Minutes of the First Dr. T.B. Rajashekar Memorial Lecture held on 3rd June, 2006 at Choksi Hall, IISc, Bangalore. The event began at 5:45 pm with a cup of tea. The speaker, Prof. N. J. Rao and the presider, Prof. N. V. Joshi inaugurated the event by lighting the lamps. Mr. Francis Jayakanth gave a brief background of the association of Late Dr. T.B. Rajashekar with NCSI-NET and about the memorial lecture series. Ms. Anitha introduced the guest speaker. Prof. N. J. Rao spoke on 'E-support Systems for Learning, Teaching and Research'. He gave a history of the methods of teaching and learning. Earlier models considered the brain as a black box. But with research on how the brain acts to stimulus, newer models have evolved. Traditional classroom teaching is teacher centric and is also limited in interactions with the students. A learning environment should be focused on the student instead and allow extensive interaction with the teacher. He focused on how 'Problem Based Teaching' can be very effective in forming a new generation of professionals who need to be very competitive in their work environments. He identified the characteristics of a modern and ideal teaching and learning environment. It should be possible to take advantage of the developments in ICT, like Internet and E-mail, and build a teaching-learning system that possesses all these characteristics. He explained the features of Moodle, open source e-learning software and also gave the screen shots of the system. The CD "Late Dr. T.B. Rajashekar's Academic Contributions'' was released by Prof. N J Rao. This digital collection comprises of the academic works, presentations and tutorials of Late Dr. T.B. Rajashekar. The collection has been built with the latest version of Greenstone Digital Library (GSDL) Software, and has search and browse features. There is an interesting article in the current issue of First Monday Investigating the 'public' in the Public Library of Science: Gifting economics in the Internet community by Charlotte Tschider http://firstmonday.org/issues/issue11_6/tschider/ Abstract: Countless critics of the open access movement have cited the Budapest–Bethesda–Berlin open access principles as responsible for unsustainable business models and a dilution of the efficacy of scientific scholarship or "impact." Impact factors measure a journal's primacy in academic scholarship, and it reflects how frequently a journal's articles are cited. Much to the surprise of open access critics, PLoS Biology recently achieved a high impact factor of 13.9 after only two years of publishing, a feat rarely accomplished even in more traditional print journals. The Public Library of Science (PLoS) employed the most liberal interpretation of the Budapest–Bethesda–Berlin (BBB) open access (OA) principles when creating its inaugural journal, PLoS Biology, after extensive OA advocacy efforts. Wikipedia now has a clear power structure that gives volunteer administrators the authority to exercise editorial control, delete unsuitable articles and protect those that are vulnerable to vandalism. Friends: To take this discussion a little away from Microsoft and OSS. The Gatses are among the largest funders of public health and school education programmes. Both of these can benefit a great deal if knowledge flows freely and unfettered. Currently the Bill and Melinda Gates Foundation supports the public library movement through a major award. It would only be a logical extension for the Gatses, Microsoft and the N&M Gates Foundation to support the open access movement. Right now the Open Society Institute and the Wellcome Trust are among the few institutions that support the OA movement. UNESCO invites proposals for evaluation of Information for All Programme (IFAP)

Dear Professionals, UNESCO launches an invitation to institutions and expert groups that are interested in evaluating its Information for All Programme (IFAP), an initative aiming at harnessing the new opportunities of the information age to create equitable societies through better access to information. The main purpose of the Evaluation is to review the role and future relevance of IFAP as a framework for international co-operation and partnerships to foster universal access to information and knowledge. The Programme supports the development of common strategies, methods and tools for building an information society for all. "The key focus of the evaluation is not to rework the initial objectives of the Programme, but rather to focus on the most effective ways of achieving them" says IFAP Chair Laurence Zwimpfer. "We expect that the evaluation provides UNESCO's Member States with a clear account of the overall performance of IFAP as well as specific implementable recommendations for future activities", he adds. The Supplier's proposal shall contain a technical proposal including a presentation of the overall approach, methodology and evaluation strategy, a suggested timeframe based on the Terms of Reference, a list of deliverables, and detailed information (Curriculum Vitae) of the staff resources. Recently some mails are being posted on Lis-forum for changing MLIS to MSc degree ( few mails for and few against). Surprise to note the suggestion to change the nomenclature is coming from our young professionals who are more tech-savvy!!!. One should have self respect for his profession. The dedication to profession brings all fame and satisfaction. We should not feel shy, shame or degraded while telling our degree to someone. This fear of inferiority in society makes us nervous. Each profession has its own uniqueness and value. In what way our image will improve by telling MSc? In many universities our course is classified under Faculty of Science like any other basic science courses. "Still people are thinking that Library means simply sitting around the book and doing some issue and return" in what way an MSc nomenclature