Dear LIS Members, I have read a lot of letters regarding the issue of changing the name. the youngsters in LIS field feel shy when they are introducing others, that they are LIBRARIANS. We have to understand one thing that, the entire works in the library( classification, book labelling, cataloguing, arranging the books in a helpful manner) should do ourself. All are trying to be a e-librarians, but who will do the troditional works in the libraries. As we know, without books there is no transfer of knowledge. So let us proudly announce that we are the LIBRARIANS, dont feel shy for that. Digital mapping of India on fast trackAdd to Clippings [ Monday, June 12, 2006 10:59:44 pmIANS ] NEW DELHI: India hopes to complete digital mapping of around 70 percent of the country in a year, leading to leveraging data assets for multi-functions like traffic management and infrastructure development. An example of its multi-dimensional use would be illustrated with the completion of a three-dimensional model of Chandni Chowk neighbourhood in the walled city area of the national capital by next month, Minister for Science and Technology Kapil Sibal said here on Monday. The 3D model being developed with an investment of around Rs.100 million would enable civic authorities to not only chart the development that needs to be undertaken in one of the most densely populated parts of the capital but also monitor any violations of the city norms, Sibal said. On the digital mapping of the country, he said with the approval of the ministry of defence, task is to be undertaken by an autonomous body, the National Spatial Data Infrastructure (NSDI), to be created under the ministry of science and technology. The cabinet had approved June 2 a proposal to set up the NSDI, which is to be manned by a 10-member panel headed by a CEO. "NSDI is a kind of soft infrastructure to be built at the national level for coordination, acquisition, processing, storage, distribution and improved utilisation of spatial (geographic location) data," said Sibal. A liberalised National Map Policy, approved last year, has helped India emulate the success of several developed countries, many of which are helping create a Global Spatial Data Infrastructure (GSDI). "Having got the go-ahead from the defence ministry about the areas that can be digitally mapped, the NSDI will utilise the data created by 15 national agencies like the Geological Survey of India (GSI) and the Forest Survey of India (FSI) for its gigantic task under a public-private initiative," the minister said. T. Ramasami, the new secretary of Department of Science and Technology, explained that the digital mapping is to be achieved primarily by leveraging the data assets of major data generating agencies through the process of standardisation, creation of metadata and Internet-enabled access. "We hope to complete mapping of 60-70 percent of India within a year. The ministry of defence has cleared most areas barring (a stretch of) 50 km along the international borders on the land surface in Jammu and Kashmir and the northeast region," said Brigadier R. Siva Kumar, director of NSDI. The digital mapping would allow the user to click on any geographical location to get details like longitude and latitude, altitude, forest mapping and other vital up-to-date inputs that are critical to any investment decision. The digital map has multiple uses including for navigational purpose. ---- Hope these digital maps are made readily available [open access] to the general public (on the Internet) at no cost. In most western countries taxis and cars are fitted with a device which clearly shows the map of the locality (at several levels of magnification) so the driver can choose a path avoiding traffic congestion. Peer-Review is Dead – Long Live "Peer-Review 2.0" Before an article gets published in a traditional scholarly journal – Print or Online – it undergoes a quality-check process called Peer Review. But this process does have some drawbacks. First one is that it is time-consuming process. Which adds to the delay in publication. Such a delay could be very significant if research results could be used to immediate problems – for example 'avian flu'. Second drawback is that it could add to the "biases" as quality control is in the hands of two or three peer-reviewers. Interactive nature of Internet has offered scholarly journals to experiment with peer-review process. "Nature" for example is undertaking an open peer review trial. In this trial, authors whose submissions to Nature are sent for peer review will also be offered the opportunity to participate in an open peer review process. In this three month trial, authors can choose to have their submissions posted on a preprint server for open comments, in parallel with the conventional peer review process. < http://openaccessjournals.blogspot.com/2006/06/trial-and-debate-over-peer-r… > Now an Open Access Publisher - Public Library of Science < http://www.plos.org/> is coming up with PLoS ONE < http://www.plosone.org/>. It