Why IITs have fallen in global rankings ( Manju Naika)

There have been lots of discussion/debates among certain academic community who share the kind of concern expressed by Prof. Pankaj Jalote, not just in IITs but also in the higher education sector in general and central research institutes and universities in particular. There has been a hue and cry over `fall in quality’ and how to improve the quality of higher education, especially in the post 1990s. One major reason for the alleged fall in quality was the `governmental interferences’ as also mentioned in the Prof.Pankaj Jalote opinion as the autonomy of IIT is a `myth’ and also by citing some e.g. It is important to locate these debates in the context to understand the larger `forces’ that shaped it. 1990s was crucial period to understand the history of modern political India. The government’s decision to implement mandal commission report, the liberalization of country’s economy, the growth of identity politics of subaltern groups and also the rise of Hindutva politics happened during this period. As these factors are pertinent to the topic in debate I would like to go little further to show the link between these factors and the current debate on the falling standard of quality education and fixing the government for it. Studies have shown us that there was a near absence of OBCs, Dalits (both faculty and students) in these so called premier institutes (like IIT) ever since its inception and also there were ways and means to subvert the meager reservation made mandatory for the SCs and STs. The government’s decision to implement mandal commission was to make these exclusive spaces more inclusive. One has to welcome any such move in the otherwise deeply hierarchical society like ours. But the sudden hue and cry over falling standard of quality can ben seen as a response to the govt’s decision to implement 27% reservation for OBCs and also a strategy to subvert it. It is also important to notice the conspicuous absence of the notion of equality in any of these `how to improve the quality’ debates also in the above subject, which is of crucial important in a hierarchical society like ours. One can raise disturbing questions like why don’t you speak about equality which would lead to point out the problems of the positions taken in the above subject. Another major aspect I have with the Prof.Pankaj Jalote is that he is trying to put IIT vs universalities in other countries, especially US and countries which have, of late, been following neo-liberal market economic policies. As one goes through this topic one feels as if IIT has nothing to do with this society. And also the job of the national universities and the research institutes SHOULD NOT be to serve the market and its needs. If one feel so that is because of the intellectual dishonesty. IIT are established to fulfill certain objectives not to compete with other countries institute where social structure is entirely different from ours and also not to fight for ranking list. Criteria used for ranking is ultimate and perfect one? Any one criteria used for ranking in the list is there in the IITs objectives? International Publication and Prize award method is it not biased? The running of public institutes cannot be compared with that of the private as the former especially knowledge production centers like universities DO NOT run with the market principle of profiteering. It’s important to monitor what kind of knowledge these so called premier institutes like IIT are producing and who the products of these institutes serve. As more and more private forces, to name one TATA, are trying to take stake in the higher education, it becomes more important to see what role IIT like institute should have to perform. If one argues, by any means, that it has to continue to be exclusive spaces, then one goes against the very basic principle on which our constitution is founded, that is equality. The votaries of `global standard’, `competition’ etc (which is largely a discursive construct of the market economy) do not and will not understand the spirit of our constitution because they are blind to the social reality and lack insight Selection committee is existed in present day also, their duty is to suggest suitable candidate, but final selection power should not in the hands of again selection committee members. If these institutes are getting fund from the Government. Why they need autonomous, they must follow the guidelines of the Govt. If they need complete autonomy it is better to go for Capital Market instead of asking autonomy for Tax payer’s money. I will be happy if IIT education is accessible lowest section of our society without too much competition. There should be minimum one IIT in every state in the country. IBM and Yahoo Inc. have developed a free, entry-level enterprise search application that at least one analyst believes will seriously disrupt the low-end segment of this market, where Google Inc. has been selling many of its Mini search devices. IBM and Yahoo released the server-side application on Wednesday as a free download aimed at companies that haven't tried out enterprise search because of cost and complexity concerns. Urban vs rural India

>From Hindustan Times India leaves Bharat behind Chetan Chauhan New Delhi, December 13, 2006 There is a startling contrast in the pace of infrastructure development between rural and urban India. The cities are experiencing swift development changes while in rural areas things remain static. The India Infrastructure Report 2006, to be released by Prime Minister Manmohan Singh on Sunday, shows the disconnect between the two Indias. In the four sectors telecommunications, power, roads and transport and water and sanitation studied by the National Council for Applied Economic Research (NCAER), the quality and quantity of service has been found to be substantially lower than in cities. The report has urged policy-makers to provide incentives to the private sector to involve itself in rural areas. Telecommunications High monthly rentals (between Rs 90-150) and poor service quality has restricted rural teledensity to 1.67 per cent as compared to 25.90 per cent in urban India. Of the ten states studied, only Kerala, Punjab and West Bengal have more than one public call office in a village. The reason is that those in villages are not willing to spend money on private connections. This explains why the national per capital annual telecommunication expenditure is only Rs 2.9. The story in West Bengal is different. The Grameen Sanchar Society has provided wireless phones through its rural vendors with an assurance of quality service. A fixed percentage of revenue goes to the government and the