will help us to remove this image? Unless we prove our credibility.... "So we have revise the syllabus of LIS.we should follow the ALA syllabus in India" who said change of syllabus needs change of degree name? the syllabus can be updated frequently benchmarking with top LIS schools even without changing the name of the degree. I strongly opine that our degree nomenclature has unique feature and it need not be changed as few budding fellow professionals are proposing to change. Fellow colleagues, let us stop this type of discussion as it could lead to throwing mud on our face and profession. Friends: Here is an interesting point about subject-based boundaries in science (which could be extended to all knowledge in general). From Peter Suber's blog "Open Access News": More on PLoS ONE Richard Poynder, Open Access: Stage Two, Open and Shut, June 15, 2006. An interview with Chris Surridge, who moved from Nature to take the job of managing editor at PLoS ONE. Excerpt: RP: ...[W]hy does the world need PLoS ONE? CS: Because the system of disseminating scientific research has become extremely inefficient, and the concept of the journal has been eroded by the Internet....The Internet is providing us with all sorts of new tools for communicating science, so simply publishing journals, and distributing them electronically isnt using the full potential of the Web to make the dissemination of scientific information efficient and effective. It just isn't the best way to do it anymore....[Traditional journals] quickly run up against a boundary question: where, say, does biophysics end and biochemistry begins? You find yourself starting to have to make lots of unnecessary decisions about borders....The boundaries have effectively been imposed as a consequence of the way that journals work, and the way that universities are structured. RP: So there is no need for such rigid boundaries? CS: No. At least, not when publishing. Consider, for instance, if you were to have a study that compared the genomes of man and the great apes, looking at a cluster of genes that controls the development of the brain cells associated with language. Now what subject is that? Is it neuroscience? Is it evolution? Is it genetics? Is it genomics? Actually, it is all of these things, so you could classify it in any one of these subject areas.... RP: The criteria for accepting a paper, however, will be different will it not? The PLoS ONE press release, for instance, says that "subjective considerations like 'likely impact,' 'degree of advance,' or 'interest to a general reader' will not play a role in deciding whether an article should be published or not." CS: That's right. Traditionally a lot of the work that goes into peer reviewing consists of asking questions like: "How significant is this? How surprising are the conclusions?" Essentially, these are subjective questions. A more objective question to ask would be: "Is this properly done science"....What is also different about PLoS ONE, by the way, is that we do not see peer review ending on publication of the paper....We believe that the more subjective questions about how a paper relates to other work, and where it fits into the whole corpus of scientific literature are still important questions but we feel that these can be better answered via an open peer review process that takes place after the paper has been published. ---- The idea that these boundaries (say between biochemistry and biophysics or physical chemistry and chemical physics) are artificial was articulated years ago by Eugene Garfield (the man behind Current Contents, Science Citation Index, etc.). He suggested 'research fronts' as a more sensible category. After all, all knowledge could be viewed as a continuum, an unfragmentable whole. It is simply because most of us are mere mortals and cannot chew the whole, we keep nibbling at little corners. The more talented amongst us are able to see and play around with larger chunks. Amartya Sen, for example, is professor of economics as well as philosophy. The late Michael Polanyi made his mark first in chemistry and physics, then moved to philosophy and later to sociology. Prof. J D Bernal had also suggested, way back in the 1940s, that we could abandon the journals and circulate individual papers. After all, how many articles in a given journal will a scientist find directly relevant to her work? Take an issue of PNASc or JACS. There are about 100 articles in an issue; no one reads all of them. Each reader is interested in a small number of all these articles, here small meaning 0-3 or 4. Why pay for all 100? Dear Dr Bhargava: Here is a news story from Peter Suber's blog on MIT, Cambridge, talking to 30 major journal publishers about allowing MIT scientists and students who publish in their journals to retain the copyright and to have the right to self-archive the papers. You might wish to write to MIT and get more details so we can follow a similar approach in India. The National Knowledge Commission can negotiate with the leading publishers of the world on behalf of all our higher educational and research institutions. That would be easier than each institutions negotiating independently with all the publishers. Regards. Ann Wolpert, Director of Libraries at the Massachusetts Institute of Technology (MIT),,...and the Vice President for Research and Associate Provost, Alice Gast, are asking publishers to allow MIT researchers to publish their work using a copyright amendment of MIT's design. The amendment allows the author and institution non-exclusive rights to reuse, reproduce, and archive their published research articles in digital repositories. Although this amendment is now available on the MIT Web site and has been distributed to the MIT faculty, Wolpert is taking the extra step of directly contacting the 30 major publishers with whom MIT faculty publish to finalize appropriate language