Hello All, Could we have an open discussion on Copyright Laws in India...what constitutes a copyright violation? 1. Photocopying of books and keeping them for display and use in the library? 2. Scanning of books - say for using as a digital library? After all, these are not done for any commercial purpose, we do not sell them, they are for everyday use, especially when there is a huge demand for a particular book.....does this constitute a copyright violation? Can Academic Libraries not keep multiple copies of photocopies books which would really help the students? What about scanning books? Can books not be scanned and stored digitally? Have any of you tried these methods? Do they work? Are they legal? Can a library do such a thing? How do you handle situations when books are in great demand? Could you discuss these and other such related issues? It is shocking news to hear about sad demise of Prof. Ganesh Bhattacharya today morning. Prof. Bhattacharya, as all us know, was a scholar of great repute. His contributions to the field of indexing and cataloguing have drawn international attention. POPSI, an indexing method developed by him, has been considered as one of the important contributions to library and information science. He had associated with a few activities of Department of Library and Information Science, University of Mysore, Mysore in the past. However, there are few organisations where the role, responsibilities and reporting pattern of corporate librarian is still evolving.. CET for Ph.D Degree

BANGALORE: Get set for another CET. This test is for PhD applicants! Tired of receiving inane dissertation papers and approving them simply because a candidate would have put in five or six years, and also faced with the dilemma of approving thousands of applicants for PhD, all state universities have decided to conduct an entrance test to screen applicants. The move which will come into effect this academic year will, however, be university-specific. A candidate has to make a presentation about his project to a doctoral panel once in three months. At its last meeting, the BU academic council meeting suggested that candidates be assessed on their performance in two papers of the CET.A merit list will be prepared by allotting 50% marks for entrance test and 50% for PG marks. The CET format has been left to the discretion of each university. "This has been done since the generic aptitude and exposure of candidates vary in different parts of the state," university sources said. Candidates, who have passed examinations like NET/SLET/GATE/JRF or M Phil or belonging to FIP/QIP programmes, are exempted from the CET. Also, candidates selected to work under specialised-funded projects and government-sponsored foreign students can directly register for a PhD programme. It is also mandatory that before applying for a PhD, a candidate has to have had at least two articles published in a recognised journal. The move has evoked mixed reactions from vice-chancellors. "We used to conduct a CET a few years back, but there was not a single failure. So the test was redundant," said Mysore V-C Shashidhar Prasad. Mangalore V-C K M Cauveryappa feels it is not possible to judge the ability of a candidate of study by a generic test. "Instead, it will be better if the guide interviews the candidate," he said. However, universities cannot escape the CET as it is an Inter-University Board decision. BU has suggested that candidates be tested on general aptitude and on techniques of research methodology. Candidates, who have passed examinations like NET/SLET/GATE/JRF or M Phil or belonging to FIP/QIP programmes, are exempted from the CET. Also, candidates selected to work under specialised-funded projects and government-sponsored foreign students can directly register for a PhD programme. It is also mandatory that before applying for a PhD, a candidate has to have had at least two articles published in a recognised journal. The move has evoked mixed reactions from vice-chancellors. "We used to conduct a CET a few years back, but there was not a single failure. So the test was redundant," said Mysore V-C Shashidhar Prasad. Mangalore V-C K M Cauveryappa feels it is not possible to judge the ability of a candidate of study by a generic test. "Instead, it will be better if the guide interviews the candidate," he said. However, universities cannot escape the CET as it is an Inter-University Board decision. BU has suggested that candidates be tested on general aptitude and on techniques of research methodology. "The aim of the CET should be to assess the aptitude of the candidate towards research and not just his knowledge," said former BU VC M S Thimmappa. An "emotionally aware" computer being developed by British and US scientists will be able to estimate an individual's thoughts by analysing a combination of facial movements that represent underlying feelings. Applications of the computer could range from improving people's driving skills to helping companies tailor advertising to people's moods. It could also be useful for online teaching ? to show whether someone understands what is being explained and in improving road safety by determining if a driver was confused, bored or tired. Hello: Indianjournals.com and NITIE are co hosting a seminar on E Journals and the Global promotion of Indian Journals on 1st July 2006 in NITIE Mumbai. (1) From the Financial Times, June 20, 2006: Royal Society tests new system of free access to papers By Jon Boone in London The world’s oldest learned society will on Wednesday tear up its 340-year-old business model with the launch of an “open access” journal allowing people to read its new scientific papers free of charge. The Royal Society in London virtually invented the subscription-based system of peer-reviewed scientific journals when it started the Philosophical Transactions of the Royal Society in 1665. But in a trial that will be closely watched by researchers and journal publishers around the world, it will allow authors to pay for costs of publication themselves. Authors, or their research sponsors, who choose to pay to make their papers immediately available online will be charged £300 ($553, €439) per A4 page... The Royal Society hopes to test the viability of the scheme by charging the full economic cost of publication. ... The open access movement has been helped by recent developments, including the decision by the Wellcome Trust, one of the world’s biggest research granting bodies, that all articles produced through work it has funded will have to be published on an open access basis from October. It seems that open access journal publishing, known as the "gold" version of OA, isn't paved with gold. In an eye-opening analysis in the journal Nature, the Public Library of Science (PLoS), which launched its first open access journals in 2003, is said to be facing a "looming financial crisis." According to Nature, which analyzed the non-profit PLoS's publicly available records on file with the Internal Revenue Service, PLoS ran a deficit of almost $1 million last year, and its total income from fees and advertising currently covers just 35 percent of its costs. While revenue is increasing slightly, spending is increasing at a greater clip, up to $5.5 million over the past three years combined. In response, with its grant funds being steadily depleted, PLoS has announced that it will raise author fees, effective July 1, for its open access journals from $1500 to $2500 for flagship journals PLoS Biology and PLoS Medicine; and to $2000 for its community journals PLoS Computational Biology, PLoS Genetics, and PLoS Pathogens. In a release, officials from the non-profit PLoS said that, with three years of operational experience to draw on, it was "time to adjust this model so that our publication fees reflect more closely the costs of publication." Still, even with the increased fees, Nature reports that PLoS will have to rely on "philanthropy" to survive for the foreseeable future, including its funding from the Sandler and the Gordon and Betty Moore Foundations. PLoS director of publishing Mark Patterson downplayed the financial situation, noting that the fledgling publisher is only in its fourth year. Still, more than a few commercial publishers may be saying "I told you so." In the early days of open access publishing, commercial publishers repeatedly suggested that author fees for PLoS, at $1500, and for-profit open access publisher BioMed Central, then $500, were unsustainably low. Last year, BioMed Central increased its author fees, from $525 to as much as $1700. Commercial competitors, meanwhile, including Springer, Blackwell, and most recently Elsevier, have begun offering open-access-like publishing options, for fees closer to $3000.
