock of loosing Dr.Cholin. This is sill a harder jolt to the Academic Librarians. Dr.Cholin was very young by age but very old by his maturity, Student for many of us, but he was a Teacher to all of us through his communications. His Love for the profession and affection with all the professionals is unmatchable. He was a very good Follower, a sincere Student, a good friend, a matured advisor and a great Philosopher. Person like Dr.Cholin will never vanish from our minds. But to make the future generation of Librarians, some of his friends and admirers are planning to form a body (Trust) and plan to initiate annual activities as under: 1.Institute a Gold medal in the Department of Library Science, Karnatak University, Dharwad, Extend partial financial support to any other universities who desires institute Gold medal in their Universities with their equal contribution. 2.Conduct a best paper contest among the young Librarians annually and award the best paper winner in the ILA Conference by instituting a Young Scientist award in ILA. 3.Publish a book annually consisting of the first 10 best papers received in his memory. Contribute the proceeds of the sale of these books for the education of Dr.Cholins children. There are several ideas which can make Dr.Cholin live in our memory. I request all of you to contribute your ideas so that we can reduce the further loss to the profession by encouraging younger generation of Librarians with more confidence. Thanks, Konnur.
