CrossRef, the reference-linking network of the Publishers International Linking Association (PILA), has officially launched a free DOI look-up feature called Simple-Text Query. Users can enter whole bibliographies with citations in almost any bibliographic format and receive back the matching Digital Object Identifiers (DOIs) for these references to insert into their final bibliographies. Dear Manju, I agree with your opinion.In Maharashatra the number of Libraries and that of Librarian's ratio is un favourable.This is because the package the Librarians are supposed to get is based with very very less comparative to teachers/professors and others. we try to impress the profiles of librarianship on the management who are typical and burocrat mentalities except the emerging corporate fileds.These corporates are interested in IT areas expert than Library professionals to manage their collection / knowledge/documents etc.They do not think the professionaly and technicalyy expert Librarian, as the attitudes are dominatings. Instead of thinking Government to do something for us the Corporates Like INFOSYS, WIPROS, Banking and Financial Institutions where knowledge hubs and research are in progress. Our forum may take initiative not only to a particular part of the country but it should be in all states. At the same time we must make our profesionals to move towards skills of new developed IT and always upgrade ourselves with creative mind for offering services.We didnot get the experts/enthu library workers where they are needed.This is because the salary/benefits/educational qualifications etc are the hurdeles.As emerging corporates are tying educational institutes for their work forces library professionals should also get such opportunities.Recently ET / TO I dated 18/ 12/06 have annouced such type of picking up work forces or making their own organisations as educational base for future job opportunities in the company itself. Government otherwise is busy with politics and many issues but the thing may be possible if we approach our President who loves education and research and that of creative minds. Information technology, social equity and development: IT and governance, IT and the new economy, including the future of work and implications of technological hardware and software developments; the role of ICTs in conflict management, etc. There will be six winners who will be selected by a panel of judges including Julian Warner (Chair), Judy Jeng (Co-Chair), Yunfei Du, Nathalie Leroy, Sue O'Neill Johnson, Yin Zhang, and Liwen Vaughn. Selection Criteria Papers will be selected through a peer review process. The judging criteria will be based on: Originality of paper in the developing world environment (originality of the project described, etc.) Relevance to the Paper contest. 11th Five year plan (2007-2012) and Library Development

Dear Moderator, Our country’s 11th Five-Year Plan will begin from April 2007 with the objective of making India one of the fastest developing nations by setting various plans with a vision to eradicate poverty, providing education to all etc. In this context we need to attract Planning Commission’s attention to give importance for the development of the Library System in general and the Public Library system in particular, as we all know the role Library plays in providing information and also imparting knowledge in any given society. But it is unfortunate that so for no five-year plan has given any due importance for the development of library system in India. No one will disagree that in the 21st century we are living in a knowledge based society. Ideas rule the world, Knowledge is power. Libraries function as an auxiliary educational institution to make knowledge citizen. So, the importance of this knowledge center is very essential to cater to the information needs of all members of the society. So I hope that the coming 11the five year plan gives due importance for the promotion of knowledge center if we fight together for the cause of professional development. I request LIS-Forum moderator to open this topic for discussion so as to get various ideas of the professionals in the area with which we can prepare a roadmap for the renovation of the Library System in India. Below mentioned are some of my suggestions for the development of library in the 11th plan. 1. Establishment of one more National Library in South India, particularly in Bangalore which is the hub of Information Technology and also it is considered as one of the Asia’s fastest growing cosmopolitan cities. 2. Establishment of Public Library in every village across the country. 3. Establishment of Centre for Excellence for Digital Library Development and Research. 4. Friends: People often ask the question "We have surrendered the copyright to the journal publisher. How can we archive our papers?" There is no need to surrender copyright to work one has performed to a journal publisher. One can always negotiate with the publishers. Now alternative contracts are readily available. Author Addenda: An Examination of Five Alternatives D-Lib Magazine, Vol. 12 No. 11, November 2006 Extracts: "Until recently, the primary method that authors could use to retain some rights in their writings was to rewrite the contract with the publishers themselves. Thanks to the development of standardized author addenda, the task has become much simpler. An author's addendum is a standardized legal instrument that modifies the publisher's agreement and allows the author to keep key rights." ... "Three different organizations MIT , Science Commons (through its Scholar's Copyright project), and SPARC have worked with lawyers to develop self-sufficient addenda that address these issues. These addenda can be attached to the publishing contracts received by publishers and are likely to be legally binding." Recommendation "While not perfect, author addenda can be an important tool that authors can use to retain the rights they want or that their employing institutions request that they retain. They can be an important component in ensuring open access to articles from either an institutional or a subject repository. The Scholar's Copyright addenda can also provide legal protection to authors who have contributed preprints to such repositories and then do not notice that the contract they sign with the publisher asks them to guarantee that the publisher will be able to exercise exclusive rights in the work. "Of the addenda analyzed, the Scholar's Copyright OpenAccess-CreativeCommons 1.0 Addendum, provides the greatest benefit to authors. In the absence of data on acceptance by publishers, authors may wish to submit it to the publishers along with the publisher's copyright transfer agreement." Comment: Peter Suber made reference to author addenda, most of which are analysed here, in his comments on the SURF-JISC Licence to Publish. In view of Hirtle's conclusion on the "absence of data on acceptance by publishers", another of Suber's remarks applies, that authors publishing in Romeo-green journals do not need to negotiate a different agreement, thus keeping it simpler than using new and untested legal constructs. ___________________________________________________________ Yahoo!
