Fwd: NISO Publishes E-Book Metadata Recommended Practice
by Shamprasad Pujar 11 Feb '22

11 Feb '22

FYI ---------- Forwarded message --------- From: NISO Announce <niso-announce(a)niso.org> Date: Fri, Feb 11, 2022 at 1:35 AM Subject: [DIGLIB] NISO Publishes E-Book Metadata Recommended Practice To: <diglib(a)iflalists.org> **Apologies for cross posting** Baltimore, MD, February 10, 2022: Today sees the publication of the NISO Recommended Practice, E-Book Bibliographic Metadata Requirements in the Sale, Publication, Discovery, Delivery, and Preservation Supply Chain (NISO RP-29-2022) <https://www.niso.org/publications/rp-29-2022-ebmd>. This document, prepared by the E-Book Metadata Working Group <https://www.niso.org/standards-committees/ebmd> and approved by the NISO Information Creation & Curation Topic Committee, incorporates feedback received from publishers, retailers, libraries, service providers, preservation agencies, and others who are using e-book metadata. The Recommended Practice focuses on several key areas for e-book metadata — defining the minimal requirements for sales, discovery, delivery, electronic holdings management, and preservation purposes; identifying the best way to transmit metadata through the supply chain; updates to titles and holdings; developing rules for e-book metadata deduplication purposes; and sharing a variety of examples of recommended practice implementation. The Recommended Practice focuses on key metadata elements — titles, names, dates, book identifiers, and subjects — to enable basic functions of e-book metadata that apply across all stakeholder organizations: identifying a book, matching records for the same book or version, and distinguishing records that refer to different books or versions. The goal is to provide principles and examples that support shared understanding and, where possible, alignment of e-book metadata practices across sectors, complementing existing e-book best practices and guidelines, such as those published by BISG, EDItEUR, and W3C. “Ensuring that all stakeholders have a shared understanding of standards, practices, and purposes for the metadata they use is crucial,” says Working Group co-chair Ravit David of Scholars Portal, University of Toronto, “especially since the format, transmission, and applications of e-book metadata are constantly changing, and workflows and data exchange are increasingly automated, massive in scale, and networked.” Ravit’s co-chair, Alistair Morrison of Johns Hopkins University, notes, “Involving a broad and diverse group of stakeholders, both in the Working Group and through the public comment period, has enabled us to ensure that our recommendations can be widely adopted and used throughout all sectors of the information community.” "NISO is very grateful to Ravit, Alistair, and all the members of the E-Book Metadata Working Group for developing this Recommended Practice, as well as to everyone who took the time to comment on it,” says NISO's Executive Director, Todd Carpenter. “Implementing these recommendations will benefit the whole e-book community — from authors to readers, from publishers to retailers, vendors, and libraries.” The Recommended Practice is freely available at http://www.niso.org/standards-committees/ebmd About NISO NISO, based in Baltimore, Maryland, fosters the development and maintenance of standards that facilitate the creation, persistent management, and effective interchange of information so that it can be trusted for use in research and learning. To fulfill this mission, NISO engages libraries, publishers, information aggregators, and other organizations that support learning, research, and scholarship through the creation, organization, management, and curation of knowledge. NISO works with intersecting communities of interest and across the entire lifecycle of information standards. by jiban 08 Feb '22

Dear Colleagues, A researcher wants to get a newsmagazine item titled: "HIJACKED PAKISTANI PLANE INTERVIEW OF ALAMGIR" published in BLITZ (in May 1981). Blitz is an investigative newsmagazine published weekly from Mumbai (started in 1941). This investigative newsmagazine was published in English, and with editions in Hindi, Urdu and Marathi languages. I tried to get it online but in vain. Can anyone please locate this to give a support to the Researcher. Even if I get the contact address of the archival office of the source item (BLITZ) would be useful too. Thanks in advance. Re: [LIS-Forum] Pirates of the world, unite and pirate everything I’ve ever written! - Paulo Coelho
by Subbiah Arunachalam 06 Feb '22