claims to offer a new approach to the way that scientific research is communicated. It will "identify" papers that are technically sound and publish them "rapidly". These will be presented for open and continuous review to whole scientific community. They believe that published papers are not some form of absolute truth but part of an ongoing discussion. Interestingly their site PloS ONE is subtitled "Open Access 2.0". BMJ <http://bmj.bmjjournals.com> also has been trying to answer to the problems of traditional peer review [see its editorial - Peer review: reform or revolution? It also has a "RAPID RESPONSES" < http://bmj.bmjjournals.com/cgi/eletters?lookup=by_date&days=1 > feature by which readers may write online comments to published articles. There are some extreme views as well to do away the "Peer-Review" as such. In a pitch for Wikipedia Concept, Peter Frishauf [Are Traditional Peer-Reviewed Medical Articles Obsolete? A Pitch for the Wikipedia Concept <http://www.medscape.com/viewarticle/520070>, Requires Free Registeration] argues, " we depend on peer-reviewed articles in print and online. But is this method obsolete? And is there a better way? Traditional medical articles are often outdated before publication. Consider HIV, SARs, avian flu -- even hormone replacement therapy. They're not comprehensive: For any topic, we have to read dozens of articles to be informed. And bias is always present, regardless of peer review… Based on a radical new model of publishing, on Wikipedia nearly anyone with a Web connection can start or edit an article. Contributors must agree to write in neutral point of view (NPV). Opinion is fair game for deletion by the first Wikipedian who reads it -- typically within 30 seconds of publication." Microsoft announced that it had enhanced Windows Live Book Search, adding a new feature that would allow publishers to submit their in-copyright books to become part of the service. Additionally, more material would be added as a result of the addition of the University of California and the University of Toronto libraries, Microsoft said. The University of California library contains some 34 million books across 100 libraries on ten campuses, making it the world's largest academic library. Dear Professionals, I agree with the srinivasulu's point of view of changing the degree from MLISc to MSc will bring value to this degree and LIS professsionals. I would also like to mention that as well as changing the degree, we should change the subject name also from Library and Informtion science to Information Science, Because as soon as we say Library science the way they look at us totally different.Still people are thinking that Library means simply sitting around the book and doing some issue and return. So we have revise the syllabus of LIS.we should follow the ALA syllabus in India. So that other country will accept our LIS programme.Faculty members also have to update their knowedge from time to time. Library and Information Science should be in Science Faculty

Dear Professionals, We have seen many illogical, non-technical, unprofessional and unethical things, little more in LIS Profession. Earlier, all subjects were grouped in single faculty, Arts. Later, many subjects have separated in science, social science, medicine, engg. etc. But, as far as the LIS is concerned, our professionals could not move our subject into science group. To achieve this, we should be able to revise the syllabus according to the present need. Without thorough knowledge in IT and modern KM, no body can exile. Moreover, our faculty members should take this aspect seriously. If they are not competent in modern topics, there is no shame in utiliziling the experts from outside. In Kerala Agricultural University, the BSc and MSc are given in Coperation, Banking and Management also. If so, I don't know why we could not move in this direction. For this also, our unity, and cooperative efforts of faculty and librarians are essential. I know that Madras University and some other Utys. are offering MSc in LIS. Another thing, if we have grouped the LIS in science faculty, it will get more recognition and acceptance in science libraries of ISRO, DRDO, CSIR, DAE, etc. A.T. Dear lisforum members, I have seen the posting of Mr.srinvasulu.b, a student of NCSI asking for changing the name of the degree from MLISc to MSc. A budding professional feels inferior with the name of the degree he is holding is an astonishing thing for me. If the name is changed to MSc, he may be feeling that nobody will ask him what he is learning there. But to me I feel that others should ask us what we are studying and what we are practicing. Through what we do, others will come to know about what we have learned also. Be proud to be a professional librarian. It is not the degree that matters or even its name. But what work you do at your workplace is that matters. This is the advice that a senior librarian with both BLISc and MLISc to his credit has to say. A budding professional feels inferior with