that will best "accommodate the interests of the academy and those of the publishers," while supporting the implementation of the NIH policy. According to Wolpert, the MIT copyright amendment grew out of the faculty's double-edged response to the NIH policy recommendation: despite "a philosophical groundswell of agreement," researchers found the demands of work too overwhelming to overcome the logistical obstacles of acting on their beliefs. Focus groups with faculty and researchers generated a series of recommendations to make compliance easier. One important recommendation was to resolve any conflict between copyright agreements and archiving.... At the stage when a manuscript is (finally!) accepted for publication, the last thing a researcher wants to do is to fight over a copyright agreement, especially when this might cause a publication delay. The purpose of creating this amendment and the subsequent direct discussions with publishers is to bring the institution into the negotiations on the side of the author. Faculty, of course, are pleased to have this potential burden lifted. Although its use is not required, the recommended copyright amendment has the endorsement of several academic groups at MIT, including the Faculty Policy Committee, department heads, and Academic Council.... Ann Wolpert, Director of Libraries at the Massachusetts Institute of Technology (MIT),,...and the Vice President for Research and Associate Provost, Alice Gast, are asking publishers to allow MIT researchers to publish their work using a http://libraries.mit.edu/about/scholarly/amendment.pdf copyright amendment of MITs design. The amendment allows the author and institution non-exclusive rights to reuse, reproduce, and archive their published research articles in digital repositories. Although this amendment is now available on the MIT Web site and has been distributed to the MIT faculty, Wolpert is taking the extra step of directly contacting the 30 major publishers with whom MIT faculty publish to finalize appropriate language that will best accommodate the interests of the academy and those of the publishers, while supporting the implementation of the NIH policy. According to Wolpert, the MIT copyright amendment grew out of the facultys double-edged response to the NIH policy recommendation: despite a philosophical groundswell of agreement, researchers found the demands of work too overwhelming to overcome the logistical obstacles of acting on their beliefs. Focus groups with faculty and researchers generated a series of recommendations to make compliance easier. One important recommendation was to resolve any conflict between copyright agreements and archiving.... At the stage when a manuscript is (finally!) accepted for publication, the last thing a researcher wants to do is to fight over a copyright agreement, especially when this might cause a publication delay. The purpose of creating this amendment and the subsequent direct discussions with publishers is to bring the institution into the negotiations on the side of the author. Faculty, of course, are pleased to have this potential burden lifted. Although its use is not required, the recommended copyright amendment has the endorsement of several academic groups at MIT, including the Faculty Policy Committee, department heads, and Academic Council....

>From Peter Suber Important reminder Comments on the EC report and its OA recommendations were originally due on June 1. But the deadline was extended until tomorrow, June 15. In the 108 page report, Study on the Economic and Technical Evolution of the Scientific Publication Markets in Europe, the recommendations are on pp. 11-13. For a summary, see my SOAN story from May 2 or my blog posting from April 3. Note especially recommendation A1, which would mandate OA for publicly-funded research. Please send a supportive comment to rtd-scientific-publication(a)cec.eu.int, today if you can, tomorrow at the latest. You can be sure that OA opponents are sending in their comments. Even a short comment in support of recommendation A1 would be better than no comment at all, whether or not you live in a European country.

During this period he became a member of WON (Dutch Patent Information User Group) and soon afterwards a Board Member of WON. Dear Sir: Thanks very much for the compliments. It is indeed very heartening to see the 5000 hits on our IR. We still have a long way to go. Our desire is to be the first institution, at least, in the country, whose publications are 100% open access. Of the 5000 deposits, majority of the deposits have been done by the Centre's staff. So, all the credits should go to my colleagues who have been working tirelessly to achieve this milestone. Actually, the plan was to reach 5000 mark by June 3, which marked the first death anniversary of Dr. T. B. Rajashekar. We were off the target by couple of records. We eventually reached the 5000 mark on June 10. ePrints@IISc project was very close Rajashekar's heart. He would have been a very happy man had been amongst us today. As you may be aware, we are conducting a workshop on GNU EPrints during the last week of July 2006. We are getting overwhelming responses for the workshop. We want to ensure that at least 10 new repositories will come up in the country as the outcome of this workshop. Madhan Muthu's suggestion of having a meeting of repository managers is very timely. When I come on 1 June I shall bring a packet of sweets. Of course, we have a long way to go. For instance, we must persuade ALL our faculty and students to deposit their papers (full text) on their own initiative. We should reach 100% archiving. And we should persuade other Indian institutions to perform as well as IISc has done. Madhan Muthu of NIT-Rourkela suggests that we should have a meeting of all repository managers, about 25-30 (?), to discuss how we could achieve 100% archiving by authors.