06 Feb '22

Friends, Allow me to add my two cents to the discussion generated by Mr Muthu Madhan's post on Paulo Coelho's 'interesting call.' Is Ms Alextandra Elbakyan a thief, or is she stealing from others? No, she is not a thief nor is she stealing from others. What she is doing is helping researchers achieve what they want to achieve but cannot achieve as individuals. Why do researchers around the world (including the tens of thousands in India and the rest of the Global South) write up their findings? Because they want to make their findings known to other researchers around the world, who in turn can use the findings along with the findings of many other researchers in their own research. As Sir Isaac Newton famously said in a letter he wrote to Robert Hooke as far back as 1675, "If I have seen further it is by standing on the shoulders of Giants." By shoulders of giants, Newton meant the work of others. It is important for us to remember what Prof. Robert Merton has said about science; it is a communal (or community) activity, a collective enterprise of building knowledge brick by brick, the bricks coming from thousands of researchers and research groups (past and current), and institutions around the world. Ms Elbakyan and SciHub are making it possible for individual researchers around the world, no matter where they live and work, to make their own contribution by facilitating access to the bricks made by others. All one needs is access to the Internet and a device (say a laptop or mobile phone). At a scale unimaginable till two or three decades ago. She deserves to be rewarded for her innovative solution to a long standing problem (of access to relevant information) and not accused of thievery. Whose work is she making available to researchers (and whoever is interested)? The work of researchers which they want to give away to others so it could be read, used to advance knowledge and used in other ways, say in teaching and in treating patients in hospitals. As far as I know, no researcher has objected to Elbakyan making their work available to a worldwide audience. In the course of my work I meet a number of physicists, and they all make their preprints available through arXiv. In recent years, biologists and chemists have started placing their preprints in bioRxiv and chemRxiv. Why? All of them want their work to be known by researchers all over the world and almost immediately. Which is exactly what Ms Elbakyan is doing. Which is what Aaron Swartz tried to do before his untimely death in 2013 at the age of 26. No owner of scientific/scholarly knowledge has objected to Elbakyan making their work publicly accessible or dragged SciHub to court. It is some intermediaries who use scientific journal publishing as 'a perpetual financing machine' (I did not coin this term; it was coined by the man who actually showed that journal publishing is a perpetual financing machine, Mr Robert Maxwell), who are suing SciHub and Ms Elbakyan. Please see https://www.theguardian.com/commentisfree/2018/sep/13/ scientific-publishing-rip-off-taxpayers-fund-research . If you want to hear it from an Indian expert, please listen to the last 13 minutes of Prof. Balaram's 22-minute talk at the IISc DST CPR OA Week 2021 webinar. [ https://www.youtube.com/watch?v=vdCoJUrqeQA&t=3s; see from 08.45]. In reality, it is these intermediaries (unfortunately, including a large professional society) who are keen to protect their revenue and profit margins at the expense of science, scientists and knowledge production who have gone to court. Does it cost money to produce knowledge? Undoubtedly, yes. You can't build and sustain TIFRs, IITs, IISc and other centres of scientific learning and knowledge production without investing huge sums of money. That is why enlightened governments and philanthropic organizations around the world continue to invest huge sums on setting up such institutions and supporting the research and allied activities of the scientists and students working in these and other research institutions. Often, governments have to make choices such as should one invest their limited resources in scientific research or should one invest in poverty alleviation or providing noon meal to poor children who might not otherwise be able to attend schools. Obviously, scientists and their institutions must be aware of the need to spend the funds with utmost care. That is why we should not support publishers who have made 'journal publishing a perpetual financing machine' and who report upwards of 35% profit year after year. That is why we should persuade our government and its various agencies not to underwrite the immoral and unethical practice of paying APC to journal publishers. That is why we should collectively insist that the many institutional archives and central repositories in our country be run professionally. Please visit *https://kisdfoundation.net/wp-content/uploads/2019/09/The-Top-21-Free-Online-Journal-and-Research-Databases.pdf <https://kisdfoundation.net/wp-content/uploads/2019/09/The-Top-21-Free-Onlin…>* . And if you have not watched the European Open Science Conference (EOSC 2022) held online on 4 and 5 February, please watch it. The replay will soon be up, any day this week, on the EOSC website. A directory of open access preprint repositories
by Subbiah Arunachalam 02 Feb '22

02 Feb '22

Here is a message from Ms Kathleen Shearer, Executive Director, COAR [as seen in the GOAL list]. We should make sure that ALL preprint repositories in India find a place in this Directory. February 1, 2022 – The Centre pour la Communication Scientifique Directe (CCSD <https://www.ccsd.cnrs.fr/en/>) of France and the Confederation of Open Access Repositories (COAR <https://www.coar-repositories.org/>) are pleased to announce their formal collaboration to launch a directory of open access preprint repositories. Preprints are becoming an increasingly important part of the research communications landscape. Posting preprints allows researchers to share their research freely and rapidly with their colleagues and the broader community. However, the community has no single tool to view the current preprint landscape. Existing registries are either exhaustive and cover all types of repositories or focus on preprints in a single discipline. This directory will bring together all repositories that collect preprints into a single database, enabling users to choose the most suitable platform for their needs and to have an overview of the preprint ecosystem. The directory will build on the outcomes of a project undertaken by the French Committee for Open Science (Preprints Platforms Project < https://www.ouvrirlascience.fr/prepublication-platforms/>) and supported by the French Ministry of Higher Education, Research and Innovation (MESRI), which has developed an extensive and detailed catalog of preprint repositories. The current list of preprints documents over 90 preprint repositories along with details about their management, functionalities, and related services and their relation to open science criteria. As part of the collaboration, COAR will develop a database and user interface with input from the Preprint Platforms Project and the support from MESRI. COAR will host the preprint directory and CCSD will be curating the metadata records ensuring the registry remains up-to-date. The directory will be publicly available for all, and, as much as possible, will align with other related directories, such as OpenDOAR and the ASAPbio list of preprint servers. The preprint directory will be publicly available in the spring of 2022.