rest to the Society. Power Punjab tops the NCAER list with 99.87 per cent power connectivity in village homes compared to just 17.82 per cent in Orissa. Punjab's monthly expenditure on power is also the highest at Rs 219 while Tamil Nadu with a high power connection penetration rate spends Rs 39 per home. This could be because Punjab has many more metered connections than Tamil Nadu, the report said. The report is critical of power subsidy in the rural sector, which has prohibited the private sector from taking over distribution networks. Water and sanitation Most villages get water but the report has raised doubts over the quality and sustainability of the supply. For example, 2,17,000 villages have water quality problems. Excess fluoride, arsenic, nitrate, iron and salinity are causing health hazards. Sanitation is no better with only Kerala and Punjab fount to be satisfactory performers. The report reveals that the villagers who spend on water get better quality and example of this is Kerala. There piped water connectivity is 100 per cent per capita as the per capita monthly expenditure on drinking water is Rs 22, highest in the country. Roads and transport Only 55 per cent of villages are connected by roads. "The lack of roads means that 20-30 per cent of the agricultural, horticultural and forest produce gets wasted because it cannot be transported to marketing and processing units," the report said. While India is getting euphoric about positioning itself as the knowledge capital..some cold facts and bold opinions about what ails Indian Academia..and why we are falling behind. _____ Slip Sliding Away Why IITs have fallen in global rankings Pankaj Jalote The writer is Microsoft chair professor at IIT Delhi. IITs have been slipping in the global university rankings for the last few years. In our euphoria about India's progress, such reports are mentioned in passing and then promptly forgotten. IITs have made a name for themselves largely on the success of its graduates, and less on the strength of its R&D output. And most global ranking of universities are predominantly based on R&D. The performance of IITs (and other such institutions in India) is likely to continue dropping globally. This is not to say that they are static - indeed the R&D output from IITs is increasing, but relative to others it is slipping. Interestingly, the relative decline is not because established R&D centres in the US and Europe are becoming bigger, but because newer entrants from China, Korea and Singapore are doing much better. The central reason for the decline of IITs in relative ranking is the archaic academic governance structures that exist in Indian institutes. Autonomy of these institutes is a myth. Consider these facts: the director of institutes is appointed not by a selection committee of experts but by the ministry; pay scales of faculty and grades are decided by government; starting a new course in an IIT could even require permission of Parliament; and there is regular interference in the administration and set-up of these institutes such as reservation of seats without proper consultation. These are a reminder that though in daily affairs the autonomy is there, there is little autonomy in making structural changes or bringing about any significant changes. A fallout of tight government control is the archaic system of fixed increment-based salary scales with no regular performance evaluation. This means that faculty members get a regular increment in their salaries, regardless of their performance. There are no regular or yearly appraisals, on which salary increments are decided. This system is guaranteed to lead to mediocrity and lack of competitiveness. This is the bane of academic governance, giving absolutely no elbow room to promote excellence or reward performance. No private company in India would think of this - all of them have performance appraisals, on which increments and promotions are decided. The impact of this is an increased number of paper submissions from Pakistan. Earlier, much of Europe followed a fixed scale salary model. But most countries have now either migrated to, or are moving towards, an appraisal-based compensation system. Australia and the UK follow it, Germany and Italy are moving towards it. As expected, many faculty members are not happy about it. They are threatened by more transparency, but there is also a realisation that even developed countries cannot expect to do well using old models of governance. It is clear that unless transparency about the output of individual researchers as well as that of institutes is not brought about, along with incentives and compensation based on an appraisal of the quality and quantity of output, India will continue breeding mediocrity and complacency. However, appraisal without suitable autonomy is even worse - institutes will then become the playground of power brokers from outside the system. IITs have suitable structures to potentially implement such schemes and lead the way, if they get the right leadership and necessary autonomy. Unfortunately, the leadership of these institutes, being a beneficiary of political patronage, is unwilling to take any bold moves. They have tended to play safe and keep the ministry happy, rather than bring about innovation and controversial changes. IITs have been slipping in the global university rankings for the last few years. In our euphoria about India 's progress, such reports are mentioned in passing and then promptly forgotten. IITs have made a name for themselves largely on the success of its graduates, and less on the strength of its R&D output. And most global ranking of universities are predominantly based on R&D. The performance of IITs (and other such institutions in India ) is likely to continue dropping globally. This is not to say that they are static — indeed the R&D output from IITs is increasing, but relative to others it is slipping. Interestingly, the relative decline is not because established R&D centres in the US and Europe are becoming bigger, but because newer entrants from China , Korea and Singapore are doing much better. The central reason for the decline of IITs in relative ranking is the archaic academic governance structures that exist in Indian institutes. Autonomy of these institutes is a myth. Consider these facts: the director of institutes is appointed not by a selection committee of experts but by the ministry; pay scales of faculty and grades are decided by government; starting a new course in an IIT could even require permission of Parliament; and there is regular interference in the administration and set-up of these institutes such as reservation of seats without proper consultation. These are a reminder that though in daily affairs the autonomy is there, there is little autonomy in making structural changes or bringing about any significant changes. A fallout of tight government control is the archaic system of fixed increment-based salary scales with no regular performance evaluation. This means that faculty members get a regular increment in their salaries, regardless of their performance. There are no regular or yearly appraisals, on which salary increments are decided. New Group - Open Access and Digital Libraries

