Dear Professional colleagues and friends, I am very sad to inform you about the sudden and sad demise of our beloved friend Dr. R. Srinivasan, Officer-in-charge, Library, Central Electro Chemical Research Institute, Kariakudi yesterday evening at Madurai. The funeral ceremony will take place at Karaikudi, to-day at 12 noon. Dr. Srinivasan did his PG degree in Econometrics, Library Science at Madurai Kamaraj University. He also did DRTC course at Bangalore. He was awarded Ph.D from Annamalai UNivesity in 2004. An expert in the field of Scientometrics, Bibliometrics, Technical Writing, etc, he contributed many articles in National and International journals . He did a few projects for DST. He is a simple and a good person. He used to help others always. He helped many people both professionally and personally. He is a founded member of SALIS and delivered many lecturers I pray the Almighty to give strength and courage to his family members to bear the great loss. His daughter is in Eleventh Standard and his son just joined M.B.B.S. We convey our condolence to his wife and his children. Dear Colleagues, We are pleased to inform that access to selected e-resources through the INDEST-AICTE Consortium for around 300 institutions who had applied in response to the advertisement released by the AICTE in Feb., 2006 has commenced from Sept. 2006 onwards. The publishers of e-resources have sent messages directly to the subscribing institutions as well as to the Consortium regarding access to e-resources. The subscribed e-resource are IP enabled on the IP addresses communicated to us. In cases, where institutions do not have static IP addresses, login ID and password have been communicated to institutions directly by the publishers / their agents. We have however, found that several institutions have either not given their email addresses or the emails addresses are incorrect. The INDEST website has a searchable interface for all its members including 300 new members who have joined the Consortium under the new INDEST-AICTE Scheme. All members are requested to search the membership database and ascertain their contact addresses including emails. This will enable us to communicate with our members effectively. The PLoS editorial on OA journals

Friends: I am appending below a recent editorial from the open access journal PLoS. This editorial suggests that authors of research papers should retain copyright to their papers and not givi it awy to journal publishers. While this editorial talks about the great advantages of 'open access journals', there is another way by which authors can make their papers freely accessible via open access. And it is called 'open access archiving'. Each research institution and higher educational institution can set up its own interoperable institutional open access archive and mandate that all faculty and student reserach papers be placed in the archive (as full texts), irrespective of the journals in which these papers are published. There are more than 700 such archives today, but only less than a dozen have mandated OA to all faculty and student research papers. More than 92% of about 9,000 journals surveyed allow institutional archiving of papers published in them. Based on a single abstract, they had altered their perinatal HIV prevention program from an effective therapy to one with lesser efficacy. Had they read the full text article they would have undoubtedly realized that the study results were based on short-term follow-up, a small pivotal group, incomplete data, and unlikely to be applicable to their country situation. Their decision to alter treatment based solely on the abstract's conclusions may have resulted in increased perinatal HIV transmission. Amman's story shows the potentially deadly gap between the information-rich and the information-poor. This gap is not the result of lack of technology or of money, but of a failure of imagination. We live in the most information-rich era of history, when the Internet allows immediate global dissemination of crucial health information, and the interlinking of online information creates an integrated, living body of informationthe ultimate vision of which is the semantic Web (http://www.w3.org) What is preventing such a living Web? For scientific and medical information, two obstacles are vested interests and traditions. The role of copyright, which was developed when the dissemination of work was on paper, is crucial. Initially, applying copyright to medical articles protected both the intellectual investment of authors and the commercial investment of publishers. Authors of scientific articles handed over their copyright to publishers to prevent unauthorized print copying. Thus, the prevention of unauthorized copying helped to disseminate information by providing a valid business model for publishers. But the proliferation of subscription-based medical and scientific journals led to readers having to pay more and more to publishers in order to keep up with current knowledge, and also led to an increasing fragmentation of knowledge between different publishers. The Internet provides the means to revolutionize publishing in two crucial ways. First, it makes it possible to disseminate health information at no charge to anyone in the world with online access. Although it costs money to peer review, edit, produce, and host an online article, this is a onetime, fixed cost. If research funders are willing to pay this cost, then the published work can be made freely available to all readers worldwide, and there would be no need for journal subscriptions. This is one way of financing an open-access model of publishing (http://www.earlham.edu/~peters/fos/overview.htm) Second, because the internet allows not just ease of access but ease of reuse, an article's usefulness is limited only by a user's imagination. To allow this, the traditional role of copyright has to change. Instead of publishers using copyright to restrict use, authors can retain copyright and grant