Venue: Bahadur Institute of Management Science Manasagangotri Mysore 570 006 You are cordially invited **************************************************************************** ************************************************* Abstract of the Talk: Web content mining is a broad and interesting research area that deals with extracting information/knowledge from Web pages. Metasearch engines operate by dispatching user queries to underlying Web search sources and subsequently extracting, merging, and displaying the returned results to the user. If there are only a few search sources, metasearch engines can have customized programs to interact with each of them. However, when there are hundreds of sources or more, especially when they are autonomous and heterogeneous and change their interfaces in an unpredictable way, highly automated techniques for Web content mining are needed. Moreover, information integration systems such as search engines, metasearch engines, and modern business intelligence solutions only access information available in a relatively small portion of the Web, referred to as the surface Web, that includes only static pages that are connected through hyperlinks. They do not access a significant portion of the Web known as the deep Web, which contains high quality content that is hidden behind search forms in structured databases. To leverage the immense value of the Web, information integration systems should have the ability to extract information contained in deep Web databases by utilizing suitable automatic Web content mining techniques. In this presentation, a few important Web content mining techniques applicable to automatic extraction of information from Web search sources, such as search engines and deep Web databases, are discussed. Biographical Sketch Prof. Raghavan joined the UL Lafayette- Center for Advanced Computer Studies in 1986 and, since 1993, he holds the title as Distinguished Professor in Computer Science. He specializes in designing effective information retrieval strategies aimed at improving the performance of a retrieval system through prior interactions with its users. The application domains include text, image and multimedia databases. In the realm of database systems research, he has developed approaches for database mining, managing semi-structured data, knowledge organization and reuse, and index selection. Prof. Raghavan has published over 170 peer-reviewed research papers many of which appeared in top-level conference proceedings, such as the ACM-SIGIR, ACM-SIGKDD, IEEE-ICDE, IEEE-ICDM, WWW, as well as many reputable journals such as ACM-TODS, ACM-TOIS, JASIST, IEEE-TSE, IEEE-TPAMI and IEEE-TKDE. Prof. Raghavans research contributions have had a significant impact as measured by the number of citations in scholar.google. Since 2001, Prof. Raghavan leads a research & development team, focused on technology transfer, at the University of Louisiana at Lafayette. The team's focus is on research issues pertaining to the management large datasets, including integration of distributed, heterogeneous information sources. In this context, he has interfaced with several technology entrepreneurs and business leaders. NET made mandatory for appointment of teachers [http://www.hindustantimes.com/news/181_1896945,0008.htm] Chetan Chauhan New Delhi, January 11, 2007 The National Eligibility Test (NET) may soon return as the basic eligibility criteria for appointment of teachers in the colleges and the universities. The University Grants Commission (UGC) in June 2006 had exempted NET examination as eligibility criteria for M Phil and Ph D degree holders for appointment, following an amendment to the UGC guidelines. The decision was based on the interim report of Balachandra Mungerkar committee report on NET examination. Now, the same committee after deliberations in three zones ---- west, south and north --- with academicians, is considering reversal of its earlier recommendation. If that is done, the NET examination will remain a mandatory condition for appointment. We dont want to dilute the quality of faculty in our educational institutions, a committee member explained. But, the NET examination may be restructured in a bid to increase the pool of eligible candidates for appointment in colleges and universities. The examination needs restructuring as in the coming years there will be a huge demand of university and colleges teachers in wake of implementation of 27 per cent reservation, the member said. UGC has notified shortage of teachers to the tune of 25-30 per cent in number of universities including Central Universities. On Thursday, Mungerkar, member Planning Commission, held deliberations in south campus of Delhi University with academicians from DU, Punjab University, Himachal Pradesh University and colleges from northern India. Majority of teachers were of the view that NET should continue to be the eligibility criteria, said DPS Verma, who recently retired from the Delhi School of Economics. The committee members were also apprised about the education mafia that has cropped up after the UGCs decision. Now, some universities are promising M Phil in four months. In Delhi alone, over 1,000 students have enrolled for M.Phil in a centre of one such university, he said. A committee member said that similar complaints have also been received from the other parts of the country. Suddenly, the enrolment in M Phil and Ph D courses has increased in universities with dubious record, he added. The committee is expected to submit its report to the government in March after consultation with the academicians from Central India in Bhopal. With best regards. Swaminathan Research Foundation Date: 11 January 2007 We fully support Donat Agosti's contention that open access is the only way for publicly-funded research to be shared not only between the North and South, but also between developing countries (see 'Free access to research should not be limited'). It is also our view that UN-supported projects like the Online Access to Research in the Environment, Health Internetwork Access to Research Initiative and Access to Global Online Research in Agriculture initiatives only provide 'sticking plaster' solutions to information deprivation. Already, thousands of research articles are available without charge or restriction through nearly 800 registered repositories and approximately 2,500 open access journals worldwide. And the SPARC Open Access Newsletter shows that these numbers are accelerating fast. We do not understand why influential UN organisations such as the World Health Organization, the Food and Agriculture Organization and the UN Environment Programme whose remits are to support international health, agriculture and environmental programmes are not encouraging the open access movement. By concentrating on the above projects and working with commercial publishers, they hamper research into issues such as climate change, HIV/AIDS, malaria, tuberculosis and avian flu. Meeting these challenges requires strategies to increase information exchange. Why, then, are these agencies solely supporting programmes that have limited global beneficiaries? For example, countries like India with low gross domestic products are barred from collaboration. These agencies should also be working to promote open access to all publicly funded research information. As Agosti says, technological developments mean the future benefits of open access for scholarly communication are truly exciting. UNESCO is the only UN agency that seems to have understood the importance of open access having endorsed its use in the draft programme and budget for 2006-2007. We urge other UN agencies and key funding bodies around the world to follow suit. Dear Library Professionals This program, jointly sponsored by the American Theological Library Association, the International Federation of Library Associations and Institutions (IFLA), OCLC Online Computer Library Center and OCLC PICA, provides early career development and continuing education for library and information science professionals from countries with developing economies. Program overview On an annual basis, up to five individuals, including a theological librarian, are selected for participation in this intensive five-week Fellowship program. Four weeks are based at OCLC's headquarters in Dublin, Ohio, USA; one week is based at OCLC PICA in Leiden, Netherlands. The program includes lectures, seminars and mentoring and gives Fellows opportunities to explore topics including information technologies, library operations and management, and global cooperative librarianship. The Fellows visit selected North American and European libraries, cultural heritage institutions and library organizations. Stern, Vice President for Academic and Student Affairs of Hamline University, has added his signature to the SPARC list of U.S. university presidents and provosts endorsing open access to publicly-funded research and the Federal Research Public Access Act of 2006 (FRPAA). The tally is now up to 132. Please read the Handbook on Copyright and persuade publishing authors in your institution not to sign away all their rights to a journal publisher.
