Workshop on NewGenLib - Inaugural Session

Dear Friends, Following is the inaugural session report of the 3-day workshop on NewGenLib held today, the 25th Feb 2008 at our Institute. ---------------------------------------------------------------------------------------------------------- More than 61 millions of people access Internet in India said Dr. Johnnes Keizer, Information Systems Officer, FAO of the United Nations, Knowledge Exchange and Capacity Building Division. Keizer was giving a key-note address in a workshop on “Open Source Integrated Library Management Software for Knowledge Centres: A hands-on workshop on NewGenLib” at SDM Institute for Management Development (SDM IMD), Mysore. People are putting not only scholarly information but also the tacit knowledge. Wikis, Blogs, Question and Answer Services have enabled the people to share information globally and instantaneously. He cautioned the librarians that unless they are proactive and contribute significantly to the every growing information industry, their jobs will be taken away by others. Keizer explained the research that is going around the world to make the information on the Internet more meaningful. He said in this context Tim Berners-Lee’s idea of semantic web is catching up fast and the future lies in Web 2.0. Keizer said that Web 2.0 is envisioned with an basic philosophy of mutually maximizing collective intelligence and added value for each participant by formalized and dynamic information sharing and creation. The workshop is organized to train the librarians and knowledge managers in the newly released open source software called “NewGenLib”. Speaking on the software, Mr.. L.J. Haravu, Trustee, Keshavan Institute of Information and Knowledge Management, Hyderabad said that the software now can be downloaded freely. The software can be used in medium and large sized libraries and knowledge centers. It was released for free download only in January this year and already more than 4000 people around the world have downloaded the software, he said. The workshop intends to train the participants in the installation and use of the software. Prof. Ramesh Ventakteswaran, Director, SDM Institute for Management Development, Mysore said that true to the spirits of Dharmasthala trust, the Institute is spreading the specialized knowledge to the professionals by way of conducting workshops, seminars and conferences conducted periodically in the Institute. He said more than 30 participants from various parts of India are present for this first ever workshop on Indian based open source software. INDIAN ACADEMIC LIBRARY ASSOCIATION (IALA) NATIONAL WORKSHOP ON STANDARDS IN LIBRARY AUTOMATION & NETWORKING 17TH TO 21ST MARCH 2008 Organised by Bangalore University Library Jnana Bharati Campus Bangalore and Kesavan Institute for Information and Knowledge Management Secunderabad Context of the Workshop: Library Automation refers to the use of computers to serve the needs of library users. The operations of a library get a quantum jump with the introductions of computers. The Information and Communication Technologies (ICTs) and networking technologies provide fast and reliable access to the resources available in the library as well as elsewhere. Planning for an automated systems, no matter how big or small, should be part of an overall long range plan for the library. Automation should always be used as a means to achieve overall better patron service. Carefully planning for technology, bibliographic international standards and formats will enhances the institution’s ability to meet its service mission without disrupting the organizational stability of the institution. Accordingly, today’s integrated library system must not only provide access to the OPAC & other library house keeping modules, but also be capable of connecting other library services and resources. Automation and Networking is need of the hour for Libraries of the present day. Many of the Indian Libraries particularly Academic Libraries have put their efforts in automating their libraries in their own way. Using different software and on different platforms. However, very little effort is traced to consolidate these efforts and create a National Union Catalogue. This requires the common bibliographic international standards to be maintained by all Libraries. INFLIBNET has put its effort to consolidate the databases of all universities and create a union master bibliographic database. But lack of standards in creation of databases has been a major setback in this process. Hence, to overcome these deficiencies it is felt appropriate to organize a National Workshop on standards in Library Automation and Networking. Objectives of the Workshop: This workshop is being organized keeping in view the following specific objectives: 1. To sensitize the workshop participants about the significance and use of international bibliographic standards in Library Automation and Networking; 2. To create an awareness about various International Bibliographic Database Standards and formats available on Library Automation and Networking; 3. To create awareness about the availability of open source software which adhere to the International Standards; 4. To motivate and train on use of open source software like KOHA and NewGenLib; 5. To provide hands on practice to use of NewGenLib Software from the learned experts from NewGenLib. Discussion Themes: The themes of discussion during the workshop would be, but not limited to, the following: 1. International Standard Bibliographic Description (ISBD); 2. Standards for Bibliographic Data Exchange Format; 3. Open Access– OAI-PMH 4. XML (Extensible markup language) 5. MARC 21, Dublin Core, ISO 2709; 6. Federated Searching – Z39.50 and SRU/W 7. Circulation – NCIP (NISO Circulation Interchange Protocol) 8. Open Source V/s Proprietary software; 9. Barcode, RFID Technology; 10. Multi-lingual support – Unicode 11. Knowledge grid application (Concept developed by KIIKM) 12. Networking of Regional, State & National Academic Libraries. Target – Audience and number of participants: In this workshop most of the sessions are focused on hands-on experience. Hence, it would be of immense use to the University Librarians / Asst. Librarians / Information Scientists who are responsible for implementing the Automation activities in University Libraries in the country and this would also be of great use to the Teachers teaching Library Automation and Networking in schools of Library & Information Science in different Universities in the country. The total number of participants will be restricted only to FOURTY only. The selection will be offered on first-come-first-served basis. Rajendrakumar Director, Dept. of Public Libraries, Govt. of Karnataka for having been selected for Ranganathan-Kaula Medal for the year 2007. This award is for his yeoman services for the cause of Public Libraries in Karnataka and in India. As a professional and member of State Library Authority I am quite familiar about his contributions especially in making the public library system as a dynamic and visible institution by advocating and adopting information technologies for providing innovative services. More importantly he has been successful in setting up of libraries in all Gram-panchayats in Karnataka. Thanks to Rajendrakumar's efforts for making Karnataka as the first state in the country to declare August 12 as "Librarians Day". On the one side he has lead setting up of Hi-tech libraries and digitizing >30,000 Kannada books under CMU Million Book Project and on the other side facilitated setting up of hundreds of slum libraries. He has taken initiative to set up libraries at district level initially for making available books and e-resources useful for all competitive exams. He has been instrumental in changing the rigid attitude in the department and introduced "Single Window System", a transparent way of selecting books under the supervision of competent selection committee. Recently he had organised a National Seminar on "Public Libraries as Community Information Centres". During this seminar freshly prepared Draft for Public Library Act was discussed at leangth and give big momentum in this direction. He has served for the professional cause for more than 36 years in serving especially the general public. Now only the Public Library System in Karnataka has picked up in a big way under his dynamic leadership and at this crucial stage his retirement in March 2008 may slowdown the developmental activities. Dear Moderator, Request to post on lisforum Dear All, I have noticed that some of the queries on lisforum are repetitive / common in nature, since usually being in the similar environment we face similar situations. Hence a simple suggestion / request. Can some of those responses (which have the chances of repeating ) be compiled /documented? For eg, I had requested for "EVALUATION OF WEB CONTENT". I am sure many of them would be interested to know or may need in future. For the purpose of easy referece, I have compiled the responses and put it at one place so that it becomes easier for moderator to just forward the mail. Can a system be developed so that automatically these queries gets responded directly to the user without circulating on the lisforum??? Any takers for this suggestion???? A. In recent time there has been a few works in this area. A review of such studies on web content analysis has been reported in an article "Content analysis of library web sites: A review" published in KELPRO Bulletin 10(2), 2006. B. There are organization in various subject areas which issues some guidelines for site. Eg. organization for health related sites. It is Health on the Net Foundation - http://www.hon.ch/ . They evaluate a health related site and give a certificate of authenticity. They evaluate a site on a set of eight parameters. They call these parameters as code of conduct. [ http://www.hon.ch/HONcode/Conduct.html ] 1. Authoritative We should consider who are the authors of site. Govt.; Academic and Research Institutions are normally given higer priority (Even Google Scholar follows that policy). 2. Complementarity Clear indication that Information supports, but does not replace professional help. 3. Privacy Good sites lists out their privacy policies in relation to information submitted (like emails etc) by users. Good sites should not pass on this information to third parties or use it for spaming its users. 4. Attribution Look for attribution statements. Good sites cite the source(s) of published information and publication and updation dates for its pages. The dates should not be system generationed - some sites give today's date automatically generated ( Take it a negative practice if this is to indicate date of information ). 5. Justifiability If any claim of benefits and performance is made then look for justification and methodology for arriving at such a claim. 6. Transparency There should be clear indication of organisation or people behind the site and what is the purpose of their site. Is it for bussiness, advocacy, intellectual intestest or lobbinging. Look for accurate email and other contacts. 7. Financial disclosure Identify funding sources. 8. Advertising policy Advertising as such may not be bad, some good site give quality information and sustain from advertising revenue - like newspapers and magazines. However what should be seen is that advertisements are clearly indicated and seperated from the main content. The information should be unbaised on the site and should not be influenced by sponsors or the adversitors. C. There are a variety of ways like user feedback, rank list comparison, etc. Research is in progress in these areas D. Criteria for evaluating the Web/Internet resources is: Accuracy - free from error and alteration Authority - credibility of author/publishing or sponsoring body Objectivity - creator and/or sponsor's point of view/bias Currency - timeliness of information Content - Scope and depth of material Design - style, structure and functionality Accessibility - availability of the resource E. The information contents on the web should be accurate, authoratative its objectivity and uptodate information (check the latest year or date of upgradation of the website which is always written at the bottom). check for the ownership of domain, writing style, reliabale information, error-free information. does the website has useful links to other webpages. G. For evaluating Web content ,one need to a methodology known as "content analysis" .there are lots of methodology available for content analysis.Many content analysis software available in open source ie drupal ,jumla etc ,you can use it for your analysis. H. Different authors have suggested different set oaf parameters to evaluate web content and/or results. Like F. W. Lancaster has suggested so many criterias to evaluate an information retrieval system. Some of those parameters may be applied to evaluate web content.