the public the right to creatively reuse their work. Licenses such as those developed by Creative Commons (http://creativecommons.org) which facilitate rather than prohibit reuse, are used by the open-access publishers PLoS (DOI: 10.1371/journal.pbio.0020228) and BioMed Central (BMC). The result as Jan Velterop, Director of Open Access at Springer, says is that copyright can be used for what it is meant to in science, not to make the articles artificially scarce and in the process restrict their distribution, but instead, to ensure that their potential for maximum possible dissemination can be realised (http://www.soros.org/openaccess/scholarly_guide.shtml) The potential benefits of such a change are vast. No longer will physicians have to base their practice on half truths. Instead, everyone from patients to policymakers can read for themselves the evidence on which crucial science and health policy decisions are made. One example of a paper with potentially profound public health implications is the first randomized trial of male circumcision to prevent HIV infection (DOI: 10.1371/journal.pmed.0020298)having this paper and all related discussions freely available has allowed a lively, informed debate to flourish. Will poorly funded researchers be excluded from publishing in open-access journals? This concern is addressed by publishers such as PLoS and BMC, who waive fees for authors who cannot pay, and who strictly separate decisions on publication from ability to pay. This is not a radical departure into subsidies, but an accepted part of distributing publishing costs across the scientific community. Increasingly, funders of research also realize the benefit of an open-access model of publishing. Dr. Dakshaben Surati is no more

Dear Colleagues, Once again the Library and Information profession has been shocked by hearing the sad news of sudden and ultimate demise of the great personality, Dr. Dakshaben Surati, the coordinator and the faculty of the Department of Library and Information Science at Gujarat University, Ahmedabad. She passed away on 04th September 2006 due to ill health. The SNDT University, Mumbai granted her the PhD degree in year 2000. She also produced number of articles in journals and books chapters. It is the great loss for the LIS profession that can not be filled anyway. Teachers Never Die hence Dr. Dakshaben Surati is always within us, though her physical body is not, We, the library personnel always have her path, which she shown in her life. OA in the war against poverty Gavin Yamey, What did you do in the war against poverty, granddad? PLoS Medicine blog, September 6, 2006. Excerpt: Is it folly to believe that a medical or scientific journal can have any measurable impact upon global poverty? I dont think so, and nor does the Task Force on Science Journals, Poverty, and Human Development, of which Im a member.... As you can imagine, I feel passionately that the most effective way that journals can help to lift people out of the extremes of poverty is to champion open access to the worlds treasury of medical, scientific, and technical knowledge. Im not alone in my conviction --the United Nations, for example, has repeatedly championed open access as a development tool. If youre unconvinced that open access has anything to do with human development, I urge you to read the UN Millennium Project report Innovation: applying knowledge in development. The lead author is Calestous Juma, Professor of the Practice of International Development at Harvard's John F Kennedy School of Government and another member of the PLoS Board of Directors. The report includes an extremely compelling description, with some fantastic case studies, of how developing countries are improving their capacity to harness scientific and technical knowledge to solve local problems themselves. But they can only do this if they have an adequate pool of public domain knowledge in the first place. And this is where editors can step in. As the PLoS Medicine editors say in our editorial this month, expanding the amount of essential information placed in the public domain would give developing countries the scientific and technical information needed to solve fundamental challenges, promote public health, manage the environment, and participate in international trade. "Google has changed its policy and will now allow users to download full-image files of public domain books in its Google Book Search collection. Until now, Google had insisted that readers remain connected to Google while they read any public domain books online. Why the change in policy? According to Adam M. Smith, product manager for Google Book Search, It stemmed from listening to users and our library partners. Competition may have had some influence, however, both from the downloading policies of the Open Content Alliance and, now, from Googles own library partners. For example, the University of Michiganone of Google Book Searchs most generous and activist library partnershas begun releasing MBooks to the open Web, as well as to its campus users. The MBooks collection currently includes hundreds of thousands of books Google has digitized from the University of Michigans library collection. The MBooks offer different features than the versions Google Book Search supplies directly. Here is a message from Prof. Stevan Harnad about the growing demand from US universities for adopting open access institutional archiving. Stevan recommends Immediate Deposit/ Optional Access. Which means authors deposit all their published papers IMMEDIATELY on publication (even if he/she has surrendered the copyright to the journal). If there are no copyright problems the deposited paper could be made available for universal viewing, downloading, etc. immediately. If the journal has an embargo policy, the paper could be released fr universal viewing at the end of the embargo period. Universities and research institutions in the developing countries will do well to follow this practice. Best wishes.