Friends, I am back from an International Conference on Digital Libraries, 5-8 Dec. 2006 organised by TERI at New Delhi (ICDL 2006). In one of the session there was comment that nothing is being done for "Open Access" movement in India. I feel this is incorrect. Lot of things are being done but by very few people. Yes, now we need to involve more and more people in this movement - both LIS professional as well educators, researchers and policy makers. The first step I can think of is forming a discussion group. I know there are other groups as well - but these are mostly oriented towards LIS professionals. Researcher's 3-D Digital Storage System Could Hold A Library On One Disc Imagine taking the entire collection of historical documents at the Smithsonian National Air and Space Museum and storing it on a single DVD. The technology developed by chemistry professor Kevin Belfield and his research team could eventually be used to store historical documents or create complicated databases that could give decision-makers quick access to critical information. They have developed a new technology that will allow users to record and store massive amounts of data -- the museum's entire collection or as many as 500 movies, for example -- onto a single disc or, perhaps, a small cube. Belfield's Two-Photon 3-D Optical Data Storage system makes this possible. "For a while, the community has been able to record data in photochromic materials in several layers," Belfield said. "The problem was that no one could figure out how to read out the data without destroying it. But we cracked it." Think of it this way. Television viewers can tape a show on a VHS tape. They can use the tape several times. But each time the same segment of the tape is used, the quality diminishes as the tape wears out. Eventually, the data is lost. The same is true of recordable DVDs. Belfield's team figured out a way to use lasers to compact large amounts of information onto a DVD while maintaining excellent quality. The information is stored permanently without the possibility of damage. The process involves shooting two different wavelengths of light onto the recording surface. The use of two lasers creates a very specific image that is sharper than what current techniques can render. Depending on the color (wavelength) of the light, information is written onto a disk. The information is highly compacted, so the disk isn't much thicker. It's like a typical DVD. The challenge scientists faced for years was that light is also used to read the information. The light couldn't distinguish between reading and writing, so it would destroy the recorded information. Belfield's team developed a way to use light tuned to specific colors or wavelengths to allow information that a user wants to keep to stay intact. The UCF team's work was published in Advanced Materials (2006, vol. 18, pp. 2910-2914) and recently highlighted in Nature Photonics. A patent is pending. Once the technology is fine-tuned, it could be used to store historical documents or create complicated databases that could give decision-makers quick access to critical information, Belfield said. Blu-Ray Disc Association and industrial leaders in computer and other media recently commercially introduced Blu-Ray Disc technology that allows for storage of 25 gigabytes (GB) on a single layer of a disc and 50 GB on two layers. It has been referred to as the next generation of optical disc format, and it offers high-definition quality. Belfield's technique allows for storing on multiple layers with the capacity of at least 1,000 GB and high-definition quality. The UCF team has received a $270,000, three-year grant from the National Science Foundation to continue its work. The team will focus on making the technique even more efficient, partly by reducing the required laser power. The team's work with lasers and lights has other practical applications. Belfield and his colleagues in the Department of Chemistry are exploring the use of light to detect and treat certain types of cancer. Belfield's research team is creating chemical agents that, after being injected into patients, will travel within the bloodstream to find and bind with cancer cells. Using light, doctors would then be able to see if and where a patient has cancer cells. Another agent could be injected that would then destroy the cancer cells when activated by light, without damaging other healthy cells. Belfield's team developed a way to use light tuned to specific colors or wavelengths to allow information that a user wants to keep to stay intact. The UCF team's work was published in Advanced Materials (2006, vol. 18, pp. 2910-2914) and recently highlighted in Nature Photonics. A patent is pending. Once the technology is fine-tuned, it could be used to store historical documents or create complicated databases that could give decision-makers quick access to critical information, Belfield said. Blu-Ray Disc Association and industrial leaders in computer and other media recently commercially introduced Blu-Ray Disc technology that allows for storage of 25 gigabytes (GB) on a single layer of a disc and 50 GB on two layers. It has been referred to as the next generation of optical disc format, and it offers high-definition quality. Belfield's technique allows for storing on multiple layers with the capacity of at least 1,000 GB and high-definition quality. The UCF team has received a $270,000, three-year grant from the National Science Foundation to continue its work. The team will focus on making the technique even more efficient, partly by reducing the required laser power. The team's work with lasers and lights has other practical applications. Belfield and his colleagues in the Department of Chemistry are exploring the use of light to detect and treat certain types of cancer. Belfield's research team is creating chemical agents that, after being injected into patients, will travel within the bloodstream to find and bind with cancer cells. Using light, doctors would then be able to see if and where a patient has cancer cells. Another agent could be injected that would then destroy the cancer cells when activated by light, without damaging other healthy cells.