the name of the degree he is holding is an astonishing thing for me. If the name is changed to MSc, he may be feeling that nobody will ask him what he is learning there. But to me I feel that others should ask us what we are studying and what we are practicing. Through what we do, others will come to know about what we have learned also. Be proud to be a professional librarian. It is not the degree that matters or even its name. But what work you do at your workplace is that matters. This is the advice that a senior librarian with both BLISc and MLISc to his credit has to say. Kumar, There is no copyright violation in creating repository of your own institution's internal publications unless they are published externally. However, you need to have copyright clearance for the publications/documents already published externally (Journals/Conferences/workshops etc). As most of us know, off-late few major publishers have revised their copyright policies and now they would allow authors/institutions to retain and enable access to the published documents within the author's organization. Ofcourse, the rights differ from publisher to publisher. Its important to read latest copyright policies of publishers before you consider using their publications/documents. You may want to know that, some international organizations have "copyright transfer form" in place to ensure that publishers grant permission to authors/institutions to host the content within the organization at the time of submitting the manuscript for publication. Abstract This paper addresses two important needs. The first one is the need to alleviate the resource discovery task across digital repositories by subject, which includes the ability of searching heterogeneous sources that apply to a specific audience (e.g. engineering academics) or purpose (e.g. research, teaching) from one access point. The second need is to provide toolkits for federated searching which are able to be embedded in electronic learning environments used by lecturers, students and researchers. Most of these environments are institutional Virtual Learning Environments (VLEs) and Portals. Our study will show that the satisfaction of both needs faces important obstacles. On one side, standard exchange formats such as Z39.50 or OAI, developed precisely to facilitate the transfer or sharing of data between computer systems, present obstacles that make the harvesting and searching of data from digital repositories a challenging process. On the other side, VLEs are often restricted in their ability to allow the sharing and re-use of external e-learning sources discovered by federated searching toolkits. A solution for these obstacles, based on a service-oriented architecture approach, is suggested and explored on a pilot system. The aim of our research is the realisation of the concept of flexible federated searching. The intention is that the VLE user should be able to use whatever search tool he/she likes for whatever repositories he/she needs to search, without concern for how the tool and the repositories manage to communicate, or how the tool makes search results available to other VLE components. The pilot system attempts to demonstrate that most of the flexible federated searching concept can be achieved by making proper use of current interoperability standards for digital repositories and e-learning systems. Dear Fred and friends: Over 80 Indian journals are open access journals. These include all 11 journals published by the Indian Academy of Sciences, four published by the Indian National Science Academy, Indian Journal of Medical Research (ICMR), three journals published by the Calicut Medical College, and 38 journals whose OA version is brought out by NIC and thirty journals whose OA versions are published by MedKnow Publications, Bombay. Where we are lagging behind is in setting up and filling institutional open access archives. The Indian Institute of Science was probably the first Indian institution to set up an institutional archive. Earlier to that, way back in 1997, Institute of Mathematical Sciences set up a mirror site for arXiv, the well-known physics archive. One Indian institution, NIT, Rourkela, has mandated open access for all the faculty and student research publications including M Tech and Ph D theses. NIT-R is the sixth institution in the world to mandate OA. Funding agencies supporting scientific research such as DST, DBT, DSIR, CSIR and UGC are, for some reason, reluctant to mandate open access for publications resulting from projects funded by them. A private company [Informatics India, B'lore] has a free service called Open J-Gate which helps anyone with an internet connection to access full text of papers published in all Indian and foreign open access journals. Efforts are afoot at Perhaps we should appeal to the members of the Parliamentary Standing Committee for Science & Technology and Environment and request them to bring about a suitable legislation mandating open access for all publicly funded research.
